The growing demand for cooling throughout the world, possibly increased by global climate change, requires the implementation of policies to mitigate the related greenhouse gas (GHG) emissions from energy and refrigerant use in the refrigeration and air conditioning (RAC) sector. This article aims to contribute to the discussion on strategies to reduce HFC emissions from RAC by looking at their different temporal effects, caused by stock-flow dynamics. From scenario modeling, we find that containment strategies are often most effective in reducing HFC emissions in the short run, whereas phase out strategies have more potential in the long run. Further findings suggest that early and quick implementation of phase out strategies could lead to important reductions in cumulative HFC emissions, because stock build up is prevented. This timing effect is less pronounced for containment strategies. Lastly, emissions from disposal, if unabated, can lead to equally large emissions annually as those from use. Preference for several short-term benefits of containment strategies might lead to sub optimal emission reduction strategies, endangering long term GHG emission reduction.  相似文献

Megacities in low- and middle-income countries face unique threats from climate change as vulnerable populations and infrastructure are concentrated in high-risk areas. This paper develops a theoretical framework to characterize adaptation readiness in Global South cities and applies the framework to Dhaka, Bangladesh, a city with acute exposure and projected impacts from flooding and extreme heat. To gather case evidence from Dhaka we draw upon interviews with national and municipal government officials and a review of planning documents and peer-reviewed literature. We find: (1) national-level plans propose a number of adaptation strategies, but urban concerns compete with priorities such as protection of coastal assets and agricultural production; (2) municipal plans focus on identifying vulnerability and impacts rather than adaptation strategies; (3) interviewees suggest that lack of coordination among local government (LG) organizations and lack of transparency act as barriers for municipal adaptation planning, with national plans driving policy where LGs have limited human and financial resources; and (4) we found limited evidence that national urban adaptation directives trickle down to municipal government. The framework developed offers a systematic and standardized means to assess and monitor the status of adaptation planning in Global South cities, and identify adaptation constraints and opportunities.  相似文献

The Vancouver Region is widely recognised as one North American jurisdiction where strong growth management plans and policies have been put in place in order to control urban sprawl. While many authors have lauded the region for its good planning intentions, there has been little in the way of assessment of actual performance. This paper attempts to identify some quantitative growth management goals that have been (officially and unofficially) espoused by planning authorities in the region, and to measure these against actual trends. The results are mixed: on the one hand, some key growth management goals adopted by the region are not ambitious compared with existing trends and even these goals are not being met. For instance, the supposedly compact scenario adopted by the region deviates hardly at all from existing growth trends, which regional planners had clearly identified as untenable and requiring drastic change. On the other hand, the region's goal of preserving extensive green areas has been achieved without being watered down during goal formulation or implementation. Whereas these findings may appear contradictory, they are not: conservation in the region has not compromised the potential for growth in the region--at least for the time being. The real test of regional growth management efforts will come in the near future when further expansion meets the 'green wall' on the periphery and NIMBY resistance against densification within existing urban areas. The study suggests that the current structure of regional planning, relying on a partnership between municipal and regional governments, has served the region fairly well in building support for the need for growth management and in elaborating growth management vision. However, there is serious doubt about the ability of this system to set ambitious growth management objectives and to see through the implementation of those objectives in the face of social forces attempting to preserve business-as-usual trends in the region.  相似文献

Faced with the prospects of a changing climate, a small but increasing number of countries are developing legal and regulatory frameworks that explicitly address climate change. Moreover at least some of these laws and policies carve out substantial roles for local governments. The present paper surveys three countries from different regions in the Global South that have developed or are developing such laws and policies: the Philippines (Asia-Pacific), Mexico and more specifically its State of Chiapas (Latin America), and South Africa (Africa). It examines those experiences through two different lenses. The paper first reviews the steps by which those laws or policies were developed. For this review, criteria for effective consultative processes are proposed. The study then examines the three climate change laws or policies per se. To this end, a framework including four modes of multi-level urban climate governance (governing by regulation, governing through enabling, governing by provision, governing with representation and consultation) is utilised. The paper ends with synthetic conclusions as to which experiences represent promising practices, and what other lessons are relevant for countries embarking on such processes.  相似文献

Urban growth is a key issue for spatial planning as it influences urban patterns and disrupts open landscapes. To effectively steer urban growth towards compact urban forms, many growth-management policies have been developed over recent decades. However, few studies have assessed how municipal policy mixes have evolved over time. In our representative Swiss-wide survey, we evaluated the prevalence and the time of introduction of 18 policies. Our results indicate that large municipalities use a broad range of reinforcing policies over decades. In contrast, small municipalities mostly rely on conventional land-use regulations. The lack of innovative, incentive-based policies casts doubt on small municipalities' ability to effectively manage urban growth. However, our analyses reveal recent efforts by small municipalities to diversify approaches to growth management and adopt innovative policies. These efforts should be supported by guiding small municipalities in their policy choices, and providing support to those lacking planning capacity.  相似文献

This study uses a developed plan coding protocol in evaluating the quality of 76 comprehensive plans to examine whether local comprehensive plans have adequately integrated the concepts of sustainable stormwater management. The Chesapeake Bay watershed was chosen for the investigation because degraded stormwater runoff from nearby urban and suburban jurisdictions have critically polluted the watershed. The findings indicate that the majority of local governments have not sufficiently incorporated the sustainable stormwater management principles into their comprehensive plans. Five plan components (factual basis, goals and objectives, inter-organizational cooperation, policies, tools and strategies, and implementation) appear weak in realizing the concepts. The current study concludes by providing policy implications and recommendations to increase awareness and understanding of sustainable stormwater management concepts and to produce better implementation plans that integrate stormwater, ecosystem, and environmental planning comprehensively.  相似文献

An Environmental Management System (EMS) has been widely in use by many companies to manage the environmental effects of their operations. The process has recently gained ground in being adopted at city and municipal levels as well as in institutions such as universities. However, an EMS that is conducted at corporate level has some deficiencies when it is applied at city level. These deficiencies are in evaluating environmental goals and policies carried out to mainly ensure that the policies meet ISO 14001 standard and corporate requirements and neglect of public participation. Urban areas differ from companies due to their size, complexity and environmental challenges, high rate of growth and the dynamic nature of urban systems. Therefore, they need an urban environmental management approach that will assess the formulated urban environment policies and goals in a strategic method before implementation, including social dimensions such as public participation. Therefore, this paper proposes a modified approach to incorporate an EMS, called the Sustainable Urban Environmental Management Approach (SUEMA). The approach recognizes the above-mentioned deficiencies and benefits from the advantages of sustainability and Strategic Environmental Assessment (SEA) in the formulation and evaluation of policies, plans and programs. This paper studies local institutions established for better co-ordination of environmental and transport policies. The empirical case is an institution called the Land-use and Transport forum (ATP) in the city area of Kristiansand in Norway, where municipal, county and state organisations have been brought together in decision making and implementation processes. ATP's relationship with private business organisations is also analysed. It is argued that the case is an example of how groups of actors and partnerships can shape new discourses. The paper shows that urban governance relations are changing from a sectorally focused mode of governance to a more open and inclusive style in Kristiansand.  相似文献

Impact of Urban Sprawl on Water Quality in Eastern Massachusetts,USA   总被引:5,自引:0,他引:5  
A study of water quality, land use, and population variations over the past three decades was conducted in eastern Massachusetts to examine the impact of urban sprawl on water quality using geographic information system and statistical analyses. Since 1970, eastern Massachusetts has experienced pronounced urban sprawl, which has a substantial impact on water quality. High spatial correlations are found between water quality indicators (especially specific conductance, dissolved ions, including Ca, Mg, Na, and Cl, and dissolved solid) and urban sprawl indicators. Urbanized watersheds with high population density, high percentage of developed land use, and low per capita developed land use tended to have high concentrations of water pollutants. The impact of urban sprawl also shows clear spatial difference between suburban areas and central cities: The central cities experienced lower increases over time in specific conductance concentration, compared to suburban and rural areas. The impact of urban sprawl on water quality is attributed to the combined effects of population and land-use change. Per capita developed land use is a very important indicator for studying the impact of urban sprawl and improving land use and watershed management, because inclusion of this indicator can better explain the temporal and spatial variations of more water quality parameters than using individual land use or/and population density.  相似文献

The energy, environmental and social benefits of sustainable transportation, i.e. public transit, biking and walking, have long been recognized but are now mainstream in global and local transportation policy debates. However, the economic value of sustainable transportation has always been seen as secondary, unless many external costs were included. The results of a new global study show that cities with significant sustainable transportation systems have reduced costs on road construction and maintenance; better operating cost recovery and fuel-efficiency; fewer road accidents and less air pollution. In overall terms, the percentage of city funds going to transportation is reduced. The data show that cities with the most roads have the highest transportation costs and the most rail-oriented cities have the lowest. Further, the most sprawling cities have the highest direct and indirect costs for transportation. Thus, strategies to contain sprawl, to reurbanize, to build new rail systems into car-dependent suburbs with focussed sub-centers, and to facilitate biking and walking, not only will improve energy efficiency but will reduce costs to the economy of a city. Strategies that build freeways and add to sprawl will do the opposite. Trends indicate that moves toward sustainable urban patterns are beginning. The need to operationalize sustainable transportation strategies in planning and engineering practice and in the politics of infrastructure funding remains a major challenge. Municipal waste management in the UK has undergone rapid transformation in recent years in pursuit of greater sustainability. In this paper we explore the environmental justice issues and tensions involved in this shift. After a brief overview of environmental justice debates and how they have been related to issues of waste management, we describe how the policies and processes underlying the transformation from an overwhelming dependence on landfill disposal towards more sustainable methods of management has been driven by European legislation embodying principles premised on fundamental environmental concerns of inter- and intra-generational equity. We analyse the key means through which these principles have been translated to restructure local authority practices and the environmental justice issues arising from the implementation of international policy in regional and local context. Finally, we reflect on the implications of this case study for implementation of policies intended to advance both sustainability and environmental justice.  相似文献

There is a lack of information on urban heat island impact on the thermal environment due to low populated urban sprawl, although densely populated urban sprawl impact has been identified by several researchers. The Takamatsu area has recently developed in a low populated urban sprawl style without any increase in population. This paper examined the impact of a low populated urban sprawl on the thermal environment through an analysis of the last 30 years data set and investigated the contribution of vegetation fraction and population density to the temperature trend. As a consequence, it was shown that one of the most significant causative factors of temperature increase is an expansion of non-vegetated area even without population growth. This result implied that vegetated zones should be maintained in urban areas in order to realize sustainable urbanization.  相似文献

While ecosystem-based planning approaches are increasingly promoted through international and national policies, municipalities are still struggling with translating them into practice. Against this background, this paper aims to increase the knowledge of current advances and possible ways to support the implementation of the ecosystem services (ES) approach at the municipal level. More specifically, we analyze how ES have been integrated into comprehensive planning within the municipality of Malmö in Sweden over the last 60 years, a declared forerunner in local environmental governance. Based on a content analysis of comprehensive plans over the period 1956–2014 and interviews with municipal stakeholders, this paper demonstrates how planning has shifted over time toward a more holistic view of ES and their significance for human well-being and urban sustainability. Both explicit and implicit applications of the ES concept were found in the analyzed comprehensive plans and associated programs and projects. Our study shows how these applications reflect international, national, and local policy changes, and indicates how municipalities can gradually integrate the ES approach into comprehensive planning and facilitate the transition from implicit to more explicit knowledge use.  相似文献

The destruction of riparian vegetation in urban areas signals the loss of valuable ecosystem services. This paper documents the extent of riparian vegetation loss during a period of rapid development (1990 – 2002) in three Oregon cities with distinctive, local management strategies. Findings show that loss has occurred in all three cities, but this loss has been curtailed by implementation of protective policies. Moreover, more than half the losses in each city were due to a few large development projects, rather than a large number of smaller ones. The paper concludes that management strategies do limit destructive actions by small projects and that large losses are potentially avoidable with targeted attention to large-scale projects.  相似文献

In the period of transition from communism, the countries of central and eastern Europe have made considerable efforts to adopt new environmental legislation and to create new institutions. However, the implementation of these powers, particularly at the level of local government, remains problematic. This article reviews the arguments for developing capacity for taking environmental action at the municipal level, and then examines the actual experience of one such country, the Slovak Republic. While Slovakia displays many of the features of policy making familiar to other transitional countries, it has faced some particular political problems. Recent legislation has given formal competencies in the field of environmental protection to local government, but it remains fragmented and relatively poorly resourced. Nevertheless, there is evidence that, through a combination of mutual support through national associations and the establishment of international links, local authorities are adopting a number of innovative approaches and strategies which should be better able to address the changing character of environmental problems.  相似文献

The urban waste market has evolved significantly in the past decades, which among other changes, has led to the creation of new utilities and new business models. However, very few things have changed for the users. Urban waste collection remains mainly under the responsibility of local authorities and the charges paid by the users in most countries are very low compared to the provision costs. This situation forces the injection of public money into the system, encouraging the ‘quiet-life’ within the utilities and, therefore, inefficiency. The present study intends to analyze the potential for the application of the Balanced Scorecard (BSc) methodology into the waste utilities. After a comprehensive revision of the urban waste sector in Portugal, the methodology of BSc and its application in local public services is described and discussed. Focusing on implementation rather than on strategy, a set of performance indicators is proposed to be utilized in the different management models of waste utilities in Portugal: the municipalities, semi-autonomous utilities, municipal companies and mixed companies. This implementation is then exemplified through four case studies, one for each type of utility. This paper provides a flexible framework proposal to be applied to waste utilities operating both in Portugal and abroad.  相似文献

The rapid growth of Latin American urban centres beginning in the 1970s placed a heavy strain upon urban transport service providers. Facing high population growth from a citizenry dependent upon public transport and having limited financial resources to develop car‐based infrastructure, Latin American municipal planners were challenged to create a new transport paradigm. One ingenious response to this dilemma was the busway, a surface metro system that utilizes exclusive right‐of‐way bus lanes. The developers of the Latin American busways astutely observed that the ultimate objective was to swiftly, efficiently and cost‐effectively move people rather than cars. Examples of innovative busway systems are presented from Curitiba, Bogota, Porto Alegre, Quito and Sao Paulo. The low cost, flexibility and speed of the exclusive busways all contribute to extremely high levels of customer satisfaction. Innovative approaches to the design of busway loading stations and simplified ticketing have also helped to reduce operating costs and improve customer flows. Additionally, clear system maps, colour‐coded routing, system safety and cleanliness and superior customer service have helped direct consumer preference towards the busway. The success of busways has also proved that costly subway systems or uncontrolled sprawl are not the only options available to municipal planners. The Latin American busway corridors provide high peak capacities that permit busway corridors to serve the transit requirements of most medium‐ to large‐sized cities. When integrated with progressive land‐use policies, busways can also form the basis of more sustainable urban design by encouraging development corridors with high‐density, mixed‐use land use. The environmental benefits and calming influences afforded cities by busway systems have translated into dramatically improved levels of quality of life indicators, including improvements in health, crime reduction and poverty alleviation. The user‐friendliness and cost‐effectiveness of busway systems have convinced municipal leaders in North America, Europe and Australia to develop similar systems of their own. Latin American busways thus provide a unique example of South to North technology transfer.  相似文献
