The planning process for wind farm projects appears to be a complicated matter in many cases. Despite the positive attitude towards wind power in general, local wind farm projects often face strong opposition. The aim of this study is to shed more light on residents’ perceptions of participation in the planning process of wind farms. This study is based on interview data (N?=?22) and survey data (N?=?291) collected from residents living near two Finnish large-scale onshore wind farms built about 1.5 years before the data were collected. The results indicate that residents’ participation in the planning process was rather passive and the vast majority of the respondents perceived that they did not have an opportunity to participate. Quite interestingly, perceived participation in the planning process resulted in a decrease in acceptability in terms of perceived well-being. Furthermore, the results indicate that the need for participation does not expire after the planning process for a wind farm has concluded. Thus, project developers should be prepared to continue communication with residents after the planning phase. 相似文献

The drying up of the fossil energy sources and the damage from unchecked carbon emissions demand the development of low carbon economy, which promotes the development of new energy sources, such as wind power and photovoltaic. However, the direct connections of wind/photovoltaic power into power grid bring great impacts on power systems, thus affecting the security and stability of power system operations, which challenges the power system dispatching. In despite of many methods for power system dispatch, lack of the models, for power system containing wind power and photovoltaic considering carbon trading and spare capacity variation (PSCWPCCTSCV), restricts the further optimal operations of power systems. This paper studies the economic dispatch modeling problem of power system containing wind power and photovoltaic, establishes the model of economic dispatch of PSCWPCCTSCV. On this basis, adaptive immune genetic algorithm is applied to conduct the economic operation optimization, which can provide the optimal carbon trading price and the optimal power distribution coefficient. Finally, simulations based on the newly proposed models are made to illustrate the economic dispatch of PSCWPCCTSCV. The results show that optimization with the proposed model can not only weaken the volatility of the new energy effectively, but also reduce carbon emissions and reduce power generation costs. 相似文献

Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore. 相似文献

Research on attitudes toward environmental policy making has often overlooked the important role that risks play in forming individual attitudes towards the environment. Similarly, this research often assumes that the factors that affect attitudes are similar across different environmental domains. The purpose of this research is to examine how the factors that affect an individual's willingness to get involved in environmental policy making differ on two environmental issues – nuclear power and drinking water. The study utilises multivariate statistical techniques to explore the relationship that uncertainty, risk, and trust play in an individual's willingness to take action in environmental policy making. The data consist of responses to a national random telephone survey of 403 adults in the United States. The individuals surveyed are more likely to take action on the less avoidable potential threat of nuclear power than they are on drinking water. The respondents believe that the potential harm from nuclear power is greater than that from drinking water. The individuals most likely to take action are those who indicate that they are interested in environmental issues. 相似文献

Previous research notes that sense of place may intensify, and that levels of public risk perception may decrease with proximity to an established hazardous or stigmatised site. In addition, the literature suggests that sense of place may act either to mediate or moderate community perceptions of risk in such localities. This study comprised a major household survey (n = 1326) and an interview study (n = 39) and was conducted close to the nuclear power stations at Oldbury and Hinkley Point, both in the UK. It investigated the roles of perceptions of place and hazard proximity in considering (a) perceptions of risk and (b) public attitudes towards the building of a new nuclear power station in the nearby area. In addition, a novel scale was developed to measure the perceived contribution of the nearby nuclear power station to sense of place. The results suggest first, that sense of place mediates (but does not moderate) perceptions of risk in very proximate communities, and second, that public attitudes to new build in communities situated very close to established nuclear sites may be largely dependent on the extent to which the existing facility is perceived to contribute towards sense of place. The aim of this paper is to contribute to coherence in marine, coastal and land use planning and management from the perspective of landscape values. At a time when new sea uses are emerging and marine spatial planning laws and regulations are being adopted, but have not yet been put into practice, research studies are required that provide spatial planners with informed insights concerning public stakeholder attitudes to controversial policies. The undertaken research explored the attitudes of two important social groups (local residents and tourists/recreational users) regarding locating wind parks in the marine and/or terrestrial environment along the Latvian coast of the Baltic Sea. The results of the study indicate that both groups support land-based wind park development versus offshore. Moreover, the visibility of wind turbines influences the willingness of tourists to visit recreation sites and impacts directly on their duration of stay. Research findings indicate that policy makers and spatial planners from both marine and land domains should adopt a broader and more integrated approach when setting priorities and allocating space for development activities where both domains are involved. 相似文献

Place attachment has been researched extensively in the social and behavioural sciences over the past two decades. However, it is challenging for researchers to assimilate the mixed messages presented in the place attachment literature and to understand the multiple place attachment terms. In this study, a four-dimensional model of rural landholder attachments to their natural resource management region was conceptually and empirically developed with the aim of developing an integrated approach to the measurement of place attachment that clearly distinguishes between different elements of place scholarship. A 29-item place attachment scale with the dimensions of place identity, place dependence, nature bonding, and social bonding was tested on a random sample of rural landholders in the Adelaide and Mount Lofty Ranges in South Australia (N = 320). The majority of respondents were male (69.3%) and the average age was 59 years. The scale was reduced to 20-items and then administered simultaneously and in the same response format to rural landholders in two other areas of South Australia: the Northern and Yorke region (N = 664) and South Australian Murray-Darling Basin region (N = 659). In both studies, the majority of respondents were male (85%) and the average age was 55 years. Exploratory factor and reliability analyses of Adelaide and Mount Lofty Ranges and Northern and Yorke datasets produced a five-dimensional model of place attachment with high reliabilities. Social bonding divided into the constructs of family bonding and friend bonding. The refined five-dimensional model was then examined for convergent validity, with moderate but significant correlations found between individual attachment constructs and dependent variables expected to be related to the construct, such as place identity and length of residence, and nature bonding and time currently spent in nature. We used confirmatory factor analysis to test the goodness-of-fit of the South Australian Murray-Darling Basin (SAMDB) dataset to the proposed five-dimensional model and then compared its fit to the traditional two-dimensional model of place identity and place dependence. The five-dimensional model provided moderate fit for the SAMDB data. We conclude with a discussion of the validity and reliability of the five-dimensional model and its future role in place attachment research. 相似文献

In the UK, there now exist hundreds of low-carbon community groups (LCCGs) that aim to decrease collective resource consumption and/or generate renewable energy through diverse social and environmental interventions. These groups have in recent years become the subject of political attention and funding schemes, underpinned by beliefs that LCCGs are key to fostering resilience to climate change and meeting national-level greenhouse gas emission reduction targets. While previous research into LCCGs has focused on drivers, barriers and outcomes of LCCG action, there is now growing policy and academic interest in groups' capacities for, and uses of, monitoring and evaluation (M&E) processes and tools. However, little is known about the experiences, opportunities and potential challenges for LCCGs undertaking M&E. In response, this paper draws on a Knowledge Exchange project that explored M&E processes and tools with a sample of UK LCCGs. It outlines the benefits and drawbacks of groups' attempts to achieve change and to account for their outcomes and/or impacts, individually, and as part of a wider movement. It argues that, while M&E could be one way for groups to “scale up” their impact without losing their grounding in place and community, issues of capacity, resources and utility remain paramount. 相似文献

In the environmental conflict that surrounds the sighting of hazardous waste facilities there is usually a volatile mix of disparities in power, expertise and information access as well as differing views on risk, which are all played out amidst commercial arrangements and environmental justice concerns. In recent times, the volatility of this mix has been further compounded by the growing climate of public concern and distrust surrounding scientific developments and technology. While there is no 'quick fix' to the complex conflict that this entails, community information systems (CISs) based on participatory models can help address the outstanding issues of capacity, information access, power inequities and environmental justice. CISs are an effective response to the five crucial elements of a toxic dispute, that is, the dialogue, capacity building, information access, evaluation of hazards and risk, and expertise. This paper will review the role of community accessible information systems in the dispute in Botany over the management and destruction of Orica Australia's stockpile of the persistent organic pollutant, hexachlorobenzene (HCB). Spatial planning typically involves multiple stakeholders. To any specific planning problem, stakeholders often bring different levels of knowledge about the components of the problem and make assumptions, reflecting their individual experiences, that yield conflicting views about desirable planning outcomes. Consequently, stakeholders need to learn about the likely outcomes that result from their stated preferences; this learning can be supported through enhanced access to information, increased public participation in spatial decision-making and support for distributed collaboration amongst planners, stakeholders and the public. This paper presents a conceptual system framework for web-based GIS that supports public participation in collaborative planning. The framework combines an information area, a Multi-Criteria Spatial Decision Support System (MC-SDSS) and an argumentation map to support distributed and asynchronous collaboration in spatial planning. After analysing the novel aspects of this framework, the paper describes its implementation, as a proof of concept, in a system for Web-based Participatory Wind Energy Planning (WePWEP). Details are provided on the specific implementation of each of WePWEP's four tiers, including technical and structural aspects. The potential of devolved conservation to empower people, reduce poverty and protect forest resources has yet to be realized in much of the developing world. This is particularly evident in the Philippines where the central state paradoxically recentralizes political power through devolution at the policy, program and project level in forest management. We investigate how centralized state power emanates through devolved networks to affect the success of local timber utilization involving community-based forest management (CBFM) on Mindanao Island, the southern Philippines. By examining broader shifts from centralized to devolved forest management, results suggest that centralized political power continues to control and adversely affect local uses of timber through CBFM. We discuss how in the process of state authorities recentralizing devolved rights and responsibility over timber management, community-based logging operations were threatened but sustained by members relying on community-based structures and their own capabilities. The conclusion asserts that broader state processes of devolving power over timber management remains constrained by political motives and interests and so largely fails to fulfill the objectives of community-based forest management. 相似文献

This study examines lay perceptions of the environment and its perceived relation to health at three scales: the environment at large, the neighbourhood, and the home. Interviews were conducted with residents from two contrasting neighbourhoods in the industrial city of Hamilton, Canada. The results reveal variations in perceptions of the environment–health link between residents in the two study neighbourhoods as well as across the different scales. Air pollution and proximity to industry were frequently implicated in lay understandings of the general and neighbourhood environments. In contrast, the home environment was seen as relatively insulated and safe. Furthermore, personal control mechanisms (e.g. cleanliness) were believed to mitigate adverse health impacts in the home and yard while the general environment was seen to be outside of such control. The significance of the findings is discussed in terms of future research and policy relevance. 相似文献

Theories in risk, psychology, and communication suggest aiming to inform the public about basic ecological facts may not be enough to influence knowledge of risks or behaviors to mitigate water quality risks. The risk information‐seeking and processing model and the theory of planned behavior suggest several additional variables that are likely to influence risk‐mitigating behaviors. We used data from a survey of watershed residents in Ohio to explore a model of behavioral intentions to positively impact stream health. Residents' informational norms, or the perceived pressure to know about local stream health, strongly predicted their information‐seeking behaviors. Active‐seeking behaviors predicted positive attitudes toward behaviors impacting stream health, which predicted intentions to positively impact stream health. Implications for outreach include couching communication in terms of risk found important to the local community, here wildlife were seen as negatively influenced by water quality, as opposed to plain reports typically provided by utility companies. Increasing social pressure to feel informed by emphasizing the existing knowledge of stream ecology among residents could change the norm for the less informed. A low response rate limits the generalizability of findings here, but leveraging these findings in outreach efforts could prove more successful in engaging the public to improve stream health and support policies to improve stream health. 相似文献

Connectedness to nature,place attachment and conservation behaviour: Testing connectedness theory among farmers 总被引:3,自引:0,他引:3
The aim of this study was to explore the relationship between pro-environmental behaviour and two forms of emotional association: attachment to place and connectedness to nature. This relationship is explored in the context of farmers' management of native vegetation on their properties. A postal survey was conducted to measure the extent to which farmers felt connected to nature and to their property. The survey also measured vegetation management behaviours and associated valued outcomes. A total of 141 farmers in northwest Victoria, Australia, completed the survey. Results showed that vegetation protection behaviours increased with connectedness to nature (CNS), although CNS accounted for only a modest amount of the variation in behaviour. Place attachment was not related to management behaviours. Further analysis suggested that the relationship between CNS and management behaviour was mediated by importance given to environmental benefits of vegetation management. The findings lend weight to studies showing a relationship between CNS and more simple conservation behaviours (e.g. recycling). The findings are also consistent with frameworks suggesting that emotional association with nature leads to an expanded sense of self and greater valuing of non-human species, and so to pro-environment behaviour. This demonstrates the importance of using a range of instrumental and more affective strategies to promote conservation behaviours. 相似文献

This paper studies the scavenging efficiencies of aerosol emissions from coal-fired power plants under different removal mechanisms (coagulation, heterogeneous nucleation and gravitational settling) as a function of time. It also analyses the ‘health impact’ of the aerosol before and after the above dynamic mechanisms by comparing the respirable dust fractions. The well-known equations of evolution are applied to an average PSD that represents the exhaust particulate emissions from coal-fired power plants (i.e. Aboño power plant in Asturias that belongs to Hidrocantábrico Group, S.A.). From this study it is inferred that respirable dust is scavenged with the greatest difficulty and when compared with the initial volume of respirable dust, roughly 20% remains after 18 h of gravitational settling. Therefore, gravitational settling is the main removal mechanism of respirable dust compared to condensation and coagulation. 相似文献

This paper tries to reconcile two sets of apparently contradictory results. One is the positive link, postulated in literature, between place attachment and civic activity, the other is the sociological claim that there is a negative relationship between place attachment and a person's social and cultural status (cultural capital), which in turn is known to be the strongest positive predictor of civic involvement.In order to resolve this inconsistency, I postulated two alternative paths leading to civic activity: the social–emotional path, in which the relationship between place attachment and civic activity is mediated by local social capital (neighborhoods ties), and cultural path, consisting of cultural capital and interest in own roots. I also postulated a negative link between place attachment and cultural capital.A representative sample of 1328 subjects, coming from three regions of Poland, differing in historical heritage and objective rootedness of inhabitants, was used for analysis. In a series of structural equations, the two-path model was confirmed both in the whole sample and in each of the three regions separately. Similar results were obtained from a separate analysis run on data clustered into 114 communes. 相似文献

Many authors have suggested that Indigenous communities are especially vulnerable to the direct and indirect impacts of climate change, yet there remains a paucity of fine-grained geographic data on the particular impacts of climate change on specific places and on local communities, especially Australian Indigenous communities. While there are some recent studies being undertaken with Australia's Torres Strait Island people, our research takes up the issues of vulnerability and resilience with two Indigenous communities from different environments on the mainland in North Queensland. They are the Aboriginal peoples of the rainforest and reef environments of the Wet Tropics and the Aboriginal people of the discontiguous rainforest, grasslands, dry forests and marine environments of Cape York. The results demonstrate variability in their understandings of climate change and in their capacities to anticipate and manage its impacts, while at the same time illustrating some common held themes about environmental and cultural values, observed environmental change, attributions of cause and effect, and of climate in general. 相似文献

Social and anthropological studies show a growing number of conflicts surrounding energy projects, as governments and companies insist on their implementation despite the concerns of local actors about their perceived socio-environmental risks. In this context, the purpose of this paper is to analyse the politicisation of expertise and certifications in a conflict over the construction of a combined cycle power plant by linking strategic assumptions from two particular sociological approaches. The first approach is based on the study of frame alignment in social movement organisations and the second on the translating interests in actor–network theory. These linked premises are examined in the conflict arising from the construction of a combined cycle natural gas plant in Boroa, in the Basque Country of Spain. This case study brings to light interesting findings on the strategies of the different agencies, certifications, politicisation of expertise and the increasing hostility in local conflicts. 相似文献
