The river Paz is a transboundary river that flows through Guatemala and El Salvador. Its frequent floods endanger the lives and livelihoods of downstream communities. Attempts have previously been made to develop flood management programmes for this watershed. However, these approaches were generally made by high-level governmental institutions with few if any contributions from floodplain communities and other stakeholders. Recognising that public consultation is a key aspect in flood management programmes, we intend in this work to extract different stakeholders' views regarding current and future flooding and flood management programmes in the Paz River basin. This is achieved using Future Scenarios Workshops with a projected time horizon of 30 years. The exercise was expected to identify consensual short- and medium–long-term flood management strategies for the Paz River basin that draws on input from inhabitants of flood-prone areas and other stakeholders. 相似文献

The UK floods in late 2000 reinforced an emerging awareness which questioned the long-term sustainability of an exclusive reliance on hard-engineered flood defences to protect the UK population against increased flood risk. The debate has subsequently focused on a broader interpretation of the risks associated with flooding. This paper explores the notion that, although social and technical issues are already being integrated to understand and manage flood, practitioners are now realising the importance of accommodating public hazard understanding and perception of risk into their management models, and there remains a need to fit such ideas to the insurance-based system of flood management in the UK. 相似文献

Water-borne pathogens such as Cryptosporidium pose a significant human health risk and catchments provide the first critical pollution ‘barrier’ in mitigating risk in drinking water supply. In this paper we apply an adaptive management framework to mitigating Cryptosporidium risk in source water using a case study of the Myponga catchment in South Australia. Firstly, we evaluated the effectiveness of past water quality management programs in relation to the adoption of practices by landholders using a socio-economic survey of land use and management in the catchment. The impact of past management on the mitigation of Cryptosporidium risk in source water was also evaluated based on analysis of water quality monitoring data. Quantitative risk assessment was used in planning the next round of management in the adaptive cycle. Specifically, a pathogen budget model was used to identify the major remaining sources of Cryptosporidium in the catchment and estimate the mitigation impact of 30 alternative catchment management scenarios. Survey results show that earlier programs have resulted in the comprehensive adoption of best management practices by dairy farmers including exclusion of stock from watercourses and effluent management from 2000 to 2007. Whilst median Cryptosporidium concentrations in source water have decreased since 2004 they remain above target levels and put pressure on other barriers to mitigate risk, particularly the treatment plant. Non-dairy calves were identified as the major remaining source of Cryptosporidium in the Myponga catchment. The restriction of watercourse access of non-dairy calves could achieve a further reduction in Cryptosporidium export to the Myponga reservoir of around 90% from current levels. The adaptive management framework applied in this study was useful in guiding learning from past management, and in analysing, planning and refocussing the next round of catchment management strategies to achieve water quality targets. 相似文献

Uncertainty and risk in wildland fire management: a review 总被引:3,自引:0,他引:3
Wildland fire management is subject to manifold sources of uncertainty. Beyond the unpredictability of wildfire behavior, uncertainty stems from inaccurate/missing data, limited resource value measures to guide prioritization across fires and resources at risk, and an incomplete scientific understanding of ecological response to fire, of fire behavior response to treatments, and of spatiotemporal dynamics involving disturbance regimes and climate change. This work attempts to systematically align sources of uncertainty with the most appropriate decision support methodologies, in order to facilitate cost-effective, risk-based wildfire planning efforts. We review the state of wildfire risk assessment and management, with a specific focus on uncertainties challenging implementation of integrated risk assessments that consider a suite of human and ecological values. Recent advances in wildfire simulation and geospatial mapping of highly valued resources have enabled robust risk-based analyses to inform planning across a variety of scales, although improvements are needed in fire behavior and ignition occurrence models. A key remaining challenge is a better characterization of non-market resources at risk, both in terms of their response to fire and how society values those resources. Our findings echo earlier literature identifying wildfire effects analysis and value uncertainty as the primary challenges to integrated wildfire risk assessment and wildfire management. We stress the importance of identifying and characterizing uncertainties in order to better quantify and manage them. Leveraging the most appropriate decision support tools can facilitate wildfire risk assessment and ideally improve decision-making. 相似文献

ABSTRACTCity governments have access to a range of policy instruments to reduce flood risk, but choosing among these tools is challenging. This article identifies fourteen different policy instruments that could contribute to urban flood risk reduction and draws on interviews with expert stakeholders to score these instruments across eight evaluation criteria. The results indicate which policy tools the interviewees consider to be most and least suitable and illuminate the trade-offs inherent in instrument selection. Complementary relationships between the various instruments are also considered in the context of instrument mixes – combinations of multiple policy tools designed to maximise urban flood risk reduction. 相似文献

In this paper we examine the optimal management of a renewable resource that is at risk from alien species invasion. The objective of this paper is to derive implications for optimal management of a resource when options exist for both preventing the arrival of an invasive species and mitigating the impact of that arrival. Uncertainty about the timing and nature of an invasion can have important implications for the choice of management strategy, and a key feature of this analysis is an explicit treatment of that uncertainty. 相似文献

Triggered by recent flood catastrophes and increasing concerns about climate change, scientists as well as policy-makers increasingly call for making long-term water policies to enable a transformation towards flood resilience. A key question is how to make these long-term policies adaptive so that they are able to deal with uncertainties and changing circumstances. The paper proposes three conditions for making long-term water policies adaptive, which are then used to evaluate a new Dutch water policy approach called ‘Adaptive Delta Management’. Analysing this national policy approach and its translation to the Rotterdam region reveals that Dutch policy-makers are torn between adaptability and the urge to control. Reflecting on this dilemma, the paper suggests a stronger focus on monitoring and learning to strengthen the adaptability of long-term water policies. Moreover, increasing the adaptive capacity of society also requires a stronger engagement with local stakeholders including citizens and businesses. 相似文献

ABSTRACTDespite increasing evidence of threats to Indigenous food systems, many Indigenous communities are innovating to enhance their resilience while conserving and promoting their traditional food systems, offering important lessons for rural development policy. This community-based case study explores one such Indigenous initiative: Sanjeevini, in Andhra Pradesh, India. Sanjeevini has been effective in designing and implementing creative strategies for seed sovereignty and biocultural conservation. Interviews with key persons associated with Sanjeevini (n?=?8) and participatory field-research in the Araku Valley region, including interviews with small scale farmers (n?=?30), revealed community development strategies emphasising a link between biological and cultural heritage in Indigenous food systems. These include hosting cultural seed festivals, establishing and maintaining community-based seed banks, and facilitating inter-community seed exchanges. Importantly, these strategies take place against a backdrop of community-organising that counteracts the dominant neo-liberal development agenda while resisting deforestation that threatens Indigenous livelihoods. Sanjeevini’s success demonstrates that through the adaptive assertion of self-determination, rural social change is possible. This paper highlights alternative, community-driven articulations of seed sovereignty while underscoring the significance of this community’s own vision in guiding rural innovation and offering promising working models for cultivating rural resilience. 相似文献

Disaster preparedness and perception of flood risk: A study in an alpine valley in Italy 总被引:6,自引:0,他引:6
Italy is a country highly vulnerable to floods and landslides. The present study aims to investigate disaster preparedness and perception of flood risk in a group of people living in an alpine valley in the north of Italy. Four hundred seven adult residents in nine communities exposed to hydrogeological risk were interviewed by using a structured questionnaire. Participants were asked about the adoption of a set of protective behaviors that can prevent negative consequences of floods. Perception of flood risk was assessed by means of a one-dimensional scale that was developed and validated by the authors. Items included in this scale asked participants to estimate likelihood of occurrence of different flood consequences and to express feelings of worry associated to them. Socio-demographic and experiential information on respondents were also collected. Overall, results showed that most of respondents were fairly well prepared to deal with a future flood disaster. Correlational and regression analyses indicated that disaster preparedness was positively associated with risk perception. In accordance with literature, there was not a significant relation between likelihood judgments and adoption of protective behaviors, while feelings of worry were associated with disaster preparedness. Authors interpret their results in relation to the socio-environmental characteristics of the studied communities. Theoretical, empirical and practical implications of the findings are also discussed. 相似文献

ABSTRACTConceptualizing and analyzing collective policy learning processes is a major ongoing theoretical and empirical challenge. A key gap concerns the role of exogenous factors, which remains under-theorized in the policy learning literature. In this paper, we aim to advance the understanding of the role that exogenous factors play in collective learning processes. We propose a typology of exogenous factors (i.e. material, socioeconomic, institutional, discursive), and subsequently apply this in a comparative study of flood risk policymaking in two municipalities in the Netherlands. We find that exogenous factors are indeed essential for understanding collective learning in these cases, as the combined influence with endogenous factors can steer similar learning processes towards different learning products. We conclude our contribution by identifying two opportunities for further developing the collective learning framework, namely regarding the distinction of varying learning products, and the dynamics of exogenous factors over time. 相似文献

The conceptual underpinnings for adaptive management are simple; there will always be inherent uncertainty and unpredictability in the dynamics and behavior of complex ecological systems as a result non-linear interactions among components and emergence, yet management decisions must still be made. The strength of adaptive management is in the recognition and confrontation of such uncertainty. Rather than ignore uncertainty, or use it to preclude management actions, adaptive management can foster resilience and flexibility to cope with an uncertain future, and develop safe to fail management approaches that acknowledge inevitable changes and surprises. Since its initial introduction, adaptive management has been hailed as a solution to endless trial and error approaches to complex natural resource management challenges. However, its implementation has failed more often than not. It does not produce easy answers, and it is appropriate in only a subset of natural resource management problems. Clearly adaptive management has great potential when applied appropriately. Just as clearly adaptive management has seemingly failed to live up to its high expectations. Why? We outline nine pathologies and challenges that can lead to failure in adaptive management programs. We focus on general sources of failures in adaptive management, so that others can avoid these pitfalls in the future. Adaptive management can be a powerful and beneficial tool when applied correctly to appropriate management problems; the challenge is to keep the concept of adaptive management from being hijacked for inappropriate use. 相似文献

Linking water and land is essential in planning for the future of the western United States. We propose the concept of ‘water-smart growth’ and explore its implications through incorporating water considerations into the SLEUTH land-use model. The urban growth trajectory in Cache County, Utah, is modeled from 2007 to 2030 under four different scenarios: current trend; smart growth; water-smart growth with moderate implementation; and water-smart growth with full implementation. Comparisons of simulation results illustrate the extent and ways in which water-smart growth would alter current established land-use growth patterns. The approach represents an initial step to better integrate land and water in urban growth modeling and planning. This study's purposes are to provide improved understanding and representation of linkages between water and land in urbanizing environments, offer insights from a set of modeled options, and demonstrate the significance of integrating land and water in planning practices. 相似文献

This paper investigates social and environmental injustices in solid waste management in Kinshasa, the capital of the Democratic Republic of Congo. The urban poor in most parts of Kinshasa bear a huge encumbrance of the solid waste burden and face multiple challenges associated with poor management of solid waste. This situation has resulted in poor and unhealthy living conditions for the majority of the urban residents. The problem of solid waste management in Kinshasa has further been compounded by rapid urbanisation which has occurred in the face of poor urban governance, civil conflict and weak institutional set-up. The combination of these challenges has resulted in increased overcrowding, poor sanitary conditions, lack of water and an unprecedented accumulation of solid waste which have triggered a myriad of urban problems. The worst affected are the poor urban who reside in locations that receive little or no socio-economic services from the Kinshasa Municipal authority. Using secondary data collected through a desk study, this paper argues that the poor solid waste situation in Kinshasa is not only a health risk, but also presents issues of both social and environmental injustices. These issues are analysed within the context of evolving arguments that focus on the need to develop a pro-poor approach in solid waste management that may present an opportunity for achieving both social and environmental justice for the urban poor in Kinshasa. 相似文献

The sustainability concept applied to human activities implies the need to harmonise the protection of environment with a satisfactory economic and social development. This is particularly true for tourism development: a misuse of the natural resources can cause a degradation of the tourist appeal of the destination, bringing it finally to its economic decline. This problem is particularly important in coastal tourism destinations. The implementation of an environmental management system is a powerful way for progressing towards better environmental performances. In this paper, the main results obtained in applying the Eco-Management and Audit Scheme procedure to the municipality of Cervia, a well-known tourist destination located on the Adriatic coast of Italy are described. This research puts into evidence that the main environmental pressures in the summer season are related to the supply of potable water, the production of solid wastes and wastewater air pollution and noise, etc. However, if correctly planned and managed, tourism can also contribute to environmental protection, to the conservation of biodiversity and to a sustainable use of natural resources. 相似文献

Over the past few decades, there has been an increasing interest in the active involvement of local stakeholders in the management of floods in Europe. Such involvement is seen as necessary as the management of floods becomes more complex. Management approaches now seek to include a range of potential measures to reduce risk (e.g. structural defence, spatial planning and property-level protection measures). Local stakeholder involvement is seen to be important because governments lack the capacities such as knowledge and funding required to deliver all these measures alone. This paper focuses on the implications that more participative approaches have on the fairness of European flood risk management (FRM). Studies of environmental justice are well placed to address this question because they are interested in who is included and excluded from decisions related to the distribution of environmental goods (resources) and bads (risks). Existing literature suggests that fair decision-making processes (procedural justice) can lead to fair distribution or resources and risks (distributive justice). This literature review of 30 peer-reviewed papers provides an analysis of justice and FRM by assessing practices of participation which are presented in the recent literature on local stakeholder involvement in FRM in England, Germany and the Netherlands. It was found that participation in practice generally focuses on transferring responsibility to the local level at the expense of power. This paper discusses the implications that this finding has for justice and synthesises potential ways forward based on recommendations of the reviewed literature. 相似文献

In this study, an analysis of bathymetric surveys of the Latrobe River delta conducted in 1879 and 1992 is combined with pollen analysis of cores from the delta sediments to assist in setting management priorities for the Latrobe River catchment, a 5000 km2catchment in the south-east of Australia. Reconstructed delta surfaces from 1879 (not long after European settlement of the area) and 1992 were compared to quantify areas of net erosion and deposition. These were compared to post-European deposition depths determined by the presence of exotic pollen species in the sediment. The results indicated that: (1) average sedimentation rates in the receiving lake for the Latrobe River are less than 1 mm yr−1; (2) the deposited material is fine with no material considered as bedload; and (3) the fine nature of the deposited material makes it suitable for carrying a large load of nutrients. These results created a shift in management focus from concern over sedimentation and erosion in general to a greater emphasis on nutrients. While the integrated management of catchments is implicitly contemporary, it should always be performed within a historical context. Failure to do this can lead to management priorities that do not concur with the facts of catchment response and can therefore result in inefficient resource allocation. The use of studies which provide a historical perspective on the problem are therefore critical. 相似文献

Risk is a key topic in the communication between developers of infrastructure projects, permit-granting authorities, and civil society. The nature of risk communication is contested among academics, however. Whereas some scholars conceive of risk communication as a matter of effectively communicating expert knowledge on factual matters to the public, others emphasise the role of symbolic construction and rhetoric. This article analyses how wind farm developers rhetorically construct risks in relation to the environmental impact assessment (EIA) for a large offshore wind farm project. Our analysis is inspired by the New Rhetoric, the theory of argumentation developed by Perelman and Olbrechts-Tyteca (Traité de l'argumentation – la nouvelle rhétorique, Brussels: Éditions des presses de l'université de Bruxelles, 1958). We suggest that the EIA adopt a dual argumentative strategy. The report associates numerous risks with the project by identifying and cataloguing them; however, these risks are also disconnected from the project by being described as nonexistent, negligible, or manageable. We discuss some implications of considering EIAs, not as accounts of reality, but as loci of production for this reality. 相似文献
