Increasing anthropogenic pressure on the largest remaining tracts of old-growth boreal forest in Europe necessitates additional conservation of ecosystems and biodiversity in northeastern European Russia. In a regional network comprising 8 % of the Nenets Autonomous District and 13.5 % of the Komi Republic, 248 areas have varying protected statuses as state nature reserves (zapovedniks), national parks, reserves/sanctuaries (zakazniks), or natural monuments. Due to increased natural resource extraction in this relatively pristine area, designation of additional protected areas is critical for the protection of key ecological sites. The history of ecological preservation in these regions is herein described, and recent recommendations for incorporating additional ecologically representative areas into the regional network are presented. If the protected area network can be expanded, the overall environmental stability in these globally significant ecosystems may remain intact, and can help Russia meet the 2020 Aichi conservation targets, as set forth by the Convention of Biological Diversity.  相似文献

The International Union for the Conservation of Nature World Parks Congress in 2014 reported that the quality of management of protected areas is crucial in halting the loss of the world’s biodiversity and meeting global environmental challenges. However, increasingly high-impact activities, including motorized recreation are occurring in protected areas such as national parks, creating an ongoing clash of values and further compromising protected area management. This paper discusses the values of protected areas in the context of increasingly high-impact motorized usage, the impact of divergent values placed on green spaces such as national parks, and perceptions about these spaces. Given the changing global context of this millennium, and increasing populations requiring space for high-impact activities including motorized recreation, rethinking recreation in protected areas is needed. A protected area classification to accommodate high-impact activities away from vulnerable natural areas may assist in maintaining protected area quality.  相似文献

Sacred natural sites (SNS) are instances of biocultural landscapes protected for spiritual motives. These sites frequently host important biological values in areas of Asia and Africa, where traditional resource management is still upheld by local communities. In contrast, the biodiversity value of SNS has hardly been quantitatively tested in Western contexts, where customs and traditions have relatively lost importance due to modernization and secularization. To assess whether SNS in Western contexts retain value for biodiversity, we studied plant species composition at 30 SNS in Central Italy and compared them with a paired set of similar but not sacred reference sites. We demonstrate that SNS are important for conserving stands of large trees and habitat heterogeneity across different land-cover types. Further, SNS harbor higher plant species richness and a more valuable plant species pool, and significantly contribute to diversity at the landscape scale. We suggest that these patterns are related not only to pre-existent features, but also to traditional management. Conservation of SNS should take into account these specificities, and their cultural as well as biological values, by supporting the continuation of traditional management practices.

Open space areas protected by local communities may augment larger scale preservation efforts and may offer overlooked benefits to biodiversity conservation provided they are in suitable ecological condition. We examine protected areas established by local communities through ballot initiatives, a form of direct democracy, in California, USA. We compare ecological conditions of wooded habitats on local ballot protected sites and on sites protected by a state-level conservation agency. Collectively, we found few differences in ecological conditions on each protected area type. Ballot sites had greater invasive understory cover and larger trees. Community dissimilarity patterns suggested ballot sites protect a complementary set of tree species to those on state lands. Overall, geographic characteristics influenced onsite conditions more than details of how sites were protected. Thus, community-driven conservation efforts contribute to protected area networks by augmenting protection of some species while providing at least some protection to others that might otherwise be missed.Electronic supplementary materialThe online version of this article (10.1007/s13280-020-01469-8) contains supplementary material, which is available to authorized users.  相似文献

Aichi Target 11 of the Convention on Biological Diversity urges, inter alia, that nations protect at least 17 % of their land, and that protection is effective and targets areas of importance for biodiversity. Five years before reporting on Aichi targets is due, we assessed the Philippines’ current protected area system for biodiversity coverage, appropriateness of management regimes and capacity to deliver protection. Although protected estate already covers 11 % of the Philippines’ land area, 64 % of its key biodiversity areas (KBAs) remain unprotected. Few protected areas have appropriate management and governance infrastructures, funding streams, management plans and capacity, and a serious mismatch exists between protected area land zonation regimes and conservation needs of key species. For the Philippines to meet the biodiversity coverage and management effectiveness elements of Aichi Target 11, protected area and KBA boundaries should be aligned, management systems reformed to pursue biodiversity-led targets and effective management capacity created.  相似文献

Human-mediated dispersal has rarely been considered in wetland conservation strategies at regional scales, yet high concern exists about this aspect for (inter-)national management considering invasive species in other aquatic systems. In this context, we aim at understanding the role of human-mediated dispersal by footwear in protected wetlands with high conservation value. Zooplankton and zoobenthos were sampled in 13 shallow lakes in central Spain and, at the same time, mud attached to waders was collected and later cultured in deionized water under laboratory conditions for 4 weeks. Two-hundred and four individuals belonging to 19 invertebrate taxa were recovered after hatching; Ostracoda (84 %), Cladocera (53 %), Copepoda (30 %), Anostraca (30 %), and Notostraca (7 %) were the most frequent groups among the hatched crustaceans. NMDS and PERMANOVA analyses showed significant differences between the dispersed (via footwear) and the source active metacommunity, suggesting different dispersal abilities among the species found. Human vectors facilitate dispersal among protected lakes, which could eventuality lead to biotic homogenization and faster spread of non-indigenous species. Preservation strategies and education campaigns associated to target humans in close contact with water bodies should be imperative in conservation management of protected lakes.

In the dry forest of southern Madagascar, a region of global conservation priority, formally protected areas are nearly totally absent. We illustrate how the continued existence of unique forest habitats in the Androy region is directly dependent on informal institutions, taboos, regulating human behavior. Qualitative interviews to map and analyze the social mechanisms underlying forest protection have been combined with vegetation analyses of species diversity and composition. Of 188 forest patches, 93% were classified as protected, and in Southern Androy all remaining forest patches larger than 5 ha were protected. Eight different types of forests, with a gradient of social fencing from open access to almost complete entry prohibitions, were identified. Transgressions were well enforced with strong sanctions of significant economic as well as religious importance. Analyses of species diversity between protected and unprotected forests were complicated because of size differences and access restrictions. However, since, for example, in southern Androy >90% of the total remaining forest cover is protected through taboos, these informal institutions represent an important, and presently the only, mechanism for conservation of the highly endemic forest species. We conclude that social aspects, such as local beliefs and legitimate sanctioning systems, need to be analyzed and incorporated along with biodiversity studies for successful conservation.  相似文献

Exploitation of natural forests forms expanding frontiers. Simultaneously, protected area frontiers aim at maintaining functional habitat networks. To assess net effects of these frontiers, we examined 16 case study areas on five continents. We (1) mapped protected area instruments, (2) assessed their effectiveness, (3) mapped policy implementation tools, and (4) effects on protected areas originating from their surroundings. Results are given as follows: (1) conservation instruments covered 3–77%, (2) effectiveness of habitat networks depended on representativeness, habitat quality, functional connectivity, resource extraction in protected areas, time for landscape restoration, “paper parks”, “fortress conservation”, and data access, (3) regulatory policy instruments dominated over economic and informational, (4) negative matrix effects dominated over positive ones (protective forests, buffer zones, inaccessibility), which were restricted to former USSR and Costa Rica. Highly pathogenic avian influenza (HPAI) H5N1 has led to the death or destruction of millions of domesticated and wild birds and caused hundreds of human deaths worldwide. As with other HPAIs, H5N1 outbreaks among poultry have generally been caused by contact with infected migratory waterfowl at the interface of wildlands and human-dominated landscapes. Using a case–control epidemiological approach, we analyzed the relation between habitat protection and H5N1 outbreaks in China from 2004 to 2017. We found that while proximity to unprotected waterfowl habitats and rice paddy generally increased outbreak risk, proximity to the most highly protected habitats (e.g., Ramsar-designated lakes and wetlands) had the opposite effect. Protection likely involves two mechanisms: the separation of wild waterfowl and poultry populations and the diversion of wild waterfowl from human-dominated landscapes toward protected natural habitats. Wetland protection could therefore be an effective means to control avian influenza while also contributing to avian conservation.  相似文献

Agricultural development is a leading cause of habitat destruction that increasingly threatens global biodiversity. To help understand the likelihood and implications of agricultural expansion in areas of high conservation importance, this article examines agricultural suitability in forested portions of biodiversity hotspots and tropical wilderness areas, regions with especially rich concentrations of species found nowhere else. The study employs geographic information system technology to examine suitability for six crop categories in selected conservation localities worldwide: those portions of regions containing high biodiversity, protected areas (e.g. national parks) within these regions, and 10-km bands around the protected areas that are dominated by forest. Analyses reveal low suitability for most crop categories under both commercial and subsistence scenarios, with a few exceptions. In most cases, adequate planning can enable the coexistence of agriculture and biodiversity without compromising either.  相似文献

Introduction of alien species is a major threat to biological diversity. Although public attention typically focuses on the species level, guidelines from the Convention of Biological Diversity define alien species to include entities below species level. This inclusion recognizes that release of nonlocal populations of native species may also result in negative effects on biodiversity. In practice, little is known about the extent, degree of establishment, or the effects on natural gene pools of such releases. Existing information on the releases in Sweden shows that alien populations are spread to a great extent. The most commonly released species include brown trout, Atlantic salmon, Arctic char, common whitefish, Scots pine, Norway spruce, mallard duck, gray partridge, and pheasant. Although millions of forest trees, fish, and birds are released annually, poor documentation makes the geographic and genetic origin of these populations, as well as the sites where they have been released, largely unclear. We provide recommendations for urgently needed first steps relating to the risks and problems associated with release of alien populations.  相似文献

The jaguar Panthera onca requires large areas of relatively intact habitats containing adequate amounts of prey to survive. Since a substantial portion of jaguar range occurs outside of strict protected areas, there is a need for economic incentives for habitat conservation, which carefully managed selective logging can provide. Forest Stewardship Council and Pan European Forest Council certifications intended to regulate wood extraction to maintain the ecological functions of forests require evidence of biodiversity and ecosystem conservation. We draw on twelve surveys across four countries and a range of biomes to present evidence that adequate logging management can maintain jaguar populations, but that they are at risk without efficient control of secondary impacts of access and hunting. Where resident, the presence of jaguars can serve as an indication that the ecological requirements of certified timber extraction are being met. We present a gradient of rigor for monitoring, recommending cost-effective options.  相似文献

Conservation of surrogate species is expected to benefit co-occurring species with similar distributions that share the same habitat, yet the usefulness of this approach to protect nontarget species has been extensively challenged. In this study, we aimed to assess whether co-occurring species could be afforded protection under the conservation of two proposed surrogate species, the giant panda and the takin. We undertook a thorough study on the habitat requirements of these two endangered species, based on the analysis of their habitat preferences. The results revealed that the giant panda exhibits more specialized habitat preferences than does the takin and that habitat separation between these species mainly reflected differences in their dietary requirements and preferences. We suggest that these differences might facilitate their coexistence in sympatric areas. Meanwhile, results of a discriminant function analysis showed that protection of giant pandas would protect 82.1 % of the panda’s habitat, but only 25.4 % of the takin’s habitat and just 57.0 % of the joint habitats of these species. Importantly, our results also showed that a joint surrogate species approach to conservation would protect 86.9 % of the panda’s habitat, 53.7 % of the takin’s habitat, and 72.2 % of the joint habitats of these species. This is a higher degree of habitat protection than the single surrogate conservation of pandas. We conclude that the joint surrogate species approach should be adopted to improve biodiversity conservation.  相似文献

Globally, conflicts between marine nature conservation and fishery interests are common and increasing, and there is often a glaring lack of dialogue between stakeholders representing these two interests. There is a need for a stronger and enforced coordination between fishing and conservation authorities when establishing marine protected areas for conservation purposes. We propose that an appropriate instrument for such coordination is a broad ecosystem-based marine spatial planning procedure, representing neither nature conservation nor fishery. Strategic environmental assessment for plans and programmes and environmental impact assessment for projects are commonly used tools for assessing the environmental impacts of different human activities, but are seldom used for evaluating the environmental effects of capture fisheries. The diversity of fisheries and the drastic effects of some fisheries on the environment are strong arguments for introducing these procedures as valuable supplements to existing fisheries assessment and management tools and able to provide relevant environmental information for an overall marine spatial planning process. Marine protected areas for nature conservation and for protection of fisheries have different objectives. Therefore, the legal procedure when establishing marine protected areas should depend on whether they are established for nature conservation purposes or as a fisheries resource management tool. Fishing in a marine protected area for conservation purpose should be regulated according to conservation law. Also, we argue that marine protected areas for conservation purposes, in the highest protection category, should primarily be established as fully protected marine national parks and marine reserves.  相似文献

This paper evaluates the feasibility of establishing a multiple-use marine protected area. The methodology was applied to evaluate three proposed sites in Chile with diverse conservation needs, social stress and poverty levels, and different economic activities (small-scale fishing, heavy industry, and mining activities). We use two broad categories for the evaluation: socio-economic and political–institutional. The methodology uses a combination of secondary data with personal interviews, workshops, and focus groups with stakeholders (e.g., fishermen, unions, politicians, social organizations) from different political, social, and economic backgrounds to characterize current and potential natural and social resources and to evaluate in an ordinal scale the feasibility of establishing the protected area. The methodology allows us to correctly identify the challenges faced in each site and can be used to develop appropriate strategies for balancing economic, social, and environmental objectives. This methodology can be replicated to evaluate the feasibility of other marine or terrestrial protected areas.  相似文献

Because of the limited spatial extent and comprehensiveness of protected areas, an increasing emphasis is being placed on conserving habitats which promote biodiversity within production forest. For this reason, alternative silvicultural programs need to be evaluated with respect to their implications for forest biodiversity, especially if these programs are likely to be adopted. Here we simulated the effect of varied rotation length and associated thinning regimes on habitat availability in Scots pine and Norway spruce production forests, with high and low productivity. Shorter rotation lengths reduced the contribution made by production trees (trees grown for industrial use) to the availability of key habitat features, while concurrently increasing the contribution from retention trees. The contribution of production trees to habitat features was larger for high productivity sites, than for low productivity sites. We conclude that shortened rotation lengths result in losses of the availability of habitat features that are key for biodiversity conservation and that increased retention practices may only partially compensate for this. Ensuring that conservation efforts better reflect the inherent variation in stand rotation lengths would help improve the maintenance of key forest habitats in production forests.  相似文献

Effective protection of the ~19 000 IUCN-listed threatened species has never been more pressing. Ensuring the survival of the most vulnerable and irreplaceable taxa and places, such as those identified by the Alliance for Zero Extinction (AZE) species and their associated sites (AZEs&s), is an excellent opportunity to achieve the Aichi 2020 Targets T11 (protected areas) and T12 (preventing species extinctions). AZE taxa have small, single-site populations that are especially vulnerable to human-induced extinctions, particularly for the many amphibians. We show that AZEs&s can be protected feasibly and cost-effectively, but action is urgent. We argue that the Alliance, whose initial main aim was to identify AZEs&s, must be followed up by a second-generation initiative that directs and co-ordinates AZE conservation activities on the ground. The prominent role of zoos, conservation NGOs, and governmental institutions provides a combination of all-encompassing knowhow that can, if properly steered, maximize the long-term survival of AZEs&s.  相似文献

The "Black Triangle" area (covering northern Bohemia, southern Saxony and part of lower Silesia) has been one of the most polluted areas in Central Europe. The area was named mainly because of high emissions of sulfur and dust. After the political changes at the end of the 1980s a significant improvement in air quality has been achieved. In this study, we have investigated the future development of air pollution in the region of Saxony and northern Bohemia with special regard to the species sulfur dioxide, ozone, and aerosol particles. Relevant limit values for protection of human health defined or suggested in directives by the European Commission were checked in worst-case scenarios for the year 2005. It can be estimated, that the remaining air pollution problems in the Black Triangle area are more or less the same as in the other EU-countries and can be solved only by joint efforts.  相似文献

Open interior sands represent a highly threatened habitat in Europe. In recent times, their associated organisms have often found secondary refuges outside their natural habitats, mainly in sand pits. We investigated the effects of different restoration approaches, i.e. spontaneous succession without additional disturbances, spontaneous succession with additional disturbances caused by recreational activities, and forestry reclamation, on the diversity and conservation values of spiders, beetles, flies, bees and wasps, orthopterans and vascular plants in a large sand pit in the Czech Republic, Central Europe. Out of 406 species recorded in total, 112 were classified as open sand specialists and 71 as threatened. The sites restored through spontaneous succession with additional disturbances hosted the largest proportion of open sand specialists and threatened species. The forestry reclamations, in contrast, hosted few such species. The sites with spontaneous succession without disturbances represent a transition between these two approaches. While restoration through spontaneous succession favours biodiversity in contrast to forestry reclamation, additional disturbances are necessary to maintain early successional habitats essential for threatened species and open sand specialists. Therefore, recreational activities seem to be an economically efficient restoration tool that will also benefit biodiversity in sand pits.  相似文献
