The Klamath River once supported large runs of anadromous salmonids. Water temperature associated with multiple mainstem hydropower facilities might be one of many factors responsible for depressing Klamath salmon stocks. We combined a water quantity model and a water quality model to predict how removing the series of dams below Upper Klamath Lake might affect water temperatures, and ultimately fish survival, in the spawning and rearing portions of the mainstem Klamath. We calibrated the water quantity and quality models and applied them for the hydrometeorological conditions during a 40-year postdam period. Then, we hypothetically removed the dams and their impoundments from the models and reestimated the rivers water temperatures. The principal thermal effect of dam and reservoir removal would be to restore the timing (phase) of the rivers seasonal thermal signature by shifting it approximately 18 days earlier in the year, resulting in river temperatures that more rapidly track ambient air temperatures. Such a shift would likely cool thermal habitat conditions for adult fall chinook (Oncorhynchus tshawytscha) during upstream migration and benefit mainstem spawning. By contrast, spring and early summer temperatures could be warmer without dams, potentially harming chinook rearing and outmigration in the mainstem. / There are tens of thousands of small dams in the United States; many of these aging structures are deteriorating. Governments and dam owners face decisions regarding repair or removal of these structures. Along with the many benefits society derives from dams and their impoundments, numerous recent ecological studies are revealing the extensive alteration and degradation of river ecosystems by dams. Dam removal-a principal restoration strategy-is an infrequent event. The major reasons for removal have been public safety and the high costs associated with repair; the goal of river ecosystem restoration now warrants greater attention. Substantial study is being given to the environmental aspects of dams and dam removals, but very little attention has been given to the socioeconomic and institutional dimensions associated with the removal of dams, although these factors play a significant role in the removal decision-making process. Based on a case study of dam removals in Wisconsin-where more than 30 of the state's 3600 small dams have been removed in the past few decades-legal, financial, and socioeconomic issues associated with dam removal are documented and assessed. Dam removal has been complex and contentious, with limited community-based support for removal and loss of the impounded waters. In cases examined here, the estimated costs of repairing a dam averaged more than three times the cost of removal. The availability of governmental financing has been a key determinant in removal decisions. Watershed-scale ecological considerations are not major factors for most local interests. As watershed management and restoration increasingly include dam removal options as part of an integrated strategy, more attention will need to be focused on socioeconomic factors and stakeholder perspectives-variables that strongly influence the viability of this management alternative.KEY WORDS: Dam removal; River restoration; Institutions; Stakeholders 相似文献

A Water Quality Index Applied to an International Shared River Basin: The Case of the Douro River 总被引:2,自引:0,他引:2
A Water Quality Index (WQI) is a numeric expression used to evaluate the quality of a given water body and to be easily understood
by managers. In this study, a modified nine-parameter Scottish WQI was used to assess the monthly water quality of the Douro
River during a 10-year period (1992–2001), scaled from zero (lowest) to 100% (highest). The 98,000 km2 of the Douro River international watershed is the largest in the Iberian Peninsula, split between upstream Spain (80%) and
downstream Portugal (20%). Three locations were surveyed: at the Portuguese–Spanish border, 350 km from the river mouth; 180
km from the mouth, where the river becomes exclusively Portuguese; and 21 km from the mouth. The water received by Portugal
from Spain showed the poorest quality (WQI 47.3 ± 0.7%); quality increased steadily downstream, up to 61.7 ± 0.7%. In general,
the water quality at all three sites was medium to poor. Seasonally, water quality decreased from winter to summer, but no
statistical relationship between quality and discharge rate could be established. Depending on the location, different parameters
were responsible for the episodic decline of quality: high conductivity and low oxygen content in the uppermost reservoir,
and fecal coliform contamination downstream. This study shows the need to enforce the existing international bilateral agreements
and to implement the European Water Quality Directive in order to improve the water quantity and quality received by the downstream
country of a shared watershed, especially because two million inhabitants use the water from the last river location as their

This article examines the role of science in environmental reporting in a number of British newspapers. The findings indicated that in reporting about global warming and climate change, the views of scientists were used to give legitimacy to the content of articles. However, in both the tabloids and broadsheets, there was little evidence provided, in the form of data, to substantiate the claims being made. Furthermore, uncertainties about global warming were not explored effectively. Newspaper reports tended to focus on the potential consequences of global warming, but made little attempt to address the suspected causes that would inevitably involve criticism of highly consumptive lifestyles in the west. 相似文献

Alberta is the province with the largest CO2 emissions in Canada, with approximately two-thirds of emissions originating from large stationary sources. Due to the fortuitous association of large CO2 sources with the storage capacity offered by the underlying Alberta basin, it is expected that large-scale CO2 geological storage in Canada will occur in Alberta first, and both levels of governments are contemplating measures to facilitate implementation. A review of the current provincial and federal legislation and regulations presented in this paper indicates that the existing legal and regulatory regime is reasonably sufficient, with some modifications, to accommodate the active injection phase of CO2 capture and storage (CCS) operations, and the early takers of this new technology. However, governments in Alberta and Canada, and likely everywhere, need to address several pressing issues dealing mainly with the CCS post-operational phase. These issues, reviewed in this paper from an Alberta and Canadian perspective, fall into several categories: jurisdictional, property (ownership), regulatory and liability. Because Alberta is a landlocked province, matters relating to CO2 storage under the seabed will not be addressed here except when discussing matters of jurisdiction and CO2 classification. Possible models for post-injection liability transfer to the state are also presented. Although this review is focused on western Canada conditions, the issues are broad enough to be of interest in other jurisdictions, which may also adopt parts of the legal and regulatory framework that is quite well developed in Alberta. 相似文献

It is widely accepted that wetland ecosystems are under threat worldwide. Many communities are now trying to establish wetland
rehabilitation programs, but are confounded by a lack of objective information on wetland condition or significance. In this
study, a multi-criteria decision-making method, TOPSIS (the Technique for Order Preference by Similarity to Ideal Solution),
was adapted to assist in the role of assessing wetland condition and rehabilitation priority in the Clarence River Catchment
(New South Wales, Australia). Using 13 GIS data layers that described wetland character, wetland protection, and wetland threats,
the wetlands were ranked in terms of condition. Through manipulation of the original model, the wetlands were prioritized
for rehabilitation. The method offered a screening tool for the managers in choosing potential candidate wetlands for rehabilitation

The Balbina Dam in Brazil's state of Amazonas floods 2360 km2 of tropical forest to generate an average of only 112.2 MW of electricity. The flat topography and small size of the drainage basin make output small. Vegetation has been left to decompose in the reservoir, resulting in acidic, anoxic water that will corrode the turbines. The shallow reservoir contains 1500 islands and innumerable stagnant bays where the water's residence time will be even longer than the average time of over one year. Balbina was built to supply electricity to Manaus, a city that has grown so much while the dam was under construction that other alternatives are already needed. Government subsidies explain the explosive growth, including Brazil's unified tariff for electricity. Alternative power sources for Manaus include transmission from more distant dams or from recently discovered oil and natural gas deposits. Among Balbina's impacts are loss of potential use of the forest and displacement of about one third of the surviving members of a much-persecuted Amerindian tribe: the Waimiri-Atroari. The dam was closed on 1 October 1987 and the first of five generators began operation in February 1989. The example of Balbina points to important ways that the decision-making process could be improved in Brazil and in the international funding agencies that have directly and indirectly contributed to the project. Environmental impact analyses must be completed prior to decisions on overall project implementation and must be free of influence from project proponents. The current environmental impact assessment system in Brazil, as in many other countries, has an undesirable influence on science policy, in addition to failing to address the underlying causes of environmentally destructive development processes and inability to halt irreversible projects like Balbina. 相似文献

The authors' personal experience in watershed planning and decision making in the agricultural Midwest is described to illustrate
how: (1) formalization of the process of community-based management is not sufficient to guarantee that local people will
meaningfully consider scientific information and opinion when making decisions about watersheds, and (2) genuine social interaction
between scientists and nonscientists requires a considerable investment of time and energy on the part of the scientist to
develop personal relationships with nonscientists based on trust and mutual exchange of information. This experience provides
the basis for developing a general conceptual model of the interaction between scientists and nonscientists in community-based
watershed management in the agricultural Midwest.
An important aspect of integrating science effectively into community-based decision making is the need to revise existing
concepts to accommodate place-based contexts. Stream naturalization is introduced as an alternative to stream restoration
and rehabilitation, which are viewed as inappropriate management strategies in human-dominated environments. Stream naturalization
seeks to establish sustainable, morphologically and hydraulically varied, yet dynamically stable fluvial systems that are
capable of supporting healthy, biologically diverse aquatic ecosystems. This general goal is consistent with the types of
stream-management practices emerging from community-based decision making in human-dominated, agricultural landscapes. Further
research on the linkages between geomorphological and ecological dynamics of human-modified agricultural streams over multiple
spatial and temporal scales is needed to provide a sound scientific framework for stream naturalization. 相似文献

Despite increasingly large investments, the potential ecological effects of river restoration programs are still small compared
to the degree of human alterations to physical and ecological function. Thus, it is rarely possible to “restore” pre-disturbance
conditions; rather restoration programs (even large, well-funded ones) will nearly always involve multiple small projects,
each of which can make some modest change to selected ecosystem processes and habitats. At present, such projects are typically
selected based on their attributes as individual projects (e.g., consistency with programmatic goals of the funders, scientific
soundness, and acceptance by local communities), and ease of implementation. Projects are rarely prioritized (at least explicitly)
based on how they will cumulatively affect ecosystem function over coming decades. Such projections require an understanding
of the form of the restoration response curve, or at least that we assume some plausible relations and estimate cumulative
effects based thereon. Drawing on our experience with the CALFED Bay-Delta Ecosystem Restoration Program in California, we
consider potential cumulative system-wide benefits of a restoration activity extensively implemented in the region: isolating/filling
abandoned floodplain gravel pits captured by rivers to reduce predation of outmigrating juvenile salmon by exotic warmwater
species inhabiting the pits. We present a simple spreadsheet model to show how different assumptions about gravel pit bathymetry
and predator behavior would affect the cumulative benefits of multiple pit-filling and isolation projects, and how these insights

The Colorado River Municipal Water District (CRMWD) of Big Spring, Texas, planned to construct the Stacy Reservoir and Dam on the Colorado River near Paint Rock, Texas, yet needed a Section 404 permit from the US Army Corps of Engineers pursuant to the Clean Water Act. In 1986 the Concho water snake (Nerodia harteri paucimaculata) was listed as threatened under the Endangered Species Act (ESA). Much of its remaining range included the stretch of the Colorado River that would be flooded by the proposed dam. After initially rejecting CRMWD proposals for mitigation, and informing the Corps of Engineers that it would issue a jeopardy opinion regarding the 404 permit pursuant to Section 7 of the ESA, the US Fish and Wildlife Service reversed its stand. The final biological opinion stated that reasonable and prudent alternatives previously rejected as unfeasible would remove the threat of jeopardy. This paper concludes that experimental management techniques proposed by FWS to allow dam construction do not adequately ensure survival of the Concho water snake and an alternative water source should have been found. 相似文献

Following the intent of the National Environmental Policy Act of 1969, many states have adopted policies and procedures directing state agencies and local government units to evaluate the potential environmental impacts of development projects prior to their undertaking. In contrast to a rich literature on federal requirements, current understanding of state environmental review is narrowly focused and outdated. This paper seeks to provide information on the landscape of state environmental review policy frameworks. The paper identifies 37 states with formal environmental review requirements through a document review of state statutes, administrative rules and agency-prepared materials, and confirms this finding through a survey of state administrators. A two-tier classification is used to distinguish states based on the approach taken to address environmental review needs and the scope and depth of relevant policies and procedures implemented. This paper also provides a discussion of policy and programme attributes that may contribute to effective practice, and of the potential for adopting relevant legislation in states where environmental review is currently lacking. 相似文献

Development projects are rapidly changing the landscape in Brazilian Amazonia. Environmental impact assessments have been required since 1986, and the regulatory system is evolving as precedents are set by each new development project. The Jatapu Dam in Roraima provides an illustration of underlying impediments to assessment of environmental costs and to due consideration being given to these assessments when decisions are made. The high priority placed on the dam by the Roraima state government is unexplainable in terms of economic returns. The place of the dam in a long-term political strategy provides the best of several possible explanations, any one of which is incompatible with a rational weighing of economic and environmental costs and benefits. A number of lessons can be drawn from the experience of Jatapu, but some of the problems have no solution. The barriers to rational decision making illustrated by Jatapu apply to development projects in many parts of the world. 相似文献

Arid zone rivers have highly variable flow rates, and flood control projects are needed to protect adjacent property from
flood damage. On the other hand, riparian corridors provide important wildlife habitat, especially for birds, and riparian
vegetation is adapted to the natural variability in flows on these rivers. While environmental and flood control goals might
appear to be at odds, we show that both goals can be accommodated in the Limitrophe Region (the shared border between the
United States and Mexico) on the Lower Colorado River. In 1999, the International Boundary and Water Commission proposed a
routine maintenance project to clear vegetation and create a pilot channel within the Limitrophe Region to improve flow capacity
and delineate the border. In 2000, however, Minute 306 to the international water treaty was adopted, which calls for consideration
of environmental effects of IBWC actions. We conducted vegetation and bird surveys within the Limitrophe and found that this
river segment is unusually rich in native cottonwood and willow trees, marsh habitat, and resident and migratory birds compared
to flow-regulated segments of river. A flood-frequency analysis showed that the existing levee system can easily contain a
100 year flood even if vegetation is not removed, and the existing braided channel system has greater carrying capacity than

通过对湘江株洲段6个监测断面左右两岸共32个底泥样品重金属Pb,Zn,Cd,As,Hg和Cr质量比进行分析研究,并进行潜在生态风险评价。结果表明:霞湾断面是重金属富集最严重的断面;Cd,Hg和As的含量均超过GB15618—1995三级标准和长沙-湘潭-株洲3市土壤背景值;重金属含量大部分分布特征为右岸高于左岸;从重金属污染的潜在生态风险看,湘江株洲段各监测断面潜在生态风险都很高;各重金属元素对生态风险影响程度从大到小的顺序为:Hg〉Cd〉As〉Pb〉Zn〉Cr。 相似文献
