The Collaborative Forest Landscape Restoration Program (CFLRP) aims to expand the pace and scale of forest restoration on national forests in the United States. The program requires candidate projects to develop landscape-scale forest restoration proposals through a collaborative process and continue to collaborate throughout planning, implementation, and monitoring. Our comparative case analysis of the initial selected projects examines how existing collaborative groups draw on past experience of collaboration and the requirements of a new mandate to shape collaborative structures as they undertake CFLRP work. While mandating collaboration appears contrary to what is often defined as an informal and emergent process, mandates can encourage stakeholder engagement and renew commitment to overcome past conflict. Our findings also suggest that a collaborative mandate can lead to increased attention and scrutiny, prompting adjustments to collaborative process and structure. As such, mandating collaboration creates dynamic tensions between past experience and new requirements for collaborative practice. 相似文献

ABSTRACTLearning is critical for land management agencies implementing new policies in the face of rapid social and ecological change. We investigated learning in the U.S. Forest Service as it implemented new planning regulations. Our research objectives were to: (1) identify collective learning processes and outcomes during this time, and (2) understand factors within the organization supporting or impeding learning. Based on participant observation and 25 interviews with planning personnel, we found evidence of collective learning on individual national forests and across the organization. Several factors helped the agency act as a ‘learning organization,’ including internal networks and tools for information sharing, and meetings for staff to exchange lessons learned. Learning was compromised by limited time and capacity, and lack of internal clarity about balancing the desire for innovation with the need to ensure legal compliance and meet deadlines. This work contributes to the empirical foundations of collective learning theory, allowing us to identify learning processes and outcomes at multiple levels in a public organization, and identifying topics for future research. Based on our exploration of organizational learning, we offer suggestions for how to effectively support learning during times of new policy implementation. 相似文献

The proliferation of community-based collaborative approaches to public land management and planning has spawned many questions regarding issues of community representation and the effects of participation for local residents. This paper presents a longitudinal assessment of local resident participation in collaborative forest planning on local community–forest relations in southwestern Colorado. Using survey data of participants involved in the San Juan National Forest's forest plan revision community study groups from 1998 to 2003, we assess participation in terms of community representation and the effects of community-based collaboration upon individuals' forest uses, forest values, and the level and form of involvement in forest management and planning activities. Results show that community representation remains slanted towards existing active stakeholders, and that while forest values, uses, and frequencies of involvement change little, participants cite positive effects in terms of the development of new knowledge, personal relationships, and greater confidence to engage in forest management affairs. 相似文献

Soil conservation has been a matter of federal natural resource policy for over a half century in the United States. A variety of federal programs have been undertaken to encourage soil conservation. There are goals which are essential to these programs, and there are related ancillary programs with different goals which often have had an impact on the extent to which the central soil conservation objectives have been effectively implemented. Political inaction at the federal level in the United States has driven increased attention to the importance of planning for climate change at the metropolitan level. This study reports on a survey of 25 regional councils in the United States that measures the extent to which they have adopted climate change plans and to identify the factors that influence their ability to implement climate change initiatives. The findings revealed that a majority of regional councils are involved in planning for and seeking to reduce climate change, and that existing efforts in complementary policy domains make this involvement possible. The findings support a multi-level framework to assess the institutional capacity of regional councils to implement climate change policy and planning in a metropolitan area. 相似文献

This paper describes the collaborative planning process for a new landscape planning programme in Ohio that seeks to influence land urbanisation patterns through joint local land use decision making on a watershed basis. The programme was developed through a collaborative process by a state agency-appointed task force that included agency staff and a wide range of stakeholders. The paper describes the process in terms of the collaborative mechanisms, the participants, the programmatic outputs, and the social and organisational outcomes that set the foundation for enhanced watershed quality through better land use decision-making practices. Key collaborations formed during the process were inter-agency collaborations, a non-profit organisation that partnered with the agencies, and that of state agencies with local governments to develop watershed-based land use plans. A most critical outcome was creation of a learning community, through an exploratory research process that used multiple methods of data gathering and consensus-building deliberation. The paper is based on a review of published documents and plans, meeting minutes, participant observation of committee and workgroup meetings and interactive research. 相似文献

ABSTRACTCollaboration among multiple stakeholders is crucial in decentralised governance settings. The success of such collaboration hinges upon collaborative learning – the acquiring, translating, and disseminating of policy-relevant knowledge. However, despite much research, a knowledge gap persists in the public policy literature on the relationship between learning and policy change. It is debated whether learning is necessary and sufficient for policy change, and if so, under what conditions. To contribute to this debate, this paper examined whether collaborative learning has had any impact on the emergence and implementation of sustainable urban drainage systems (SuDS) in Leicester, England. We first examined implementation of SuDS in Leicester, and then study collaborative learning focused on SuDS. We found that implementation of SuDS in Leicester is marginal despite active collaborative learning that has resulted in the change in beliefs and attitudes towards SuDS among all policy actors in the setting. Social dynamics factors and leadership of two SuDS champions proved crucial for collaborative learning. We conclude that collaborative learning, while essential for legitimacy of a policy innovation, is not sufficient for policy change and a national legal and institutional framework is required to incentivise broader SuDS practices in Leicester and England. 相似文献

With the threat of wildfire hanging over many communities in the Western and Southern United States, wildfire mitigation is evolving into a significant public responsibility for rural and urban edge county governments. Regional governance is an important piece of the effort to reduce wildfire risks although still weakly developed as a policy arena. This project explores two dimensions in which planning support systems can support regional governance: assessing patterns of wildfire risk accumulation; and, evaluating land use planning alternatives and their effects on cumulative risk levels. These tools are examined for regional governance using a prototype planning information system, the Alternative Growth Futures (AGF) tool, a scenario-building approach developed at the University of Colorado Denver. The project develops a hybrid urban growth model that integrates logistic regression techniques and methods for simulation of growth alternatives. This model is used to evaluate the attractiveness of undeveloped building sites with respect to natural amenities, distance to primary urban services and site characteristics such as slope. The model and scenario-testing framework are reasonably robust and suggest that regional spatial accounting methods have potential as a framework for inter-governmental and public discussion around wildfire planning. 相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

Planning researchers traditionally conceptualize learning as cognitive changes in individuals. In this tradition, scholars assess learning with pre- and post-measures of understandings or beliefs. While valuable for documenting individual change, such methods leave unexamined the social processes in which planners think, act, and learn in groups, which often involve the use of technical tools. The present interdisciplinary research program used Learning Sciences research methods, including conversation analysis, interaction analysis, and visualization of discourse codes, to understand how tools like agent-based models and geographic information systems mediate learning in planning groups. The objective was to understand how the use of these tools in participatory planning can help stakeholders learn about complex environmental problems, to make more informed judgments about the future. The paper provides three cases that illustrate the capacity of such research methods to provide insights into planning groups’ learning processes, and the mediating roles of planning tools. 相似文献

Adaptive strategies to deal with uncertainty in water management are often collaboratively developed. So far, however, little attention has been paid to the influence of collaboration on handling uncertainty through adaptive planning. In this paper, we study how collaboration has influenced the handling of uncertainty through adaptive planning for water management strategies for the IJsselmeer area in the Netherlands. We show how a fixation on certainty, different perspectives among actors and unclear responsibilities between arenas affect the handling of uncertainty, and found that it is adversely affected by collaboration. The use of adaptive planning challenged current water uses and system functions, creating resistance from actors. We conclude that developing a shared problem perception, creating a common understanding of uncertainties and ensuring a clear demarcation between the water system, its societal functions and water usage, are necessary to make adaptive planning successful in handling uncertainty. 相似文献

This paper examines the extent to which 20 municipalities in the Greater Vancouver region of British Columbia have included provisions in their community plans for reducing natural hazard risk and vulnerability. Findings show that the plans are generally lacking in hazard related factual information, goals, and policies, and in mechanisms to promote plan implementation. The plans also do not compare favorably to municipal hazard mitigation plans in the United States. The authors provide recommendations for provincial/state and municipal governments with respect to improving the quality of municipal plans and their capacity to enhance public safety. 相似文献

The changing face of public concern about pollution in the United States: A case study of New Jersey
National surveys and a survey conducted by the authors in March and April 2004 revealed that the public’s concerns about air,
water and land pollution have declined during the last four years in the United States and more specifically in the State
of New Jersey. In New Jersey pollution remains a major concern of most residents, even during a period of a war, anxiety about
terrorism and the economy. Those most anxious about pollution do not believe that government is doing enough to protect the
environment, want to maintain current environmental laws, and are worried about the future. Disproportionately they are African
and White Americans, middle income, and college graduates, in other words, part of the American mainstream.
Direct attempts to weaken environmental protection are likely to be resisted by this core of the population, which does not
trust current federal, state and local governments to protect the environment. We expect concerns for the environment to continue
and yet change as production processes in the United States continue a trend toward pollution prevention, and we wait for

Prioritisation methods have been adopted for >20 years to inform resource allocation in species conservation. The academic literature on prioritisation focuses on technical matters, with little attention to the socio-political factors affecting the uptake of priorities. We investigated the policy instruments employed to promote uptake, and the structural factors affecting the uptake of priorities, using as our case study a species prioritisation method adopted by the Queensland Government (Australia). We interviewed 79 key informants and analysed policy documents and plans. The Queensland Government relied on ‘information delivery’ as a policy instrument to foster uptake. We identified communication channels to assist ‘information delivery’ between Government and intended users, but also found that several structural factors limited their use: fragmentation of policies, the relative strength of alternative priorities and centralisation of power in decision-making. We discuss the results in relation to other conservation planning initiatives and suggest how structural barriers can be addressed. 相似文献

Common among these shared groundwater basins is an overlay of differing legal structures and water development priorities, typically, with insufficient water supply for competing human uses, and often, a degraded ecosystem. Resolution of conflicts over ambiguously regulated groundwater has clarified transboundary groundwater policy in some interstate basins, while transboundary groundwater policy in international basins is less evolved. This paper identifies and contrasts approaches to transboundary groundwater policy, drawing from recent conflicts and cooperative efforts, including those associated with the interstate compacts on the Arkansas and Pecos Rivers; the Hueco and Lower Rio Grande Basins shared by New Mexico, Texas, and Mexico; and the Mexicali Basin in California and Mexico. Some efforts seek to fit groundwater policy into existing surface water allocation procedures; some strive for a better fit – incorporating scientific understanding of key differences between groundwater and surface water into policy frameworks. In some cases, neither policy nor precedent exists. The collective experience of these and other cases sets the stage for improved management of transboundary groundwater; as such, challenges and successes of these approaches, and those contemplated in several hypothetical model agreements, are examined. 相似文献

In this paper we examine and compare communication processes aimed at building social networks and increasing citizen engagement in two communities participating in a municipal sustainability planning (MSP) pilot programme in Alberta, Canada, initiated by the Alberta Urban Municipalities Association (AUMA). Data were gathered through qualitative semi-structured interviews and documentary review. In soliciting citizen engagement, each community utilised a variety of communication methods, based on available resources and on-going evaluation of community responses. In both cases, citizens developed a shared vision of a preferred future for their community, aided by a reconfiguration of their internal and external social networks. In addition to drawing upon and strengthening bonding relationships within the community, bridging relationships with external actors and agencies promoted knowledge mobilisation that aided in planning and transitioning towards sustainability. Both communities faced challenges as well, which the authors discuss in relation to the sustainability of MSP planning. 相似文献

ABSTRACTCommunity-based initiatives and collective learning practices are key themes in sustainability transition processes. This paper presents the results of a participatory study that investigated a local initiative in the community of Lomba do Pinheiro in south Brazil to examine social learning processes in the context of socio-ecological vulnerability. In this community, a group composed of local residents and members representing the public sector and local educational institutions has promoted several learning-oriented actions aimed at restoring a degraded local watershed and improving residents’ livelihoods. This study used social learning as a lens through which the initiative enacted by this group may be understood, and analysed how local conditions, determined by a context of vulnerability, have influenced local processes. We applied a multi-dimensional analytical framework that included individual, collective, and territorial dimensions. The analysis focused on the leading group, the individuals who comprise it, and their actions in the territory, while considering local constraints. Our findings highlight the importance of (1) shared values, mutual trust, and affective bonds for group cohesion as well as concerted action, equalisation of diverse languages within the group, knowledge integration, and initiative persistence; (2) a practical-reflexive approach based on a sequence of actions that catalyses group learning and facilitates advancement within the wider community; and (3) the role of inter-sectoral articulations and the establishment of partnerships to support actions. This paper raises questions about the limits of an exclusively bottom-up approach to solve complex problems in the context of extremely precarious conditions. 相似文献

Desalination technologies are energy intensive and expensive to implement making desalination using renewable energy resources a potentially attractive option. Unfortunately, saline groundwater resources are not well characterized for many regions hindering consideration of such technologies. In this assessment, we estimate the saline groundwater resources of the principal aquifers of the United States using a geographic information system and correlate these resources to wind resources potentially sufficient to supply the energy demand of desalination equipment. We estimate that 3.1 × 1014 m3 saline groundwater, total volume, are contained in 28 of the country’s principal aquifers known to contain saline groundwater. Of this volume, 1.4 × 1014 m3 saline groundwater are co‐located with wind resources sufficient for electrical generation to desalinate groundwater. 相似文献

The issue of planning for sustainability is becoming more established within Canadian municipal planning. As municipalities begin to align their planning policy to reflect a more sustainable approach, there is an increased interest in how sustainability is being operationalised within municipal documents. This research aims to better understand how principles of sustainability are imbedded within Ontario municipal documents, with a specific focus on the Integrated Sustainability Community Planning approach that has emerged in Canada. Drawing on a nested comparative case study of four mid-sized municipalities, we uncover the language and strategies employed by the municipalities as they relate to the principles of sustainability developed by Gibson [2006a. Sustainability assessment: basic components of a practical approach. Impact Assessment and Project Appraisal, 24 (3), 170–182]. The findings suggest that current policy-based approaches to sustainability are considering more socially oriented strategies focused on promoting community involvement, inclusive decision-making, equity, socio-ecological civility, long-term integrative planning, and responsibility through stewardship. However, there are potential limitations that will require future research to examine policy outcomes associated with sustainability uptake. The ICSP approach must still overcome the issues relating to lack of regulatory authority and the incorporation of policies based on popular trends rather than empirical evidence. 相似文献
