Valuing goods and services from open oceans provides arguments for the ocean's protection and plays an increasingly important role in debates on the use and management of natural resources. This paper identifies and estimates the monetary value of some of the most important goods and services provided by open oceans. The list of goods and services considered includes food production, raw materials, water supply, CO2 regulation, bioremediation of waste, biomass and biodiversity conservation. Therefore, not only values associated with productive uses are quantified but also values assigned to other biological ecosystem services. This paper constitutes a first attempt in the open ocean literature at evaluating services such as water supply, biomass and biodiversity conservation. To obtain their monetary value, different techniques, some not applied before in this area, have been used depending on the ecosystem service to be evaluated. As a general criterion we use the concept of net value added (revenues obtained from the services less incurred costs). Our methodology is illustrated by estimating the monetary values of goods and services provided by the open ocean ecosystem of Spain as defined by its exclusive economic zone. The total economic value obtained measures the contribution of oceans to overall welfare and it may be an important instrument in managing open ocean ecosystems and developing environmental policies in the future.  相似文献

While it is commonly acknowledged that the ecosystemic, and the inter- and intra-specific diversity of natural life is under threat of being irremediably lost, there is much less awareness that the diversity in agro-ecosystems is also under threat. This paper is focused on the biodiverse agro-ecosystems generated by landraces (LRs), i.e., farmer-developed populations of cultivated species that show among- and within-population diversity and are linked to traditional cultures. The aim of this work is to arouse concern about their loss, to explain how they can be conserved, and to discuss values that support maintaining and/or restoring on-farm agro-biodiversity. Although agriculture has relied on biodiverse agro-ecosystems for millennia, most of them have disappeared or are disappearing due to profound transformations in the socio-economic context. This is discussed with particular reference to the European situation. The positive values of LRs and LR systems that support their conservation are discussed along with possible objections. The conservation of LRs and LR systems can be well justified on ethical grounds. In particular, the complex intertwining of the biological and cultural contexts of LR systems, which continuously creates new adaptive responses to the changing socio-economic and eco-physical processes, is a value that strongly motivates conservation, particularly when the needs of future generations are considered.  相似文献

This paper explores and discusses the various meanings of the stewardship concept in the field of sustainability science. We highlight the increasing differences between alternative approaches to stewardship and propose a typology to enable scientists and practitioners to more precisely identify the basis and objectives of the concept of stewardship. We first present the two dimensions we used to map the diversity of stances concerning stewardship. Second, we analyse these positions in relation to the limits of the systemic approach, ideological manipulation, responsibility, and solidarity. In the final section we explain how the concept of ecological solidarity, a core principal in recent French law on biodiversity conservation and national park governance can contribute to the underpinning of a specific form of social-ecological stewardship.  相似文献

The protection of biological diversity (hereafter biodiversity) is considered one of the fundamental goals for the sustainable management of ecological systems. This paper examines how existing levels of biodiversity influence ecosystem capabilities at the local level. Specifically, it tests the effects of biodiversity and the degree of threat to biodiversity on the quality of local comprehensive plans in Florida as measured by the ability to manage ecosystems. Regression analysis indicates that high biodiversity does not stimulate planners to adopt higher quality plans. Instead, human disturbance or threats to existing levels of biodiversity are the most significant factors in driving ecosystem plan quality. Based on the results, the paper discusses implications for policy and suggests recommendations to improve proactive planning practices associated with managing ecological systems over the long term.  相似文献

The loss of biodiversity is a mounting concern, but despite numerous attempts there are few large scale conservation efforts that have proven successful in reversing current declines. Given the challenge of biodiversity conservation, there is a need to develop strategic conservation plans that address species declines even with the inherent uncertainty in managing multiple species in complex environments. In 2002, the State Wildlife Grant program was initiated to fulfill this need, and while not explicitly outlined by Congress follows the fundamental premise of adaptive management, 'Learning by doing'. When action is necessary, but basic biological information and an understanding of appropriate management strategies are lacking, adaptive management enables managers to be proactive in spite of uncertainty. However, regardless of the strengths of adaptive management, the development of an effective adaptive management framework is challenging. In a review of 53 State Wildlife Action Plans, I found a keen awareness by planners that adaptive management was an effective method for addressing biodiversity conservation, but the development and incorporation of explicit adaptive management approaches within each plan remained elusive. Only ~25% of the plans included a framework for how adaptive management would be implemented at the project level within their state. There was, however, considerable support across plans for further development and implementation of adaptive management. By furthering the incorporation of adaptive management principles in conservation plans and explicitly outlining the decision making process, states will be poised to meet the pending challenges to biodiversity conservation.  相似文献

Mankind needs to use the resources and opportunities offered by the marine environment while protecting ecological processes and systems. This is the foundation for sustainable development, which can only be achieved by adopting an appropriate management approach. Whether internationally or at a regional scale, successful management of marine ecosystems needs to be based on a scientifically robust approach to monitoring environmental change. Within such a framework, the conservation of marine biological diversity is problematic, as many conventional measures of diversity are not appropriate for measuring the types of change that require management. New indicators are required and in this paper we summarise some of the current methodology being used to derive such indices, which may be used to evaluate the effectiveness of marine stewardship initiatives. Through a series of examples we demonstrate the application of the taxonomic distinctness indicator of biodiversity to marine environmental assessment and its development towards becoming an operational tool.  相似文献

There is universal recognition that biological diversity (biodiversity) is being lost at an alarming rate. The costs and risks of these losses for humanity are still not fully understood, but are believed to be very significant. While much is being achieved through conservation programmes, the task of addressing the current crisis remains complex, particularly as there are significant biological, social and economic challenges to nesting conservation objectives into land-use management. This paper emphasizes the socio-economic challenges, wherein a central issue is that of equitably sharing the costs and benefits of conservation among all beneficiaries, nationally and internationally. The world's biological heritage supplies mankind with a number of ecological goods and services, which have attached direct use values, indirect use values, existence values and option values. Currently, only a few direct values are tangible and here much remains to be done to capture effectively and distribute equitably the benefits arising from the other values. The paper discusses three instances where some of these challenges are being addressed, in Belize, Pakistan and Mongolia. Finally, the paper discusses the need for additional mechanisms that will help meet the challenge of establishing and maintaining conservation arrangements in the landscapes of developing countries, where much of the most threatened biota is found.  相似文献

Local biota and their ecological attributes as indicators of changing conditions in aquatic ecosystems were used to classify the Bernam River, Malaysia. A biological diversity index and a pollution index were adopted for comparison purposes, namely the Shannon–Weaver diversity index and the saprobic system concept of Kolkwitz and Marsson. The collected data on phytoplankton communities and the dissolved oxygen and nitrate concentrations permitted a comparative evaluation of the two indices in assessing the ecosystem health of the river. The Shannon–Weaver diversity index approach appeared to give interesting and interpretable classification results, as compared with the saprobic condition index. The study illustrates how ecological knowledge may be used in the integrated management of natural river environments. However, the identifed areas of uncertainty and practicability of the developed biological scheme need to be considered critically.  相似文献

The conservation of biodiversity is an important issue world wide and in Australia the maintenance of native biodiversity on farms makes an important contribution to overall conservation objectives. This paper seeks to explain Australian farmers' rationale for maintaining biodiversity on their farms for personal as opposed to business reasons by developing a decision-systems theory from in-depth interviews. This difference has implications for policy development. The decision-systems theory is divided into two main sections. The first section contains five parts. (1) A hierarchy of motivation stories, (2) the concept of suitability and availability of opportunities, (3) a hierarchy of three decision-systems, (4) the concept of personal career paths, (5) the concept of Lenses. The second section contains one part, a policy classification system called 'boxes of influence' that suggests how policy developers can use the information in the first section to develop new biodiversity conservation policy. The paper suggests that decision-systems theory could be used to shed new light on current trends in agriculture and become an important investigative tool for policy development concerning the conservation of biodiversity on farms.  相似文献

It has been proposed that indigenous societies can be models for the conservation of biodiversity. However, attempts at implementing conservation-based development plans are being judged failures. In this article, I argue that these failures can be addressed by translating indigenous knowledge into context that is mutually intelligible to both indigenous people and conservation biologists. Drawing on sixteen months of ethnobiological fieldwork, this article uses indigenous knowledge to describe the relationship of traditional life to biodiversity for the Hewa of Papua New Guinea’s Central Range. The island of New Guinea is one of the planet’s last bastions of cultural and biological diversity. Using birds as an indicator of diversity, I argue that more productive conservation policies will emerge when indigenous activities are viewed not as vehicles for establishing equilibrium with the environment, but as a source of ecological disturbance. Although Hewa traditions currently play a significant role in shaping this biologically diverse environment, their lifestyle is not necessarily a template for sustainability in the future.  相似文献

Recently Prévot-Julliard and colleagues presented a concept paper on biological conservation strategies using exotic species as a case study. They emphasized the difficulty of integrating conservation into a broad picture that accounts for public perception as well as scientific knowledge. We support this general call for better integration of society in conservation research, but we believe that the original framework might misguide conservation practices if wrongly interpreted. Our objective is to complement their paper and correct a few misleading points, by showing that (1) for regions of high endemicity “reservation” may be the best conservation practice, and does not prevent public participation, (2) aiming for broad societal agreement is valuable, but in some cases risky, and always complex, and (3) calling a harmful invasive species harmful shouldn’t be an issue. The Australian context provides us with many cases of the labeling of exotic species as harmful or not, using inputs from scientists, industry, and the public. Integration of social and scientific points of view can only improve conservation on the ground if it allows managers to use the ecological, economic and social impacts of exotic species to prioritize conservation actions in an operative way.  相似文献

Since its establishment in 1903, the National Wildlife Refuge System (NWRS) has grown to 635 units and 37 Wetland Management Districts in the United States and its territories. These units provide the seasonal habitats necessary for migratory waterfowl and other species to complete their annual life cycles. Habitat conversion and fragmentation, invasive species, pollution, and competition for water have stressed refuges for decades, but the interaction of climate change with these stressors presents the most recent, pervasive, and complex conservation challenge to the NWRS. Geographic isolation and small unit size compound the challenges of climate change, but a combined emphasis on species that refuges were established to conserve and on maintaining biological integrity, diversity, and environmental health provides the NWRS with substantial latitude to respond. Individual symptoms of climate change can be addressed at the refuge level, but the strategic response requires system-wide planning. A dynamic vision of the NWRS in a changing climate, an explicit national strategic plan to implement that vision, and an assessment of representation, redundancy, size, and total number of units in relation to conservation targets are the first steps toward adaptation. This adaptation must begin immediately and be built on more closely integrated research and management. Rigorous projections of possible futures are required to facilitate adaptation to change. Furthermore, the effective conservation footprint of the NWRS must be increased through land acquisition, creative partnerships, and educational programs in order for the NWRS to meet its legal mandate to maintain the biological integrity, diversity, and environmental health of the system and the species and ecosystems that it supports.  相似文献

However, the concept is a vague one and little work has been undertaken to examine the practical implications of adopting sustainable development as a guiding principle. This paper examines how sustainable development can be defined, and some of the contradictions involved with the concept. The policy implications of sustainable development are examined, with a particular emphasis on industry and employment.His research interests are in sustainable development and local economic development. Advocates of the green infrastructure (GI) concept claim it offers a progressive planning approach that facilitates synergies between economic growth, environmental conservation and social development. Although widely endorsed by both planning practitioners and academics, little academic literature exists critically evaluating what GI entails or the potential implications of its institutionalisation within planning practice. This paper addresses this deficit by critically examining the interpretation and representation of the GI concept in planning policy. The paper first critically analyses international interpretations of GI. Following this, the particular attributes of GI's interpretation in the Republic of Ireland are investigated. The paper demonstrates how the emergence of GI in Ireland relates to broader debates on attempts to reconcile environmental concerns with development aspirations in planning policy. It is deduced that GI may represent an approach to planning policy formulation wherein habitat conservation initiatives are primarily designed and justified relative to the ecosystems services they are seen to provide to society. The paper also cautions against the risks posed by confining GI debates to the deliberations of technical specialist. The paper concludes by identifying some issues that may arise in the implementation of a GI approach and suggests ways to enhance the potential benefit of the concept's use in spatial planning.  相似文献

Adaptive management, an approach for simultaneously managing and learning about natural resources, has been around for several decades. Interest in adaptive decision making has grown steadily over that time, and by now many in natural resources conservation claim that adaptive management is the approach they use in meeting their resource management responsibilities. Yet there remains considerable ambiguity about what adaptive management actually is, and how it is to be implemented by practitioners. The objective of this paper is to present a framework and conditions for adaptive decision making, and discuss some important challenges in its application. Adaptive management is described as a two-phase process of deliberative and iterative phases, which are implemented sequentially over the timeframe of an application. Key elements, processes, and issues in adaptive decision making are highlighted in terms of this framework. Special emphasis is given to the question of geographic scale, the difficulties presented by non-stationarity, and organizational challenges in implementing adaptive management.  相似文献

Since the end of the 1980s the concept of sustainable development has gained general acceptance, but much uncertainty still exists on how to operationalize this concept. In forestry the concept of sustainability has been an accepted principle since the 18th century. The experiences with its application in forestry may contribute towards obtaining a better insight into the implications and operational significance of the concept of sustainability. This article describes the history of sustainability in forestry, including the various social values on which its interpretation has been based. The original principle of sustained yield has gradually been broadened to a more inclusive principle of sustainable forest management. The dynamics in social valuation of forest resources resulted in various attempts at practical operationalization of the principle. Notwithstanding 200 years of efforts to operationalize the concept of sustainability, its exact application in forestry remains troublesome. Three lessons are drawn: (1) the need to recognize the different nature of ecological limits and social dynamics, (2) the role of dynamic social values with respect to forest resources, and (3) the significance of operational experiences in trying to attain sustainability within a concrete context.  相似文献
