Abstract:  The physical, economic, and sociocultural displacement of local peoples from protected areas generates intense discussion among scholars and policy makers. To foster greater precision and clarity in these discussions, we used a conceptual framework from the political economy literature to examine different forms of human displacement from protected areas. Using marine protected areas (MPAs) to ground our analysis, we characterized the 5 types of property rights that are reallocated (lost, secured, and gained) through the establishment of protected areas. All forms of MPA "displacement" involve reallocation of property rights, but the specific types and bundles of rights lost, secured, and gained dramatically shape the magnitude, extent, and equity of MPA impacts—positive and negative—on governance, economic well-being, health, education, social capital, and culture. The impacts of reallocating rights to MPA resources vary within and among social groups, inducing changes in society, in patterns of resource use, and in the environment. To create more environmentally sustainable and socially just conservation practice, a critical next step in conservation social science research is to document and explain variation in the social impacts of protected areas.

Abstract:  Planning of marine protected areas (MPAs) is highlighted in the conservation literature but is not explored in much detail. Many researchers acknowledge the importance of involving the public in MPA planning, but there is limited guidance on how to do this in an effective manner. I present a framework for involving the public in planning of U.S. MPAs. Derived from empirically and theoretically based research on public participation in U.S. natural resource management, this framework is composed of factors that influence the success of participatory processes: active participant involvement, complete information exchange, fair decision making, efficient administration, and positive participant interactions. Processes incorporating these factors will produce decisions that are more likely to be supported by stakeholders, meet management objectives, and fulfill conservation goals. This framework contributes to the MPA social science literature and responds to calls in the conservation literature to increase the use of social science research to inform conservation decision making.

Abstract: A number of recent studies have linked post-settlement survivorship of Atlantic cod (  Gadus morhua ) with the complexity of the seafloor to which fish settle. Survivorship is greater in habitats of higher complexity (e.g., pebble-cobble substratum with emergent epifauna> pebble-cobble> sand), where cover provides shelter from predators. Fishing with mobile gear such as bottom trawls and dredges reduces the complexity of seafloor habitats. We used a dynamic model to (1) link patterns in habitat-mediated survivorship of post-settlement juvenile cod with spatial variations in habitat complexity, (2) simulate habitat change based on fishing activities, and (3) determine the role of marine protected areas in enhancing recruitment success. Density-dependent natural mortality was specified as three alternative functional response curves to assess the influence of different predator foraging strategies on juvenile survivorship during the first 12 months of demersal existence. We applied the model to a theoretical patch of hard-bottom substrata and to a case study based on seafloor habitat distributions at Stellwagen Bank National Marine Sanctuary (Gulf of Maine, Northwest Atlantic). Our results demonstrate that patterns in the shape of response surfaces that show the relationship between juvenile cod survivorship and density as well as movement rate were similar regardless of functional response type, that juvenile cod movement rates and post-settlement density were critical for predicting the effects of marine protected-area size on survivorship, and that habitat change caused by fishing has significant negative effects on juvenile cod survivorship and use of marine protected areas can ameliorate such effects.

Abstract: Non-native vertebrate predators pose a severe threat to many native species, and a variety of management programs are aimed at reducing predator effects. We sought to assess the effects of predator-control programs by analyzing changes in prey and predator populations based on data commonly collected in these programs. We examined data from a predator-control program that primarily targets the introduced red fox (  Vulpes vulpes regalis ) in central California. Red foxes negatively affect populations of native waterbirds, particularly the endangered California Clapper Rail (  Rallus longirostris obsoletus ). Using a combination of matrix population modeling, simple difference equations, and statistical analysis, we analyzed data on removed predators and monitored prey populations. Past control efforts succeeded in depressing fox numbers in local areas over 3-month intervals, and there was a significant, positive relationship between the growth rate of local Clapper Rail populations and the successful trapping of red foxes in the preceding year. By modeling the effect of different fox-removal rates, we found that a stable or declining population could be achieved by removing a minimum of 50% of the adults and 25% of the juveniles. Under trapping rates of 50–70%, the proportion of the fox population composed of immigrants averaged 20–52%. In contrast to the current management approach, elasticity analyses suggested that changes in adult survival rates had relatively little effect on long-term population growth. Overall, our approach indicated that predator control was effective in the short term, but for longer-term success it may be necessary to redirect efforts to control juvenile and immigrant foxes. Our analytical approach is potentially useful for evaluating current control programs aimed at reducing the effects of predators on native species.

Abstract: Recovery criteria for depleted species or populations normally are based on demographic measures, the goal being to maintain enough individuals over a sufficiently large area to assure a socially tolerable risk of future extinction. Such demographically based recovery criteria may be insufficient to restore the functional roles of strongly interacting species. We explored the idea of developing a recovery criterion for sea otters (Enhydra lutris) in the Aleutian archipelago on the basis of their keystone role in kelp forest ecosystems. We surveyed sea otters and rocky reef habitats at 34 island‐time combinations. The system nearly always existed in either a kelp‐dominated or deforested phase state, which was predictable from sea otter density. We used a resampling analysis of these data to show that the phase state at any particular island can be determined at 95% probability of correct classification with information from as few as six sites. When sea otter population status (and thus the phase state of the kelp forest) was allowed to vary randomly among islands, just 15 islands had to be sampled to estimate the true proportion that were kelp dominated (within 10%) with 90% confidence. We conclude that kelp forest phase state is a more appropriate, sensitive, and cost‐effective measure of sea otter recovery than the more traditional demographically based metrics, and we suggest that similar approaches have broad potential utility in establishing recovery criteria for depleted populations of other functionally important species.

The impact of wake wash from high-speed ferries on the coastal environment in non-tidal seas is analysed in terms of wave energy and power, and properties of the largest waves. Shown is that hydrodynamic loads caused by heavy high-speed traffic may play a decisive role not only in low-energy coasts but also in certain areas with high wind wave activity. For example, ship-generated waves form, at least, about 5–8% from the total wave energy and about 18–35% from the wave power in the coastal areas of Tallinn Bay exposed to dominating winds. The periods of wake waves from high-speed ships frequently are much larger than dominating periods of wind waves. The leading waves typically have a height of about 1 m and a period of 10–15 s. Such waves extremely seldom occur in natural conditions in many regions of semi-enclosed seas. They cause unusually high hydrodynamic loads in the deeper part of the nearshore. The fast ferry traffic thus is a qualitatively new forcing component of vital impact on the local ecosystem. It is demonstrated that wakes from high-speed ferries may trigger considerable changes of the existing balance of coastal processes. Owing to their low decay rates combined with their exceptional compactness after crossing many kilometres of the sea surface, such wakes may cause considerable remote impact of the ship traffic. This feature has to be addressed in the analysis of the impact of harbours and associated ship traffic in the neighbourhood of vulnerable areas.

A questionnaire survey was conducted in Tanzania of 1396 local people living adjacent to Arusha, Kilimanjaro, Tarangire, Lake Manyara, and Mikumi National Parks and the Selous Game Reserve. Over 71% of local people surveyed reported problems with wildlife. The relative frequency of reported conflict with wildlife was significantly and inversely related to human density on lands adjacent to a protected area. Of those local people who reported having problems with wildlife, 86% reported crop damage, while 10% reported the killing of livestock and poultry. The problematic wildlife species also varied significantly with human density. Large animals were more problematic at low human densities, while small animals were more problematic at high human densities. Local people were generally less effective in controlling small-bodied species than large-bodied species. The relative frequency of reported success in controlling wildlife varied significantly with human density and was bimodal: local people were less effective in controlling wildlife at lower and higher human densities. This bimodal relationship suggests that, even if all protected areas in Tanzania were abolished, local people would continue to experience problems with wildlife at high human densities. To minimize the conflict between wildlife and local people, land uses associated with low human density that are non-attractive to wildlife should be encouraged on lands adjacent to protected areas in Tanzania.

Abstract:   A delayed response to change is often a characteristic of long-lived species and presents a major challenge to monitoring their status. However, rapid shifts in age structure can occur even while population size remains relatively static. We used time-varying matrix models to study age-structure information as a tool for improving detection of survivorship and fecundity change and status. We applied the methods to Steller sea lions (  Eumetopias jubatus ), a long-lived endangered marine mammal found throughout the North Pacific Rim. Population and newborn counts were supplemented with information on the fraction of the population that was juvenile, obtained by measuring animals in aerial photographs taken during range-wide censuses. By fitting the model to 1976–1998 data, we obtained maximum-likelihood estimates and 95% confidence intervals for juvenile survivorship, adult survivorship, and adult fecundity in the mid-1980s, late 1980s, and 1990s. We used a series of nested models to test whether the data were best fit by a model with one, two, or three temporal changes in demographic rates, and we fit the models to different lengths of data to test the number of years of data needed to detect a demographic change. The declines in the early 1980s were associated with severely low juvenile survivorship, whereas declines in the 1990s were associated with disproportionately low fecundity. We repeated these analyses, fitting only to the count data without the juvenile-fraction information, to determine whether the age-structure information changed the conclusions and/or changed the certainty and speed with which demographic-rate changes could be detected. The juvenile-fraction data substantially improved the degree to which estimates from the model were consistent with field data and significantly improved the speed and certainty with which changes in demographic rates were detected.

Abstract:  The application of no-take areas in fisheries remains controversial. Critics argue that many targeted species are too mobile to benefit from area protection and that no-take areas are only appropriate for resident species. The degree of protection does not depend on the size of the no-take area but rather on the time fish reside inside its boundaries during key life-history events (i.e., spawning) and during periods of peak fishing activity. We evaluated the potential of a small no-take marine protected area (MPA) inside a coastal embayment as a harvest refuge for a mobile, possibly migratory, long-lived fish species. We used acoustic telemetry to track movements of 30 transmitter-tagged white stumpnose (Rhabdosargus globiceps) across and on both sides of the boundary of a small (34 km2) no-take area over a full year. Being landlocked on 3 sides, the location of the MPA inside the lagoon made it practical to detect all boundary crossings and to calculate the time individual fish used the MPA. We detected frequent movements across the boundary, with strong seasonal and individual variations. There were significant differences in MPA use patterns between fish from different release areas. The time spent in the MPA by individual fish during summer (mean 50%; max 98%) was out of proportion with the size of that area (4% of total habitat). Summer coincided with peak recreational fishing activity and with the spawning season of this species. The small MPA provided a refuge for a part of the spawning stock of white stumpnose. Our findings suggest that if strategically placed, a small no-take area can be effective in protecting mobile species and that models of spillover from no-take areas should account for seasonal and individual variation in area use and the spatiotemporal distribution of fish and fishers.

Ocean acidification, a process caused by the continuous rise of atmospheric CO2 levels, is expected to have a profound impact on marine invertebrates. Findings of the numerous studies conducted in this field indicate high variability in species responses to future ocean conditions. This study aimed at understanding the effects of long-term exposure to elevated pCO2 conditions on the performance of adult Echinometra sp. EE from the Gulf of Aqaba (Red Sea). During an 11-month incubation under high pCO2 (1,433 μatm, pHNBS 7.7) and control (435 μatm, pHNBS 8.1) conditions, we examined the urchins’ somatic and gonadal growth, gametogenesis and skeletal microstructure. Somatic and gonadal growths were exhibited with no significant differences between the treatments. In addition, all urchins in the experiment completed a full reproductive cycle, typical of natural populations, with no detectable impact of increased pCO2 on the timing, duration or progression of the cycle. Furthermore, scanning electron microscopy imaging of urchin tests and spines revealed no signs of the usual observed effects of acidosis, such as skeletal dissolution, widened stereom pores or non-smoothed structures. Our results, which yielded no significant impact of the high pCO2 treatment on any of the examined processes in the urchins studied, suggest high resistance of adult Echinometra sp. EE to near future ocean acidification conditions. With respect to other findings in this area, the outcome of this study provides an example of the complicated and diverse responses of echinoids to the predicted environmental changes.

Abstract: Declines of amphibians are causing widespread concern and in some cases have been explained by factors such as climate change and the spread of microbial pathogens. A problem remains, however, in the unequivocal demonstration of decline in situations where populations may be undergoing natural fluctuations in abundance. We describe the application of a genetic test for bottlenecks ( Cornuet & Luikart 1996 ) that should distinguish between natural oscillations and true population declines. British natterjack toads (   Bufo calamita  ) provide examples of populations that have not declined in recent decades, populations that have declined, and populations in which trends are unclear. Microsatellite allele frequency data from these populations were tested for heterozygote excess and shifts in allele frequency distributions, and inferences from these computations about bottlenecks (i.e., persistently smaller population sizes than the recent means) were compared with demographic information. The genetic test correctly identified bottlenecks and should therefore prove useful in demonstrating whether amphibian declines have occurred where long-term demographic time series are not available.

Abstract:  To counteract habitat fragmentation, the connectivity of a landscape should be enhanced. Corridors are thought to facilitate movement between disconnected patches of habitat, and linear strips of habitat connecting isolated patches are a popular type of corridor. On the other hand, the creation of new corridors can lead to fragmentation of the surrounding habitat. For example, heathland corridors connect patches of heathland and alternatively hedgerows connect patches of woodland. Nevertheless, these corridors themselves also break up previously connected patches of their surrounding habitat and in so doing fragment another type of habitat (heathland corridors fragment woodlands and woodland strips or hedgerows fragment heathlands). To overcome this challenge we propose the use of semi-open habitats (a mixture of heathland and woodland vegetation) as conservation corridors to enable dispersal of both stenotopic heathland and woodland species. We used two semi-open corridors with a mosaic of heathland and woody vegetation to investigate the efficiency of semi-open corridors for species dispersal and to assess whether these corridors might be a suitable approach for nature conservation. We conducted a mark-recapture study on three stenotopic flightless carabid beetles of heathlands and woodlands and took an inventory of all the carabid species in two semi-open corridors. Both methodological approaches showed simultaneous immigration of woodland and heathland species in the semi-open corridor. Detrended correspondence analysis showed a clear separation of the given habitats and affirmed that semi-open corridors are a good strategy for connecting woodlands and heathlands. The best means of creating and preserving semi-open corridors is probably through extensive grazing .

During a 25 d Lagrangian study in May and June 1990 in the Northeast Atlantic Ocean, marine snow aggregates were collected using a novel water bottle, and the composition was determined microscopically. The aggregates contained a characteristic signature of a matrix of bacteria, cyanobacteria and autotrophic picoplankton with inter alia inclusions of the tintiniid Dictyocysta elegans and large pennate diatoms. The concentration of bacteria and cyanobacteria was much greater on the aggregates than when free-living by factors of 100 to 6000 and 3000 to 2 500 000, respectively, depending on depth. Various species of crustacean plankton and micronekton were collected, and the faecal pellets produced after capture were examined. These often contained the marine snow signature, indicating that these organisms had been consuming marine snow. In some cases, marine snow material appeared to dominate the diet. This implies a food-chain short cut wherby material, normally too small to be consumed by the mesozooplankton, and considered to constitute the diet of the microplankton can become part of the diet of organisms higher in the food-chain. The micronekton was dominated by the amphipod Themisto compressa, whose pellets also contained the marine snow signature. Shipboard incubation experiments with this species indicated that (1) it does consume marine snow, and (2) its gut-passage time is sufficiently long for material it has eaten in the upper water to be defecated at its day-time depth of several hundred meters. Plankton and micronekton were collected with nets to examine their vertical distribution and diel migration and to put into context the significance of the flux of material in the guts of migrants. Gut flux for the T. compressa population was calculated to be up to 2% of the flux measured simultaneously by drifting sediment traps and <5% when all migrants are considered. The in situ abundance and distribution of marine snow aggregates (>0.6 mm) was examined photographically. A sharp concentration peak was usually encountered in the depth range 40 to 80 m which was not associated with peaks of in situ fluorescence or attenuation but was just below or at the base of the upper mixed layer. The feeding behaviour of zooplankton and nekton may influence these concentration gradients to a considerable extent, and hence affect the flux due to passive settling of marine snow aggregates.
