开展跨区域联合执法是解决长三角跨界环境问题的重要途径。长三角区域环境联合执法的实质在于打破传统属地管辖模式,在一定程度上实现行政管辖权的共享。目前,长三角区域在建立区域合作机构、开展环境合作活动、统一环境执法依据等方面已经进行了积极探索,但依然存在执法主体不规范、执法权限不充分、执法依据不统一等问题。长三角区域环境联合执法所采取的横向府际协同模式以及统一执法与联合执法相结合的模式具有一定优势,需要在此基础上加以改进。未来需要规范联合执法队伍的组建,通过区域合作和中央批准的方式建立联合执法队伍并对执法主体进行明确授权,充分发挥现有机构的监督协调作用,以及通过分区域、分行业、分时段的方式逐渐统一执法依据。  相似文献

移动执法系统是近年来部分地区用于现场执法的信息化系统。它在为现场执法提供便利的同时,亦收集了大量的一线原始数据。利用大数据,对移动执法系统积累的数据进行汇总、分析和加工,有利于提高环境监管执法的精准度。本文简要介绍了全国环境监察移动执法系统建设现状,提出了目前利用大数据在移动执法中的典型应用,并展望了未来的发展方向。  相似文献

Oil production operations produce waste fluids that may be stored in pits, open tanks, and other sites accessible to wildlife. Birds visit these fluid-filled pits and tanks (“oil pits”), which often resemble water sources, and may become trapped and die. The US Fish and Wildlife Service (USFWS) has a program to reduce these impacts by locating problem pits, documenting mortality of protected wildlife species, and seeking cleanup or corrective action at problem pits with the help of state and federal agencies regulating the oil industry. Species identification and verification of protected status for birds recovered from oil pits are performed at the USFWS National Fish and Wildlife Forensics Laboratory. From 1992 to 2005, a minimum of 2060 individual birds were identified from remains recovered from oil pits, representing 172 species from 44 families. The taxonomic and ecological diversity of these birds indicates that oil pits pose a threat to virtually all species of birds that encounter them. Ninety-two percent of identified bird remains belonged to protected species. Most remains identified at the Forensics Laboratory were from passerines, particularly ground-foraging species. Based on Forensics Laboratory and USFWS field data, oil pits currently cause the deaths of 500,000–1 million birds per year. Although law enforcement and industry efforts have produced genuine progress on this issue, oil pits remain a significant source of mortality for birds in the United States.  相似文献

Genista scorpius. Under a dense shrub cover both runoff and sediment yield are strongly controlled. As the shrub cover becomes open, sediment yield and runoff increase greatly. A dense herbaceous cover yields high runoff coefficients but moderate soil losses. From the results obtained, the possibility of abandoned field reclamation by means of selective clearing of scrub is discussed.  相似文献

Via a historical reconstruction, this paper primarily demonstrates how the societal debate on genetically modified organisms (GMOs) gradually extended in terms of actors involved and concerns reflected. It is argued that the implementation of recombinant DNA technology out of the laboratory and into civil society entailed a “complex of concerns.” In this complex, distinctions between environmental, agricultural, socio-economic, and ethical issues proved to be blurred. This fueled the confusion between the wider debate on genetic modification and the risk assessment of transgenic crops in the European Union. In this paper, the lasting skeptical and/or ambivalent attitude of Europeans towards agro-food biotechnology is interpreted as signaling an ongoing social request – and even a quest – for an evaluation of biotechnology with Sense and Sensibility. In this (re)quest, a broader-than-scientific dimension is sought for that allows addressing the GMO debate in a more “sensible” way, whilst making “sense” of the different stances taken in it. Here, the restyling of the European regulatory frame on transgenic agro-food products and of science communication models are discussed and taken to be indicative of the (re)quest to move from a merely scientific evaluation and risk-based policy towards a socially more robust evaluation that takes the “non-scientific” concerns at stake in the GMO debate seriously.  相似文献

/ This study is concerned with the role that communication can play in facilitating the utilization of ecological information by different sectors of society involved in environmental decision-making. The ecological information system is used as a conceptual framework. This system is a model for the analysis of interactions between three sectors involved in the management of natural resources: researchers in ecology, change agents, and rural producers. Two case studies of organizations carrying out scientific research aimed at finding and implementing sustainable strategies of resource management were carried out. The purpose was to examine how real situations function in terms of communication strategies and to analyze such situations in relation to the model proposed. The analysis revealed the importance of promoting the feedback of information from change agents and rural producers to the research sector and the incorporation of this information into the research process. It also emphasized the relevance of having "active utilizer constituencies" within the rural producers who make demands upon the entire system in order to satisfy information needs. The creation of linkage systems facilitating the connection between the generation and utilization of information was supported. In particular, the establishment of special teams within research institutions is proposed, which could promote the links between the sectors through the use of communication as an instrument of work.  相似文献

The hydrologic response to statistically downscaled general circulation model simulations of daily surface climate and land cover through 2099 was assessed for the Apalachicola‐Chattahoochee‐Flint River Basin located in the southeastern United States. Projections of climate, urbanization, vegetation, and surface‐depression storage capacity were used as inputs to the Precipitation‐Runoff Modeling System to simulate projected impacts on hydrologic response. Surface runoff substantially increased when land cover change was applied. However, once the surface depression storage was added to mitigate the land cover change and increases of surface runoff (due to urbanization), the groundwater flow component then increased. For hydrologic studies that include projections of land cover change (urbanization in particular), any analysis of runoff beyond the change in total runoff should include effects of stormwater management practices as these features affect flow timing and magnitude and may be useful in mitigating land cover change impacts on streamflow. Potential changes in water availability and how biota may respond to changes in flow regime in response to climate and land cover change may prove challenging for managers attempting to balance the needs of future development and the environment. However, these models are still useful for assessing the relative impacts of climate and land cover change and for evaluating tradeoffs when managing to mitigate different stressors.  相似文献

This study investigates the potential impacts of climate change on future flows in the main stem of the Connecticut and Merrimack rivers within Massachusetts. The study applies two common climate projections based on (Representative Concentration Pathways), RCP 4.5 and RCP 8.5 and downscaled gridded climate projections from 14 global climate models (GCMs) to estimate the 100‐year, 24‐h extreme precipitation events for two future time‐periods: near‐term (2021–2060) and far‐term (2060–2099). 100‐year 24‐h precipitation events at near‐ and far‐term are compared to GCM‐driven historical extreme precipitation events during a base period (1960–1999) and results for RCP 8.5 scenario show average increases between 25%–50% during the near‐term compared to the base period and increases of over 50% during the far‐term. Streamflow conditions are generated with a distributed hydrological model where downscaled climate projections are used as inputs. For the near‐term, the medians of the GCMs using the RCP 4.5 and RCP 8.5 suggest 2.9%–8.1% increases in the 100‐year, 24‐h flow event in the Connecticut and an increase of 9.9%–13.7% in the Merrimack River. For the far‐term, the medians of the GCMs using the RCP 4.5 and RCP 8.5 suggest a 9.0%–14.1% increase in the Connecticut and 15.8%–20.6% for the Merrimack River. Ultimately, the results presented here can be used as a guidance for the long‐term management of infrastructures on the Connecticut and Merrimack River floodplains.  相似文献

The United States Congress established Grand Canyon National Park in 1919 to preserve for posterity the outstanding natural attributes of the canyon cut by the Colorado River. In some cases National Park Service attempts to maintain Grand Canyon's natural environment have been thwarted by activities outside the park. One of the most obvious external threats is Glen Canyon Dam, only 26 km upstream from the park boundary. Constructed in 1963, this gigantic dam has greatly altered the physicochemical and biological characteristics of 446 km of the Colorado River in Grand Canyon National Park. The river's aquatic ecosystem has been greatly modified through the loss of indigenous species and the addition of numerous exotics. We consider this anexotic ecosystem. The riparian ecosystem has been less modified, with addition of a few exotics and no loss of natives—this we consider anaturalized ecosystem.The great dilemma now faced by park managers is that, after 20 years of managing resources along a river controlled by Glen Canyon Dam, the Bureau of Reclamation has proposed major changes in operational procedures for the dam. Scientists and managers from the National Park Service, Bureau of Reclamation, and cooperating federal and state resource management agencies are using a systems analysis approach to examine the impacts of various Colorado River flow regimes on aquatic, riparian, and recreational parameters in the park. This approach will help in the development of management alternatives designed to permit the most efficient use of that river's natural resources without their destruction.  相似文献

State regulatory activities can involvemany agencies implementing numerous regulatory laws, a single forestry agencyadministering a comprehensive regulatory program, or a combination of thetwo. Regulatory programs are designed to protect resources such as soils,water, wildlife, and scenic beauty. Program administration often involvesrule promulgation, harvest plan reviews, coordination of interagency reviews,and pre- and postharvest on-site inspections. Forest practice rules usuallyfocus on reforestation, forest roads, harvest procedures, and wildlifehabitat protection. / Fish and macroinvertebrate assemblage composition, instream habitat features and surrounding land use were assessed in an agriculturally developed watershed to relate overall biotic condition to patterns of land use and channel structure. Six 100-m reaches were sampled on each of three first-order warm-water tributaries of the River Raisin in southeastern Michigan. Comparisons among sites and tributaries showed considerable variability in fish assemblages measured with the index of biotic integrity, macroinvertebrate assemblages characterized with several diversity indexes, and both quantitative and qualitative measurements of instream habitat structure. Land use immediate to the tributaries predicted biotic condition better than regional land use, but was less important than local habitat variables in explaining the variability observed in fish and macroinvertebrate assemblages. Fish and macroinvertebrates appeared to respond differently to landscape configuration and habitat variables as well. Fish showed a stronger relationship to flow variability and immediate land use, while macroinvertebrates correlated most strongly with dominant substrate. Although significant, the relationships between instream habitat variables and immediate land use explained only a modest amount of the variability observed. A prior study of this watershed ascribed greater predictive power to land use. In comparison to our study design, this study covered a larger area, providing greater contrast among subcatchments. Differences in outcomes suggests that the scale of investigation influences the strength of predictive variables. Thus, we concluded that the importance of local habitat conditions is best revealed by comparisons at the within-subcatchment scale. The composition of the germinable seed bank was studied in four vegetation states of the Festuca pallescens grasslands in semiarid Patagonia during four years. The aim of this study was to test whether above-ground vegetation states resulting from grazing exclusion or different combinations of grazing and topography are reflected in different states of the germinable seed bank. The size of the total and dicot germinable seed bank was positively related to the total cover in each state. Dicots dominated all germinable seed bank states. Carex patagonica increased its cover as well as its germinable seed bank under grazing disturbance. Grazing did not reduce the germinable seed bank of perennial grasses in uplands where the grazing pressure is lower as compared with slopes. In slopes the germinable seed bank of perennial grasses was significantly reduced by grazing. A reduction of the length of the grazing period in late spring increases the germinable seed bank of perennial grasses both in upland and slope. These results are interpreted in the frame of a model of management techniques where grazing exclusion during late spring and late summer increases the seed bank of the perennial grasses and promotes their establishment in uplands. The artificial addition of seeds of perennial grasses and the manipulation of the soil surface in order to increase "safe sites" appear as management alternatives that deserve further evaluation to improve plant reestablishment in slopes.  相似文献
