In the face of fundamental land‐use changes, the potential for trophy hunting to contribute to conservation is increasingly recognized. Trophy hunting can, for example, provide economic incentives to protect wildlife populations and their habitat, but empirical studies on these relationships are few and tend to focus on the effects of benefit‐sharing schemes from an ex post perspective. We investigated the conditions under which trophy hunting could facilitate wildlife conservation in Ethiopia ex ante. We used a choice experiment approach to survey international trophy hunters’ (n = 224) preferences for trips to Ethiopia, here operationalized as trade‐offs between different attributes of a hunting package, as expressed through choices with an associated willingness to pay. Participants expressed strong preferences and, consequently, were willing to pay substantial premiums for hunting trips to areas with abundant nontarget wildlife where domestic livestock was absent and for arrangements that offered benefit sharing with local communities. For example, within the range of percentages considered in the survey, respondents were on average willing to pay an additional $3900 for every 10 percentage points of the revenue being given to local communities. By contrast, respondents were less supportive of hunting revenue being retained by governmental bodies: Willingness to pay decreased by $1900 for every 10 percentage points of the revenue given to government. Hunters’ preferences for such attributes of hunting trips differed depending on the degree to which they declared an interest in Ethiopian culture, nature conservation, or believed Ethiopia to be politically unstable. Overall, respondents thus expressly valued the outcomes of nature conservation activities—the presence of wildlife in hunting areas—and they were willing to pay for them. Our findings highlight the usefulness of insights from choice modeling for the design of wildlife management and conservation policies and suggest that trophy hunting in Ethiopia could generate substantially more financial support for conservation and be more in line with conservation objectives than is currently the case.  相似文献

Sustainable wildlife trade is critical for biodiversity conservation, livelihoods, and food security. Regulatory frameworks are needed to secure these diverse benefits of sustainable wildlife trade. However, regulations limiting trade can backfire, sparking illegal trade if demand is not met by legal trade alone. Assessing how regulations affect wildlife market participants’ incentives is key to controlling illegal trade. Although much research has assessed how incentives at both the harvester and consumer ends of markets are affected by regulations, little has been done to understand the incentives of traders (i.e., intermediaries). We built a dynamic simulation model to support reduction in illegal wildlife trade within legal markets by focusing on incentives traders face to trade legal or illegal products. We used an Approximate Bayesian Computation approach to infer illegal trading dynamics and parameters that might be unknown (e.g., price of illegal products). We showcased the utility of the approach with a small-scale fishery case study in Chile, where we disentangled within-year dynamics of legal and illegal trading and found that the majority (∼77%) of traded fish is illegal. We utilized the model to assess the effect of policy interventions to improve the fishery's sustainability and explore the trade-offs between ecological, economic, and social goals. Scenario simulations showed that even significant increases (over 200%) in parameters proxying for policy interventions enabled only moderate improvements in ecological and social sustainability of the fishery at substantial economic cost. These results expose how unbalanced trader incentives are toward trading illegal over legal products in this fishery. Our model provides a novel tool for promoting sustainable wildlife trade in data-limited settings, which explicitly considers traders as critical players in wildlife markets. Sustainable wildlife trade requires incentivizing legal over illegal wildlife trade and consideration of the social, ecological, and economic impacts of interventions.  相似文献

Successful conservation of large terrestrial mammals (wildlife) on private lands requires that landowners be empowered to manage wildlife so that benefits outweigh the costs. Laikipia County, Kenya, is predominantly unfenced, and the land uses in the area allow wide‐ranging wildlife to move freely between different management systems on private land. We used camera traps to sample large mammals associated with 4 different management systems (rhinoceros sanctuaries, no livestock; conservancies, intermediate stocking level; fenced ranches, high stocking level; and group ranches, high stocking level, no fencing, pastoralist clan ownership) to examine whether management and stocking levels affect wildlife. We deployed cameras at 522 locations across 8 properties from January 2008 through October 2010 and used the photographs taken during this period to estimate richness, occupancy, and relative abundance of species. Species richness was highest in conservancies and sanctuaries and lowest on fenced and group ranches. Occupancy estimates were, on average, 2 and 5 times higher in sanctuaries and conservancies as on fenced and group ranches, respectively. Nineteen species on fenced ranches and 25 species on group ranches were considered uncommon (occupancy < 0.1). The relative abundance of most species was highest or second highest in sanctuaries and conservancies. Lack of rights to manage and utilize wildlife and uncertain land tenure dampen many owners’ incentives to tolerate wildlife. We suggest national conservation strategies consider landscape‐level approaches to land‐use planning that aim to increase conserved areas by providing landowners with incentives to tolerate wildlife. Possible incentives include improving access to ecotourism benefits, forging agreements to maintain wildlife habitat and corridors, resolving land‐ownership conflicts, restoring degraded rangelands, expanding opportunities for grazing leases, and allowing direct benefits to landowners through wildlife harvesting. A principal–multiple agent model is used to examine wildlife damage abatement and compensation programs in a setting in which farmers suffer damages and hunters use the wildlife for recreational purposes. In addition to externalities inherent in abatement, abatement/compensation policy confronts the issue of moral hazard. By representing the principal as a wildlife management authority who acts on behalf of hunters, we investigate contracts in which transfers of more or less severe hunting regulations, a public good that aids in dispersing wildlife, and monetary payments from hunting license fees can be used to overcome moral hazard.  相似文献

Land use is rapidly expanding in the Greater Yellowstone Ecosystem, primarily from growth in the number of rural homes. There is a need to project possible future land use and assess impacts on nature reserves as a guide to future management. We assessed the potential biodiversity impacts of alternative future land use scenarios in the Greater Yellowstone Ecosystem. An existing regression-based simulation model was used to project three alternative scenarios of future rural home development. The spatial patterns of forecasted development were then compared to several biodiversity response variables that included cover types, species habitats, and biodiversity indices. We identified the four biodiversity responses most at risk of exurban development, designed growth management policies to protect these areas, and tested their effectiveness in two alternative future scenarios. We found that the measured biodiversity responses, including riparian habitat, elk winter range, migration corridors, and eight other land cover, habitat, and biodiversity indices, are likely to undergo substantial conversion (between 5% and 40%) to exurban development by 2020. Future habitat conversion to exurban development outside the region's nature reserves is likely to impact wildlife populations within the reserves. Existing growth management policies will provide minimal protection to biodiversity in this region. We identified specific growth management policies, including incentives to cluster future growth near towns, that can protect "at risk" habitat types without limiting overall growth in housing.  相似文献

Despite broad scientific consensus that sustainable use of wildlife can enhance conservation efforts, ethical concerns have led some community groups to oppose use of wild animals. Voicing those concerns is legitimate, but underlying philosophical bias should not influence science-based analysis and interpretation. We argue that philosophical biases are common in the scientific literature on trade in wildlife. The critically important case of bias surrounding the use of reptile leathers for luxury fashion illustrates the problem. Based on analysis of official seizures of fashion products made from wildlife, a recent study inferred that criminal activity (as inferred by noncompliance with regulations) was common and increasing and, hence, that authorities needed to adopt more stringent restrictions on the trade. In fact, the conclusions of that study are artifacts of pseudoreplication (e.g., multiple counts of single violations) and biased sampling (e.g., focus on companies with high rates of error) and run directly opposite to actual patterns in the data. As a proportion of overall trade, rates of noncompliance are exceptionally low (<0.4%), are declining, and result primarily from paper-work errors rather than criminal intent (e.g., such errors are more frequent for goods shipped by government authorities than by the commercial fashion industry). The recommendation by the study authors to prohibit the international trade in wildlife-based fashion products is imperiling a sustainable trade that can benefit biodiversity and people's livelihoods by providing financial incentives for conservation of species and habitats. This example offers a warning of the dangers of basing research on the wildlife trade on ethical or philosophical positions rather than objective evaluations of evidence.  相似文献

To overcome adoption barriers and promote battery electric vehicles (BEVs) as an energy efficient consumer transportation option, a number of states offer subsidies to consumers for BEVs. We use a national data set of vehicle registrations and state-level financial incentives to assess the impact of vehicle purchase subsidies on adoption using both difference-in-differences and synthetic controls methods. We find that incentives offered as direct purchase rebates generate increased levels of new BEV registrations at a rate of approximately 8 percent per thousand dollars of incentive offered. Between 2011 and 2015, vehicle rebate incentives are associated with an increase in overall BEV registrations of approximately 11 percent. Our findings indicate incentives offered as state income tax credits do not have a statistically significant effect on BEV adoptions, though we caution this may be a result of limited temporal variation in BEV incentives across our sample. Responses to rebate incentives do not differ significantly by the make of the vehicle purchased (i.e., Tesla and non-Tesla vehicles). We combine our results with recent assessments of marginal environmental costs of electric vehicle charging and measure net welfare effects of BEV subsidy programs. Our analysis indicates these programs are not welfare-improving if only considering benefits associated with avoided emissions. Additional benefits associated with long-term market growth, production cost savings, network externalities, or accelerated innovation could substantially impact the net welfare outcomes.  相似文献

Abstract:  Payments for ecosystem services (PES) are an increasingly promoted approach to conservation. These approaches seek to develop financial mechanisms that create economic incentives for the maintenance of ecosystems and associated biodiversity by rewarding those who are responsible for provision of ecological services. There are, however, few cases in which such schemes have been used as a strategy for conserving wildlife in developing countries and very few operational examples of such schemes of any sort in sub-Saharan Africa. In savannah ecosystems, large mammal populations generally depend on seasonal use of extensive areas and are widely declining as a result of habitat loss, overexploitation, and policies that limit local benefits from wildlife. Community-based conservation strategies seek to create local incentives for conserving wildlife, but often have limited impact as a result of persistent institutional barriers that limit local rights and economic benefits. In northern Tanzania, a consortium of tourism operators is attempting to address these challenges through an agreement with a village that possesses part of a key wildlife dispersal area outside Tarangire National Park. The operators pay the community to enforce voluntary restrictions on agricultural cultivation and permanent settlement in a defined area of land. The initiative represents a potentially cost-effective framework for community-based conservation in an ecologically important area and is helping to reconcile historically conflicting local and national interests relative to land tenure, pastoralist livelihoods, and conservation. Wider adaptation of payments for ecosystem services approaches to settings where sustaining wildlife populations depends on local stewardship may help address current challenges facing conservation outside state-protected areas in savannah ecosystems in sub-Saharan Africa and other parts of the world.  相似文献

Abstract: Illegal international trade in wildlife (excluding fisheries and timber) has been valued at more than US$20 billion. A more precise figure has not been determined in part because of the clandestine nature of the trade, and for this same reason even regional and local levels of wildlife trade are difficult to assess. The application of recent developments in wildlife field‐survey methods (e.g., occupancy) now allows for a more‐accurate estimation of wildlife trade occurrence, including its hidden components at a variety of scales (e.g., regional, local) and periods (e.g., single season, 1 year, multiple years). Occupancy models have been applied in wildlife field studies to address the problem of false absences when conducting presence–absence surveys. Occupancy surveys differ from traditional presence–absence surveys because they incorporate repeat surveys, allowing for the likelihood of detecting a species (the probability of detection) to be estimated explicitly (in contrast to traditional surveys that often incorrectly treat this probability as close to one to allow for estimation of presence). Occupancy methods can be applied to a variety of wildlife‐trade surveys, including, for example, single‐species availability, links between two illegally traded species (i.e., co‐occurrence), and disease occurrence in live trade. In addition, free user‐friendly software (i.e., PRESENCE) allows even nonstatisticians to adequately address this issue. I simulated a hypothetical wildlife‐trade market survey that resulted in an apparent 20% decline in naïve occupancy (proportion of surveyed towns engaged in the trade) over 2 years, but when I accounted for change in probability of detection over the years the difference in occupancy was not statistically significant. As more sophisticated methods, such as occupancy, are applied to wildlife‐trade market surveys, results will be more robust and defensible and therefore, theoretically, more powerful when presented to conservation policy and decision makers.  相似文献

The participatory approach in management of forests is now well established in forest policies of many developing countries. Incentives for different groups to participate have been argued by many to be desirable characteristics to promote participation. A key challenge for government and donor agencies is to develop better understanding of the incentives for different groups to be able to achieve and sustain their participation. Based on a case study of a joint forest management (JFM) programme in the northern state of Haryana in India, this paper highlights the relevance of understanding people's perception of the incentives. It specifically examines three hypotheses related to perceptions of villagers about incentives offered under the JFM programme and relates them to their participation in joint management. It concludes that a better understanding is likely to help in improving project implementation at the local level and the design of participatory forest management programmes more generally.  相似文献

The paper analyses the conflict between wildlife conservation and the costs and benefits obtained from it in an East African context. A well defined agency is managing a national park of fixed area. Wildlife is also assumed to be ‘owned’ by the park authority. The park owner has therefore economic incentives to conserve the wildlife. The management policy, however, does not take into account the damage caused to the production of the agropastoralists living in the proximity of the park by the wildlife roaming freely in and out of the park. The conflict is first analysed in a one-species framework. Next, the model is extented to a two-species framework where the species compete for grazing lands.  相似文献

Understanding human attitudes toward wildlife management is critical to implementing effective conservation action and policy. Understanding the factors that shape public attitudes toward different wildlife management actions is limited, however, which can result in unpredictable public responses to interventions. We drew on comparisons between residents of 2 countries on separate continents to explore differences in attitudes toward wildlife management and determine factors important in shaping these attitudes. We surveyed representative publics via market research panels in Australia (n = 881 respondents) and the United States (n = 1287). We applied a social-identity approach and demography to identify factors that explained variance between responses about wildlife management. We compared responses between countries overall and within subgroups of respondents who strongly identified as environmentalists, animal rights activists, wildlife conservation advocates, and farmers. We created aggregate scores for the management-related response items per respondent and used regression analyses to identify the relative importance of country, identity, age, and gender in explaining variance between responses. These factors accounted for 15.3% of variance among responses. Australians overall were generally more accepting of lethal wildlife management actions than U.S. respondents. Differences in national attitudes reflected differences between United States and Australian wildlife management and policy, highlighting the importance of understanding social attitudes in shaping conservation policy. Identifying as a farmer followed by identifying as an animal rights activist most shaped attitudes toward wildlife management. Identity-related conflicts could be initiated or exacerbated by conservation interventions that fail to consider identity-related processes.  相似文献

Illegal hunting of African elephants (Loxodonta africana) for ivory is causing rapid declines in their populations. Since 2007, illegal ivory trade has more than doubled. African elephants are facing the most serious conservation crisis since 1989, when international trade was banned. One solution proposed is establishment of a controlled legal trade in ivory. High prices for ivory mean that the incentives to obtain large quantities are high, but the quantity of tusks available for trade are biologically constrained. Within that context, effective management of a legal ivory trade would require robust systems to be in place to ensure that ivory from illegally killed elephants cannot be laundered into a legal market. At present, that is not feasible due to corruption among government officials charged with implementing wildlife‐related legislation. With organized criminal enterprises involved along the whole commodity chain, corruption enables the laundering of illegal ivory into legal or potentially legal markets. Poachers and traffickers can rapidly pay their way out of trouble, so the financial incentives to break the law heavily outweigh those of abiding by it. Maintaining reliable permitting systems and leak‐proof chains of custody in this context is challenging, and effective management breaks down. Once illegal ivory has entered the legal trade, it is difficult or impossible for enforcement officers to know what is legal and illegal. Addressing corruption throughout a trade network that permeates countries across the globe will take decades, if it can ever be achieved. That will be too late for wild African elephants at current rates of loss. If we are to conserve remaining wild populations, we must close all markets because, under current levels of corruption, they cannot be controlled in a way that does not provide opportunities for illegal ivory being laundered into legal markets. Abstract: That the greatest challenges in conservation are often not technical but rather economic or sociological has been expressed for at least the last 20 years. This raises the question of whether the training offered to tomorrow's conservation practitioners prepares them sufficiently to deal with the human dimensions of conservation. We analyzed 747 papers from seven wildlife management and conservation biology journals to determine the trends in this area of conservation management between 1985 and 1995. We found that over that time the emphasis stayed on single-species issues with a science focus, but there was a marked shift toward conservation biology issues, management-oriented research, and discussion of economic and social factors relevant to management. We also examined the handbooks of 11 Australian universities to analyze the content of 439 compulsory subjects in 12 degrees that we judged could produce wildlife managers. More than 68% of subjects were from a basic science or technology discipline, 16% from resource management, and only 13% from economics, humanities, communications, or planning. Thus, many of the skills required by contemporary wildlife managers must be learned in postgraduate training or on the job. Much of the undergraduate training syllabus, in Australia at least, does not reflect trends in the practice of wildlife management today and will not provide tomorrow's managers with the range of disciplinary understanding required. We were able, however, to identify three types of undergraduate training—ecological system managers, environmental managers, and human system managers—and we found that the curricula in human-system management contained increased emphasis on socioeconomic issues relevant to management.  相似文献

The escalating illegal wildlife trade (IWT) is one of the most high‐profile conservation challenges today. The crisis has attracted over US$350 million in donor and government funding in recent years, primarily directed at increased enforcement. There is growing recognition among practitioners and policy makers of the need to engage rural communities that neighbor or live with wildlife as key partners in tackling IWT. However, a framework to guide such community engagement is lacking. We developed a theory of change (ToC) to guide policy makers, donors, and practitioners in partnering with communities to combat IWT. We identified 4 pathways for community‐level actions: strengthen disincentives for illegal behavior, increase incentives for wildlife stewardship, decrease costs of living with wildlife, and support livelihoods that are not related to wildlife. To succeed the pathways, all require strengthening of enabling conditions, including capacity building, and of governance. Our ToC serves to guide actions to tackle IWT and to inform the evaluation of policies. Moreover, it can be used to foster dialogue among IWT stakeholders, from local communities to governments and international donors, to develop a more effective, holistic, and sustainable community‐based response to the IWT crisis.  相似文献

Abstract: The term community-based conservation (CBC) refers to wildlife conservation efforts that involve rural people as an integral part of a wildlife conservation policy. The key elements of such programs are that local communities participate in resource planning and management and that they gain economically from wildlife utilization. In part, CBC is seen as an alternative to the more exclusionary protectionist policies of the past, which often alienated rural people from conservation efforts. The new approach acts to make rural people a constituency for wildlife and therefore active backers of wildlife protection. Africans, however, are struggling with severe social and economic problems such as poverty, long-standing economic stagnation, rapid population growth, and environmental deterioration. Because of the pressures that Africans face in making a living, the application of CBC may not occur as readily or as successfully as its advocates would hope. It may also be that the approach is being oversold. I use brief case studies from Madagascar, Ethiopia, Zimbabwe, and Swaziland to highlight the possible conflicts between rural people's economic needs and the implementation of community conservation. In addition, the CBC literature treats the role of protection vaguely, as it does the question of what might happen if CBC fails to achieve wildlife conservation goals. Community-based conservation is an obvious advance over past practices because of its inclusive philosophy, but if rural people accept CBC because of its economic benefits, they may reject it at some point in the future if a better economic alternative is presented. Thus, CBC programs can work to produce a better relationship between wildlife and people, but only a vast improvement in the lives of rural Africans will ultimately produce a more secure future for the continent's wildlife.  相似文献

Abstract:  We reviewed research on wildlife overpasses in the context of their genetic effectiveness to provide connectivity between population patches that have been isolated by road construction. The potential ecological consequences of such habitat fragmentation include reduction of gene flow between subpopulations and hence an increase in genetic differentiation and a decrease in genetic diversity. Among the solutions to provide connectivity between patches isolated by roads, wildlife overpasses are one of the most expensive alternatives. Despite the high costs associated with their construction, most of the studies assessing their use by wildlife remain observational, reporting evidence for passage use but few data on the number of individual crossings. Moreover, the use itself of wildlife overpasses does not appear sufficient to assess their effectiveness from a genetic viewpoint because a minimum number of individuals is required to assure gene flow between population patches and because the spatiotemporal dimension of individual movements and demographic parameters of subpopulations must be considered. So far, there is no evidence that wildlife overpasses do or do not efficiently address genetic issues. This lack of data is probably due to the fact that few mitigation efforts have implemented monitoring programs that incorporate sufficient experimental designs into pre- and postconstruction evaluation. To assess the genetic effectiveness of wildlife overpasses, long-term monitoring programs, including fieldwork and genetic analyses, are needed.  相似文献

Natural resource and wildlife managers must balance the disparate priorities of a diversity of stakeholders. To manage these priorities, a firm understanding of topics salient to the public is needed. The media often report on issues of importance to the public; therefore, these reports may be a useful measure of public interest. However, efficient methods for distinguishing diverse topics related to a wildlife management issue reported in the media and changes in the salience of those topics have been lacking. We used latent Dirichlet allocation, a Bayesian mixture model, to quantitatively assess the salience of topics surrounding the gray wolf (Canis lupus), which was reintroduced to Idaho (U.S.A.) in 1995. We analyzed articles published from 1960 to 2015 in an Idaho newspaper. We identified 6 distinct topics associated with gray wolves: policy, hunting, biological status, implementation of management, recovery, and human-wolf conflict. The salience of topics pre- and postreintroduction of wolves (1995) and pre- and postdelisting of wolves from the U.S. Endangered Species Act (2009) differed significantly, underscoring that these events were turning points in how issues were being publicly discussed and framed. Articles written by the local reporters were more likely to report on topics regarding conflict between humans and wolves, whereas articles sourced from a national outlet reported more on topics pertaining to wolf policy and biological status. In the context of managing a contentious, far-ranging, and long-lived wildlife species, our methods can help guide the location and timing of a suite of management strategies (e.g., media relation plans and stakeholder engagement) that promote human-wildlife coexistence across different landscapes.  相似文献

The extraordinary population growth of certain ungulate species is increasingly a concern in agroforestry areas because overabundance may negatively affect natural environments and human livelihoods. However, society may have negative perceptions of killing wildlife to reduce their numbers and mitigate damage. We used an online survey that included a choice experiment to determine Spanish citizens’ (n = 190) preferences toward wildlife population control measures related to negative effects of ungulate overabundance (negative impacts on vegetation and other wildlife species and disease transmission to livestock) in 2 agroforestry national parks in Spain. We used latent-class and willingness-to-pay in space models to analyze survey results. Two percent of respondents thought a national park should have no human intervention even if lack of management may cause environmental degradation, whereas 95% of respondents favored efforts to reduce damage caused by overabundant ungulate species. We estimated human well-being losses of survey respondents when sustainable effects of deer overabundance on the environment became unsustainable effects and well-being gains when sustainable effects transitioned to no visible effects. We found that the type of wildlife-control program was a very relevant issue for the respondents; indirect control in which killing was avoided was the preferred action. Sixty-six percent of respondents agreed with the option of hunters paying for culling animals to reduce ungulate impacts rather than management cost coming out of taxes, whereas 19% of respondents were against this option and willing to pay for other solutions in national parks. Our results suggest that killing wildlife in national parks could be a socially acceptable tool to manage overabundance problems in certain contexts, but it could also generate social conflicts.  相似文献
