We integrate new challenges to thinking about resource markets and sustainable resource use policies in a general framework. The challenges, emerging from six papers that JEEM publishes in a special issue, are (i) demand uncertainty and stockpiling, (ii) international trade and resource dependence, (iii) deforestation, and (iv) intertemporal effects of climate change policies (“Green Paradox”). We discuss new insights and results on these issues by fitting them into the Hotelling model of non-renewable resource depletion.  相似文献

In this paper, we show that the potential for endogenous technological change in alternative energy sources may alter the behaviour of resource-owning firms. When technological progress in an alternative energy source can occur through learning-by-doing, resource owners face competing incentives to extract rents from the resource and to prevent expansion of the new technology. We show that in such a context, it is not necessarily the case that scarcity-driven higher traditional energy prices over time will induce alternative energy supply as resources are exhausted. Rather, we show that as we increase the learning potential in the substitute technology, lower equilibrium energy prices prevail and there may be increased resource extraction and greenhouse gas emissions. We show that the effectiveness and the incidence of emissions reduction policies may be altered by increased potential for technological change. Our results suggest that treating finite resource rents as endogenous consequences of both technological progress and policy changes will be important for the accurate assessment of climate change policy.  相似文献

The current lack of a working resource management plan Magdalena Bay (southern Baja California, Mexico) has weakened attempts to set priorities among resource users and has contributed to: reduced fish stocks, land and marine contamination, and declines in the ecological integrity of the bay of 170 000 ha and its vast mangrove lagoon systems. The government agencies responsible for maintaining ecological integrity and managing marine resource use have not been successful in addressing these problems due to jurisdictional ambiguities, lack of community support, and lack of manpower for monitoring and enforcing policies. A framework was designed by the authors to work toward an approach for balancing between community development and conserving ecological integrity at the local level in the peripheral and central zones of the Magdalena Bay system. The goal of this framework was to suggest a basis for setting management priorities that included the perceptions and preferences of stakeholder groups with regard to direct threats to the environmental health of the study areas. To achieve this goal a crossdisciplinary study of the central and peripheral zones was used to examine factors that influence current resource use and the environmental state in these two regions of the bay system. Insights into the preferences and perceptions of stakeholder groups with regard to management priorities were acquired using the key informant technique. The results revealed potential conflicts with regard to preferred management priorities between stakeholder groups, as well as polarities within stakeholder groups themselves.  相似文献

Management of Kruger National Park (KNP) has recently made considerable progress in developing new policies to address biodiversity conservation and management challenges. These include tourism, water provision and elephant management policies. This study examines the integration of these three policies with regard to biodiversity conservation and management. Findings indicate that in their current fragmented form, the three policies actually undermine opportunities for effective biodiversity conservation and management in the KNP. This can be reversed by adopting a new management approach based on an environmental matrix organizational framework. Such a framework provides a mechanism for integrated policymaking and implementation and for improving biodiversity conservation and management in the KNP. The study concludes that an integrated approach is necessary due to the interlinkages between policies that affect biodiversity conservation at the KNP.  相似文献

Resource competition is commonly occurred in animal populations and studied intensively by researchers. Previous studies have applied game theoretic model by finding Nash equilibrium to investigate this phenomenon. However computation of the Nash equilibrium requires an understanding of the payoff matrix that allocates the rewards received by players when they adopt each of the strategies in the game. In our study we present a dynamic programming implemented framework to compute 2 × 2 intraspecific finite resource allocation game's payoff matrix explicitly. We assume that two distinct types of individuals, aggressive and non-aggressive, are in the population. Then we divide the entire animal development period into three different stages: initialization, quasilinear growth and termination. Each stage for each type of players is specified with their own development coefficient, which determines how resource consumption could convert into strength as reward. Each player has equal and finite resource at the beginning of their development and fights against other players in the population to maximize its own potential reward. Based on these assumptions it is reasonable to use backward induction dynamic programming to compute payoff matrix. We present numerical examples for three different types of aggressive individuals and compute the payoff matrices correspondingly. Then we use the derived payoff matrices to determine the Nash equilibrium and Evolutionary Stable Strategy. Our research provide a framework for future quantitative studies on animal resource competition problems and could be expanded to n-players interspecific stochastic asymmetric resource allocation problem by changing some settings of dynamic programming formulation.  相似文献

Conservation of renewable natural resources and promotion of economic growth are both sustainable development goals. Here, we study the interdependency between economic growth, international trade, and the use of renewable natural resources—under alternative institutional settings of either open access or full property rights—in an endogenous growth model. We find that if the resource is depleted over time, consumption growth is reduced. Economic growth and international trade only impact resource use when the resource is harvested under full property rights. Then, widening international trade can lead countries to shift from conservation to depletion. Changes in the institutional setting of resource use in one country may have repercussions on trading partners. Our results indicate potential trade-offs between the sustainable development goals and imply that policies focusing on resource use or trade (e.g., international trade bans or certified trade) are not sufficient to prevent resource depletion.  相似文献

Models that predict distribution are now widely used to understand the patterns and processes of plant and animal occurrence as well as to guide conservation and management of rare or threatened species. Application of these methods has led to corresponding studies evaluating the sensitivity of model performance to requisite data and other factors that may lead to imprecise or false inferences. We expand upon these works by providing a relative measure of the sensitivity of model parameters and prediction to common sources of error, bias, and variability. We used a one-at-a-time sample design and GPS location data for woodland caribou (Rangifer tarandus caribou) to assess one common species-distribution model: a resource selection function. Our measures of sensitivity included change in coefficient values, prediction success, and the area of mapped habitats following the systematic introduction of geographic error and bias in occurrence data, thematic misclassification of resource maps, and variation in model design. Results suggested that error, bias and model variation have a large impact on the direct interpretation of coefficients. Prediction success and definition of important habitats were less responsive to the perturbations we introduced to the baseline model. Model coefficients, prediction success, and area of ranked habitats were most sensitive to positional error in species locations followed by sampling bias, misclassification of resources, and variation in model design. We recommend that researchers report, and practitioners consider, levels of error and bias introduced to predictive species-distribution models. Formal sensitivity and uncertainty analyses are the most effective means for evaluating and focusing improvements on input data and considering the range of values possible from imperfect models.  相似文献

Consumers voluntarily pay significant price premiums to acquire unobservable environmental attributes in green markets. This paper considers the performance of eco-certification policy under circumstances where consumers cannot discern environmental attributes in goods, but are able to form rational expectations regarding the extent of illicit activities in the green market. The main results are: (i) fraud is less prevalent in green markets when entry barriers limit the number of firms; (ii) conventional environmental policies on polluting techniques increase the incidence of fraud, and can even preclude the use of non-polluting techniques which would otherwise emerge in green markets; (iii) voluntary eco-certification policies can decrease fraud, increase output, and raise profits per firm; and (iv) in cases where the socially optimal resource allocation can be supported, the optimal policy involves negative unit certification fees, positive fixed certification fees and is revenue-generating for the certifying agent.  相似文献

On behalf of a wide-ranging group of organizations involved in the management of the U.K. maritime zone, the Joint Nature Conservation Committee (JNCC) is compiling a series of 16 regional volumes. The volumes contain multidisciplinary coastal zone resource information arranged in ten chapters under the general title ‘Coasts and Seas of the UK’. These volumes form part of a series of paper and electronic publications of coastal information being produced by JNCC's Coastal Directories Project and are designed to meet the needs of planners and all others involved in decision-making and management of the coast.  相似文献

Predictions of ecological models on female social relationships (van Schaik 1989) and their links with food distribution and the potential competitive regime are used to analyze the feeding and spatial behavior, and resource density, size, distribution, and quality in a forest population of Hanuman langurs (Presbytis entellus). In contrast to other populations, and assumptions on folivorous primates, the females of this population exhibit a linear dominance hierarchy. The langurs concentrated their feeding on three key resources with a low density and clumped distribution. Two out of the three key resources contained significantly higher levels of extractable protein and soluble sugar than other food plants, indicating high spatial variability of food quality. Even the mature leaves of the most preferred food plant were about twice as nutritious as those from other food plants. Group spread was small and only a single high-quality resource was used at a time. Finally, even rich resources could accommodate only a subset of a group. These findings fit predictions made for the prevalence of within-group contest competition. Given the observed food distribution and phytochemical heterogeneity of mature foliage, even females of folivorous species should contest for food. The effect of female dominance rank on size and composition of feeding parties also agrees with this prediction. A comparison with data from another forest population, where female dominance relations are weakly developed, revealed a clear-cut difference in the use and abundance of resources. It is argued that between-population differences in female social relationships within a species may be viewed as adaptive responses to local habitat conditions. The performance of statistical methods for modeling resource selection by animals is difficult to evaluate with field data because true selection patterns are unknown. Simulated data based on a known probability distribution, though, can be used to evaluate statistical methods. Models should estimate true selection patterns if they are to be useful in analyzing and interpreting field data. We used simulation techniques to evaluate the effectiveness of three statistical methods used in modeling resource selection. We generated 25 use locations per animal and included 10, 20, 40, or 80 animals in samples of use locations. To simulate species of different mobility, we generated use locations at four levels according to a known probability distribution across DeSoto National Wildlife Refuge (DNWR) in eastern Nebraska and western Iowa, USA. We either generated 5 random locations per use location or 10,000 random locations (total) within 4 predetermined areas around use locations to determine how the definition of availability and the number of random locations affected results. We analyzed simulated data using discrete choice, logistic-regression, and a maximum entropy method (Maxent). We used a simple linear regression of estimated and known probability distributions and area under receiver operating characteristic curves (AUC) to evaluate the performance of each method. Each statistical method was affected differently by number of animals and random locations used in analyses, level at which selection of resources occurred, and area considered available. Discrete-choice modeling resulted in precise and accurate estimates of the true probability distribution when the area in which use locations were generated was ≥ the area defined to be available. Logistic-regression models were unbiased and precise when the area in which use locations were generated and the area defined to be available were the same size; the fit of these models improved with increased numbers of random locations. Maxent resulted in unbiased and precise estimates of the known probability distribution when the area in which use locations were generated was small (home-range level) and the area defined to be available was large (study area). Based on AUC analyses, all models estimated the selection distribution better than random chance. Results from AUC analyses, however, often contradicted results of the linear regression method used to evaluate model performance. Discrete-choice modeling was best able to estimate the known selection distribution in our study area regardless of sample size or number of random locations used in the analyses, but we recommend further studies using simulated data over different landscapes and different resource metrics to confirm our results. Our study offers an approach and guidance for others interested in assessing the utility of techniques for modeling resource selection in their study area.  相似文献

A long-standing hypothesis in behavioural ecology posits that males with greater resource-holding potential (RHP) control resource sites deemed more valuable by sexually-receptive females and, thereby, males controlling such sites accrue greater reproductive success (RS). This hypothesis has historically been investigated using three separate but non-mutually exclusive relationships (male RHP vs. resource value, resource value vs. male RS and male RHP vs. RS). The relationships between these three variables are predicted to be strongly positive, however, due to measurement error and biological noise, perfect correlations (r = 1.0) are rare in biology even for well-established relationships. Moreover, the inaccurate identification of either the male trait(s) important to RHP or the resource characteristic sought by females will weaken the observed strength of the relationships. Here, I use meta-analysis to quantitatively describe the general pattern of these relationships in animals. I predict that the relationships between male RHP, resource-value and RS should be significantly positive (male RHP and resource-value should explain a large amount of the variation in male RS). My meta-analysis supports this hypothesis; however, in the best case scenario only ca. 20% of the variation in the response variable was explained. I conclude by identifying areas in which we need to improve our investigations of resource-defence animals and recommending approaches to meet these needs. For conservation science to effectively inform management, research must focus on creating the scientific knowledge required to solve conservation problems. We identified research questions that, if answered, would increase the effectiveness of conservation and natural resource management practice and policy in Oceania's small‐island developing states. We asked conservation professionals from academia, governmental, and nongovernmental organizations across the region to propose such questions and then identify which were of high priority in an online survey. We compared the high‐priority questions with research questions identified globally and for other regions. Of 270 questions proposed by respondents, 38 were considered high priority, including: What are the highest priority areas for conservation in the face of increasing resource demand and climate change? How should marine protected areas be networked to account for connectivity and climate change? What are the most effective fisheries management policies that contribute to sustainable coral reef fisheries? High‐priority questions related to the particular challenges of undertaking conservation on small‐island developing states and the need for a research agenda that is responsive to the sociocultural context of Oceania. Research priorities for Oceania relative to elsewhere were broadly similar but differed in specific issues relevant to particular conservation contexts. These differences emphasize the importance of involving local practitioners in the identification of research priorities. Priorities were reasonably well aligned among sectoral groups. Only a few questions were widely considered answered, which may indicate a smaller‐than‐expected knowledge‐action gap. We believe these questions can be used to strengthen research collaborations between scientists and practitioners working to further conservation and natural resource management in this region.  相似文献

Growing resource demands by humans, invasive species, natural hazards, and a changing climate have created broad‐scale impacts and the need for broader‐extent conservation activities that span ownerships and even political borders. Implementing regional‐scale conservation brings great challenges, and learning how to overcome these challenges is essential for maintaining biodiversity (i.e., richness and evenness of biological communities) and ecosystem functions and services across scales and borders in the face of system change. We administered an online survey to examine factors potentially driving perspectives of protected‐area (PA) managers regarding coordination with neighboring PAs and other stakeholders (i.e., stakeholder coordination) for conserving biodiversity and ecosystem services during the next decade within diverse regions across Europe. Although >70% (n = 58) of responding PA managers indicated that climate change and invasive species are relevant for their PAs, they gave <50% probability that these threats could be mitigated through stakeholder coordination. They thought there was a >60% probability (n = 85) that stakeholder coordination would take place with the aim to improve conservation outcomes. Consistent with the foundation on which many European PAs were established, managers viewed maintaining or enhancing biodiversity as the most important (>70%; n = 61) expected benefit. Other benefits included maintaining or enhancing human resources and environmental education (range of Bayesian credibility intervals [CIs] 57–93%). They thought the main barriers to stakeholder coordination were the lack of human and economic resources (CI 59–67% chance of hindering; n = 64) followed by communication and interstakeholder differences in political structures and laws (CI 51–64% probability of hindering). European policies and strategies that address these hindering factors could be particularly effective means of enabling implementation of green infrastructure networks in which PAs are the nodes.  相似文献

Under the pressures of climate change, many countries are trying to adapt to a low-carbon economy. In this paper, we review the development pattern of the low-carbon economy of major countries and its impact on the world economy. We then argue that economic development and abatement of greenhouse gas (GHG) emissions in China should be balanced. The challenges that China faces should also be considered carefully. It is necessary for China to find an approach to solve the issues of climate change, which should include new technologies and establishing incentive mechanisms and reform-oriented policies. These guidelines can adjust the structure of the economy and energy use, improve energy efficiency, promote the development of alternative and renewable energy, enhance the potential of carbon sinks, and develop advanced technology to perfect a 'Clean Development Mechanism' and sustainable development through international cooperation.  相似文献

Niche theory with hypotheses on shape and distribution of ecological response curves is used in the studies of resource sharing of competing plant species. Predictions based on theory should be applicable when, e.g., effects of competing species on the ecological tolerances are assessed or species’ diversity along a resource gradient is evaluated. We studied the ecological response curves of competing plant species along a resource gradient in boreal forests. The study was based on nation-wide soil and vegetation data collected from 455 sample plots on boreal forests in Finland. Species response curves along a soil fertility gradient (in terms of C/N ratio) were estimated using generalized additive models. Distribution of species optima and the relationship of niche width and skewness to the location of the optimum were analyzed with new bootstrap tests. The developed tests can account for the effects of truncation observed in the response curves of several species and for the uneven distribution of observations on the gradient.The estimated response curves of the major field layer species of boreal forests were not evenly distributed along soil C/N gradient. The density of optima peaked with relatively high nitrogen availability. Species with optima at low nitrogen availability had relatively broad realized niches. Niche width was negatively correlated with the density of optima. Species optima were packed and niches were narrow at high resource levels. This result suggests that a greater number of more specialized species can occur and interspecific competition decreases niche widths at high resource levels. Species were packed in the gradient where the C/N ratio was lower than 25, i.e., in conditions where nitrification can take place. This indicates that the majority of the vascular plants of boreal forests are favoured by the availability of NO3. Those few species thriving at high C/N ratios have broader realized niches.  相似文献

Recognizing the limitations common to both centralized and privatized management regimes, institutionalized resource management is beginning to incorporate the knowledge and skills of local resource users, coupled with the enabling policies and legislation of state systems, to arrive at cooperative approaches to resource management. These varying and dynamic approaches to resource management have been compelled largely through the recognition of the limited capabilities of existing management systems to adapt effectively to ecosystem change and the evolving needs of resource users. These cooperative approaches to management should not, however, be considered an institutional end-point, but rather a phase in the perpetual transition of a social system; each unique in character and individually variable depending on the resource being managed, the political climate in which management occurs, as well as the differing strategies employed by resource users to enact institutional change. Drawing from the experiences of the Whitefish Lake First Nation of Alberta, Canada, this paper presents a brief overview of the evolution of resource management theory, grounded in the real-world formation of the Whitefish Lake First Nation — Province of Alberta Cooperative Management Agreement.  相似文献

Sustainable development planning must be based on environmental and biophysical baseline indices that effectively define comparative development potential and environmental constraints. As such, indices must define the comparative advantage of the natural resource base and measure the fundamental capacity to sustain production rates of natural resource goods and services used to create societal well being. Complex biophysical and socioeconomic characteristics affect the identification and selection of sustainable development strategies. When derived from effective baseline indicators, indices may be used to define the spatial and temporal distribution of economically viable production opportunities and may be expressed in derived indices that realistically describe basic production opportunities and guide the selection of feasible, long-term development strategies. Specifically, representative indices are critical in the identification of development goals and realistic objectives and can be used to evaluate, select and implement sustainable development strategies and plans. It is stressed that the relevancy and effectiveness of public policies depend on the identification of representative evaluation models and baseline indices to define development strategies that are both environmentally sustainable and economically viable. In this context, the role of baseline indicators that define natural resource production capacities is discussed. This includes potential resource uses, derived benefits and their economic and environmental impacts. Key thematic indicators are suggested that may be especially useful in identifying development alternatives and impacts. This suggested that clearly defined environmental pollution limits or impact standards be used to define public risk tolerance limits and carrying capacity constraints. It is argued that these measures may be more effective in directing policy choices than economic valuation of non market goods and services that represent environmental externalities associated with resource exploitation options and economic development strategies. To this end, examples of thematic indicators and derived indices are introduced that may prove effective in resource assessment, economic evaluation and strategic development planning.  相似文献

We consider the problem of designing a surveillance system to detect a broad range of invasive species across a heterogeneous sampling frame. We present a model to detect a range of invertebrate invasives whilst addressing the challenges of multiple data sources, stratifying for differential risk, managing labour costs and providing sufficient power of detection. We determine the number of detection devices required and their allocation across the landscape within limiting resource constraints. The resulting plan will lead to reduced financial and ecological costs and an optimal surveillance system.  相似文献
