The paper suggests that the expansion of irrigated agriculture in the 20th century has de-coupled the water user from the inherent risk of exploiting both surface and groundwater resources. The apparent reliability of storage and conveyance infrastructure and the, relative cheapness and flexibility of groundwater exploitation offered by mechanised drilling and pumping have sheltered the end user from natural hydrological risk. The imperative for in-field irrigation efficiency has been effectively removed since the physical and economic management of the resource is determined by command area authorities or, in the case of some groundwater pumping, by the performance of power utilities, who have no direct interest in integrated resource conservation. As a result, the resource base has been degraded, and in some cases irreparable damage has occurred. It is argued that the rigidity of the resource management in many irrigation systems is not attuned to the inherent variability of natural systems upon which they depend. Further, the paper argues that irrigation management systems can work toward sustainability by spreading risk equitably, and transparently, amongst the resource regulators, managers and users. This has to involve a much more flexible approach to natural resource management that is conditioned not only by natural parameters, but also by the socio-economic settings. A range of examples highlights the variability and scale issues involved.  相似文献

An innovative management strategy is proposed for optimized and integrated environmental management for regional or national groundwater contamination prevention and restoration allied with consideration of sustainable development. This management strategy accounts for availability of limited resources, human health and ecological risks from groundwater contamination, costs for groundwater protection measures, beneficial uses and values from groundwater protection, and sustainable development. Six different categories of costs are identified with regard to groundwater prevention and restoration. In addition, different environmental impacts from groundwater contamination including human health and ecological risks are individually taken into account. System optimization principles are implemented to accomplish decision-makings on the optimal resources allocations of the available resources or budgets to different existing contaminated sites and projected contamination sites for a maximal risk reduction. Established management constraints such as budget limitations under different categories of costs are satisfied at the optimal solution. A stepwise optimization process is proposed in which the first step is to select optimally a limited number of sites where remediation or prevention measures will be taken, from all the existing contaminated and projected contamination sites, based on a total regionally or nationally available budget in a certain time frame such as 10 years. Then, several optimization steps determined year-by-year optimal distributions of the available yearly budgets for those selected sites. A hypothetical case study is presented to demonstrate a practical implementation of the management strategy. Several issues pertaining to groundwater contamination exposure and risk assessments and remediation cost evaluations are briefly discussed for adequately understanding implementations of the management strategy.  相似文献

There is intensive cultivation of olives on sloping land in Jaen-Granada (Spain), Basilicata (Italy) and Western Crete (Greece). The intensive olive groves here are characterised by a tree density of about 250treesha(-1), yearly fertilisation and pruning, several chemical sprays for pest control, soil tillage once to thrice per year and irrigation up to 2700m(3)ha(-1)yr(-1). Intensive management results in high yields of 3600-6500kgha(-1) but also higher labour costs of 1154-1590euroha(-1)yr(-1), varying per area. The major environmental concerns in this system are related to chemical residues in the fruit, the extinction of useful insects, the depletion of groundwater resources, the pollution of soil and water and the erosion of soil. This paper describes the impact of intensive orchard management on natural resources and gives recommendations for soil and water conservation, reduction of chemicals use and biodiversity enhancement. The specific recommendations for the relevant stakeholders-farmers, technicians, agricultural services and policy makers-are based on the experimental evaluation of different agricultural practices and a socio-economic analysis of local and global production and markets.  相似文献

In a village-based watershed in Andhra Pradesh, India, it is increasingly difficult for users to access and extract groundwater for irrigation: a 'pumping race' is taking place. A move from groundwater development towards groundwater management is required, with a new perspective on options for change. Through a study of borewell technology and groundwater use, and considering new local developments in electricity supply and participatory resource management, the article argues that groundwater is a resource with 'instructions for use'. The technological dimensions of groundwater irrigation urge its study as a socio-technical process in order to design sustainable and equitable groundwater management.  相似文献

In the hard rock areas of India, overdraft of groundwater has led to negative externalities. It increased costs of groundwater irrigation and caused welfare losses. At the same time informal groundwater markets are slowly emerging and are believed to improve water distribution and to increase water use efficiency in the irrigation sector. These claims are evaluated in this study. For this purpose data was collected from a sample containing three different groups of water users: water sellers, water buyers and a control group of non-traders. First the socio-economic characteristics of these groups are compared. Then the efficiency of water use of the three groups is studied using Data Envelopment Analysis. The results indicate that groundwater markets provide resource poor farmers access to irrigation water, giving them the opportunity to raise their productivity. Water buyers are furthermore shown to be most efficient in their water use, while water sellers are also shown to be more efficient than the control group. The differences in efficiency between the groups are statistically significant. The demonstrated potential of groundwater markets to improve the efficiency of water use and to increase equity in resource access should be taken into account by the Indian government when deciding on their attitude towards the emerging groundwater markets.  相似文献

Watershed-based resource management organizations around the world are becoming more involved in groundwater management. This reflects, among other considerations, growing awareness of the critical role that these local agencies can and should play in the management of groundwater resources. Ontario's conservation authorities (CAs) are an important example. CAs are taking on new responsibilities for groundwater data collection, monitoring and planning. Unfortunately, not all local organizations are equally capable of participating effectively in groundwater management. This certainly is the case among Ontario's 38 CAs, which have highly variable levels of financial and staff resources. Local capacity for water management can be explored from the perspective of the institutional environment, the watershed community, and the financial, technical and staff resources of the organizations. This paper presents an evaluation of the groundwater management capacity of Ontario's conservation authorities, drawing on two detailed case studies (the Upper Thames River CA and the Ganaraska Region CA), and additional data gathered from all 38 CAs. Institutional issues, such as the clarity of management roles and senior government commitment to local management, as well as resourcing concerns, local working relationships, and public support, largely determine the capacity of CAs to expand their involvement in groundwater management. Strengthening the capacity of watershed-based agencies to participate in groundwater management is an important challenge in all jurisdictions, as these agencies are well placed to reinforce municipal groundwater management by identifying local needs and trends, facilitating communication and cooperation, and promoting best management practices.  相似文献

ABSTRACT: This paper describes a computer-aided tool for selecting optimal management policies involving groundwater hydraulics over a large number of management periods. The tool, referred to as DOMODF, uses a dynamic optimization algorithm linked to an existing popular groundwater flow simulation code MODFLOW. It combines the expert knowledge of management policies with the effectiveness of optimization oriented search technique. Due to the dynamic nature of the search technique implemented in DOMODF, it is effective in dealing with long-term decision making problems. DOMODF can be used as a guidance tool for finding desirable policies to achieve various groundwater management objectives, leading to considerable savings in management costs over those predicted by currently available policies that are fed into the tool as input. The preliminary test results show the promising potential of DOMODF as an effective long-term groundwater management tool.  相似文献

This paper provides an analysis of the socio-economic impacts of river restoration schemes, and is novel in considering how a wide range of socio-economic variables can be used to understand impacts on the entire resident population within an area. A control-impacted approach was applied to explore differences in socio-economic characteristics of areas within which a restoration scheme had been carried out compared to areas without such a scheme. The results show that significant differences exist between control and impacted areas for a range of socio-economic variables. However, due to constraints in the methods and the data available, there are currently limitations in the extent to which socio-economic impacts of river restoration schemes can be fully explored. Additional datasets that become available in the future may increase the ability to detect associations between improvements in the water environment and socio-economic benefits. However, whilst the secondary data used in this paper are potentially powerful, they should be used alongside other techniques for assessing the impacts of decisions as part of future frameworks to deliver sustainable water management.  相似文献

Collaborative governance is on the rise in the United States. This management approach brings together state and non-state actors for environmental decision-making, and it is frequently used in California for decisions regarding local groundwater management. This study examines groundwater decision-making groups and practices in a central California coastal community to understand whether groups meet specific collaborative governance criteria and whether and why certain subsets of the population are excluded from groundwater decision-making practices. It also identifies actions for better group inclusion. We find that small farmers, the Hispanic/Latino community, and the general public are often excluded from groundwater decision-making groups and practices due to unawareness, mistrust, and insufficient resources. Education and awareness as well as incentives could help increase inclusion. This study provides insights into more equitable groundwater decision-making groups and practices, and also calls for more critical examination of the current stakeholder approach to decision-making.  相似文献

Nitrate leaching in intensive grassland- and silage maize-based dairy farming systems on sandy soil is a main environmental concern. Here, statistical relationships are presented between management practices and environmental conditions and nitrate concentration in shallow groundwater (0.8 m depth) at farm, field, and point scales in The Netherlands, based on data collected in a participatory approach over a 7-yr period at one experimental and eight pilot commercial dairy farms on sandy soil. Farm milk production ranged from 10 to 24 Mg ha(-1). Soil and hydrological characteristics were derived from surveys and weather conditions from meteorological stations. Statistical analyses were performed with multiple regression models. Mean nitrate concentration at farm scale decreased from 79 mg L(-1) in 1999 to 63 in 2006, with average nitrate concentration in groundwater decreasing under grassland but increasing under maize land over the monitoring period. The effects of management practices on nitrate concentration varied with spatial scale. At farm scale, nitrogen surplus, grazing intensity, and the relative areas of grassland and maize land significantly contributed to explaining the variance in nitrate concentration in groundwater. Mean nitrate concentration was negatively correlated to the concentration of dissolved organic carbon in the shallow groundwater. At field scale, management practices and soil, hydrological, and climatic conditions significantly contributed to explaining the variance in nitrate concentration in groundwater under grassland and maize land. We conclude that, on these intensive dairy farms, additional measures are needed to comply with the European Union water quality standard in groundwater of 50 mg nitrate L(-1). The most promising measures are omitting fertilization of catch crops and reducing fertilization levels of first-year maize in the rotation.  相似文献

Difficulties arise when highly specialized and complex groundwater data are collected and presented in map form. This is an analysis of the map content and its presentation in the USGS Hydrological Investigation Atlas Series. Through their powers to regulate land use and their responsibilities for public water supply, local governments are critical players in groundwater protection. Unfortunately, the demands of groundwater protection are high, and many local governments do not have the ability or capacity to develop and implement appropriate management strategies. This paper analyzes groundwater protection experiences on Long Island, New York, a place where groundwater dependence is high, and threats to groundwater are serious. Long Island's experiences highlight the need to approach capacity building for groundwater protection broadly, concentrating on factors such as political commitment and citizen support; enhancement of local technical competency through linkages and support from state and federal governments; and strengthening of institutional arrangements at all levels.  相似文献

Determination of the nature and extent of the connection between groundwater and surface water is of paramount importance to managing water supplies. The development of analyses that detail the surface water‐groundwater system may lead to more effective utilization of available water. A tool was developed to help determine the effects of groundwater and surface water interactions. The software tool includes two graphic user interfaces to allow full compatibility with numerical MODFLOW groundwater models. This case study shows the tool, in conjunction with MODFLOW groundwater models and carefully designed scenarios, can successfully calculate the rates of stream‐groundwater interactions, thereby providing the basis for designating management areas with the most significant hydrologic impact. This tool can be applied in other regions with similar settings and needs for integrated water management.  相似文献

As withdrawals from deep compartmentalized aquifers increasingly exceed recharge throughout the western United States, conjunctive water use management alternatives have become an applied research priority. This study highlights both details and limitations of the role of irrigation canal seepage as groundwater recharge, revealing the regional limitations of canal seepage as a dependable source of recharge in overdrawn aquifers. A suite of geochemical indicators were used together with a numerical model to evaluate current and future management scenarios focused on recharge derived from seepage from a region‐wide irrigation canal system. Twenty‐five years of static groundwater level data were used to relate spatial trends determined using geochemistry and groundwater modeling with “on‐the‐ground” management practices, which vary based on acreage, crop, and irrigation scheduling. Increasing groundwater age determined using isotope analysis, and declines in potentiometric heads, each correlate with increasing distance from the canal reaches. Predictive modeling indicates that if pumping is gradually reduced, as has been suggested by management agencies, that recharge from canal seepage will be negligible by 2035 due to regional groundwater through‐flow and the pattern of potentiometric head recovery. Unfortunately, historic hydrographs suggest that under current groundwater development conditions most wells are not sustainable, irrespective of proximity to the canal.  相似文献

Artificial groundwater recharge plays a vital role in sustainable management of groundwater resources. The present study was carried out to identify the artificial groundwater recharge zones in Bist Doab basin of Indian Punjab using remote sensing and geographical information system (GIS) for augmenting groundwater resources. The study area has been facing severe water scarcity due to intensive agriculture for the past few years. The thematic layers considered in the present study are: geomorphology (2004), geology (2004), land use/land cover (2008), drainage density, slope, soil texture (2000), aquifer transmissivity, and specific yield. Different themes and related features were assigned proper weights based on their relative contribution to groundwater recharge. Normalized weights were computed using the Saaty’s analytic hierarchy process. Thematic layers were integrated in ArcGIS for delineation of artificial groundwater recharge zones. The recharge map thus obtained was divided into four zones (poor, moderate, good, and very good) based on their influence to groundwater recharge. Results indicate that 15, 18, 37, and 30 % of the study area falls under “poor,” “moderate,” “good,” and “very good” groundwater recharge zones, respectively. The highest recharge potential area is located towards western and parts of middle region because of high infiltration rates caused due to the distribution of flood plains, alluvial plain, and agricultural land. The least effective recharge potential is in the eastern and middle parts of the study area due to low infiltration rate. The results of the study can be used to formulate an efficient groundwater management plan for sustainable utilization of limited groundwater resources.  相似文献

The integration of socio-economic and environmental objectives is a major challenge in developing strategies for sustainable landscapes. We investigated associations between socio-economic variables, landscape metrics and measures of forest condition in the context of Portugal. The main goals of the study were to 1) investigate relationships between forest conditions and measures of socio-economic development at national and regional scales, 2) test the hypothesis that a systematic variation in forest landscape metrics occurs according to the stage of socio-economic development and, 3) assess the extent to which landscape metrics can inform strategies to enhance forest sustainability. A ranking approach and statistical techniques such as Principal Component Analysis were used to achieve these objectives. Relationships between socio-economic characteristics, landscape metrics and measures of forest condition were only significant in the regional analysis of municipalities in Northern Portugal. Landscape metrics for different tree species displayed significant variations across socio-economic groups of municipalities and these differences were consistent with changes in characteristics suggested by the forest transition model. The use of metrics also helped inform place-specific strategies to improve forest management, though it was also apparent that further work was required to better incorporate differences in forest functions into sustainability planning.  相似文献

Preventing groundwater contamination is vastly cheaper than remediation. Recognizing this, attention in water and land management agencies in North America increasingly turn to groundwater protection. Local agencies, such as municipalities and watershed management districts, are vital to successful groundwater protection, but they face daunting challenges. In the United States, senior governments have recognized these challenges and provide considerable support for local agencies. In Ontario, Canada, local agencies are, to a much greater extent, on their own. The aims in this paper are to analyze factors that shape local capacity for groundwater protection, focusing on Ontario, and to recommend avenues for capacity building. Interrelationships among five dimensions of capacity (technical, financial, institutional, social, and political) are explored through an analysis of three smaller Ontario communities: City of Guelph (population 93,400), Town of Orangeville (population 22,188), and Town of Erin (population 11,000). Size clearly influences capacity for groundwater protection. However, other considerations unrelated to size appear to be as important. These other factors include the ability to form horizontal and vertical linkages with external agencies, political leadership and commitment, and citizen involvement. Thus, smaller communities in Ontario (and other jurisdictions with limited senior government support) would do well to focus on these areas at the same time as they develop their technical, financial, and institutional capacity.  相似文献

Every year approximately half a million hectares of land are burned by wildfires in southern Europe, causing large ecological and socio-economic impacts. Climate and land use changes in the last decades have increased fire risk and danger. In this paper we review the available scientific knowledge on the relationships between landscape and wildfires in the Mediterranean region, with a focus on its application for defining landscape management guidelines and policies that could be adopted in order to promote landscapes with lower fire hazard. The main findings are that (1) socio-economic drivers have favoured land cover changes contributing to increasing fire hazard in the last decades, (2) large wildfires are becoming more frequent, (3) increased fire frequency is promoting homogeneous landscapes covered by fire-prone shrublands; (4) landscape planning to reduce fuel loads may be successful only if fire weather conditions are not extreme. The challenges to address these problems and the policy and landscape management responses that should be adopted are discussed, along with major knowledge gaps.  相似文献

Groundwater pumping depletes streamflow, which can have significant ecological impacts depending on the magnitude of depletion relative to environmental flow needs. Streamflow depletion estimates from groundwater pumping have been quantified using both analytical and numerical methods, but are not routinely compared to environmental flow needs or used in practical water management tools. Decision support tools that incorporate groundwater dynamics are becoming increasingly necessary for water managers as groundwater regulations become more important in environmental policy, particularly concerning the preservation of environmental flow needs. We develop and apply methods for a web‐based decision support tool for conjunctive groundwater and surface water management, demonstrated using a case study watershed in British Columbia, Canada. Open‐source data are analyzed with a combination of spatial algorithms and previously developed analytical models, such that the tool can be applied to other regions. Streamflow depletion estimates are calculated in four regions in the largely undeveloped Bulkley Valley, British Columbia. Our transparent methodology has geographic and data input flexibility which is a significant improvement on currently existing water management tool methods.  相似文献
