In the 1980s, tropical forest-management principles underwent a shift toward approaches giving greater responsibilities to rural people. One argument for such a shift were the long-term relations established between rural people and their natural resources. In Madagascar, a new law was drawn up in 1996 (Gelose law), which sought to integrate rural people into forest management. A gap was observed between the changes foreseen by the projects implementing the Gelose law and the actual changes. In this article, we use the concept of the social-ecological system (SES) to analyze that gap. The differences existing between the planned changes set by the Gelose contract in the village of Ambatoloaka (northwest of Madagascar) and the practices observed in 2010 were conceptualized as a gap between two SESs. The first SES is the targeted one (i.e., a virtual one); it corresponds to the designed Gelose contract. The second SES is the observed one. It is characterized by the heterogeneity of forest users and uses, which have several impacts on forest management, and by very dynamic social and ecological systems. The observed SES has been reshaped contingent on the constraints and opportunities offered by the Gelose contract as well as on other ecological and social components. The consequences and opportunities that such an SES reshaping would offer to improve the implementation of the Gelose law are discussed. The main reasons explaining the gap between the two SESs are as follows: (1) the clash between static and homogeneous perceptions in the targeted SES and the dynamics and heterogeneity that characterize the observed SES; and (2) the focus on one specific use of forest ecosystems (i.e., charcoal-making) in the targeted SES. The increasing popularity of local food consumption can be attributed to the heightened awareness of food safety concerns, carbon emissions produced from food transportation, and an understanding of how large corporations’ obtain their food supplies. Although there is increasing discussion on both the local and organic food movement independently, there is not a wide availability of literature examining the motivations and perceptions of consumers with regard to farmers’ markets. Issues such as perceptions about what type of food consumers are purchasing at markets, nor the main motivations for frequenting such establishments are discussed. Therefore the purpose of this study was to determine consumer motivations, benefits, and perceptions of farmers’ markets. Using the case study location of Toronto, Canada, this study surveyed 300 participants during the fall of 2011. Findings indicated that the main purpose for visiting famers’ markets is not solely to fulfill grocery needs. Quality of products offered and the ability to support the local community were the primary motivators to visit the markets.  相似文献

In the late 1990s, the Chinese government initiated some new programs and consolidated other existing ones of ecological restoration and resource development in its forest sector, and renamed them as “Priority Forestry Programs,” or PFPs. They include the Natural Forest Protection Program (NFPP), the Sloping Land Conversion Program (SLCP), the Desertification Combating Program around Beijing and Tianjin (DCBT), the Shelterbelt Development Program (SBDP), and the Wildlife Conservation and Nature Reserve Development Program (WCNR). In addition to improving the environmental and resource conditions, a frequently reiterated goal of these PFPs is to increase rural households’ income, therefore discussing why looking at rural household income impacts might be an important part of forest program evaluation. Thus, an interesting and important question is: How has implementing the PFPs affected the farmers’ income and poverty status? This article addresses this question using a fixed-effects model and a panel dataset that covers 1968 households in four provinces for ten consecutive years (1995–2004). The empirical evidence indicates that their effects are mixed. The SLCP, the SBDP, and the NFPP have made positive impact and, by far, the SLCP has the largest effect. But the WCNR and the DCBT still have not had a pronounced overall effect due to their short time span of execution, even though they may have exerted certain influence at the margin. Notably, the impact of the WCNR, if any, is negative.  相似文献

This essay offers a critical assessment of environmental virtue ethics (EVE). Finding an environmental ethical analogy with Hume’s critique of the sensible knave, I argue that EVE is limited in much the same way as morality is on the Humean view. Advocates of nonanthropocentrism will find it difficult to engage those whose virtues comport them to anthropocentrism. Nonetheless, EVE is able to ground confidence in nonanthropocentric virtues by explicating specific key virtues, thereby holding open the possibility of bridging the motivational gap between anthropocentrism and nonanthropocentrism.  相似文献

In recent years, researchers and policy makers have recognized that nontimber forest products (NTFPs) extracted from forests by rural people can make a significant contribution to their well-being and to the local economy. This study presents and discusses data that describe the contribution of NTFPs to cash income in the dry deciduous forests of Orissa and Jharkhand, India. In its focus on cash income, this study sheds light on how the sale of NTFPs and products that use NTFPs as inputs contribute to the rural economy. From analysis of a unique data set that was collected over the course of a year, the study finds that the contribution of NTFPs to cash income varies across ecological settings, seasons, income level, and caste. Such variation should inform where and when to apply NTFP forest access and management policies.  相似文献

Social acceptance is central in many debates surrounding energy projects. Wind energy, in particular, has been described as a ‘learning laboratory’ in terms of social acceptance of energy projects. It has given way to a socio-technical paradox: the social dimension has become a factor of equal importance to technology in the wind farms implementation. Based on a literature review concerned with the social acceptance of wind energy, the paper seeks to demonstrate both the richness and the limits of the key concepts that inform the ongoing work of scholars. By doing so, we intend to emphasise the complex processes underneath in order to then elaborate a conceptual definition of social acceptability. Various modulations and limits that characterise current thinking are thus underlined. We then propose a grid analysis relying on a territorial perspective. It is structured around three levels that connect micro-social, meso-political and macro-economic processes.  相似文献

This research investigated managers’ views of two global environmental risks: climate change and loss of biodiversity. The intent was to understand why different managers place varying levels of attention and priority on these issues. The data came from in-depth interviews with 28 senior corporate managers across Canada and a range of sectors, although most were employed in the energy sector. Approximately half had direct environmental responsibilities and half had other management duties. Grounded theory was used to collect and analyze the data. From the results, a theoretical framework was constructed to explain important factors that can influence managers’ mental models of environmental risk. Four factors relevant to managers’ appraisal of the threat of environmental risk include: (1) salience, (2) intrinsic value of nature, (3) knowledge, and (4) perceived resilience of nature. In addition, four factors relevant to managers’ view of the appeal of a particular response strategy were: (1) avoidability, (2) perceived costs and benefits, (3) fairness and equity, and (4) effectiveness. The time horizon for decision making was seen as being important in both portions of the mental model.  相似文献

Abolitionism is an animal rights' philosophy and social movement which has recently begun to grow. It has been largely contested but the criticisms directed at it have usually been articulated outside academia. In this article, I wish to contend that one of the criticisms directed at abolitionism—that it contains racist implications—is correct. I do this by defending the idea that abolitionism engages in what Eduardo Bonilla-Silva classifies as ‘racism without racists’—an unintentional and subtle form of racism. I present three ways in which abolitionism may be considered racist and then address some possible objections to my view.  相似文献

Experience with collaborative approaches to natural resource and environmental management has grown substantially over the past 20 years, and multi-interest, shared-resources initiatives have become prevalent in the United States and internationally. Although often viewed as “grass-roots” and locally initiated, governmental participants are crucial to the success of collaborative efforts, and important questions remain regarding their appropriate roles, including roles in partnership initiation. In the midst of growing governmental support for collaborative approaches in the mid-1990s, the primary natural resource and environmental management agency in Wisconsin (USA) attempted to generate a statewide system of self-sustaining, collaborative partnerships, organized around the state’s river basin boundaries. The agency expected the partnerships to enhance participation by stakeholders, leverage additional resources, and help move the agency toward more integrated and ecosystem-based resource management initiatives. Most of the basin partnerships did form and function, but ten years after this initiative, the agency has moved away from these partnerships and half have disbanded. Those that remain active have changed, but continue to work closely with agency staff. Those no longer functioning lacked clear focus, were dependent upon agency leadership, or could not overcome issues of scale. This article outlines the context for state support of collaborative initiatives and explores Wisconsin’s experience with basin partnerships by discussing their formation and reviewing governmental roles in partnerships’ emergence and change. Wisconsin’s experience suggests benefits from agency support and agency responsiveness to partnership opportunities, but cautions about expectations for initiating general-purpose partnerships.  相似文献

As a member of the British Oxford Group, psychologist Richard Ryder marked the beginning of the modern animal rights and animal welfare movement in the seventies. By introducing the concept “speciesism.” Ryder contributed importantly to the expansion of this movement. Surprisingly little attention has been paid to Ryder’s moral theory, “painism”, that aims to resolve the conflict between the two predominant rival theories in animal ethics, the deontological of Tom Regan and the utilitarian of Peter Singer. First, this paper examines the kernel and historical sources of Ryder’s painist theory, linking it to the work of John Rawls and Jean-Jacques Rousseau. Second, it examines Ryder’s critique of utilitarianism. It is argued that his critique of Singer’s use of the word “sentience” is unconvincing and that his critique of utilitarian aggregation as not taking a full account of the metaphysical separateness of persons, has already been countered and dealt with. Finally this paper looks at some of the counterintuitive implications of Ryder’s theory and argues that utilitarianism might have more resources for dealing with its own alleged counterintuitive implications than Ryder acknowledges.  相似文献

China, with the confrontation of water-related problems as an element of its long history, has been investing heavily in water engineering projects over the past few decades based on the assumption that these projects can solve its water problems. However, the anticipated benefits did not really occur, or at least not as large as expected. Instead, the results involved additional frustrations, such as biodiversity losses and human-induced disasters (i.e., landslides and earthquakes). Given its inherent shortcomings, the present engineering-dominated strategy for the management of water resources cannot help solve China’s water problems and achieve its goal of low-carbon transformation. Therefore, the present strategy for water resources exploitation needs to be reevaluated and redressed. A policy change to achieve better management of Chinese rivers is urgently needed.  相似文献

Scholars observe an increased involvement of citizens in green space governance. This paper focuses on green self-governance, in which citizens play a major role in realizing, protecting and/or managing green space. While existing research on green self-governance focuses mostly on specific cases, we aim to contribute towards a large overview via an inventory of 264 green self-governance practices across The Netherlands. With this, we discuss the relevance of green self-governance for nature conservation and its relationship with authorities. In our analysis, we show that green self-governance practices are very diverse: they pursue a wide variety of physical and social objectives; employ a multitude of physical and political activities; involve different actors besides citizens; mobilize different internal and external funding sources; and are active within and outside of protected areas. While green self-governance can contribute towards protection and management of green space and towards social values, we highlight that this contribution is mostly of a local relevance. Most practices are small scale and objectives do not always match those of authorities. Although we speak of self-governance, authorities play an important role in many practices, for example, as financial donor, landowner or regulatory authority. In this, self-governance is often not completely ‘self’.
