With the annual increase in waste generation and heavy reliance on landfilling as disposal, method in Malaysia, it is just a matter of time before significant problems of space limitations, health, and environmental issues hit the nation severely. This paper attempts to develop an overview on solid, waste recycling in Malaysia at the most basic level of a community or nation which is the household, unit. Households are the main primary source of municipal solid waste in Malaysia, consisting of, recyclable materials at most 70% to 80% of the total waste composition as found placed in the, landfills. Overview on the existing household solid waste recycling policy and program status in, Malaysia is relevant in enhancing solid waste management measure from recycling perspective. Despite the high potential and opportunities for solid waste recycling, wastes are still simply being, dumped in an open area of ground without any attempt for recovery and recycling. Comparing to, recycling rates of neighboring countries, Malaysia is falling back at merely 5% which proves how, uncommon recycling practice is. The government is committed to significantly improve the national's, solid waste management services especially in waste minimization. Fortunately the emphasis on, recycling as a sustainable waste management strategy has taken a shift in paradigm as wastes, separation and recycling are part of the major changes in the current policy implementation. With, issues and challenges in recycling practice that were highlighted in this context especially from the, aspects of information availability and other loopholes within solid waste management policies and, related recycling program within the community, the question on whether the goals in 2020 can be, met remains unsure of but there is a possibility for a successful implementation of sustainable solid, waste management particularly in recycling.  相似文献

Recycling operations have become one of the primary strategies for waste management, worldwide. Especially, recycling operations are viewed as among the most effective techniques for reducing the amount of municipal solid waste disposed at landfill sites. Botswana's environmental policy on recycling stipulates, among others, that all waste management authorities should provide information on the classification and quantities of controlled waste targeted for recycling. This paper, therefore, examines the extent to which recycling operations in Botswana have either been conducted in compliance with or in violation of some major environmental requirements as enunciated on statutory guidelines. Compatibility between environmental policies on recycling and actual practice is evaluated focusing on two companies (Dumatau trading and Botswana Tissue) involved in recycling operation. Data from the two companies is complemented by one collected from the Gaborone landfill site. Finally, this study discusses on the role played by various stakeholders in policy formulation and implementation with particular emphasis being placed on a select number of non-governmental organisations (NGO).  相似文献

The role of informal recycling in poverty alleviation and solid waste management in cities in developing countries has been receiving increased attention. This study explores the integration of the informal recycling sector with the Harare City Council's solid waste management system, focusing on the Pomona dumpsite. The extent of this integration was compared with interventions proposed in InteRa, a new way of evaluating the integration of informal recyclers with the waste management systems of cities in developing countries. Our results suggest that the Harare City Council, which had the vision of transforming itself into a world‐class city, failed to fully integrate the informal recycling sector. We suggest to policymakers that complete integration of the informal sector will not necessarily prevent cities from achieving such visions. Rather, addressing the neglected interventions may help in achieving their visions.  相似文献

Inclusive recycling is the inspiring slogan of a project relying on a cross-sector (public–private–civil society) partnership implemented in Latin America with the objective to improve the socioeconomic conditions of recyclers. Through a qualitative study in Santiago de Chile, this paper seeks to understand how inclusive inclusive recycling is, by assessing how organised recyclers perceive the goals, the process, and the outcomes of this project. The main findings converge in observing a general low inclusion of recyclers, but they also enable to decompose the notion of inclusion into three dimensions: “inclusive goals” refers to the extent to which the goals of the recyclers are taken into account when designing the collaboration project; “inclusive process” refers to the extent to which recyclers are involved in the process of implementing the project; and “inclusive outcomes” refers to the capacity of the partnership to acknowledge the achievements of recyclers organisations before (and during) the project and to take into account the ongoing local dynamics when evaluating the project. These findings contribute to better understand the position and challenges of recyclers in this type of partnership and more generally to shed light on the potential power imbalance in waste management cross-sector partnerships.  相似文献

Data from surveys conducted by six separate recycling education programs funded under the Clean Michigan Fund are compared. The findings indicate that a strong pro-recycling attitude exists among the populations sampled with a significant percentage of respondents planning to increase their level of recycling in the future. To aid this increase in participation these data suggest that education efforts should focus on helping people become more familiar with the details of how to recycle. And finally, these data support the idea that efforts to promote waste reduction and recycling behavior should focus on non-monetary motives.  相似文献

Solid waste disposal is becoming a difficult problem for many states. Since 1960, the amount of municipal solid waste (MSW) has been increasing at a rate of 1% per year. More than 75% of the waste is comprised of recyclable materials. Several states have mandated recycling to decrease the volume of waste intended for disposal. Those mandated programs are very popular, but depend on many political, social, and economic factors for success. While Alabama has the manufacturing infrastructure to support a mandated recycling program, no recycling legislation has been promulgated. At this time recycling is only being done on a voluntary basis. A mandatory program with the proper support, education and funding could allow Alabama to recycle much of the 5.2 million tons of waste that are generated within its borders each year.  相似文献

With increasing environmental challenges confronting our planet, colleges and universities are trying different approaches for minimizing their adverse environmental impacts. Among the approaches being used to revitalize campus sustainability efforts, new waste management strategies have included attempts to improve campus-recycling programs. This paper presents select findings from a comprehensive study at a large, Tier I university aimed at, among other things, informing university administration and decision makers working on the planning and implementation of a new campus-wide recycling facility and program. The researchers used a mixed-method approach to help them develop an understanding of the campus community's (1) perceived barriers to recycling, (2) recycling knowledge, (3) program preferences, and (4) environmental attitudes. The results from a web-based survey (n = 3896, RR1 = 24.9%) suggest, communication efforts for recycling programming should focus more on messages concerning what, how, and where to recycle rather than messages on why to recycle. Furthermore, the results suggest recycling-related publicity approaches should differentiate their mode and content for different segments of the community.  相似文献

This study developed a system to plan, evaluate, implement, and monitor a waste reduction and source-separation program, which was then tested through a field study in a New York City elementary school. Despite efforts to implement integrated waste management in elementary schools, appropriate planning tools that document performance and support program development are lacking. To fill this gap, a system for analyzing existing programs was developed. After identifying the phases required for a successful program, a scoring system was developed to quantify the performance of existing programs. To assess existing protocol, recommendations from leading municipalities were reviewed, and the performance of existing programs was quantified within the scoring system. The existing protocol was found to contain similarities, but an overarching approach was needed to connect the provisions with programs that have been successfully deployed. From this analysis, a scoring system was developed to take into consideration the major elements needed for a waste reduction and source-separation plan, colloquially referred to as a recycling plan, as well as the specifics of implementation. This system allows for the review of programs already developed, and can pinpoint limitations prior to implementation. The framework was evaluated through the test case school, with both waste audit data and diagrams. From the lessons learned, successful techniques and recommendations for utilizing this framework were created.  相似文献

/ This paper is a presentation of the problems of solid waste management in Nigeria and certain important issues that must be addressed in order to achieve success. At the core of the problems of solid waste management are the absence of adequate policies, enabling legislation, and an environmentally stimulated and enlightened public. Government policies on the environment are piecemeal where they exist and are poorly implemented. Public enlightenment programs lacked the needed coverage, intensity, and continuity to correct the apathetic public attitude towards the environment. Up to now the activities of the state environmental agencies have been hampered by poor funding, inadequate facilities and human resources, inappropriate technology, and an inequitable taxation system. Successful solid waste management in Nigeria will require a holistic program that will integrate all the technical, economic, social, cultural, and psychological factors that are often ignored in solid waste programs.KEY WORDS: Solid waste; Management; Problems; Solutions; Nigeria  相似文献

The growth of electronic waste (e-waste) is of increasing concern because of its toxic content and low recycling rates. The e-waste recycling infrastructure needs to be developed, yet little is known about people's willingness to fund its expansion. This paper examines this issue based on a 2004 mail survey of California households. Using an ordered logit model, we find that age, income, beliefs about government and business roles, proximity to existing recycling facilities, community density, education, and environmental attitudes are significant factors for explaining people's willingness to pay an advanced recycling fee (ARF) for electronics. Most respondents are willing to support a 1% ARF. Our results suggest that policymakers should target middle-aged and older adults, improve programs in communities with existing recycling centers or in rural communities, and consider public-private partnerships for e-waste recycling programs.  相似文献

Four Illinois communities with different sociode-mographic compositions and at various stages of planning for solid waste management were surveyed to determine the influence of sociodemographic variables and planning stages on the factors that motivate recycling behavior. A factor analysis of importance ratings of reasons for recycling and for not recycling yielded five factors interpreted as altruism, personal inconvenience, social influences, economic incentives, and household storage. The four communities were shown to be significantly different in multivariate analyses of the five motivational factors. However, attempts to explain these community differences with regression analyses, which predicted the motivational factors with dummy codes for planning stages, a measure of self-reported recycling behavior, and sociodemographic measures were unsatisfactory. Contrary to expectation, the solid waste management planning stages of the cities (curbside pickup, recycling dropoff center, and planning in progress) contributed only very slightly to the prediction of motivational factors for recycling. Community differences were better explained by different underlying motivational structures among the four communities. Altruistic reasons for recycling (e.g., conserving resources) composed the only factor which was similar across the four communities. This factor was also perceived to be the most important reason for recycling by respondents from all four communities. The results of the study supported the notion that convenient, voluntary recycling programs that rely on environmental concern and conscience for motivation are useful approaches to reducing waste.  相似文献

Without public contributions, recycling from domestic waste would not be possible. In order to support recycling projects it is important to try to understand who recycles, how they recycle, and why they recycle. This paper presents the results of a structured survey of 500 members of the public served by schemes to collect plastics waste for recycling. Data were gathered on the characteristics, behaviours and motivations of recyclers. The authors also sought to discover how the public perceive plastics compared to other materials, and as a recyclable material. Responses were collected in such a way that the awareness of the recyclability of materials could be compared with the recycling behaviour of respondents. An element of comparison was introduced between those served by a system of bottle banks (bring scheme) and those covered by a household collection (collect scheme). The survey results are reported and their implications for the management of post-consumer plastics waste collection schemes are discussed.  相似文献

This paper presents a case study on pig farm waste management in which pig manure is stabilized in two-stage anaerobic reactors (to produce methane), while pig farm wastewater is treated in water hyacinth ponds from which the harvested water hyacinth plants are used in the production of silage (animal feed) or compost fertilizer. The results suggest the technical feasibility of applying these technologies to treat and recycle pig farm wastes. Cost/benefit analysis reveals the option to produce methane gas and silage to be financially viable after 15 years of operation. A management concept of waste recycling programs is presented, including relationships among objectives, constraints and implementation plan. Decision on a waste recycling program should not be based only on cost/benefit analysis, but also on the pollution control and public health improvement to be gained.  相似文献

MOTIVATIONS AND BEHAVIORS THAT SUPPORT RECYCLING   总被引:2,自引:0,他引:2  
This paper proposes that recycling researchers should pay attention to both attitudes towards recycling and the processes involved in recycling (recyclers' phenomenal experiences and organizing strategies). As predicted by Sansone and colleagues' model of how people induce themselves to engage in necessary but boring tasks, people who had reasons to persist at recycling (that is, who held strong prorecycling attitudes or had a social orientation towards recycling) were more likely to redefine recycling so as to emphasize its pleasures or the sense of satisfaction they gained from contributing to the environment. These people were also more likely to have developed a way of organizing recycling in their homes, to report few interferences with recycling, and—most important—to recycle on both short- and long-term bases. In accord with the model, people who became better recyclers by Time 2 had had stronger prorecycling attitudes at Time 1 than people who remained poor recyclers. Our results are consistent with the view that people who make a valued but uninteresting task more phenomenally interesting and more manageable are more likely to continue at the task. Sansone and colleagues' model provides a useful way to look at recycling and also suggests a new way that attitudes may be linked to behavior—via cognitive transformation of behavior.  相似文献

Higher economic growth in developing countries has caused higher amounts of wastes. Local government authorities in these countries usually fail to provide adequate services to dispose the increasing amounts of waste, resulting in threats for both the population and environment health. There is therefore an urgent need for recycling as a form of waste management in order to stop the devastating effects of solid waste in developing countries. Using a qualitative method of analysis, this study presents a model to measure and rank the sustainability of recycling programs in India and Tanzania. The model consists of six main constructs including “production, economic, governmental, social, technological, and international factors”. The results showed that India outperforms Tanzania in sustainable recycling programs: per capita waste generated per day in Delhi is higher than in Dar es Salaam; the government of India focuses more on developing recycling plans and techniques as compared to the government of Tanzania where the country is not actively involved in the recycling process; and the solid waste management planning in India is being performed better than Tanzania.  相似文献

This article analyses the current and future end-of-life management of electronic displays (flat screen televisions and monitors), and identifies and discusses possible ecodesign recommendations to improve it. Based on an investigation of the treatment of displays in two typical European recycling plants, key aspects and criticalities of the recycling methods (sorting, dismantling and pre-processing) are identified. Disaggregated data concerning on-site measurements of the time needed to manually dismantle different displays are presented. The article also discusses the potential evolution of end-of-life scenarios for electronic displays and suggests possible recommendations for recyclers, producers and policy-makers to promote resource efficiency in the recycling of such waste products. Data on time for dismantling the displays can be used to build measurers for voluntary and mandatory policies, to stimulate design innovations for products improvement, and to assess possible alternative treatments of the waste during the pre-processing at the recycling plants. Some quantitative product measures (based on the time thresholds for dismantling some key components) are also discussed, including an assessment of their economic viability. These measures can potentially be enforced through mandatory and voluntary European product policies, and could also be extended to other product groups.  相似文献

The aims of the research were to: (1) establish a profile of 'special recyclers', i.e. those who make special trips by car to recycle their household waste; and (2) establish whether the environmental burden resulting from their activities presents a significant environmental problem than needs pro-active management. The research was undertaken through surveys of recyclers at supermarket recycling centres and at civic amenity sites in Glasgow and across Ayrshire in south-west Scotland. Twenty-two percent of civic amenity recyclers made special trips to recycle, whilst at supermarkets less than 10% made special journeys. Those making special journeys tended to make shorter journeys than those combining recycling with another activity. Special recyclers also tended, on average, to recycle more items and bring greater weights of recyclable material per trip. No demographic difference was found between the special recyclers and the 'non-specials'. The environmental impact of consumer journeys to recycle was estimated from the statistic: 'The total distance travelled by car by special recyclers/the total weight deposited by all recyclers'. For the sites of this survey, this statistic ranged in value from 9 km tonne-1 to 106 km tonne-1. The lowest impacts of 9 km tonne-1 were at a supermarket site in a small town with a predominantly local catchment. The highest impacts were at a civic amenity site, in a major town, also used by residents from satellite communities. Over 50% of special recyclers cited nearness as their prime reason for choosing a particular site, compared with 32% of non-specials. Although special recyclers in Ayrshire did appear to act reasonably responsibly (environmentally), their activities produced additional environmental burden. Simulation studies demonstrate that up to 34% reduction in this burden may be possible through encouraging longer intervals between recycling trips. Three quarters of the environmental burden was attributable to less than 5% of the overall recycling population.  相似文献

Attaining recycling goals of 25 to 50% over the next few years will require substantial recycling of residential wastes. A combined program of curbside recycling of conventional post-consumer materials and collection and composting of both leaves and grass will yield a composite diversion rate of 12 to 21% by weight. But in many communities, particularly in the west central and south central states of the American heartland, implementation of such programs will result in a net increase in solid waste management costs. Case studies of four communities in Oklahoma are used to estimate the potential increase in first-year net costs that would result from implementing a combined recycling and yard waste composting program. The results are compared to survey data from Oklahoma and Florida that define the amount residents are likely to be willing to pay for the benefits of recycling. The potential to close the apparent willingness-to-pay gap through state subsidies is then assessed. Where state capital grants programs are insufficient to bridge the gap, and local officials are reluctant to impose costs that are not publicly supported, public education efforts will be needed to increase the value residents ascribe to the nonexclusive positive externalities and local nonmarket benefits of recycling.  相似文献
