Conservation organizations rely on conservation easements for diverse purposes, including protection of species and natural communities, working forests, and open space. This research investigated how perpetual conservation easements incorporated property rights, responsibilities, and options for change over time in land management. We compared 34 conservation easements held by one federal, three state, and four nonprofit organizations in Wisconsin. They incorporated six mechanisms for ongoing land management decision-making: management plans (74 %), modifications to permitted landowner uses with discretionary consent (65 %), amendment clauses (53 %), easement holder rights to conduct land management (50 %), reference to laws or policies as compliance terms (47 %), and conditional use permits (12 %). Easements with purposes to protect species and natural communities had more ecological monitoring rights, organizational control over land management, and mechanisms for change than easements with general open space purposes. Forestry purposes were associated with mechanisms for change but not necessarily with ecological monitoring rights or organizational control over land management. The Natural Resources Conservation Service-Wetland Reserve Program had a particularly consistent approach with high control over land use and some discretion to modify uses through permits. Conservation staff perceived a need to respond to changing social and ecological conditions but were divided on whether climate change was likely to negatively impact their conservation easements. Many conservation easements involved significant constraints on easement holders’ options for altering land management to achieve conservation purposes over time. This study suggests the need for greater attention to easement drafting, monitoring, and ongoing decision processes to ensure the public benefits of land conservation in changing landscapes.  相似文献

Economic theory asserts that to achieve maximum conservation benefits land acquisition needs to be cost effective. Yet the most common planning technique used by land conservation organizations is ‘benefit-targeting’ that focuses only on acquiring parcels with the highest benefits and ignores costs. Unlike most of the literature which focuses on covering problems, this research applies optimization techniques to achieve maximum aggregate conservation benefits for an ongoing land acquisition effort in the Catoctin Mountain Region in central Maryland. For this case study, optimization yields additional conservation benefits worth an estimated $3.1–$3.9 million or achieves the same level of conservation benefits but at a cost savings ranging from $0.9 to $3.5 million, depending on the initial budget size. Finally, the highest efficiencies are achieved in low budget scenarios, like those most prevalent in conservation efforts.  相似文献

The paper explores the severity of the problem of soil erosion and a variety of approaches to the problem. The typology of approaches includes doing nothing, individual party litigation, the state's invocation of public trust doctrine, and the state's exercise of its police power. The Reinvest in Minnesota Program reflects the state's exercise of its police power and addresses the problem of soil erosion by retiring marginal land from crop production through conservation easements. Oregon state law requires each county in the state to identify agricultural land and enact policies and regulations to protect agricultural land use. State guidelines encourage the preservation of large parcels of agricultural land and discourage partitioning of agricultural land and construction of nonfarm dwellings in agricultural areas. A land evaluation and site assessment (LESA) system was developed in Linn County to aid in the identification of agricultural land and provide assistance to decision makers concerning the relative merits of requests to partition existing parcels of ricultural land and introduce nonagricultural uses.Land evaluation was determined by calculating soil potential ratings for each agricultural soil in the county based on the soil potentials for winter wheat, annual ryegrass, permanent pasture, and irrigated sweet corn. Soil potential ratings were expressed on a scale of 0 to 150 points. The land evaluation score for a parcel consists of the weighted average soil potential rating for all of the soils in the parcel, weighted by the percentage of each soil present in the parcel.Site assessment was based on the size of a parcel and on the amount of existing conflict between agricultural and nonagricultural uses, particularly rural residential uses, both adjacent to and in the vicinity of a parcel. Parcel size refers to both size in relation to a typical field and size in relation to a typical farm unit. Conflict takes into account the number of nonfarm dwellings within 1/4 mile (0.4 km) of a parcel, the amount of the perimeter that adjoins conflicting land uses, and the residential density adjacent to the parcel. Empirical scales were derived for assigning points to each of the site assessment factors. Both parcel size and conflict were worth 75 points in the model. For parcel size, 45 points were allocated to field size and 30 points to farm-unit size. For conflict, 30 points were allocated to nonfarm dwellings within 1/4 mile and 45 points to perimeter conflicts.The LESA model was validated by testing on 23 parcels in Linn County for which requests to partition and/or convert to nonagricultural uses had been received by the County Planning Department. This testing was an essential part of the development process, as it pointed out inconsistencies and errors in the model and allowed continuous adjustment of factors and point scales. The results of application of the final model to three of the case studies are presented to illustrate the concepts.Three possible uses of the information generated by the LESA system include determining the relative agricultural value of a parcel, determining grades of agricultural land suitability, and determining the impacts of changing land use on other parcels in the vicinity. Relative agricultural value is a direct outcome of application of the evaluation criteria in the LESA model. Good, marginal, and nonagricultural grades of agricultural suitability were determined by examining the data from all 23 test cases and establishing threshold point values for soil quality, conflict, parcel size, and total LESA score. Impact analyses were not done in this study, but could be achieved by calculating LESA scores for all parcels possibly affected by a land-use change both before and after a proposed change. All three applications fall short of making a specific land-use decision, but they do provide information that should be of value to the local jurisdiction charged with making such decisions.  相似文献

Over the past fifty years, economists have developed methods for estimating the public benefits of green spaces, allowing such information to be incorporated into land use planning. But the extent to which it is ever used is unclear. This paper reviews the literature on public values for lands on urban outskirts, not just to survey their methods or empirical findings, but to evaluate the role they have played – or have the potential to play – in actual US land use plans.Based on interviews with authors and representatives of land trusts and governments, it appears that academic work has had a mixed reception in the policy world. Reasons include a lack of interest in making academic work accessible to policy makers, emphasizing revealed preference methods which ignore important non-use values, and emphasizing average values over distributions of values. Nevertheless, some success stories illustrate how such information can play a role in the design of conservation policies.  相似文献

Landscape characteristics and parcel ownership information are often collected on different spatial scales leading to difficulties in implementing land use plans at the parcel level. This study provides a method for aggregating highly resolute landscape planning information to the parcel level. Our parcel prioritization model directly incorporates a Land Trust's conservation goals in the form of a compromise programming model. We then demonstrate the use of our approach for implementation decisions, including parcel selection under a budget constraint and the estimation of a total conservation budget necessary to meet specific conservation goals. We found that these cost constraints significantly alter the composition of the 'best' parcels for conservation and can also provide guidance for implementation. The model's results were integral to a local Land Trust's ability to further define and achieve their goals.  相似文献

Knowledge of the nature conservation value of agricultural land provides a useful input to land-use planning. However, the scarcity of suitable data causes this component to rarely play a role. The paper proposes a methodology based on commonly available data to assess the nature conservation value of agricultural landscapes, and to generate cartographic results to be used as decision variables in planning. The approach relies on landscape ecological indicators and on the application of multicriteria analysis in a Geographical Information System (GIS) context. Four criteria were selected: the agricultural landscape type, the cover of vegetation remnants and marginal features, the length of forest-agriculture ecotones, and the proximity to nature reserves. These criteria were assessed directly or by means of specific indicators, generating maps that were subsequently aggregated through spatial multicriteria analysis. High-voltage, high-capacity overhead lines are the economic and reliable choice for the bulk transmission of electricity throughout the world. The routeing of transmission lines is a complex process, and in the UK requires a balance to be struck between statutory obligations, engineering requirements, economic viability, land use and the environment. Transmission line routeing projects can rightly generate considerable public interest and debate, but issues often focus on local effects such as visual amenity rather than the wider benefits of the project to society as a whole. Given the extent of their public and regulatory scrutiny, the environmental statements of such schemes must be objective and transparent in the approach adopted to the routeing strategy. The approach outlined is based on the premise that the major effect of an overhead transmission line is visual and the degree of visual intrusion can be reduced through careful routeing.  相似文献

DOI: 10.1111/j.1752-1688.2010.00466.x Abstract: Although conservation buffers are multifunctional, the current conservation buffer planning strategies tend to use a single criterion, most frequently a hydrological or soil condition indicator, to guide conservation buffer placement. This study presents a watershed planning approach that prioritizes agricultural lands for conservation buffers based on multiple selection criteria and applies the approach to Raritan Basin in central New Jersey. The multiple selection criteria include soil erodibility, hydrological sensitivity, wildlife habitat, and impervious surface rate. These criteria capture the conservation buffers’ benefits in reducing soil erosion, controlling runoff generation, enhancing wildlife habitat, and mitigating stormwater impacts, respectively. An expert panel was used to identify and define the section criteria, review the measured values of those criteria, and develop the classification scales that assign the class score to each criterion. The prioritization is based on the summation of the criteria class scores. About one-third of agricultural lands are prioritized for conservation buffers in Raritan Basin. The total program cost of converting those prioritized agricultural lands to conservation buffers in Raritan Basin is estimated to be between $54.8 and 102.9 million depending on the composition of installed conservation buffer practices.  相似文献

Given the nature of modern conservation acquisitions, which often result from gifts and opportunistic purchases of full or partial property rights, there is a risk that the resulting mosaic of conserved resources may not represent a coherent set of public values and benefits. With different public and private entities engaged in land conservation, one would further expect that each organization would apply separate goals and criteria to the selection and acquisition of its conservation portfolio. This set of circumstances raises an important question: what is the aggregate outcome of this land conservation process? Retrospective assessments provide a means of reviewing cumulative historical decisions and elucidating lessons for improving future conservation strategies. This study used GIS-based spatial analysis to examine the relationships of private and public conservation lands in Maine to a variety of landscape metrics in order to determine the degree to which these lands represent core ecological and socioeconomic values that are meaningful to a wide cross-section of citizens. Results revealed that the gains of past conservation efforts in Maine are counter-balanced to some extent by apparent gaps in the existing fabric of conservation holdings. Conservation lands capture a representative sample of diverse habitat, provide a large measure of protection for multiple conservation values and indicators, and offer an unusual mix of outdoor recreational opportunities for residents and visitors alike. Yet, the majority of parcels are relatively small and isolated, and thus do not provide contiguous habitat blocks that offset ongoing processes of landscape fragmentation. Furthermore, the majority of area associated with many of the ecological metrics examined in this report is located outside the boundaries of current conservation holdings. The under-represented metrics identified in this investigation can be viewed as potential targets for new strategic conservation initiatives.  相似文献

Current international research focuses on topics like sustainable development, regional planning, environmental decision making and implementation, biodiversity conservation plus a number of other relevant issues, especially at times of economic crisis as today. Economic growth and environmental protection can go hand in hand, provided that decision makers develop and use tools and insights targeting in the implementation of successful and robust long term policies. This paper was developed in the framework of a European research project and implements a Multicriteria Mathematical Programming model that optimises the sustainable management of agricultural regions taking in account the available resources (land, labour, capital) and environmental parameters (agrochemicals, water consumption). The model achieves the optimum farm plan in the area combining different criteria to a utility function under a set of constraints and the spatial integration of the vulnerability maps of the regions into the model enables the regional authorities to design policies for the optimal agricultural development and the groundwater protection from the agricultural land uses. Furthermore, the model is used to simulate different scenarios and policies by the local stakeholders, due to changes on different social, economic and environmental parameters. In this way the decision makers can achieve alternative farm plans and agricultural land uses as well as to estimate economic, social and environmental impacts of different policies. The model has been applied to an agricultural region in Northern Greece and proved to be a valuable tool in the implementation of environmental policies and actions, especially in agricultural regions in a delicate balance as the study area.  相似文献

The land evaluation and site assessment (LESA) method has been used extensively in the United States to assess agricultural land suitability for different localities. Despite widespread use, LESA models rarely have been evaluated in a systematic, comprehensive manner. This article discusses development of a LESA system for Hawaii, the first statewide application of the LESA methodology. The empirical model was implemented with a computerized geographic information system (GIS). The system's efficiency, ability to discriminate among land parcels, and robustness to subjective model parameter values are evaluated with statistical analyses and map overlays of GIS data. Results show great potential to simplify the original model specification, primarily through deletion of marginal site assessment factors. System output was generally insensitive to the numeric values selected for model parameters, with exception of the ratio used to combine the land evaluation (LE) and site assessment (SA) component scores. Relative supplies of the differing land attributes measured by the two components must be considered in determining an appropriate LE:SA ratio for a given area.  相似文献

A hedonic price function is estimated that illustrates how the price per acre of open space paid by public buyers such as counties or land trusts, is influenced by local demand and supply factors. The empirical regression model is illustrated using 133 public transactions (73% are purchases and 27% are easements) of open space in the Front Range of Colorado. The mean price per acre was $13 635. If a property provides access to water bodies, this feature increases the price per acre by $937, while adjacency of the parcel to existing park or open space adds $11 039 an acre. A 1% increase in county population results in a 0.27% increase in price per acre. Easements cost $6783 less than purchases, a sizeable cost saving. The prediction capability of the hedonic price equation may be an alternative to traditional real estate appraisal techniques when agencies must determine fair market values of prospective open space parcels that vary in attributes from existing ones.  相似文献

ABSTRACT: Data were collected in the fall of 1998 and the winter of 1999 from 1,011 land owner‐operators within three watersheds in the North Central Region of the United States to assess adoption of soil and water protection practices. Farm owner‐operators were asked to indicate how frequently they used 18 different agricultural production practices. Many farmers within the three watersheds had adopted conservation protection practices. However, they also employed production practices that could negate many of the environmental benefits associated with conservation practices in use. Comparison of adoption behaviors used in the three watersheds revealed significant differences among the study groups. Respondents in the Iowa and Ohio watersheds reported greater use of conservation production systems than did farmers in Minnesota. However, there were no significant differences between Ohio and Iowa farmers in terms of use of conservation production practices. This was surprising, since farmers in the Ohio watershed had received massive amounts of public and private investments to motivate them to adopt and to continue using conservation production systems. These findings bring into serious question the use of traditional voluntary conservation programs such as those employed in the Ohio watershed. Study findings suggest that new policy approaches should be considered. It is argued that “whole farm planning” should be a significant component of new agricultural conservation policy.  相似文献

The issue of planning for sustainability is becoming more established within Canadian municipal planning. As municipalities begin to align their planning policy to reflect a more sustainable approach, there is an increased interest in how sustainability is being operationalised within municipal documents. This research aims to better understand how principles of sustainability are imbedded within Ontario municipal documents, with a specific focus on the Integrated Sustainability Community Planning approach that has emerged in Canada. Drawing on a nested comparative case study of four mid-sized municipalities, we uncover the language and strategies employed by the municipalities as they relate to the principles of sustainability developed by Gibson [2006a. Sustainability assessment: basic components of a practical approach. Impact Assessment and Project Appraisal, 24 (3), 170–182]. The findings suggest that current policy-based approaches to sustainability are considering more socially oriented strategies focused on promoting community involvement, inclusive decision-making, equity, socio-ecological civility, long-term integrative planning, and responsibility through stewardship. However, there are potential limitations that will require future research to examine policy outcomes associated with sustainability uptake. The ICSP approach must still overcome the issues relating to lack of regulatory authority and the incorporation of policies based on popular trends rather than empirical evidence.  相似文献

Water resources and land use are closely linked with each other and with regional climate, assembling a very complex system. The understanding of the interconnecting relations involved in this system is an essential step for elaborating public policies that can effectively lead to the sustainable use of water resources. In this study, an integrated modelling framework was assembled in order to investigate potential impacts of agricultural expansion and climate changes on Irrigation Water Requirements (IWR) in the Taita Hills, Kenya. The framework comprised a land use change simulation model, a reference evapotranspiration model and synthetic precipitation datasets generated through a Monte Carlo simulation. In order to generate plausible climate change scenarios, outputs from General Climate Models were used as reference to perturbing the Monte Carlo simulations. The results indicate that throughout the next 20 years the low availability of arable lands in the hills will drive agricultural expansion to areas with higher IWR in the foothills. If current trends persist, agricultural areas will occupy roughly 60% of the study area by 2030. This expansion will increase by approximately 40% the annual water volume necessary for irrigation. Climate change may slightly decrease crops' IWR in April and November by 2030, while in May a small increase will likely be observed. The integrated assessment of these environmental changes allowed a clear identification of priority regions for land use allocation policies and water resources management.  相似文献

This paper addresses the compatibility of World Bank policies towards population growth, development and biodiversity in the Third World. The World Bank has been central to the design and implementation of the Global Environment Facility (GEF), the remit of which includes the conservation of global biodiversity. However, the Bank's influence over the facility has in itself created controversy which may undermine its effectiveness. More significantly, the Bank's commitment to the GEF is subverted by its policies in other social and economic sectors. The World Bank, together with the International Monetary Fund (IMF), directs the structural adjustment of Third World economies through economic deregulation and privatization. This approach exacerbates inequalities and further empowers large landowners who may then displace tenant farmers and claim exclusive rights to former common land. Thus, biodiversity loss occurs as large landowners reorientate the land use towards the production of export goods and dispossessed farmers invade marginal land. Population growth influences biodiversity loss through its contribution to agricultural intensification and the settlement of marginal land. The World Bank encourages this trend through its non-committal approach to population control, but more especially through structural adjustment's positive effect on fertility.  相似文献

Trade-offs between ecosystem conservation and agricultural production can more easily be addressed by shifting the view from the plot scale to the scale of the landscape and integrating biodiversity friendly land use systems into development strategies. The provision of ecosystem services such as watershed protection and carbon sequestration by natural and complex agro-ecosystems can play an important role in making such integrated landscape approaches viable. This special issue brings together papers that were presented at a symposium on agroforestry and landscape scale conservation at the Second World Agroforestry Congress in Nairobi in August 2009. It is divided into two sections focusing on: (1) the biological mechanisms and implications of landscape scale conservation strategies as influenced by land use, especially agroforestry; and (2) the economic drivers and public policies that determine to a large extent the success of agroforestry-based landscape conservation strategies. The contributions provide evidence both for the potential and limitations of agroforestry in landscape scale conservation and development strategies and highlight the importance of economic incentives and policies to promote integrated landscape solutions. This introductory paper summarizes and discusses the contributions and concludes with policy recommendations and research needs.  相似文献

The European Union's Structural Funds are implemented by means of Regional Development Plans (RDP), whose regionally scoped environmental assessment is required. We highlight the deficiencies faced by this approach when subregional areas with high conservation natural values are involved and illustrate it with the case of the RDP of Andalusia region on Doñana National Park area (Spain). Commissioned by the World Wildlife Fund, a Strategic Environmental Assessment (SEA) of the Andalusian RDP was carried out focusing on Doñana and its area of influence. This is a complex space where some of the most environmentally valuable features in the continent coexist with a surrounding intense and multi-sector economic activity, threatening its conservation. In the absence of an established sustainability framework in the Region, a “trickle-down” SEA approach evidenced the need to produce a set of environmental, economic and social guidelines for sustainable management of land, against which the RDP objectives were tested for coherence. An “incremental” SEA approach was also tested, which involved the identification of 79 measures and actions stemming from the RDP provisions and other concurrent planning documents reviewed and the qualitative assessment of their individual and cumulative potential impacts on Doñana environments. In the light of the results, a set of complementary mitigating measures was proposed for inclusion in tiered stages of the planning process. Measures to avoid, reduce, remedy and monitor the major types of impact were proposed, including provisions for public participation. SEA emerges as an instrument for non-governmental organizations (NGOs) to carry out independent assessment of public development initiatives.  相似文献

Despite an array of policies at the federal and state level aimed at regulating stormwater discharges, engineered solutions enforced by local governments often fall short of meeting water quality standards. Although the implications of land use planning and development regulations are important for stormwater management, they are often overlooked as critical initial steps to improving water quality. This study explores the role of ‘form-based’ regulations as tools for achieving urban planning and water quality objectives. Form-based codes are a new generation of development codes aimed at regulating urban development based on urban form and density, rather than land use. We present an exploratory case study of the feasibility of form-based codes in the Jordan Lake Watershed in North Carolina, a rapidly growing region where fragmented local governments face stringent nutrient reduction standards under new state regulations. Through program analysis and interviews, we explore the viability of form-based codes for reducing development impacts on Jordan Lake’s water quality. We consider the legal feasibility of code enforcement, regional and local barriers and opportunities, and implementation given existing regulatory frameworks. Our findings suggest that high quality information and data modeling are foundational to gaining support for a consensus agreement on the sources and degree of water quality impairment. Furthermore, implementing form-based solutions for water quality is greatly aided by (1) experienced regional planning bodies that have regulatory authority, and (2) local governments whose staff are experienced in implementing complex development ordinances, reviewing architectural renderings, and communicating development requirements with the public and developers.  相似文献
