Environmental justice frameworks predominantly focus on exploration of socio-environmental inequalities faced by racial, ethnic, religious, cultural and low-income groups. This article aims to expand this mainstream focus of the environmental justice concept on these groups by conceptualising urban/rural division as a group difference, based on which rural communities face with socio-environmental burdens of environmental policies in relation to their urban counterparts. It is based on the analysis of Turkey’s small-scale hydroelectricity power plant (HPP) development policies, referring to the planning and constructions of approximately 1500 hydropower plants across the country, along with country’s modernist agenda, i.e. achievement of economic development, social progress and urban transformation of Turkey. These power plants are also strongly associated with numerous socio-economic, environmental and cultural impacts on local rural communities and local environments with dozens of local opposition movements, while favouring needs, interests and lifestyles of urban communities. This point deserves a systematic conceptualisation within the environmental justice frameworks as it helps to further explain deep causes of socio-environmental inequalities particularly in developing country contexts. Thus, this article is built on such a conceptualisation arguing the necessity to integrate urban/rural division as a separate group difference to environmental justice frameworks by examining modernisation and urbanisation nexus in Turkey’s small-scale HPP development process.  相似文献

In recent years, as part of its neoliberal development paradigm, the Government of the Philippines has engaged in efforts to encourage extraction of the nation's mineral resources. The Philippines is also a country where decentralization has devolved substantial powers to local governments. Concern over potentially adverse environmental effects has led to opposition to mining by some local governments in the Philippines. This opposition has led to the withholding of consent to mining projects by local governments and, in some cases, the implementation of moratoriums banning mining. Central to this opposition have been the activities of civil society groups, and their collaboration with local governments. This collaboration has involved the drafting of legislation prohibiting mining and support of candidates for office who are opposed to mining. Collectively, Filipino local governments and civil society groups are examples of the concept of governance, a dispersed process wherein society manages itself for the betterment of all its members. For mining companies seeking to implement projects, it is no longer sufficient to have the consent of the national Government — that of local governance forces must also be considered.  相似文献

During the 1990s the social scientific literature on local opposition to proposed developments has moved from a focus on individual motives to a concern with the social causes and significance of such protest. However, the language of NIMBYism is still widely used by researchers. Drawing on data from a case study of local responses to a proposed new road the central role that the language of NIMBY plays within siting disputes is illustrated, and it is concluded that academics interested in understanding the dynamics and process of local development disputes might usefully study participants' use of NIMBY, but should distance themselves from the activity of attributing NIMBYism to certain parties. In addition those concerned with managing, mediating or resolving local disputes should also steer clear of the language of NIMBY and engage with the diversity and complexity of local concerns and interests.  相似文献

Local residents often oppose some types of facilities because of their negative side effects, even though they are claimed to be necessary for the public good. These facilities are known as locally unwanted-land-uses, and local opposition to them is often referred to as not-in-my-backyard, usually with a pejorative connotation. However, some studies have challenged this conventional view of local opposition. Given these conflicting views, the present article explores how local mobilisation should be evaluated, focusing particularly on distributive justice. First, the study illuminates how different interpretations of distributive justice lead to difference in views on local opposition. Then, by comparing three waste disposal facility cases in Japan, a distinction between cost sharing and cost overlapping cases is illuminated. The study further develops discussions by pointing out the limits of using this distinction to evaluate local opposition movements and provides insights that can contribute to a fuller understanding of siting conflicts.  相似文献

High-voltage (hV) transmission grids are projects of societal importance that potentially have controversial social and environmental impacts. Former research shows that public opposition is sparked by the perception of negative local impacts and unjust concessionary processes. In this paper, we complement these perspectives by assessing the institutional practices of the regulatory agencies in dealing with scientific uncertainties. The regulatory agencies’ ‘ways of doing things’ are often designed to serve policy and management needs. A critical point is that the demarcation between scientifically based facts, values and assessments is often blurred in the decision-making process. This paper draws on two Norwegian case studies to investigate how the regulatory agencies dealt with (1) electromagnetic fields and health risks and (2) overhead lines versus sea cables. We argue that ambiguities and uncertainties that arise in the hV transmission line processes create ‘trolls’, and we explore how the local inhabitants and affected stakeholders in the two cases responded to these and how it triggered further opposition. By investigating how and why trolls appear and are handled, we conclude by discussing how public opposition related to hV transmission grids may be reduced – and how some ‘trolls’ may crack.  相似文献

Benton County, in north-central Indiana, USA has successfully sited more than 500 turbines. To understand Benton County’s acceptance of wind farms, a holistic case study was conducted that included a document review, a survey of local residents and interviews with key stakeholders. Survey questionnaires were sent to 750 residents asking questions about attitudes toward the wind farms, perceived benefits and impacts from the wind farms, environmental attitudes, and demographic information. Key stakeholders were also interviewed for a deeper understanding of the historical timeline and community acceptance of the wind farm development. While there is limited opposition to the turbines, on the whole the community presents a front of acceptance. Financial, rather than environmental, benefits are the main reason for the acceptance. Although significant in other case studies, transparency and participation do not play a large role in Benton County’s acceptance. Most residents are not concerned with either visual impacts or noise from the wind turbines. More concrete benefits to the community, such as reduced energy bills for county residents, could help to extend acceptance even further within the community. Although there are concerns about the acceptance of wind farms and the impacts of those farms on local residents in both peer-reviewed literature and popular media, we found little evidence of those concerns in Benton County. Instead, we found Benton County to be a community largely accepting of wind farms.  相似文献

This article presents a systematic literature review of 109 articles (1992–2015) dealing with Local Agenda 21 processes worldwide. It analyzes two essential elements of Local Agenda 21: (1) the holistic approach of the sustainable development concept and (2) the main driving forces behind such processes. It shows that, although at the beginning, sustainability was seen as a natural extension of environmental policy work, it has been perceived over recent years as a guiding principle applied to issues of environment, economic development, and social welfare, and Local Agenda 21 is perceived as a coherent approach to sustainability planning. In addition, Local Government Strategy is the main typology followed, although it suffers from important limitations. Future studies could focus on local sustainability process outcomes. Further quantitative studies would be welcome, given the qualitative case study dominance in the field. We conclude with a research agenda to tackle theoretical, methodological, and empirical lacunae.  相似文献

Our experiences calculating a local ecological footprint of Oslo form the basis for a discussion of key methodological aspects supporting the use of local sustainability indicators. The footprint's strength is its ability to communicate simply the complexity of global environmental challenges. Initially developed for measuring per capita consumption at the national level, the footprint has been adopted at local and regional levels. We argue for adjustments in the footprint methodology when shifting from a national to a local policy context, to ensure the indicator's applicability in local politics and administration. First, the analysis should be limited to consumption aspects relevant to the local environmental policy agenda. Second, the analysis should integrate as much genuine local data as possible. We argue also that a standardised methodology based on the national footprint approach, with the main purpose of international benchmarking of cities, cannot but reduce the indicator's usefulness for administrative/political guidance, due to the methodology's lack of transparency and inability to identify local variations.  相似文献

There have been conflicting accounts of the role and influence of local opposition within planning application outcomes for wind power developments. There is an expanding literature that considers public responses to proposed renewable energy developments and much of this suggests that public opposition is a key factor in the slow growth in renewable energy capacity. However, this paper will show that local opposition groups' power over such planning processes is very limited, and in fact extends only so far as delaying an outcome. Through a thematic content analysis of objection letters to one particular proposed wind power development, the key issues raised in connection with the development will be highlighted. Subsequently, these issues will be compared with those discussed in the official report of the planning appeals process, and it will be shown that the concerns of local objectors had little influence over the eventual verdict.  相似文献

Although international trade in energy may offer a flexible and cost effective means by which European countries could meet their renewable energy targets, developers in the exporting nation can face local opposition for reasons which are not always clear. Using focus groups and a public survey, we contrast perspectives between local stakeholders and wind farm operators and investigate the community impacts associated with large-scale wind energy for domestic use and export from Ireland to the UK. Although the export of renewable energy from Ireland to the UK is currently on hold, our findings suggest that significant investment is required by the state and wind farm operators in better information provision, trust building, effective instruments to internalise wind farm externalities and co-management arrangements before Ireland can fully capture the benefits of wind exports to the UK.  相似文献

One of the most significant junctures in natural resource planning and management in recent years has been the emergence of community-based natural resource management (CBNRM). The central focus of CBNRM is the environment, of course. However, it explicitly considers the local economy and community as well. It is a highly participatory approach to local, place-based projects, programs and policies aimed simultaneously at environmental and community health. This paper is an attempt to shed light on what happens in the local economy and community as a result of pursuing a CBNRM strategy. Oregon has been in the vanguard in putting CBNRM into operation. A key example is the state's experience with local watershed councils and the state agency that supports them, the Oregon Watershed Enhancement Board (OWEB). Drawing from a larger study of Oregon's watershed councils, we ask and answer the questions: ‘What direct contribution do watershed councils make to the local economies of Oregon?’; ‘Do watershed councils contribute to ‘civic engagement’ in Oregon?’ and ‘Do they enhance individuals' and communities’ capacity to engage in public issues beyond watershed council activities?’  相似文献

Nuclear and chemical waste facilities can be successfully sited, despitenimby responses, if siting programs account for the sources of public concern. Irrational fear is not the main source; instead, waste managers must deal with perceived inequities in the distribution of benefits and costs, and concern about facility safety. Benefit-cost inequities may be dealt with in part by keeping wastes where they are generated, through political restrictions, or by providing economic compensation and political incentives (for example, a local veto). Assuring people of facility safety includes allowing local control (monitoring, health assessment, regulation), and enhancing trust of facility managers through such means as rectifying past mistakes, individual-oriented education campaigns, and negotiation of compensation packages with local residents. These means should reduce —without eliminating—public opposition to local siting of nuclear and chemical waste facilities.  相似文献

Deepening understanding of public responses to large-scale renewable energy projects is of academic and practical importance, given policies to lessen fossil fuel use in many countries. Although the NIMBY (Not In My Back Yard) concept is commonly used to explain public opposition, the concept has been extensively critiqued. This study applies an alternative approach based upon the notion of disruption to place attachment, and the theory of social representations, with a focus upon the symbolic meanings associated with a proposed project and the places affected by it. Empirical data is provided from a case study of a proposed 750 MW offshore wind farm in North Wales, using group discussions and questionnaires distributed to local residents in two coastal towns (n = 488). Results indicate significant differences between each town's residents in their responses to the project, and how opposition arises from nature/industry symbolic contradictions: between a place represented in terms of scenic beauty that provides a restorative environment for residents and visitors, and a wind farm that will industrialise the area and ‘fence’ in the bay. In one of the towns, the data suggests that contradiction between project and place was experienced as a threat to identity for those with strong place attachment, leading to negative attitudes and oppositional behaviour. Levels of trust in key actors moderated the relation between place attachment and negative attitudes to the wind farm. The results provide further evidence of the role of place attachment in shaping so-called ‘NIMBY’ responses to development proposals, and challenge the assumption that offshore wind farms will prove less controversial than those onshore.  相似文献

This paper aims to assess the relative importance of a NIMBY (‘Not-In-My-Back-Yard’) stance on an individual's opposition to the siting of a wind farm vis-à-vis other predictors, such as perceived effects (costs, risks and benefits associated with the project), perceived fairness of the siting decision and societal trust. Data originate from two case studies, a small wind farm of just two wind turbines in southern Greece and a mega-project of 153 turbines on the Greek island of Lesvos (aggregate N = 334). We use structural equation modelling (SEM) for testing the theoretically-suggested relations between the various constructs. We find that NIMBY is not the most important predictor of opposition while it is strongly correlated with other predictors, such as the perceived unfairness of the siting decision as well as the risks and costs associated with the wind farm. These latter findings undermine the common-sense idea that wishing a wind farm out of one's vicinity (‘Not-In-My-Back-Yard’) is an example of mere ‘free-riding’. Since the fit of the SEM models was found to be moderate, we discuss the limitations of our study and the implications of our findings as well as suggesting pathways for future research.  相似文献

Insight into land developers’ perspectives on alternative residential developments and the barriers they experience in trying to develop them can be crucial in efforts to change environmentally damaging low-density, large-lot, and automobile-dependent residential patterns. Using a semi-structured interview instrument followed by short surveys, I examined the views of 16 developers in Waukesha County, WI, USA, a county that has experienced significant development pressures and widespread implementation of conservation subdivision design. The land developer investigation focused on conservation subdivision design familiarity and implementation, and identified a number of barriers that developers experienced in implementing the design. While the majority of the developers appeared familiar with the design and had experience developing conservation subdivisions, their motivations for developing them varied, as did their on-site conservation practices. The barriers included the lack of land use regulations supporting the design, economic factors, community opposition, and a lack of knowledge about sustainable residential development practices. Strategies to promote more environmentally sustainable residential land development patterns include providing a more supportive institutional environment, enacting different regulations and guidelines for natural resources protection, and offering education on ecologically sound development and planning practices.  相似文献

This paper discusses the present character of environmental monitoring in Swedish municipalities. We have found that local environmental monitoring in Sweden is insufficient. There is very little connection between monitoring activities and local environmental goals, and environmental goals have been established without considering information from the environmental monitoring. In practice, this means that local environmental monitoring has only a limited influence on political decisions and priorities in the municipalities. Our study also showed that local environmental monitoring was almost entirely focused on monitoring the state of the environment and showed a lack of flow-oriented information. There is a strong need to develop a unified strategy for local environmental monitoring to avoid sub-optimisations in local environmental management. A new strategy would, to a much higher degree, have to focus on monitoring diffuse sources of pollution and personal lifestyles. In this case, monitoring only the state of the environment would not be sufficient. It would have to include also the flows of materials through society, i.e. the whole metabolism of society, including biogeochemical as well as anthropogenic material flows.  相似文献

The use of electric-powered vehicles (EV) is experiencing a boom in some countries. Much research has been conducted on the technology per se; however, there is a research gap regarding institutional spatial planning practice concerning EVs. Here, an empirical analysis was made of planners’ interpretations of opportunities and obstacles to integration of EVs in southern Sweden. The results revealed a lack of interplay between local and regional administrations and showed that the agenda is run by individual bureaucrats rather than being based on official strategies. Moreover, there appears to be a lack of horizontal interplay within some organisations, while new arenas are being formed by actors within and outside government. The reason for formation of such external EV networks may be a single actor not being able to push the issue forward alone, due to a fragmented organisation, or a lack of clear external task formulation at central government level.  相似文献

Despite their opposition to the dominant agri-food system, alternative agri-food initiatives may unwittingly reproduce central features of neoliberalism. Julie Guthman has been a particularly strong proponent of this view, arguing that food activism and neoliberalism have shaped one another dialectically in California in recent decades. This paper responds to her argument, with a view to distinguishing between what it reveals and what it may conceal about the transformative potential of alternative agri-food initiatives in North America. Drawing on primary research on a variety of community-based food initiatives in Eastern Ontario, Canada, we show how a neoliberal lens does help to illuminate some problematic characteristics of these initiatives, including assumptions about market-based solutions and focus on self-improvement at the expense of state involvement. However, this lens underestimates those aspects of community-based food initiatives that may appear commensurate with neoliberal rationalities but which also push in more progressive directions.  相似文献
