In this paper the necessity for effective joint working arrangements between Environmental Health Officers and Transport Planners is demonstrated as a fundamental prerequisite for successful management of traffic-related air quality in English local government areas. Current approach to joint working and collaboration between the officers was examined based on the evidence from a three-year study which involved questionnaire surveys and case study interviews. The findings show that despite good administrative devolution and policy integration, the chance of improving specific local air quality situations through the Local Transport Planning process is dependent on other overriding factors which influence the capabilities of the authorities to integrate policies across departments and tiers of governments. Implicit in these findings is the need for a shared paradigm of continuous engagement by all the policy actors and stakeholders if proper integration and the possibility of tangible results in future policy development are to be achieved. The paper proposes a new framework through which such collaborations can be developed and within which solutions to the issues identified can be evaluated.  相似文献

This article presents a systematic literature review of 109 articles (1992–2015) dealing with Local Agenda 21 processes worldwide. It analyzes two essential elements of Local Agenda 21: (1) the holistic approach of the sustainable development concept and (2) the main driving forces behind such processes. It shows that, although at the beginning, sustainability was seen as a natural extension of environmental policy work, it has been perceived over recent years as a guiding principle applied to issues of environment, economic development, and social welfare, and Local Agenda 21 is perceived as a coherent approach to sustainability planning. In addition, Local Government Strategy is the main typology followed, although it suffers from important limitations. Future studies could focus on local sustainability process outcomes. Further quantitative studies would be welcome, given the qualitative case study dominance in the field. We conclude with a research agenda to tackle theoretical, methodological, and empirical lacunae.  相似文献

The aim of this paper is to understand how Local Agenda 21 (LA21) is contributing to update local policy and decision making towards sustainable development in Portugal. Departing from a theoretical view of governance for sustainable development – its core values and challenges – and the role of LA21 in its endorsement, the paper presents the main results of a questionnaire survey submitted to Portuguese municipalities, with the purpose of understanding how far LA21 is being incorporated into planning and management. The paper then tries to expose some of the main potential, limitations and challenges in the local Portuguese case for the short-term sustainable future.  相似文献

Air quality management (AQM) is a process of environmental control that must be embedded within a wide range of policy areas, from local-scale initiatives to international treaties, if it is to be successful. Because of the integrative aspects of AQM, it is imperative that joint working is undertaken within local authorities and other involved parties. Environmental health departments have taken the lead role in AQM as they have traditionally had responsibilities for some other aspects of pollution control. However, AQM requires input from a variety of professionals such as transport planners, land-use planners, economic development officers and Local Agenda 21 (LA21) officers, as well as environmental health professionals. This paper examines the involvement of these professions within the AQM process. Results are presented from a widespread questionnaire survey of urban local authorities in England. In the case of air quality, it is concluded that co-operation between the necessary professions is still at an early stage. Transport planners are more fully engaged with the process than are land-use planners or economic development officers. In order that the joint working process develops appropriately, it is suggested that LA21 officers have an important role in facilitating inter-professional working to support the AQM process.  相似文献

Local Agenda 21 (LA 21) may be regarded as one of the most enduring and possibly most effective outcomes of the 1992 Rio de Janeiro ‘Earth Summit’. In Europe alone, approximately 4000 cities, municipalities at regional and local level, and regional authorities are now engaged in a LA 21 process of some kind. This paper reports on the main findings of the recent Local Authorities' Self-Assessment of Local Agenda 21 (LASALA) project, which conducted a Europe-wide research programme into the European LA 21 initiative. The research demonstrates the significant levels of commit ment to the LA 21 process amongst European local government, and some notable achievements in sustainable development policies within a very short space of time. Although there is still a long way to go, the LASALA research indicates that LA 21 is an effective policy vehicle for encouraging and supporting sustainable development initiatives at the local level in Europe.  相似文献

Local environmental assessment (EA), mandated by five US states, has introduced complex management issues for practitioners and policy makers. Based on a review of statutes, case law, and prior EA evaluations,this paper outlines three key issue areas for local EA: linking comprehensive planning and EA; making the threshold determination process more certain; and balancing mitigation with public participation. The paper argues that all the issues reflect a central tension in environmentalassessment between procedural consistency and the need for contingent responses to conditions that differ among the projects to be reviewed.  相似文献

Rapid changes are occurring in the rhetoric and practice of transport planning in the UK. Driven by ever increasing road congestion and growing awareness of the impact of road transport on the environment, a consensus is said to be emerging over the implementation of a new approach to UK transport planning centred on managing the demand for road travel rather than catering for it. This paper explores the depth and breadth of the penetration of this new consensus in relation to policy making in central government and in three local case-study areas. The paper charts the factors that have shifted transport policy direction and are contributing to and inhibiting the adoption of a new demand management approach. It concludes by stating that whilst definitive shifts in transport-planning rhetoric and practice have occurred in recent times, shifts toward demand management have been slow due in particular to local cultural and political difficulties. These persist in many localities and in similar policy areas and an awareness of these is useful in highlighting difficulties in the adoption of environmental sustainability agendas in other policy fields.  相似文献

Whilst the process of local plan preparation and adoption in England is far from complete, the commitment to the statutory planning process has not precluded the use of informal or non‐statutory material either in addition to or instead of statutory plans. The post-Rio environmental accord has offered new opportunities for landscape planning linking global concerns with Local Agenda 21 through concepts of sustainable development. This paper analyses the potential for integrated landscape planning by linking the aims of global sustainability with a major initiative of the UK Government, the National Forest located in the English Midlands. A common commitment to concepts of partnership and participation facilitated by local authorities can be found in the National Forest Strategy and in the principles of Local Agenda 21. Using case studies comparing local fora created to implement parts of the National Forest Strategy with focus groups formed to prepare Local Agenda 21 Action Plans, it is argued that a common consensus between these endeavours has not so far been achieved. Problems associated with the interpretation of national government policy guidance following the Earth Summit coupled with the constitution, membership and goals of specific groups are viewed as the primary reasons for conflict. These have implications for achieving compatibility between the Forest ideals and those enshrined in Local Agenda 21, particularly in localities where mineral exploitation and landfill are contentious planning concerns.  相似文献

While there has been sustained debate on the issue of provincial and state versus local government environmental planning, maintaining privately owned natural resources in the public interest is increasingly viewed as beyond the scope of local governments alone. This paper describes and compares province- and state-level mandates and options for local governments (i.e., city, county, or district) to regulate land uses of environmentally sensitive areas (ESAs) in British Columbia in Canada and in Washington and Oregon in the United States. We define ESAs as landscape elements or places that are vital to the long-term maintenance of biological diversity, soil, water, and other natural resources, especially as they relate to human health, safety, and welfare, both on-site and in a regional context. Underlying similarities are that all three jurisdictions legally express the need for land-use planning by local governments in managing ESAs. Although all three jurisdictions exhibit similar problems in their attempt to accomplish this, ESA planning by local governments is an optional process in British Columbia and Washington but mandatory in Oregon. Furthermore, actual processes prescribed by each of the three jurisdictions are quite different. The information base upon which local regulation of privately held ESAs depends is variable, both within and between the province- and statelevel jurisdictions. Other than for some specific water-related resources, standard definitions and inventory methods for ESAs are lacking, as is coordination among local governments or among the province- and state-level governments. This study concludes that there is a need for a regional environmental information system in the Pacific Northwest based upon an integrated and scientific approach toward ESA structures and functions.  相似文献

Globalization and region enlargement has increased the emphasis of local authorities on being competitive for inward investment and taxpayers. This can lead to a subordination of environmental concerns. In order to secure environmental and other national interests, planning and regulation at supra-local level is required, especially if the local authorities have different motivations and goals from the central government. The central government policy guidelines of the Norwegian planning system and the possibility for regional state authorities to make objections are an apparatus to protect national interests in planning. However, there has been a significant change in the central government’s practice when deciding on objections by regional state authorities against municipal plans since the new right-wing Norwegian government came into power. The losers from the changed practice are the environmental interests, widely defined. The new government’s prioritization of local self-determination and planning processes rather than contents resonates with key features of neoliberalism, but also with important elements of communicative planning theory.  相似文献

It is noted that nature conservation has gained progressively in importance as a planning issue. The paper reports on the role of the Nature Conservancy Council, and in particular their Assistant Regional Officers, in consulting over the production of local plans. Local plan policies may assist valuably in the protection of important sites, although sympathetic planning authorities can also assist nature conservation in a variety of other ways. Sustained and systematic liaison with planning authorities is necessary for nature conservation to become a substantive local plan issue.  相似文献

Although intrinsically a global environmental concern, the climate change issue has a number of implications for local authorities. Within the European Union (EU), the remit of local authorities in—-for abatement policies—the crucial areas of energy and transport policy varies considerably, as does their commitment to environmental action more generally. This paper examines the role of local authorities in climate protection within a framework of global, EU and national action, through examples of local strategies from Germany, Italy, Spain, Sweden and the UK. The paper finds positive instances of action in all countries, but points to unsympathetic policy frameworks both at national and EU level, such as budget constraints imposed on local authorities, the pursuit of low energy prices combined with a resistance to impose carbon taxes, a lack of energy efficiency standards and insufficient support for public transport.  相似文献

This paper looks at a recent example of local authority/academiccollaboration over a protracted period of time from the different perspectives of those people who were directly involved in the process as key role players. The arena within which this collaboration took place (Local Agenda 21 policy-making in Manchester) has some particular characteristics of its own which influenced this process, and these are identified alongside some of the theoretical issues which affect the way collaborations of this kind are perceived and (much more rarely) are written about. The perspectivesof the client and of the contractor, as the authors reflect on their experiences in these roles, show that in practice processes of adjustment and of learning were taking place, because both sides for various reasons found that the dynamics of this situation meant that their preconceptions both of each other and of the contractual relationship they had thought they were entering had to be modified as the process unfolded. The paper concludes with both specific observations about this collaboration, and more general and more tentative comments about issues that might be experienced in future collaborations of this kind.  相似文献

Schedule 11 of the Environment Act 1995 underpins the requirement for consultation on air quality issues. The ongoing air quality review and assessment process represents one of the largest locally based science policy and communication initiatives ever undertaken in the UK. This paper outlines the practice of consultation and communication for Air Quality Management (AQM) and reviews the interaction between Environmental Health professionals, as the leading actor in the AQM process and other stakeholders involved in air quality consultation, including the public. Results are presented from a widespread questionnaire survey of English local authorities. Data indicate that the majority of air quality consultation has been carried out with statutory consultees (by sending the review and assessment reports) and the public (via websites and leaflets) in the form of information dissemination.  相似文献

The advent of democracy in South Africa in 1994 has resulted in a radical law reform process, new systems of governance, and significantly transformed planning and decision-making processes. At the same time, principles of sustainability, integration, participation, social and environmental justice have also been placed squarely on the South African political agenda. Local government has become the intended focal point for addressing the socio-economic needs of local communities and sustainable service delivery, with the principal tool for achieving these developmental objectives the Integrated Development Plan (IDP). This paper examines the available policy frameworks, including those at the national level, guiding incorporation of environmental sustainability considerations into IDPs and highlights difficulties of achieving this in practice. Ideas for moving beyond rhetoric to practical mainstreaming of environmental sustainability considerations in IDPs are provided.  相似文献

The concluding document of the Rio conference in 1992, Agenda 21 for sustainable development, is implemented mainly at the local level in Germany. 'Sustainable development' is a model for the socially fair, economically competitive and ecologically viable development of the world. Local Agenda 21 (LA21) is a new municipal urban development process in which cities and their inhabitants orientate themselves to the model of sustainable development. Analysis of the LA21 process in Germany, and in particular that of the city of Osnabrück, shows deficits between the requirement of achieving sustainability and its practical realisation. Only a marginal development in the direction of sustainability has taken place. Concepts are lacking and the LA21 process is insufficiently integrated into conventional urban planning. Suggestions for the improvement of the LA21 process include the development of a concrete concept, together with the continuation of practical examples, the integration of four main areas (the environment, the social, the economy and the less developed world) and the strengthening of the popular themes in the LA21 process (such as climate protection and less developed countries' politics). El documento final de la conferencia de Rio en 1992 "La Agenda 21 para el desarrollo sostenible", es inplementado principalmente a nivel local en Alemania. "Desarrollo Sostenible" es una modelo para el desarrollo del mundo socialmente justo, ecónomicamente competitivo y ecológicamente viable. La "Agenda Local 21" es un nuevo proceso de desarrollo urbano municipal, en el cual las ciudades y sus habitantes se orientan hacia el modelo de desarrollo sostenible. El análisis del proceso de la Agenda Local 21 en Alemania y en particular el de la ciudad de Osnabrück muestra deficits entre el requerimiento de logro de sostenibilidad y su realización práctica. Solo un desarrollo marginal en la dirección de sostenibilidad ha sido llevado a cabo. Hay carencia de conceptos y el proceso de la Agenda Local 21 es insuficientemente integrado en la planeacio´n urbana convencional. Global greenhouse gas emissions from air travel (GHG-A) are on the rise, and projections point towards a rapid growth in the coming decades. This study aims to examine how local government (cities), addresses GHG-A in their Sustainable Energy Action Plans (SEAP). To fulfil this aim, over 200 SEAPs were analysed focusing on three issues: (1) Treatment of GHG-A in local emissions inventories; (2) Policy initiatives within this domain; and (3) The cities’ perceptions of the conflicts of interests. Results showed that more than half of the cities acknowledge the challenge of GHG-A, around one third include GHG-A in their emissions inventories, and more than one quarter have initiated policy interventions. To categorise these interventions, we have added a mode ‘governing by agenda setting’ to an existing analytical framework, ‘Modes of governing’. With their authority limited to the local setting, this mode of governing is a common channel for cities to push changes at higher levels.  相似文献
