From 1996 to 1997, the US Environmental Protection Agency (EPA) and the Texas Natural Resource Conservation Commission (TNRCC) conducted an air quality study known as the Lower Rio Grande Valley Transboundary Air Pollution Project (TAPP). The study was a US–Mexico Border XXI program project and was developed in response to local community requests on a need for more air quality measurements and concerns about the health impact of local air pollutants; this included concerns about emissions from border-dependent industries in Mexico, known as maquiladoras. The TAPP was a follow-up study to environmental monitoring done by EPA in this area in 1993 and incorporated scientific and community participation in development, review of results, and public presentation of findings. In spite of this, critical remarks were leveled by community activists against the study's preliminary “good news” findings regarding local air quality and the influence of transboundary air pollution. To resolve these criticisms and to refine the findings to address these concerns, analyses included comparisons of daily and near real-time measurements to TNRCC effects screening levels and data from other studies along with wind sector analyses. Reassessment of the data suggested that although regional source emissions occurred and outliers of elevated pollutant levels were found, movement of air pollution across the border did not appear to cause noticeable deterioration of air quality. In spite of limitations stated to the community, the TAPP was presented as establishing a benchmark to assess current and future transboundary air quality in the Valley. The study has application in Border XXI Program or other air quality studies where transboundary transport is a concern since it involved interagency coordination, public involvement, and communication of scientifically sound results for local environmental protection efforts.  相似文献

/ The management of lands adjacent to federally designated wilderness is increasingly seen to have the potential to negatively impact wilderness resources and management objectives. This paper first examines the numerous and often conflicting laws and regulations that influence how managers can mitigate transboundary issues. We then examine the various types of transboundary issues, and describe how they impact wilderness resources. Transboundary issues include recreational use, extractive activities, fire management, exotic species introductions, aircraft overflights and military operations, water diversion, urban encroachment, and transported pollutants. The increasing cost of municipal solid waste (MSW) management has led local governments in numerous countries to examine if this service is best provided by the public sector or can better be provided by the private sector. Public–private partnerships have emerged as a promising alternative to improve MSW management performance with privately owned enterprises often outperforming publicly owned ones. In Lebanon, several municipalities are transforming waste management services from a public service publicly provided into a public service privately contracted. In this context, a regulated private market for MSW management services is essential. The present study examines a recent experience of the private sector participation in MSW management in the Greater Beirut Area. The results of a field survey concerning public perception of solid waste management are presented. Analysis of alternatives for private sector involvement in waste management is considered and management approaches are outlined.  相似文献

Post-Project Appraisals in Adaptive Management of River Channel Restoration   总被引:2,自引:3,他引:2  
Post-project appraisals (PPAs) can evaluate river restoration schemes in relation to their compliance with design, their short-term performance attainment, and their longer-term geomorphological compatibility with the catchment hydrology and sediment transport processes. PPAs provide the basis for communicating the results of one restoration scheme to another, thereby improving future restoration designs. They also supply essential performance feedback needed for adaptive management, in which management actions are treated as experiments. PPAs allow river restoration success to be defined both in terms of the scheme attaining its performance objectives and in providing a significant learning experience. Different levels of investment in PPA, in terms of pre-project data and follow-up information, bring with them different degrees of understanding and thus different abilities to gauge both types of success. We present four case studies to illustrate how the commitment to PPA has determined the understanding achieved in each case. In Moore's Gulch (California, USA), understanding was severely constrained by the lack of pre-project data and post-implementation monitoring. Pre-project data existed for the Kitswell Brook (Hertfordshire, UK), but the monitoring consisted only of one site visit and thus the understanding achieved is related primarily to design compliance issues. The monitoring undertaken for Deep Run (Maryland, USA) and the River Idle (Nottinghamshire, UK) enabled some understanding of the short-term performance of each scheme. The transferable understanding gained from each case study is used to develop an illustrative five-fold classification of geomorphological PPAs (full, medium-term, short-term, one-shot, and remains) according to their potential as learning experiences. The learning experience is central to adaptive management but rarely articulated in the literature. Here, we gauge the potential via superimposition onto a previous schematic representation of the adaptive management process by Haney and Power (1996). Using PPAs wisely can lead to cutting-edge, complex solutions to river restoration challenges.  相似文献

The production of large quantities of wastes globally has created a commercial activity involving the transfrontier shipments of hazardous wastes, intended to be managed at economically attractive waste-handling facilities located elsewhere. In fact, huge quantities of hazardous wastes apparently travel the world in search of “acceptable” waste management facilities. For instance, within the industrialized countries alone, millions of tonnes of potentially hazardous waste cross national frontiers each year on their way for recycling or to treatment, storage, and disposal facilities (TSDFs) because there is no local disposal capacity for these wastes, or because legal disposal or reuse in a foreign country may be more environmentally sound, or managing the wastes in the foreign country may be less expensive than at home. The cross-boundary traffic in hazardous wastes has lately been under close public scrutiny, however, resulting in the accession of several international agreements and laws to regulate such activities. This paper discusses and analyzes the most significant control measures and major agreements in this new commercial activity involving hazardous wastes. In particular, the discussion recognizes the difficulties with trying to implement the relevant international agreements among countries of vastly different socioeconomic backgrounds. Nonetheless, it is also noted that global environmental agreements will generally be a necessary component of ensuring adequate environmental protection for the world community—and thus a need for the careful implementation of such agreements and regulations.  相似文献

Flood and water shortage are two of the leading environmental problems around the world, and among the causes of the problems is sedimentation. The Yellow River brought disastrous floods in its lower reaches in Chinese history. Today, although floods caused by the river are still a formidable hazard hanging over China, it cannot provide the lower reaches with enough usable water. The ineradicable flood hazard and newly emerged water shortage problems of the river are proved to be closely associated with its immense sediment load. The over loaded flow of the river can quickly fill the reservoirs and unceasingly raise the riverbed, attenuating the capacity of reservoirs to suppress floods and provide more water for dry seasons and of river channels to convey floods. Also, the high sediment content pollutes the water and reduces the volume of usable water. In virtue of the intimate linkage between these problems and the formidable sediment load in the river, the solution to these problems should be based on sedimentation management. After reviewing the defects and merits of management measures implemented and proposed, a management scenario composed of multiple measures are recommended. Beside of persistent soil conservation to reduce the huge sediment load, more reservoirs to check sediment and regulate river flows, approaches to alleviating riverbed accretion, interbasin water transfer to mitigate water deficiency, and so on, an emphasis should be laid on use of muddy flows in order to scatter the sediment in a vast area, which was a natural process but has been interrupted by construction of embankments.  相似文献

Integrated management and policy models suggest that solutions to environmental issues may be linked to the socioeconomic and political characteristics of a nation. In this study, we empirically explore these suggestions by applying them to the wetland management activities of nations. Structural equation modeling was used to evaluate a model of national wetland management effort and one of national wetland protection. Using five predictor variables of social capital, economic capital, environmental and political characteristics, and land-use pressure, the multivariate models were able to explain 60% of the variation in nations' wetland protection efforts based on data from 90 nations, as defined by level of participation in the international wetland convention. Social capital had the largest direct effect on wetland protection efforts, suggesting that increased social development may eventually lead to better wetland protection. In contrast, increasing economic development had a negative linear relationship with wetland protection efforts, suggesting the need for explicit wetland protection programs as nations continue to focus on economic development. Government, environmental characteristics, and land-use pressure also had a positive direct effect on wetland protection, and mediated the effect of social capital on wetland protection. Explicit wetland protection policies, combined with a focus on social development, would lead to better wetland protection at the national level.  相似文献

Analysis of the character and condition of each river style in Bega catchment, and their downstream patterns, are used to provide a biophysical basis to prioritorize river management strategies. These reach-scale strategies are prioritorized within an integrative catchment framework. Conserving near-intact sections of the catchment is the first priority. Second, those parts of the catchment that have natural recovery potential are targeted. Finally, rehabilitation priorities are considered for highly degraded reaches. At these sites, erosion and sedimentation problems may reflect irreversible changes to river structure.  相似文献

Since the 1970s, the sediment flux of the Yellow River to the sea has shown a marked tendency to decrease, which is unfavorable for wetland protection and oil extraction in the Yellow River delta. Thus, an effort has been made to elucidate the relation between the sediment flux to the sea and the drainage basin factors including climate and human activities. The results show that the sediment flux to the sea responds to the changed precipitation in different ways for different runoff and sediment source areas in the drainage basin. If other factors are assumed to be constant, when the annual precipitation in the area between Longmen and Sanmenxia decreases by 10 mm, the sediment flux to the sea will decrease by 27.5 million t/yr; when the precipitation in the area between Hekouzhen and Longmen decreases by 10 mm, the sediment flux to the sea will decrease by 14.3 million t/yr; when the precipitation in the area above Lanzhou decreases by 10 mm, the sediment flux to the sea will decrease by 17.4 million t/yr. A multiple regression equation has been established between the sediment flux to the sea and the influencing factors, such as the area of land terracing and tree and grass planting, the area of the land created by the sediment trapped by check dams, the annual precipitation, and the annual quantity of water diversion by man. The equation may be used to estimate the change in the sediment flux to the sea when the influencing variables are further changed, to provide useful knowledge for the environmental planning of the Yellow River drainage basin and its delta.  相似文献

The watershed supplies the river with 50,000 m3/yr of material and part of this load (30,000 m3/yr) is extracted. Although it is theoretically possible to reverse this phenomenon, it is unacceptable for the local economy as man-made installations unadapted to flooding were developed along the river during the period of incision. / Geographic information systems (GIS) allow users to explore possible spatial relations that may exist within their data. At the Missouri Department of Conservation (MDC), GIS data is being used to help make management decisions. Thirteen geographic data layers of the Meramec River Basin, Missouri, were used to help demonstrate the usefulness of GIS for making fisheries management decisions. The data were used to help identify potential acquisition areas within the Meramec River Basin. The basin was separated into 22 strata based on ecoregion boundaries, watershed boundaries, and stream order. Suitability for acquisition was determined for each stratum based on species richness, habitat characteristics, percent of public land, and number of human impacts, such as gravel and ore mining. Eleven strata scored high enough to be recommended as potential acquisition areas. After further evaluation of the 11 strata, three were chosen as areas where available land and willing sellers should be considered. Four strata needed more sampling before land within them should be considered for acquisition. The final four were considered low priority because there was already a considerable amount of public land present in the strata. The analysis was helpful in allowing managers to focus in on a smaller area for acquisition consideration; 91% of the area was eliminated from the analysis. Instead of having to survey every parcel of land that becomes available, parcels that don't fall within the recommended strata can be eliminated without further investigation.  相似文献

Indicators are a key component of resource management, but selecting them can be difficult and controversial. This study explores different methods for selecting impact indicators for management of trail conditions by comparing photo survey methods (PSM) with written survey methods (WSM). A total of 661 subjects participated in interviews conducted within Mudeung- Mountain Provincial Park in Kwang-ju, Korea. PSM explained variation in acceptability better than WSM. Six major photo components (in order of importance: area of large rocks on trail, area of wood steps, area of bare roots, area of bare soil, area of small stones, and area of stone steps) explained 84.7% of the variation in acceptability of trail management conditions. / Three large rivers in northern Finland, the Kemijoki, Iijoki, and Oulujoki rivers, were dammed for hydropower generation in the 1940s-1960s. Due to differences in environmental conditions, these impoundments require detailed study to produce guidelines for fisheries management.Water quality, hydrology, vegetation, and geomorphology data of 16 impoundments were gathered. Shoreline land-use data were derived from maps, and fish assemblage data were collected by exploratory fishing and from the annual fishery statistics. The relations among environmental variables were studied, and a classification of the impoundments was developed by hierarchical cluster analysis. Consequently, three impoundment groups with different environmental characteristics were formed. Significant differences among impoundment groups were also detected in fish yield. We conclude that the variation in environmental conditions, together with differences in fish communities in the impoundments were important enough to justify the claim that impoundments of different types require different management strategies. The major purpose of this paper is to explore the potential value of benefit–cost evaluation for stormwater quality management decisions at a local level. A preliminary benefit–cost analysis (BCA) screening method is used for maximum extent practicable (MEP) analysis, identifying promising management practices, and identifying societal and economic tradeoffs for local stormwater problems. Ballona Creek, a major urban storm drain in Los Angeles, California, USA, is used to illustrate the practicality of the benefit–cost evaluation. The Ballona Creek example demonstrates the economic limits of stormwater management in an urban region and attests to the value of coordinated basinwide management compared to uncoordinated management by individual landowners. Evaluation results suggest that in urban areas, the benefit of stormwater quality improvements might be far greater if accompanied by comprehensive redesign of drainage networks and neighboring land uses. In this case, benefit–cost analysis is found to be useful for evaluating and understanding stormwater management alternatives despite the uncertainties in characterizing stormwater quality and the effects of stormwater management on improving receiving water quality.  相似文献

This paper describes an application of multiple criteria analysis (MCA) in assessing criteria and indicators adapted for a particular forest management unit. The methods include: ranking, rating, and pairwise comparisons. These methods were used in a participatory decision-making environment where a team representing various stakeholders and professionals used their expert opinions and judgements in assessing different criteria and indicators (C&I) on the one hand, and how suitable and applicable they are to a forest management unit on the other. A forest concession located in Kalimantan, Indonesia, was used as the site for the case study. Results from the study show that the multicriteria methods are effective tools that can be used as structured decision aids to evaluate, prioritize, and select sets of C&I for a particular forest management unit. Ranking and rating approaches can be used as a screening tool to develop an initial list of C&I. Pairwise comparison, on the other hand, can be used as a finer filter to further reduce the list. In addition to using these three MCA methods, the study also examines two commonly used group decision-making techniques, the Delphi method and the nominal group technique. Feedback received from the participants indicates that the methods are transparent, easy to implement, and provide a convenient environment for participatory decision-making.  相似文献
