This paper examines local sustainability concepts in Connemara, a predominantly rural region in the West of Ireland (in this paper, the term “Ireland” refers to the Republic of Ireland), to show how they are (re-)constituted through people's interactions with social and biophysical environments. We argue that these interactions produce diverse forms of lay environmental knowledge and expertise that encompass cognitive and emotional aspects, a fact that is frequently ignored in environmental policy-making which prioritises rational arguments over reactions rooted in people's sense of place and community. Local people's responses to this dominance of “official” rational-technical sustainability concepts are central to recent cases of environmental controversy and lack of compliance to environmental policies that have characterised the study area but that show many parallels to conflicts and disputes elsewhere. Drawing on rich qualitative evidence from interviews and ethnographic fieldwork, this paper demonstrates how communities' responses to environmental policies depend on how well (or poorly) sustainability concepts underpinning these policies match local people's social-ecological practices and related place-specific views of what should be sustained. 相似文献

Community participation, ownership and cost sharing are key components of Tanzania's water policy, in common with the broad international consensus on water governance. However these policy goals are difficult to achieve, beset with paradoxes and their benefits may be overstated, both in terms of efficiency of resource management and equality of outcomes. This article draws on longitudinal ethnographic research of a village water supply in Tanzania to explore two issues: the contested nature of community ownership and the complex evolution of a ‘community‐owned’ institution. The evidence from the Uchira Water Users Association leads us to question some of the simplistic assumptions made concerning the capacity of local communities to manage service delivery and to balance equity and sustainability principles. The limitations of ‘bottom‐up’ and demand led approaches need to be recognised without discrediting their potential for challenging inequalities. The article concludes with a consideration of some of the tensions in community‐driven development, which raises some important questions about the role of the State and external agencies in setting and enforcing equity criteria in community‐managed initiatives. 相似文献

This study contributes to the analysis of the politics of sustainability transitions by developing a focus on regime actor conflicts and a processual model for how these conflicts develop and are resolved. In a comparison of water-supply systems in four U.S. cities, we show how conflicts among regime actors and political jurisdictions lead to the formation of system governance organizations (SGOs) that bridge jurisdictional boundaries to manage conflicts over a technological system (TS). SGOs coordinate relations among water utilities and diverse stakeholders to reduce pervasive conflicts, but they can also serve as drivers of improved sustainability. We analyze resistance that can emerge, such as from urban growth coalitions, which limit the capacity of SGOs to drive changes. We develop a four-stage processual model (first-order regime conflicts, SGO formation, sustainability transition expansion, and second-order regime conflicts) that opens research in the politics of transitions to the dynamic of regime actor conflicts and provides the basis for generalizations about the causes of SGO formation and their effects on the governance of TSs such as water-supply infrastructure. Policy implications regarding how to improve political support for SGO sustainability efforts are also discussed. 相似文献

Many cities' municipal governments have made some version of “sustainability” an explicit policy goal over the past two decades. Previous research has documented how the operationalisation and conceptualisation of sustainability in urban sustainability plans vary greatly among cities, particularly with respect to environmental justice. This article reports on whether and how large American cities incorporate environmental justice into their urban sustainability indicator projects. Our findings suggest that while there has been an increase in the number of cities incorporating environmental justice elements into sustainability plans since the early 2000s, their conceptualizations and implementations of sustainability remain highly constrained. The paucity of evaluative tools suggests that environmental justice efforts are potentially losing traction in public debate over macro-scale sustainability concerns (e.g. climate change) or the need for regionally competitive environmental amenities (e.g. parks). This paper concludes with suggestions for revising existing sustainability plans to better reflect environmental justice concerns. 相似文献

This paper analyses, by using a constructivist methodology, how sustainability is perceived by Russian urban and regional planners and how environmental planning is understood on a discursive level. The planning discourse, which was reconstructed primarily with the help of 14 thematic interviews undertaken in St Petersburg, is positioned on the axes of the triangle of planning contradictions. The analysis shows that the promoted planning paradigm – the interpretations about the priorities of environmental planning – stem from the expert-centred approach of the Soviet era, and poorly suits the changing governmentality of St Petersburg. Due to regime changes, a significant step from a mute to a reflective governmentality was taken in St Petersburg, but the professional planning discourse is in conflict with this context reality and prohibits a more sustainable planning standpoint from developing. 相似文献

Following the United Nations Conference on Environment and Development, the concept of sustainability in general and of urban sustainability in particular has become increasingly significant in the course of the 1990s. Even if the environmental problems of cities are far from being solved, one can interpret this development as a change in the relationship between society and nature on both a discursive and a material level. At the same time the transition from Fordism to post-Fordism has given rise to new forms of urban entrepreneurialism, with an absolute priority to economic competitiveness on the one hand and sharpened social conflicts on the other. Looking at the case of the Hamburg region, the article discusses the interaction of these processes. Contrary to the understanding of sustainability as a broadly accepted policy goal it conceptualizes sustainability as a terrain of conflict. As such, we will argue, the sustainability concept and the underlying change in social relations with nature contribute to containing the contradictions of capitalist societalization, which in the transition to post-Fordism have become more visible again. This paper shows how different methods can be integrated in order to provide an organic evaluation of the environmental sustainability at the territorial level. A territory is a complex, dynamic and open system where a population develops, uses resources, produces goods and services, consumes, depletes and finally obtains economic results. All these elements characterise human behaviour, which can be monitored, measured and compared to the capacity of the environment to sustain it in the long run. The SPIn-Eco Project for the Province of Siena (Italy) is described as an example of an environmental sustainability assessment of an area, and its methods (Ecological Footprint, Greenhouse Gas Inventory, Extended Exergy Analysis, Emergy Evaluation, Life Cycle Assessment (LCA) and Remote Sensing) are briefly introduced. This Project has been proposed and funded by the most important provincial administrative and financial institutions in the territory (the Administration of the Province of Siena and the Monte dei Paschi Foundation, respectively), and was designed and realised in 4 years (2001-2004) by a research team coordinated by the University of Siena. 相似文献

The management of urban transportation systems represents one of the most formidable challenges for local government that generates several problems related to the well-being and the comfort of the public that commute and travel in their daily life. Improvements to various policies and practical measures can move us closer to the ideal of sustainable urban areas with sustainable urban transportation systems. Nevertheless, these aspirations in no way ensure unanimity over the most effective actions to take and the extent of their benefits. In response, a mathematical model has been developed for decision-taking purposes using multi-criteria analysis adapted to urban transportation systems. This model not only takes account of environmental parameters, but also examines economic, social and urban models, the characteristics and condition of the transport fleet and freight distribution vehicles, in order to generate a sustainability index value for the transportation system of urban areas. 相似文献

This paper provides a critical overview and analysis of the student-led fossil fuel divestment (FFD) movement and its impact on sustainability discourse and actions within US higher education. Analysing higher education institutes’ (HEIs) divestment press releases and news reports shows how institutional alignment with cultures of sustainability and social justice efforts played key roles in HEIs’ decisions to divest from fossil fuels. Key stated reasons for rejection were: minimal or unknown impact of divestment, risk to the endowment, and fiduciary duty. Participant observation and interviews with protagonists reveal the intricate power structures and vested business interests that influence boardroom divestment decision-making. While some HEIs embrace transformative climate actions, we contend that higher education largely embraces a business-as-usual sustainability framework characterised by a reformist green-economy discourse and a reluctance to move beyond business-interest responses to climate politics. Nonetheless, the FFD movement is pushing HEIs to move from compliance-oriented sustainability behaviour towards a more proactive and highly politicised focus on HEIs’ stance in the modern fossil fuel economy. We offer conceptual approaches and practical directions for reorienting sustainability within HEIs to prioritise the intergenerational equity of its students and recognise climate change as a social justice issue. Fully integrating sustainability into the core business of HEIs requires leadership to address fundamental moral questions of both equity and responsibility for endowment investments. We contend that HEIs must re-evaluate their role in averting catastrophic climate change, and extend their influence in catalysing public climate discourse and actions through a broader range of external channels, approaches, and actors. 相似文献

Conditions in Guatemala's Rio Dulce National Park (RDNP) present an immediate decision-making challenge concerning the reversal of current destructive environmental trends, and in establishing policies for restoration, protection, and sustainable use. This article summarises results of environmental assessment activities undertaken at three levels: an environmental impact assessment (EIA) of a proposed industrial forestry activity, an environmental assessment of management options for the Rio Dulce National Park, and water management planning for the Rio Dulce/Lago Izabal watershed. A key result of the EIA was to prohibit construction of a barge terminal within the boundaries of the park because it could set a precedent for future development. Management options for the park focused on establishing land-use controls, dealing with river transport more effectively, and identifying funding mechanisms to implement solutions. At the watershed scale, a strategic approach was recommended to identify priority issues for initiating change toward sustainability in the region. 相似文献

Global warming and greenhouse gas emissions pose severe threats to environmental sustainability. A sustainable environment is a prerequisite for long-term socioeconomic growth and human survival. Green technology is brought about by a country's economic and financial openness, and education provides knowledge to the public and labor, contributing to environmental sustainability. Thus, this research aims to unveil the liaison between human capital, trade openness, and environmental quality for Russia, Brazil, India, China, and South Africa (BRICS) countries from 1998 to 2018. Several econometric methods, including the Driscoll–Kraay standard errors and the Dumitrescu–Hurlin causality approaches, reveal long-run and causal relationships among the modelled indicators. The Driscoll–Kraay standard error results show that human capital is negatively related to carbon dioxide emissions (CO2 emissions). Imposing high tariffs and excise duties, changing tax structures, discouraging the inflow of polluted commodities, and encouraging green trade can help BRICS combat high environmental pollution. The results show that a one-point increase in human capital in models 1 and 2 can reduce CO2 emissions by 1.5279 and 0.1538 points, respectively. In contrast, a 1% growth in trade can lead to a rise in CO2 emissions of 0.3731% and 0.2384%, respectively. Similarly, financial development and energy consumption result in high CO2 emissions in the long run. Moreover, a feedback effect of the human capital index on CO2 emissions is discovered. As a result of the findings, the government and responsible authorities should provide financial support and encourage investments in the region's energy-resourceful and sustainable green projects. 相似文献

ABSTRACT In the context of food policy, sustainability functions as a normative principle but also constitutes a highly contested arena. The study presented in this paper establishes how discursive dynamics amongst professionals involved in matters of food distribution, retail, consumption and waste lead to food policy themes being framed as issues of sustainability. Analysing varied UK-based data (trade magazine articles, policy documents and interviews with retail, non-profit and consultancy representatives), three interpretative frames of sustainability are identified: consumer sovereignty, economic rationality and stewardship. Focusing on three themes of food sustainability – organic consumption, protein diversity and waste reduction – it is shown how these interpretative frames constitute the discursive framework relevant to food policy. Based on these findings, it is shown how in the analysed debates environmental concerns are sidelined. 相似文献

Institutional work focuses on the role of actors in creating, maintaining, or disrupting institutional structures. The concept has its origin in organisational studies. In this paper, we rethink and redefine institutional work to make it fit for use in the multi-actor and multi-level context of environmental governance. We survey key approaches to institutional change in the literature, and argue that institutional work should have a central place within this theorising. Drawing on the insights from this literature, we argue that studying institutional work should involve a look at both the actions taken by actors, as well as the resulting effects. We identify a critical need for attention to the fundamentally political character of institutional work, the cumulative effects of action taken by multiple actors, and communicative and discursive dimensions. Overall, the concept of institutional work opens up new possibilities for unpacking the longstanding challenge of understanding institutional change in environmental governance. 相似文献

This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively. 相似文献

The issue of planning for sustainability is becoming more established within Canadian municipal planning. As municipalities begin to align their planning policy to reflect a more sustainable approach, there is an increased interest in how sustainability is being operationalised within municipal documents. This research aims to better understand how principles of sustainability are imbedded within Ontario municipal documents, with a specific focus on the Integrated Sustainability Community Planning approach that has emerged in Canada. Drawing on a nested comparative case study of four mid-sized municipalities, we uncover the language and strategies employed by the municipalities as they relate to the principles of sustainability developed by Gibson [2006a. Sustainability assessment: basic components of a practical approach. Impact Assessment and Project Appraisal, 24 (3), 170–182]. The findings suggest that current policy-based approaches to sustainability are considering more socially oriented strategies focused on promoting community involvement, inclusive decision-making, equity, socio-ecological civility, long-term integrative planning, and responsibility through stewardship. However, there are potential limitations that will require future research to examine policy outcomes associated with sustainability uptake. The ICSP approach must still overcome the issues relating to lack of regulatory authority and the incorporation of policies based on popular trends rather than empirical evidence. 相似文献

There is a widespread consensus among sustainability experts about the need for ambitious transformative practices in order for a sustainable development to progress. Agenda 21 emphasised the need for multilevel and multi-actor governance and explicitly focused on the local level. The conceptual and analytical preference of governance beyond government has directed attention towards the interaction between state and non-state actors. The present article focuses on the role of (local) state institutions in sustainability governance. We argue that an effective implementation of sustainability in government institutions is a precondition for a successful multi-stakeholder governance of a sustainable development. The guiding question of this article is: How has sustainability been institutionalised in local governments in Germany in the last 20 years after Agenda 21 was adopted? Based on a conceptual framework, we are presenting the empirical results of a survey of 371 German cities and municipalities in this article, which primarily aims at providing empirical evidence on to what extent sustainability has been institutionalised in German local governments. The article ends with discussing the potential reasons for the institutionalisation deficit observed and gives an outlook on the potential for developing a sustainability state, that is, a state dedicated to institutionalising sustainability. 相似文献

After signing a peace accord in 1994, joint projects were initiated between Israel and Jordan aimed at enhancing environmental protection and resource management. This paper discusses the Red Sea Dead Sea Canal, the Eilat-Aqaba Municipal Cooperation initiative, the Joint Oil Spill Contingency Plan and the Red Sea Marine Peace Park (RSMPP). The latter is an exemplar of transboundary cooperation for planning of a marine protected area and therefore the main case study. Although the RSMPP never fully materialized, analysis of what transpired provides important lessons. We examine what happened in the 20 years since the attempt to establish the RSMPP began and focus on which of its goals were achieved. As a basis for analysis this paper presents factors identified as significant to the success of transboundary protected areas (TBPAs) and uses them to compare the RSMPP to the three other initiatives. In addition to factors reported in the literature that are known to be effective for TBPA success, we found two new factors as most relevant for the RSMPP case: a peripheral geographic location and intensive work among professionals, mostly marine scientists, on the ground operating under a low profile and with limited public attention. 相似文献

From a state-centric view, sub-national level of participation at the international level can be only feasible if it is an active part of national policy. In the case of Shiga prefectural government's initiative for international lake-environmental cooperation, however, sub-national actors came to see themselves as direct players in the absence of national policy. This study examines under what conditions and in what ways such sub-national level of participation takes place by conducting a case study of Shiga's collaboration with the United Nations Environmental Programme (UNEP) over lake-environment risk reduction. The article finds that the process of Shiga's participation in transnational governance will have less chance of being duplicated effectively in other Japanese sub-national governments. Shiga's cooperation with the UNEP was primarily driven by the ad hoc bottom-up political mobilisation of the sub-national actors. In general, without institutionalised channels for sub-national governments to participate in the regional/international level, sub-national governments need to mobilise resources on such an ad hoc basis and only pioneering sub-national actors are capable of effectively engaged on unfamiliar territory with the formation process of transnational governance. 相似文献

The concept of sustainable development is debatable within the mining context as the fact that mineral resources are non-renewable makes mining inherently unsustainable. The need for a realistic definition of sustainability that can be applied to mining is important, in light of claims by the industry that sustainable development principles underpin aspects of their operations. Furthermore, the socio-economic upliftment that should logically follow the implementation of these principles is not visible in many mining areas. Within the theoretical frameworks of intermediate sustainability, our study aimed to determine the level of sustainability that is appropriate for the mining context. The evaluation of community perspectives within the Rustenburg platinum region in South Africa as a case study, based on qualitative information derived from structured questionnaires and informal interviews brings further clarity. We found out that the environmental and social costs associated with mining were high, while economic benefits to surrounding communities were low. The perceptions of community and corporations were found to contrast sharply: the reality experienced by community members fell well short of the optimistic scenarios presented in the corporate social responsibility reports of the mining companies, which has implications for the mining industry in the area. The Rustenburg region is typical of mining areas, more especially the developing world, and application of a realistic sustainable development concept here can help the mining industry elsewhere to move its operations onto a genuinely more sustainable path. 相似文献

Urban sustainability literature calls for new governance relations to support green urban agendas. Privileging non-hierarchical relations, this literature fails to address the means by which organisations create these capacities. The author interviewed public, private and community environmental leaders in metropolitan Chicago regarding their disposition toward creating boundary spanning organisations (BSOs) in addressing the City's Environmental Action Agenda. Their responses reflect engaged efforts to enhance cross-boundary sharing of information, resources, and power. However, they also reflect the decisive role of central authority in initiating this process. These findings suggest the complexity of urban governance in transitions toward sustainability and the opportunities they provide to explore the implications of on-the-ground practice. 相似文献
