Balancing Army and Endangered Species Concerns: Green vs. Green   总被引:1,自引:0,他引:1  
A number of endangered, threatened, or at-risk species have been identified on US Army training bases. Before further training is restricted or curtailed under provisions of the US Endangered Species Act (ESA), the Army can explore available proactive options for providing habitat protection and mitigation. This paper investigates the possibility of an Army habitat acquisition program to acquire (by lease or purchase) buffer zones of at-risk species' habitat around its bases and away from training. To identify the most cost-effective manner for acquiring habitat, auction market experiments are utilized for analyzing program design. Laboratory auction experiments provide a powerful and low-cost vehicle for investigating ex ante program design issues. We find the discriminative, as opposed to a uniform price, auction with a minimum quantity requirement to be the least-cost mechanism.  相似文献

This particular recovery program actually began before passage of the federal ESA, when biologists alerted the Michigan Department of Natural Resources of the perilously low population of this bird, which only breeds under jack pine (Pinus banksiana) trees in Michigan. By the time an ESA Recovery Team was formed for this bird in 1975 (the first such team created under the ESA), a legacy of consensus and interagency cooperation was well established. This has led to successful efforts at habitat management and control of its nest parasite, the brown-headed cowbird (Molothrus ater). While the Kirtland's warbler is not yet recovered, its population is near an all-time high, and its recovery is possible within the next decade. When (and if) this happens, it will be clearly attributable to this successful model of federalism for natural resources management.  相似文献

/ Adaptive ecosystem management seeks to sustain ecosystems while extracting or using natural resources. The goal of endangered species management under the Endangered Species Act is limited to the protection and recovery of designated species, and the act takes precedence over other policies and regulations guiding ecosystem management. We present an example of conflict between endangered species and ecosystem management during the first planned flood on the Colorado River in Grand Canyon in 1996. We discuss the resolution of the conflict and the circumstances that allowed a solution to be reached. We recommend that adaptive management be implemented extensively and early in ecosystem management so that information and working relationships will be available to address conflicts as they arise. Though adaptive management is not a panacea, it offers the best opportunity for balanced solutions to competing management goals.  相似文献

/ This paper explores the new politics of western water policy through an examination of the Animas-La Plata water project and implementation of the Endangered Species Act. It is suggested that the focus of western water programming has shifted from the source of distributed funds, the United States Congress, to the agencies originally created to deliver federal benefits because funding for new project construction has not been forthcoming. Under this new system, members of Congress continue to excite their constituents with promises of money for new project starts, while the administrative agencies perform the myriad duties needed to keep these projects alive. The result is that political objectives have replaced operational/management objectives in administrative processes. In this case, the author demonstrates how resource managers in the Bureau of Reclamation manipulated hydrological analysis to control administrative process, why their manipulation was unfair, and perhaps illegal, and why biologists from the US Fish and Wildlife Service accepted the analysis. While ostensibly protecting all interests, the result is that none of the objectives of federal water programming are achieved. This article describes the history of the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP), in the Riverside County region of Southern California. When this collaborative biodiversity conservation planning process began, in 1994, local participants and supporters had numerous factors working in their favor. Yet, as of April 2007, nearly 13 years had passed without an approved plan. This is a common problem. Many multiple species habitat conservation plans now take more than a decade to complete, and the long duration of these processes often results in negative consequences. The CVMSHCP process became bogged down—despite strong scientific input and many political advantages—due to problematic relationships between the Plan’s local supporters, its municipal signatory parties, and officials from the state and federal wildlife agencies, particularly the regional office of the US Fish and Wildlife Service. This case study demonstrates the crucial importance of institutional structures and relationships, process management, and timeliness in habitat conservation planning. We conclude by offering several related recommendations for future HCP processes.  相似文献

We sent out a targeted questionnaire to organizations and private individuals across the UK that have expressed an interest in squirrel management and conservation. Respondents were asked to evaluate shooting, trapping, poisoning and immunocontraception (IMC), according to their perceived efficacy, cost efficiency, and whether they were considered to be humane. The majority of both professionals and enthusiasts indicated support for grey squirrel control to help conserve red squirrels and to reduce economic damage to timber crops. Respondents\' comparative evaluations of current forms of control showed that trapping is the most acceptable method. When IMC is compared with the other methods, it was considered to be more humane and acceptable. In contrast, poisoning was seen as humane or acceptable by the fewest respondents. Furthermore, poisoning elicited the greatest difference in opinion between the professional and enthusiast groups. This difference (34\%) may be interpreted partly as concern over the type of death that results from poisoning and partly as due to the possibility of poisoning nontarget species. Our findings indicate a need for more public information regarding secondary poisoning hazards to other species and their predators. Interest and concern about squirrel control correlated with the overlap between contemporary areas of distribution of the two species. It is these areas where consultation and education programs about control methods should be targeted. This research indicates that there would be support for grey squirrel control using IMC from both lay and professional interest groups. It demonstrates the existence of a sound basis for constructive dialog that can lead to the design and implementation of acceptable and efficient control strategies.  相似文献
