The Tampa Bay estuary is a unique and valued ecosystem that currently thrives between subtropical and temperate climates along Florida’s west-central coast. The watershed is considered urbanized (42 % lands developed); however, a suite of critical coastal habitats still persists. Current management efforts are focused toward restoring the historic balance of these habitat types to a benchmark 1950s period. We have modeled the anticipated changes to a suite of habitats within the Tampa Bay estuary using the sea level affecting marshes model under various sea level rise (SLR) scenarios. Modeled changes to the distribution and coverage of mangrove habitats within the estuary are expected to dominate the overall proportions of future critical coastal habitats. Modeled losses in salt marsh, salt barren, and coastal freshwater wetlands by 2100 will significantly affect the progress achieved in “Restoring the Balance” of these habitat types over recent periods. Future land management and acquisition priorities within the Tampa Bay estuary should consider the impending effects of both continued urbanization within the watershed and climate change. This requires the recognition that: (1) the Tampa Bay estuary is trending towards a mangrove-dominated system; (2) the current management paradigm of “Restoring the Balance” may no longer provide realistic, attainable goals; (3) restoration that creates habitat mosaics will prove more resilient in the future; and (4) establishing subtidal and upslope “refugia” may be a future strategy in this urbanized estuary to allow sensitive habitat types (e.g., seagrass and salt barren) to persist under anticipated climate change and SLR impacts.  相似文献

Hatcheries have long been used in an attempt to mitigate for declines in wild stocks of Pacific salmon (Oncorhynchus spp.), though the conservation benefit of hatcheries is a topic of ongoing debate. Irrespective of conservation benefits, a fundamental question is whether hatcheries will be able to function as they have in the past given anticipated future climate conditions. To begin to answer this question, we developed a deterministic modeling framework to evaluate how climate change may affect hatcheries that rear Pacific salmon. The framework considers the physiological tolerances for each species, incorporates a temperature-driven growth model, and uses two metrics commonly monitored by hatchery managers to determine the impacts of changes in water temperature and availability on hatchery rearing conditions. As a case study, we applied the model to the US Fish and Wildlife Service’s Winthrop National Fish Hatchery. We projected that hatchery environmental conditions remained within the general physiological tolerances for Chinook salmon in the 2040s (assuming A1B greenhouse gas emissions scenario), but that warmer water temperatures in summer accelerated juvenile salmon growth. Increased growth during summer coincided with periods when water availability should also be lower, thus increasing the likelihood of physiological stress in juvenile salmon. The identification of these climate sensitivities led to a consideration of potential mitigation strategies such as chilling water, altering rations, or modifying rearing cycles. The framework can be refined with new information, but in its present form, it provides a consistent, repeatable method to assess the vulnerability of hatcheries to predicted climate change.  相似文献

This paper examines structural barriers to the adoption of climate change mitigation practices and the evolution of a climate change ethic among American farmers. It examines how seed corn contracts in Michigan constrain the choices of farmers and allow farmers to rationalize the over-application of fertilizer and associated water pollution and greenhouse gas emissions. Seed corn contracts use a competitive “tournament” system where farmers are rewarded for maximizing yields. Interviews and a focus group were used to understand fertilizer over-application and barriers to participating in a climate change mitigation program. Results indicate that farmers agree that they over-apply fertilizer but would be unlikely to participate in a mitigation program due to their contracts and lack of support from seed corn companies. Because only a few companies control access to the seed corn market, farmers feel they have few choices. Farmers rationalized their practices as their only option given the competitive nature of their contracts and blamed other sources of pollution. Despite increasing efforts to educate farmers about climate change, structural barriers will continue to constrain participation in mitigation efforts and the development of a climate change ethic.  相似文献

Future climate change is a source of growing concerns for the supply of energy and resources, and it may have significant impacts on industry and the economy. Major effects are likely to arise from changes to the freshwater resources system, due to the connection of energy generation to these water systems. Using future climate data downscaled by a stochastic weather generator, this study investigates the potential impacts of climate change on long‐term reservoir operations at the Chungju multipurpose dam in South Korea, specifically considering the reliability of the supply of water and hydropower. A reservoir model, Hydrologic Engineering Center‐Reservoir System Simulation (HEC‐ResSim), was used to simulate the ability of the dam to supply water and hydropower under different conditions. The hydrologic model Soil and Water Assessment Tool was used to determine the HEC‐ResSim boundary conditions, including daily dam inflow from the 6,642 km2 watershed into the 2.75 Gm3 capacity reservoir. Projections of the future climate indicate that temperature and precipitation during 2070‐2099 (2080s) show an increase of +4.1°C and 19.4%, respectively, based on the baseline (1990‐2009). The results from the models suggest that, in the 2080s, the average annual water supply and hydropower production would change by +19.8 to +56.5% and by +33.9 to 92.3%, respectively. Model simulations suggest that under the new climatic conditions, the reliability of water and hydropower supply would be generally improved, as a consequence of increased dam inflow.  相似文献

Progressive global warming exerts strong influence on the lives and on the health of urban residents, many of who are weather sensitive people (meteoropaths). In the temperate zone, air temperature changes largely determine the seasonal oscillation of morbidity and mortality frequency. The present study analyzes the influence of air temperature on living conditions in central European urban areas, particularly Cracow (Poland), and examines this influence against the background of climate change. During the warmer months, there is a noticeable increase in the unfavorable occurrence of especially strong thermal stimuli (e.g., hot days) which can lead to overheating of the human organism. On the other hand, the increasing frequency of mild winters contributes to the appearance of weak and moderate thermal stimuli, which in the case of the former, is a negative phenomenon. Weak thermal stimuli are liable to make the human body oversensitive and, thus lose the ability to adapt if stronger thermal stimuli were to occur. Residents of large urban areas should be prepared for the possibility of dynamic weather changes and should take thermal variability into consideration with regards to spatial urban planning and socioeconomic activities.  相似文献

In this article we present a framework for assessing climate change impacts on water and watershed systems to support management decision-making. The framework addresses three issues complicating assessments of climate change impacts—linkages across spatial scales, linkages across temporal scales, and linkages across scientific and management disciplines. A major theme underlying the framework is that, due to current limitations in modeling capabilities, assessing and responding to climate change should be approached from the perspective of risk assessment and management rather than as a prediction problem. The framework is based generally on ecological risk assessment and similar approaches. A second theme underlying the framework is the need for close collaboration among climate scientists, scientists interested in assessing impacts, and resource managers and decision makers. A case study illustrating an application of the framework is also presented that provides a specific, practical example of how the framework was used to assess the impacts of climate change on water quality in a mid-Atlantic, U.S., watershed.  相似文献

Abstract: Climate change affects water resources availability of international river basins that are vulnerable to runoff variability of upstream countries especially with increasing water demands. The upper Blue Nile River Basin is a good example because its downstream countries, Sudan and Egypt, depend solely on Nile waters for their economic development. In this study, the impacts of climate change on both hydrology and water resources operations were analyzed using the outcomes of six different general circulation models (GCMs) for the 2050s. The outcomes of these six GCMs were weighted to provide average future changes. Hydrologic sensitivity, flow statistics, a drought index, and water resources assessment indices (reliability, resiliency, and vulnerability) were used as quantitative indicators. The changes in outflows from the two proposed dams (Karadobi and Border) to downstream countries were also assessed. Given the uncertainty of different GCMs, the simulation results of the weighted scenario suggested mild increases in hydrologic variables (precipitation, temperature, potential evapotranspiration, and runoff) across the study area. The weighted scenario also showed that low‐flow statistics and the reliability of streamflows are increased and severe drought events are decreased mainly due to increased precipitation. Joint dam operation performed better than single dam operation in terms of both hydropower generation and mean annual storage without affecting the runoff volume to downstream countries, but enhancing flow characteristics and the robustness of streamflows. This study provides useful information to decision makers for the planning and management of future water resources of the study area and downstream countries.  相似文献

The source of the Richelieu River is Lake Champlain, located between the states of New York, Vermont, and Québec. In 2011, the lake and the Richelieu River reached historical flood levels, raising questions about the influence of climate change on the watershed. The objectives of this work are to model the hydrology of the watershed, construct a reservoir model for the lake and to analyze flooding trends using climate simulations. The basin was modeled using the HSAMI lumped conceptual model from Hydro‐Québec with a semi‐distributed approach in order to estimate the inflows into Lake Champlain. The discharge at the Richelieu River was computed by using a mass balance equation between the inputs and outputs of Lake Champlain. Future trends were estimated over the 2041‐2070 and 2071‐2100 periods using a large number of outputs from general circulation models and regional climate models downscaled with constant scaling and daily translation methods. While there is a certain amount of uncertainty as to future trends, there is a decreasing tendency in the magnitude of the mean spring flood. A flood frequency analysis showed most climate projections indicate the severity of most extreme spring floods may be reduced over the two future periods although results are subject to a much larger uncertainty than for the mean spring flood. On the other hand, results indicate summer‐fall extreme events such as caused by hurricane Irene in August 2011 may become more frequent in the future.  相似文献

Climate change potentially impacts rainfall, temperature, and air humidity, which have relationship with plant evapotranspiration and consequently to irrigation water needs (IWN). The purpose of this research is to assess climate change impacts on irrigation water demand, based on climatic impacts stemming from future greenhouse gas emission scenarios. The study area includes eight municipalities in the Jaguaribe River Basin, located in the Ceará State of semiarid northeast Brazil. The FAO Penman‐Monteith method is used for the calculation of a reference evapotranspiration with limited climatic data. IWN projections are calculated using bias‐corrected climate projections for monthly rainfall and surface temperature derived from the United Kingdom’s Hadley Centre Regional Climate Model simulations. The increase in the average IWN is projected to be 7.9 and 9.1% over the period 2025‐2055 for the A2 and B2 scenarios, respectively with respect to 1961‐1990 baseline.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00592.x Abstract: This paper presents a modeling study on climate‐induced changes in hydrologic and nutrient fluxes in the Upper Assiniboine catchment, located in the Lake Winnipeg watershed. The hydrologic and agricultural chemical yield model, Soil and Water Assessment Tool (SWAT) was employed to model a 21‐year baseline (1980‐2000) and future (2042‐2062) periods with model forcings for future climates derived from three regional climate models (RCMs) and their ensemble means. The modeled future scenarios reveal that potential future changes in the climatic regime are likely to modify considerably hydrologic and nutrient fluxes. The effects of future changes in climatic variables, especially precipitation and temperature, are clearly evident in the resulting snowmelt and runoff regimes. The future hydrologic scenarios consistently show earlier onsets of spring snowmelt and discharge peaks, and higher total runoff volumes. The simulated nutrient loads closely match the dynamics of the future runoff for both nitrogen and phosphorus, in terms of earlier timing of peak loads and higher total loads. However, nutrient concentrations could decrease due to the higher rate of runoff increase. Overall, the effects of these changes on the nutrient transport regime need to be considered together with possible future changes in land use, crop type, fertilizer application, and transformation processes in the receiving water bodies.  相似文献

The paper introduces the so-called climate change mainstreaming approach, where vulnerability and adaptation measures are assessed in the context of general development policy objectives. The approach is based on the application of a limited set of indicators. These indicators are selected as representatives of focal development policy objectives, and a stepwise approach for addressing climate change impacts, development linkages, and the economic, social and environmental dimensions related to vulnerability and adaptation are introduced. Within this context it is illustrated using three case studies how development policy indicators in practice can be used to assess climate change impacts and adaptation measures based on three case studies, namely a road project in flood prone areas of Mozambique, rainwater harvesting in the agricultural sector in Tanzania and malaria protection in Tanzania. The conclusions of the paper confirm that climate risks can be reduced at relatively low costs, but the uncertainty is still remaining about some of the wider development impacts of implementing climate change adaptation measures.  相似文献

Abstract: Climate change, particularly the projected changes to precipitation patterns, is likely to affect runoff both regionally and temporally. Extreme rainfall events are expected to become more intense in the future in arid urban areas and this will likely lead to higher streamflow. Through hydrological modeling, this article simulates an urban basin response to the most intense storm under anthropogenic climate change conditions. This study performs an event‐based simulation for shorter duration storms in the Flamingo Tropicana (FT) watershed in Las Vegas, Nevada. An extreme storm, defined as a 100‐year return period storm, is selected from historical records and perturbed to future climatic conditions with respect to multimodel multiscenario (A1B, A2, B1) bias corrected and spatially disaggregated data from the World Climate Research Programme's (WCRP's) database. The cumulative annual precipitation for each 30‐year period shows a continuous decrease from 2011 to 2099; however, the summer convective storms, which are considered as extreme storms for the study area, are expected to be more intense in future. Extreme storm events show larger changes in streamflow under different climate scenarios and time periods. The simulated peak streamflow and total runoff volume shows an increase from 40% to more than 150% (during 2041‐2099) for different climate scenarios. This type of analysis can help evaluate the vulnerability of existing flood control system and flood control policies.  相似文献

Assessing the impact of climate change on species and associated management objectives is a critical initial step for engaging in the adaptation planning process. Multiple approaches are available. While all possess limitations to their application associated with the uncertainties inherent in the data and models that inform their results, conducting and incorporating impact assessments into the adaptation planning process at least provides some basis for making resource management decisions that are becoming inevitable in the face of rapidly changing climate. Here we provide a non-exhaustive review of long-standing (e.g., species distribution models) and newly developed (e.g., vulnerability indices) methods used to anticipate the response to climate change of individual species as a guide for managers grappling with how to begin the climate change adaptation process. We address the limitations (e.g., uncertainties in climate change projections) associated with these methods, and other considerations for matching appropriate assessment approaches with the management questions and goals. Thorough consideration of the objectives, scope, scale, time frame and available resources for a climate impact assessment allows for informed method selection. With many data sets and tools available on-line, the capacity to undertake and/or benefit from existing species impact assessments is accessible to those engaged in resource management. With some understanding of potential impacts, even if limited, adaptation planning begins to move toward the development of management strategies and targeted actions that may help to sustain functioning ecosystems and their associated services into the future.  相似文献

DOI: 10.1111/j.1752‐1688.2011.00605.x Abstract: In the Pacific Northwest, warming climate has resulted in a lengthened growing season, declining snowpack, and earlier timing of spring runoff. This study characterizes the impact of climate change in two basins in Idaho, the Spokane River and the Boise River basins. We simulated the basin‐scale hydrology by coupling the downscaled precipitation and temperature outputs from a suite of global climate models and the Soil and Water Assessment Tool (SWAT), between 2010 and 2060 and assess the impacts of climate change on water resources in the region. For the Boise River basin, changes in precipitation ranged from ?3.8 to 36%. Changes in temperature were expected to be between 0.02 and 3.9°C. In the Spokane River region, changes in precipitation were expected to be between ?6.7 and 17.9%. Changes in temperature appeared between 0.1 and 3.5°C over a period of the next five decades between 2010 and 2060. Without bias‐correcting the simulated streamflow, in the Boise River basin, change in peak flows (March through June) was projected to range from ?58 to +106 m3/s and, for the Spokane River basin, the range was expected to be from ?198 to +88 m3/s. Both the basins exhibited substantial variability in precipitation, evapotranspiration, and recharge estimates, and this knowledge of possible hydrologic impacts at the watershed scale can help the stakeholders with possible options in their decision‐making process.  相似文献

The hydrologic response to statistically downscaled general circulation model simulations of daily surface climate and land cover through 2099 was assessed for the Apalachicola‐Chattahoochee‐Flint River Basin located in the southeastern United States. Projections of climate, urbanization, vegetation, and surface‐depression storage capacity were used as inputs to the Precipitation‐Runoff Modeling System to simulate projected impacts on hydrologic response. Surface runoff substantially increased when land cover change was applied. However, once the surface depression storage was added to mitigate the land cover change and increases of surface runoff (due to urbanization), the groundwater flow component then increased. For hydrologic studies that include projections of land cover change (urbanization in particular), any analysis of runoff beyond the change in total runoff should include effects of stormwater management practices as these features affect flow timing and magnitude and may be useful in mitigating land cover change impacts on streamflow. Potential changes in water availability and how biota may respond to changes in flow regime in response to climate and land cover change may prove challenging for managers attempting to balance the needs of future development and the environment. However, these models are still useful for assessing the relative impacts of climate and land cover change and for evaluating tradeoffs when managing to mitigate different stressors.  相似文献
