Abstract: Market‐like trading programs for water quality management begin with enforceable limits on the amount of the pollutant allowed in a watershed. Properly designed market‐like trading programs then create incentives for dischargers to reduce nutrient control costs over time by making pollution prevention innovations. However, the structure of the Clean Water Act can be a barrier to establishing market‐like trading programs. First, we describe the general features and advantages of market‐like trading programs. Then we offer practical suggestions for bringing market‐like design concepts to nutrient trading programs within the existing legal and regulatory setting. 相似文献

Abstract: On a nationwide basis, few stream restoration projects have long‐term programs in place to monitor the effects of floods on channel and floodplain configuration and floodplain vegetation, but long‐term and event‐based monitoring is required to measure the effects of these stochastic events and to use the knowledge for adaptive management and the design of future projects. This paper describes a long‐term monitoring effort (15 years) on a stream restoration project in Glen Creek in Denali National Park and Preserve in Alaska. The stream channel and floodplain of Glen Creek had been severely degraded over a period of 80 years by placer mining for gold, which left many reaches with unstable and incised streambeds without functioning vegetated floodplains. The objectives of the original project, initiated in 1991, were to develop and test methods for the hydraulic design of channel and floodplain morphology and for floodplain stabilization and riparian habitat recovery, and to conduct research and monitoring to provide information for future projects in similar degraded watersheds. Monitoring methods included surveyed stream cross‐sections, vegetation plots, and aerial, ground, and satellite photos. In this paper we address the immediate and outlying effects of a 25‐year flood on the stream and floodplain geometry and riparian vegetation. The long‐term monitoring revealed that significant channel widening occurred following the flood, likely caused by excessive upstream sediment loading and the fairly slow development of floodplain vegetation in this climate. Our results illustrated design flaws, particularly in regard to identification and analysis of sediment sources and the dominant processes of channel adjustment. 相似文献

A critical analysis shows that these claims for current water quality trading programs are often unrealized. This rhetoric, without adherence to principles of market‐like reform, can undermine the support of regulated parties for meaningful water quality policy reform, contribute to missed opportunities to implement cost‐effective programs, and postpone successfully meeting the challenge of limiting nonpoint source discharges. A better understanding and application of market‐like principles can result in an improved design of trading as well as general water quality management programs. 相似文献

Abstract: Riparian buffer forests and vegetative filter strips are widely recommended for improving surface water quality, but grass‐shrub riparian buffer system (RBSs) are less well studied. The objective of this study was to assess the influence of buffer width and vegetation type on the key processes and overall reductions of total suspended solids (TSS), phosphorus (P), and nitrogen (N) from simulated runoff passed through established (7‐year old) RBSs. Nine 1‐m RBS plots, with three replicates of three vegetation types (all natural selection grasses, two‐segment buffer with native grasses and plum shrub, and two‐segment buffer with natural selection grasses and plum shrub) and widths ranging from 8.3 to 16.1 m, received simulated runoff having 4,433 mg/l TSS from on‐site soil, 1.6 mg/l total P, and 20 mg/l total N. Flow‐weighted samples were collected by using Runoff Sampling System (ROSS) units. The buffers were very efficient in removal of sediments, N, and P, with removal efficiencies strongly linked to infiltration. Mass and concentration reductions averaged 99.7% and 97.9% for TSS, 91.8% and 42.9% for total P, and 92.1% and 44.4% for total N. Infiltration alone could account for >75% of TSS removal, >90% of total P removal, and >90% of total N removal. Vegetation type induced significant differences in removal of TSS, total P, and total N. These results demonstrate that adequately designed and implemented grass‐shrub buffers with widths of only 8 m provide for water quality improvement, particularly if adequate infiltration is achieved. 相似文献

Continuous streamflow and mixed‐frequency water quality datasets were collected from nine commercial poultry‐pasture (AG) and three forested (FORS) headwater streams (2.4‐44 ha) in the upper Etowah River basin of Georgia to estimate total P (TP) loads and examine variability of hydrologic response and water quality of storm and nonstorm‐flow regimes. Data collection duration ranged from 18 to 22 months, and approximately 1,600 water quality samples were collected. Significant (p < 0.1) inverse relationships were detected between peak flow response variables and both drainage area and fraction of forest cover. Order‐of‐magnitude differences in TP and dissolved reactive P (DRP) concentration were observed between AG and FORS sites and among AG sites. TP yields of FORS sites ranged from 0.01 to 0.1 kg P/ha. Yields of AG sites ranged from 0.031 to 3.17 kg P/ha (median = 0.354 kg P/ha). With 95% confidence intervals, AG yields ranged from 0.025 to 13.1 kg P/ha. These small‐watershed‐scale yields were similar to field‐scale yields measured in other studies in other regions. TP yields were significantly related to area‐weighted Mehlich‐1 soil test P concentrations (p = 0.0073) and base‐flow water sample P concentrations (p ≤ 0.0005). Water quality sampling during base‐flow conditions may be a useful screening tool for P risk‐based management programs. 相似文献

Abstract: Nonpoint source pollution, which contributes to contamination of surface waters, is difficult to control. Some pollutants, particularly nitrate (), are predominantly transmitted through ground water. Riparian buffer zones have the potential to remove contaminants from ground water and reduce the amount of that enters surface water. This is a justification for setting aside vegetated buffer strips along waterways. Many riparian zone hydrologic models assume uniform ground‐water flow through organic‐rich soil under reducing conditions, leading to effective removal of ground‐water prior to discharge into a stream. However, in a small first‐order stream in the mid‐Atlantic coastal plain, base‐flow generation was highly variable (spatially and temporally). Average base‐flow loads were greater in winter than summer, and higher during a wetter year than in dryer years. Specific sections of the stream consistently received greater amounts of high ground water than others. Areas within the riparian zone responsible for most of the exported from the watershed are termed “critical areas.” Over this 5‐year study, most of the exported during base flow originated from a critical area comprising less than 10% of the total riparian zone land area. Allocation of resources to address and improve mitigation function in critical areas should be a priority for continued riparian zone research. 相似文献

DOI: 10.1111/jawr.12006 Abstract: Results from the Upper Midwest Major River Basin (MRB3) SPARROW model and underlying Fluxmaster load estimates were compared with detailed data available in the Lake Erie and Ohio River watersheds. Fluxmaster and SPARROW estimates of tributary loads tend to be biased low for total phosphorus and high for total nitrogen. These and other limitations of the application led to an overestimation of the relative contribution of point sources vs. nonpoint sources of phosphorus to eutrophication conditions in Lake Erie, when compared with direct estimates for data‐rich Ohio tributaries. These limitations include the use of a decade‐old reference point (2002), lack of modeling of dissolved phosphorus, lack of inclusion of inputs from the Canadian Lake Erie watersheds and from Lake Huron, and the choice to summarize results for the entire United States Lake Erie watershed, as opposed to the key Western and Central Basin watersheds that drive Lake Erie’s eutrophication processes. Although the MRB3 SPARROW model helps to meet a critical need by modeling unmonitored watersheds and ranking rivers by their estimated relative contributions, we recommend caution in use of the MRB3 SPARRROW model for Lake Erie management, and argue that the management of agricultural nonpoint sources should continue to be the primary focus for the Western and Central Basins of Lake Erie. 相似文献

Abstract: In efforts to control the degradation of water quality in Lake Tahoe, public agencies have monitored surface water discharge and concentrations of nitrogen, phosphorus, and suspended sediment in two separate sampling programs. The first program focuses on 20 watersheds varying in size from 162 to 14,000 ha, with continuous stream gaging and periodic sampling; the second focuses on small urbanized catchments, with automated sampling during runoff events. Using data from both programs, we addressed the questions (1) what are the fluxes and concentrations of nitrogen and phosphorus entering the lake from surface runoff; (2) how do the fluxes and concentrations vary in space and time; and (3) how are they related to land use and watershed characteristics? To answer these questions, we calculated discharge‐weighted average concentrations and annual fluxes and used multiple regression to relate those variable to a suite of GIS‐derived explanatory variables. The final selected regression models explain 47‐62% of the variance in constituent concentrations in the stormwater monitoring catchments, and 45‐72% of the variance in mean annual yields in the larger watersheds. The results emphasize the importance of impervious surface and residential density as factors in water quality degradation, and well‐developed soil as a factor in water quality maintenance. 相似文献

DOI: 10.1111/j.1752‐1688.2012.00662.x Abstract: Spatially detailed mass‐loading studies and solute‐transport modeling using OTIS (One‐dimensional Transport with Inflow and Storage) demonstrate how natural attenuation and loading from distinct and diffuse sources control stream water quality and affect load reductions predicted in total maximum daily loads (TMDLs). Mass‐loading data collected during low‐flow from Cement Creek (a low‐pH, metal‐rich stream because of natural and mining sources, and subject to TMDL requirements) were used to calibrate OTIS and showed spatially variable effects of natural attenuation (instream reactions) and loading from diffuse (groundwater) and distinct sources. OTIS simulations of the possible effects of TMDL‐recommended remediation of mine sites showed less improvement to dissolved zinc load and concentration (14% decrease) than did the TMDL (53‐63% decrease). The TMDL (1) assumed conservative transport, (2) accounted for loads removed by remediation by subtracting them from total load at the stream mouth, and (3) did not include diffuse‐source loads. In OTIS, loads were reduced near their source; the resulting concentration was decreased by natural attenuation and increased by diffuse‐source loads during downstream transport. Thus, by not including natural attenuation and loading from diffuse sources, the TMDL overestimated remediation effects at low flow. Use of the techniques presented herein could improve TMDLs by incorporating these processes during TMDL development. 相似文献

Abstract: A nitrogen (N) mass‐balance budget was developed to assess the sources of N affecting increasing ground‐water nitrate concentrations in the 960‐km2 karstic Ichetucknee Springs basin. This budget included direct measurements of N species in rainfall, ground water, and spring waters, along with estimates of N loading from fertilizers, septic tanks, animal wastes, and the land application of treated municipal wastewater and residual solids. Based on a range of N leaching estimates, N loads to ground water ranged from 262,000 to 1.3 million kg/year; and were similar to N export from the basin in spring waters (266,000 kg/year) when 80‐90% N losses were assumed. Fertilizers applied to cropland, lawns, and pine stands contributed about 51% of the estimated total annual N load to ground water in the basin. Other sources contributed the following percentages of total N load to ground water: animal wastes, 27%; septic tanks, 12%; atmospheric deposition, 8%; and the land application of treated wastewater and biosolids, 2%. Due to below normal rainfall (97.3 cm) during the 12‐month rainfall collection period, N inputs from rainfall likely were about 30% lower than estimates for normal annual rainfall (136 cm). Low N‐isotope values for six spring waters (δ15N‐NO3 = 3.3 to 6.3‰) and elevated potassium concentrations in ground water and spring waters were consistent with the large N contribution from fertilizers. Given ground‐water residence times on the order of decades for spring waters, possible sinks for excess N inputs to the basin include N storage in the unsaturated zone and parts of the aquifer with relatively sluggish ground‐water movement and denitrification. A geographical‐based model of spatial loading from fertilizers indicated that areas most vulnerable to nitrate contamination were located in closed depressions containing sinkholes and other dissolution features in the southern half of the basin. 相似文献

DOI: 10.1111/j.1752‐1688.2011.00554.x Abstract: This paper reviews New Zealand’s National Rivers Water Quality Network (NRWQN), which is now in its third decade of monitoring. The NRWQN is noteworthy for being operationally stable throughout its history, and the resulting consistency is increasingly valuable for detecting water quality trends and for “anchoring” temporary special purpose monitoring campaigns. The NRWQN was carefully designed following considerable effort to learn from monitoring experiences elsewhere. Monthly visits are made to 77 sites (all near hydrometric stations) on 35 river systems that cumulatively drain about one half of the national landscape. “Core” (routinely measured) variables are: conductivity, pH, temperature, dissolved oxygen, visual clarity, turbidity, colored dissolved organic matter, fecal indicator bacteria, and different forms of nitrogen and phosphorus (italics indicate field measurements). Associated benthic biological monitoring comprises monthly visual assessment of periphyton and annual sampling for macro‐invertebrates. We overview the conception, design, initiation, and operational history of the NRWQN, and highlight the diverse applications of its datasets including numerous scientific applications, national‐scale modeling of material fluxes, and state‐of‐environment reporting and practical water management at both regional and national scale. The qualified success of the NRWQN can probably be attributed to careful (and parsimonious) design and consistent operation. 相似文献

To assess historical loads of nitrogen (N), phosphorus (P), and suspended sediment (SS) from the nontidal Chesapeake Bay watershed (NTCBW), we analyzed decadal seasonal trends of flow‐normalized loads at the fall‐line of nine major rivers that account for >90% of NTCBW flow. Evaluations of loads by season revealed N, P, and SS load magnitudes have been highest in January‐March and lowest in July‐September, but the temporal trends have followed similar decadal‐scale patterns in all seasons, with notable exceptions. Generally, total N (TN) load has dropped since the late 1980s, but particulate nutrients and SS have risen since the mid‐1990s. The majority of these rises were from Susquehanna River and relate to diminished net trapping at the Conowingo Reservoir. Substantial rises in SS were also observed, however, in other rivers. Moreover, the summed rise in particulate P load from other rivers is of similar magnitude as from Susquehanna. Dissolved nutrient loads have dropped in the upland (Piedmont and above) rivers, but risen in two small rivers in the Coastal Plain affected by lagged groundwater input. In addition, analysis of fractional contributions revealed consistent N trends across the upland watersheds. Finally, total N:total P ratios have declined in most rivers, suggesting the potential for changes in nutrient limitation. Overall, this integrated study of historical data highlights the value of maintaining long‐term monitoring at multiple watershed locations. 相似文献

Here, water balance, based on mass conservation, is utilized to systemically develop three levels of composite efficiency indicators for a WRS, which are configurable based on two types of water totals: total inflow and total consumption (outflow that effectively is not available for reuse). The indices characterize hydrology of an area by including in their formulations the flow dynamics at three integrated levels. Furthermore, the usefulness of water is incorporated into the indicators by defining two weights: one for quality, and the other for beneficial attributes of water use. Usefulness Criterion is the product of quality and beneficial weights, emphasizing the equal significance of the two dimensions. Both of these weights depend on the system itself and the priorities of the supervising organization, which also are shaped by the objectives and values of the given society. These concepts lead to the definition of Macro, Meso, and Micro‐Efficiencies, which form a set of integrated indicators that explicitly promotes stakeholder involvement in evaluation and design of WRSs. Macro, Meso, and Micro‐Efficiencies should be maximized for both water totals, which is an integrated prerequisite for sustainability and is less promoted by competing stakeholders. To demonstrate this new framework, it is applied to published data for urban and agricultural cases and some results are explained. 相似文献

DOI: 10.1111/j.1752‐1688.2011.00583.x Abstract: SPAtially Referenced Regressions On Watershed attributes (SPARROW) models were developed to estimate nutrient inputs [total nitrogen (TN) and total phosphorus (TP)] to the northwestern part of the Gulf of Mexico from streams in the South‐Central United States (U.S.). This area included drainages of the Lower Mississippi, Arkansas‐White‐Red, and Texas‐Gulf hydrologic regions. The models were standardized to reflect nutrient sources and stream conditions during 2002. Model predictions of nutrient loads (mass per time) and yields (mass per area per time) generally were greatest in streams in the eastern part of the region and along reaches near the Texas and Louisiana shoreline. The Mississippi River and Atchafalaya River watersheds, which drain nearly two‐thirds of the conterminous U.S., delivered the largest nutrient loads to the Gulf of Mexico, as expected. However, the three largest delivered TN yields were from the Trinity River/Galveston Bay, Calcasieu River, and Aransas River watersheds, while the three largest delivered TP yields were from the Calcasieu River, Mermentau River, and Trinity River/Galveston Bay watersheds. Model output indicated that the three largest sources of nitrogen from the region were atmospheric deposition (42%), commercial fertilizer (20%), and livestock manure (unconfined, 17%). The three largest sources of phosphorus were commercial fertilizer (28%), urban runoff (23%), and livestock manure (confined and unconfined, 23%). 相似文献

Abstract: Differences in the storm‐event responses of dissolved organic carbon (DOC) and nitrogen (DON) in streamflow and ground water were evaluated for a glaciated forested watershed in western New York. Eight to ten storm events with varying rainfall amounts, intensities, and antecedent moisture conditions were studied for three catchments (1.6, 3.4, and 696 ha) over a three‐year period (2003‐2005). Concentrations of DOC in streamflow exiting the catchments were significantly higher for storm events following a dry period, whereas no similar response was observed for DON. Highest DON concentrations in streamflow were typically associated with storm events following wet antecedent moisture conditions. In addition to antecedent moisture conditions, DOC concentrations were also positively correlated with precipitation amounts, while DON did not reveal a consistent pattern. Streamwater and ground‐water concentrations of DOC during storm events were also strongly correlated with riparian ground‐water depths but a similar relationship was not observed for DON. Ground‐water DON concentrations were also more variable than DOC. We hypothesized that the differences in DOC and DON responses stemmed from the differences in catchment sources of these solutes. This study suggests that while DOC and DON are intrinsically linked as components of dissolved organic matter, their dynamics and exports from watersheds may be regulated by a different set of mechanisms and factors. Identifying these differences is critical for developing more reliable and robust models for transport of dissolved organic matter. 相似文献
