Extensive research demonstrates that public participation in environmental decision making can increase understanding of diverse worldviews and knowledge bases, public faith in governance institutions, and compliance with resulting rules. Concerns linger around costs, possibilities of polarization and decreased legitimacy in cases of poorly executed processes, and the ability of newly empowered groups to gain political leverage over others. If participants in public processes can bracket their personal experience to better assess other viewpoints, establishing mutual respect and understanding through deliberative exchange, they increase the likelihood of maximizing participatory benefits and minimizing risks. Such reflexivity indicates double-loop social learning, change undertaken through collective discussion and interaction. A capacity-building workshop program aims to foster such learning within the Maine fishing industry. Case material draws primarily on participant observation and interview data, using a grounded theory approach to qualitative analysis. Evidence indicates that in social contexts removed from the norms of daily life and the frustrations of past fishery management confrontations, harvesters acquire knowledge and skills that facilitate more strategic and productive behavior in formal and informal marine resource decision venues. Suspensions of longstanding spatio-temporal assumptions around the prosecution and management of fisheries comprise key learning moments, and yield corresponding changes in industry attitudes and actions. With heightened appreciation for a diversity of experiences and management priorities, harvesters can better mobilize a broad spectrum of local knowledge to develop viable regulatory proposals and collaborative decision processes.  相似文献

Over the last decade, adaptive co‐management has been recommended as a policy framework to address complex and uncertain resources management issues. Implementing this theoretical management concept requires the integration of multidisciplinary research and local knowledge. Yet practical protocols to link science, policymaking and societies have yet to be developed. We designed a protocol to produce legitimate, credible and relevant solutions to a regional resources management issue. This is a two‐component protocol. A stakeholder grid categorizes stakeholder representatives in three distinct specialized dialogue arenas: institution representatives, technical experts and local end‐users. An iterative co‐design process then builds on these arenas to assess the institutional legitimacy, technical credibility and empirical relevance dimensions of a common solution initiated by an initial plausible promise. We tested this framework in Réunion to address organic waste management issues at the regional level. The plausible solution explored was the introduction of a recycling industry involved in collecting organic waste and producing and selling organic fertilizers tailored for local crop systems. The protocol application outcomes were consolidated and documented scenarios accepted by all, with knowledge exchange and the broad spread of a stabilized expectation contributing to private initiatives and public policy change.  相似文献

This research investigates how trust plays a role in environmental management in North Lebanon, which has suffered repeated episodes of armed conflict in recent times. Previous studies have shown that environmental problems have increased and that the government has been unable to address these, even during periods of relative peace. We examined trust as a factor that contributes to, or hampers, environmental management. Our analysis drew on a survey in 2011 involving 499 citizens. The results demonstrated that, according to citizens, the lack of trust between citizens, and between citizens and the public sector, is a key factor obstructing effective environmental management. The results indicate the level of correlation between how trusting people are; how citizens participate; and how people perceive government legitimacy.  相似文献

The use of the theoretical tools provided by proximity economics to address environmental questions, and the emergence of analyses revitalising the role of the spatial dimension in environmental problems, date from the late 1990s. This paper first aims to provide a review of the research conducted in this field and second to suggest some future research directions concerning the respective roles of geographical proximity and organised proximity in the production and management of environmental problems. First, it deals with the topic of ‘geographical proximity and land-use conflicts’, a topic that is currently the most researched in this field. This is followed by a discussion of the role of organised proximity in the regulation of environmental problems. The paper then explores the relation between the uncertainty associated with environmental issues and relations of organised proximity. Next it outlines a few possible research directions, focusing more particularly on the roles of geographical proximity as a mode of regulation of environmental problems, and on the possible role of organised proximity in their production. The concluding section draws an overview of the departures and extensions that have resulted from taking into account environmental issues in the paradigm of proximity economics.  相似文献

Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

Marsh creation is currently receiving wide attention in the United States as an important tool for mitigating the impacts of development in coastal wetlands. The perception that there is no net loss in valuable coastal wetlands when development is mitigated by the creation of man-made marshes can have a substantial impact on the permitting and decision-making processes. The effective result may be the trading of natural salt marshes for man-made marshes.Techniques for marsh creation were developed by the US Army Corps of Engineers to enhance and stabilize dredge spoil materials. Most research sponsored by the Corps has been directed at determining whether these goals have been accomplished. A survey of the research indicates that there is insufficient evidence to conclude that man-made marshes function like natural salt marshes or provide the important values of natural marshes. It is necessary, therefore, for decision-makers to understand the limitations of present knowledge about man-made marshes, realistically evaluate the trade-offs involved, and relegate mitigation to its proper role in the permitting process—post facto conditions imposed on developments that clearly meet state qualifications and policies.  相似文献

Environmental irresponsibility is one of the most prominent issues confronting host communities of transnational corporations (TNCs) engaged in the production of economic goods and, sometimes, services. Drawing mainly on stakeholder theory, combined with legitimacy theory, this article addresses how host communities in Africa combat the challenge of environmental irresponsibility of TNCs. To illustrate the dimensions and dynamics of the challenge, this paper examines the experience of despoliation of Ogoniland by the oil giant Shell in Nigeria. The analysis draws attention to the significance of the role of individuals and civil society groups in securing accountability of one of the most formidable fronts of economic globalisation. The analysis is particularly relevant to the experience of environmental irresponsibility in the context of weak governance structures.  相似文献

The social and environmental impacts of rapidly expanding coal and gas industries have generated high levels of public concern and there is increasing evidence of cumulative impacts. In the Bowen Basin of Queensland (Australia) water quality issues have triggered a collaborative response to coordinate monitoring efforts, integrate data and information and undertake regional analysis to inform landscape-scale management. Collaborative governance is promoted as a response to complex environmental problems, such as cumulative impacts. However, application of this approach to the resources and energy sectors remains a significant research gap. This paper reports the results of action research in the 2 years taken to negotiate the establishment of collaborative governance arrangements to address mine-water discharge impacts in the Bowen Basin. The long establishment phase has been required to refine objectives, build trust, develop governance mechanisms and secure resourcing commitments. The partnership established involves more than 20 organisations including regulators, resources and energy companies, agricultural industries and research organisations. The breadth of participating sectors is a significant innovation, but also represents a major challenge in establishing this model of regional environmental governance. Promising strategies adopted to manage these tensions have included neutral brokerage, facilitative leadership, establishing legitimacy of the collaboration and credibility of its reports. The case study provides a cautionary tale of the pursuit of the promise of ‘everyone working together’ to address cumulative impacts. Policy implications include the need for extended commitment and integration of collaborative and other responses.  相似文献

Forest certification, particularly that of the Forest Stewardship Council (FSC), is frequently claimed to constitute an effective and democratic private governance arrangement for responsible forestry. It has, however, recently been questioned whether this view holds true for the northernmost countries, which have traditionally been presented as successful examples of forest certification. Yet there is little research on the perceived legitimacy of forest certification at the local level, which is where the standard implementation takes place. This paper examines how the perceived legitimacy of forest certification is created as well as challenged at the local level in Sweden, drawing on Steffek's [2009. Discursive legitimation in environmental governance. Forest Policy and Economics, 11, 313–318] conceptualisation of discursive legitimation and Bernstein's [2011. Legitimacy in intergovernmental and non-state global governance. Review of International Political Economy, 18 (1), 17–51] definition of legitimacy as well as semi-structured interviews with forest companies, reindeer husbandry (indigenous Sámi) and environmental non-governmental organisations (ENGOs). The results reveal that local ENGOs question the FSC's decision-making process and results, while both the ENGOs and reindeer husbandry see few opportunities to influence long-term forest management. These findings highlight the difficulties of managing power asymmetries in certification and the challenges involved when certification standards are translated from policy to practice.  相似文献

Environmental managers in Russia face severe problems, both from Soviet-era and continuing environmental degradation and due to the weakness of current institutions with responsibilities for environmental protection. This paper draws on surveys, a case study of water pollution and workshops on Russian environmental decision making to explore prospects for environmental improvements. Using concepts from the regulatory reform literature, it focuses on the use of market incentives, the construction of a civil society and community involvement, and emphasizes that Russian non-governmental organizations may have a particularly important role to play in improving environmental management. Solidifying their legal base, coalition-building skills and the capability to conduct independent, pragmatic policy analyses would enhance their contribution.  相似文献

ABSTRACT

Sustainable agriculture implies trade-offs with farm animal welfare. Proposals to increase agricultural productivity and ecological sustainability alike, are often linked to intensification, which may restrict animal welfare. Despite the growing importance of farm animal welfare for the alignment of agricultural and environmental policy, determinants of decision-making at the EU level remain unexplored. This article contributes to closing this research gap, broadening our understanding of why policymakers vote for the enactment of animal welfare policies. Applying the Social Identities in the Policy Process (SIPP) perspective we highlight the role of group membership for individual decision-making. By means of a quantitative analysis of voting behaviour in the European Parliament on two animal welfare policies, we show that different identities are salient. The strongest predictor is political group membership. In case of defections from the group line, the salience of national, sectoral and also demographic identities adds to the understanding of decision-making.  相似文献

Conventional approaches to evaluation of environmental programs have tended to limit themselves to restricted measures of program effectiveness. This paper shows how a social learning approach can be incorporated into evaluating public environmental programs. A social learning approach is particularly suited to complex environmental challenges which are inherently difficult to understand, predict, and manage, thus complicating the evaluation process. The paper presents an Australian case study of dryland salinity management where there are major knowledge barriers impeding conventional management techniques. The research presented in this paper focused on evaluating a public demonstration program to track its impact through its design, implementation, and monitoring phases. The paper shows that, by incorporating social learning principles and practices, program evaluation can promote collective action, critical reflection, and increased knowledge to underpin improved environmental management.  相似文献

Recent research on the effects of personal threat suggests that perceived threat might enhance pro-environmental behavior when pro-environmental norms are in focus. In three experiments we found support for the latter assumption, showing that mortality salience and salience of pro-environmental norms interacted in predicting pro-environmental attitudes and information search (Study 1), sustainable behavior in a forest management game (Study 2), as well as pro-environmental intentions and behavior (Study 3). Specifically, mortality salience increased pro-environmental conduct only when pro-environmental norms were salient. Moreover, norm salience only had an effect on pro-environmental attitudes and behavior when the threat of personal mortality was salient. We discuss the implications of these results for both terror management theory and the promotion of pro-environmental behaviors.  相似文献

Achieving resource sustainability, particularly in the coastal zone, is complicated by a variety of interdependencies and trade-offs between economic, social, and ecological variables. Although trade-offs between each of these variables are important, this paper emphasizes the social components of resource management. In this regard a distinction is made between individual and cooperative choices. Individual choices frequently are made from a shortterm, self-interested perspective, whereas cooperative choices are made from a long-term, community and resource-sustainability perspective. Typically, when presented with a spectrum of resource management decisions, individuals have a tendency to act in a self-interested manner. Thus, cooperative benefits, such as reduced conflict and improved resource certainty, are not realized. An overview of selected aspects of social dilemma theory suggests that socially cooperative choice outcomes are attainable in coastal zone management by integrating structural and behavioral solutions in resource use decision making. Three barriers to successful integration of structural and behavioral solutions are identified as self-interest, mistrust, and variable perceptions of resource amenities. Examples from coastal zone management indicate that these barriers may be overcome using approaches such as scopereduction, co-management, community education, and local participation. The paper also provides comment on the potential benefits of integrating structural and behavioral solutions in international coastal zone management efforts.  相似文献

Environmental policies aimed at the conservation of protected areas are significantly influenced by social factors revealing the importance of investigating local knowledge and perceptions during their planning and implementation. The present article aims to explore perceptions and awareness of citizens in three protected areas of Greece: The National Park of Eastern Macedonia and Thrace, the Wetland of Kalloni, and Lake Tavropou. The survey explores perceptions of individuals on environmental issues and alternative management scenarios referring to management actors, funding sources, and management schemes for the conservation of biodiversity. Differences between the three research areas are also explored. According to the results of the study, citizens are in general supportive of protected areas and present relatively high levels of knowledge of environmental issues. However, environmental awareness is not accompanied by active participation for the resolution of environmental problems. By exploring differences between the three research areas, it is revealed that the provision of information significantly influences individuals’ perceptions on relevant issues. Also, a significant finding of the study is that citizens are supportive of some forms of participatory management. It is essential, to encourage public participation and deliberation in order to promote their sustainable management.  相似文献

This research investigated managers’ views of two global environmental risks: climate change and loss of biodiversity. The intent was to understand why different managers place varying levels of attention and priority on these issues. The data came from in-depth interviews with 28 senior corporate managers across Canada and a range of sectors, although most were employed in the energy sector. Approximately half had direct environmental responsibilities and half had other management duties. Grounded theory was used to collect and analyze the data. From the results, a theoretical framework was constructed to explain important factors that can influence managers’ mental models of environmental risk. Four factors relevant to managers’ appraisal of the threat of environmental risk include: (1) salience, (2) intrinsic value of nature, (3) knowledge, and (4) perceived resilience of nature. In addition, four factors relevant to managers’ view of the appeal of a particular response strategy were: (1) avoidability, (2) perceived costs and benefits, (3) fairness and equity, and (4) effectiveness. The time horizon for decision making was seen as being important in both portions of the mental model.  相似文献

Although the research on the relationship between human factors and environmental sustainability is slowly progressing, environmental training has attracted the most attention from researchers and practitioners. However, there remains a lack of research that integrates and systematises the available knowledge on organisational environmental training. Environmental training is fundamental to any successful activity of environmental management, conservation and recycling of resources. Thus, the aim of this paper was to present the results of a systematic literature review on environmental training in organisations. The main studies in this area were classified and coded, and a research agenda with 9 recommendations that may advance the field was presented. As a result of the gaps in the current literature, a framework was proposed aiming guide and strengthens the state-of-the-art research on environmental training. Additionally, results show that more research is needed on environmental training, combining training and green human resource management and defining/measuring the objectives of the environmental training actions. Future studies should also consider mixed methodologies and comparative perspectives.  相似文献

This study has as its aim to help to clarify the relationship between environmental management and economic performance by integrating it into a wider framework that includes the relationship between environmental strategy and firm performance, the latter being understood as the combination of environmental performance, competitive advantage and economic performance. A case study of the COATO farming cooperative showed us that its environmental management, focused on prevention logic, has had a positive net effect on its environmental performance. Besides, the order in which these practices were adopted favoured the development of new organisational capabilities that have contributed to the appearance of advantages derived from the greater accumulated experience of employees in creating new projects that are designed to reduce residues and pollution. COATO has also obtained a competitive advantage in differentiation thanks to an improved brand image and to its increased credibility in business relationships. Finally, a positive correlation exists between the pioneering proactive strategy adopted by this cooperative and the improvement of its firm performance with respect to the other firms in its sector.  相似文献

Despite a general decrease in Dutch environmental emission trends, it remains difficult to comply with European Union (EU) environmental policy targets. Furthermore, environmental issues have become increasingly complex and entangled with society. Therefore, Dutch environmental policy follows a pragmatic line by adopting a flexible approach for compliance, rather than aiming at further reduction at the source of emission. This may be politically useful in order to adequately reach EU targets, but restoration of environmental conditions may be delayed. However, due to the complexity of today’s environmental issues, the restoration of environmental conditions might not be the only standard for a proper policy approach. Consequently this raises the question how the Dutch pragmatic approach to compliance qualifies in a broader policy assessment. In order to answer this question, we adapt a policy assessment framework, developed by Hemerijck and Hazeu (Bestuurskunde 13(2), 2004), based on the dimensions of legitimacy and policy logic. We apply this framework for three environmental policy assessments: flexible instruments in climate policy, fine-tuning of national and local measures to meet air quality standards, and derogation for the Nitrate Directive. We conclude with general assessment notes on the appliance of flexible instruments in environmental policy, showing that a broad and comprehensive perspective can help to understand the arguments to put such policy instruments into place and to identify trade-offs between assessment criteria.  相似文献

Wetlands are critical natural resources in developing countries where they perform a range of environmental functions and provide numerous socio-economic benefits to local communities and a wider population. In recent years, however, many wetlands throughout eastern Africa have come under extreme pressure as government policies, socio-economic change and population pressure have stimulated a need for more agriculturally productive land. Although wetland drainage and cultivation can make a key contribution to food and livelihood security in the short term, in the long term there are concerns over the sustainability of this utilization and the maintenance of wetland benefits. This article draws upon recent research carried out in western Ethiopia, which addressed the sustainability of wetland agriculture in an area of increasing food insecurity and population pressure. It discusses the impacts of drainage and cultivation on wetland hydrology and draws attention to local wetland management strategies, particularly those characterized by multiple use of wetlands, where agriculture exists alongside other wetland uses. The article suggests that where multiple wetland uses exist, a range of benefits can be sustained with little evidence of environmental degradation. Ways of promoting and empowering such sustainable wetland management systems are discussed in the context of the wider need for water security throughout the region.  相似文献
