A major area of investment in data collection in developing countries has been that of nutritional surveillance and monitoring. From recent debate it is clear that there is currently no consensus on the potential role of nutritional status as an early warning indicator. The author presents a synthesis of the broad spectrum of views on the role nutritional surveillance could or should have in early warning. Conceptual problems and technical difficulties are reviewed in the light of recent experiences in Africa and Asia. The author raises a number of issues for future discussion in this ongoing debate.

GIS and local knowledge in disaster management: a case study of flood risk mapping in Viet Nam
Linking community knowledge with modern techniques to record and analyse risk related data is one way of engaging and mobilising community capacity. This paper discusses the use of the Geographic Information System (GIS) at the local level and the need for integrating modern technology and indigenous knowledge into disaster management. It suggests a way to mobilise available human and technical resources in order to strengthen a good partnership between local communities and local and national institutions. The paper also analyses the current vulnerability of two communes by correlating hazard risk and loss/damage caused by disasters and the contribution that domestic risk maps in the community can make to reduce this risk. The disadvantages, advantages and lessons learned from the GIS flood risk mapping project are presented through the case study of the Quang Tho Commune in Thua Thien Hue province, central Viet Nam.

Learning from others: the scope and challenges for participatory disaster risk assessment
Pelling M 《Disasters》2007,31(4):373-385
This paper develops a framework based on procedural, methodological and ideological elements of participatory vulnerability and risk assessment tools for placing individual approaches within the wide range of work that claims a participatory, local or community orientation. In so doing it draws on relevant experience from other areas of development practice from which the disasters field can learn. Participatory disaster risk assessments are examined for their potential to be empowering, to generate knowledge, to be scaled up, to be a vehicle for negotiating local change and as part of multiple-methods approaches to disaster risk identification and reduction. The paper is a response to an international workshop on Community Risk Assessment organised by ProVention Consortium and the Disaster Mitigation for Sustainable Livelihoods Programme, University of Cape Town. The workshop brought together practitioners and academics to review the challenges and opportunities for participatory methodologies in the field of disaster risk reduction. In conclusion the contribution made by participatory methodologies to global disaster risk reduction assessment and policy is discussed.

Social media and disasters: a functional framework for social media use in disaster planning, response, and research

A comprehensive review of online, official, and scientific literature was carried out in 2012–13 to develop a framework of disaster social media. This framework can be used to facilitate the creation of disaster social media tools, the formulation of disaster social media implementation processes, and the scientific study of disaster social media effects. Disaster social media users in the framework include communities, government, individuals, organisations, and media outlets. Fifteen distinct disaster social media uses were identified, ranging from preparing and receiving disaster preparedness information and warnings and signalling and detecting disasters prior to an event to (re)connecting community members following a disaster. The framework illustrates that a variety of entities may utilise and produce disaster social media content. Consequently, disaster social media use can be conceptualised as occurring at a number of levels, even within the same disaster. Suggestions are provided on how the proposed framework can inform future disaster social media development and research.

Conflicts and natural disaster management: a comparative study of flood control in the Republic of Korea and the United States 下载免费PDF全文
Jibum Chung 《Disasters》2016,40(3):554-572
The purpose of this research is to analyse the conflicts that arise among major stakeholders during the process of disaster management and to suggest policy recommendations for improving disaster management systems. It describes several important conflict cases that have occurred among major stakeholders, such as governments, private‐sector entities, and non‐governmental organisations, during natural disaster management. In addition, it probes the similarities and the differences between such conflicts in the Republic of Korea and the United States. The differences between them may originate from a range of factors, such as the disaster itself, cultural features, management practices, and government organisation. However, the conflicts also are very similar in some ways, as the motivations and the behaviour of stakeholders during a disaster are alike in both countries. Based on this comparison, the study presents some common and important implications for successful disaster management practices in Korea and the US, as well as in many other nations around the world.

Natural and man-made emergencies are regular occurrences in the Greater Horn of Africa region. The underlying impoverishment of whole populations is increasing, making it more difficult to distinguish between humanitarian crises triggered by shocks and those resulting from chronic poverty. Shocks and hazards can no longer be seen as one-off events that trigger a one-time response. In countries that are both poor and exposed to frequent episodes of debilitating drought or chronic conflict, information needs tend to be different from the straightforward early warning/commodity accounting models of information systems that have proven reliable in past emergencies. This paper describes the interdependent components of a humanitarian information system appropriate for this kind of complex environment, noting the analytical links between the components and operational links to programme and policy. By examining a series of case studies from the Greater Horn region, the paper demonstrates that systems lacking one or more of these components will fail to provide adequate information--and thus incur humanitarian costs. While information always comes with a cost, the price of poor information--or none--is higher. And in situations of chronic vulnerability, in which development interventions are likely to be interspersed with both safety nets and emergency interventions on a recurrent basis, investment in improved information is a good investment from both a humanitarian and a financial viewpoint.

This paper reviews climate change impacts and the existing disaster risk management system in Japan and offers the results of a structured questionnaire survey of the community leaders and disaster risk management personnel of Saijo city of Japan that assesses their perceptions about dealing with the extreme disasters by the existing disaster risk management systems. This study was inspired by the record number of typhoon landfall that has surprised the local government and communities in 2004. While unearthing the hidden vulnerabilities in cities like Saijo, this event has loosened the confidence of local communities on the disaster risk management systems. From the study, we conclude that the existing disaster risk management systems need further fillip and that the proactive community involvement in disaster risk management is still in nascent stages. Associating with the scientific community, involving the local communities (including the elderly), enhancing the redundancy in disaster risk management systems, inculcating strategic thinking and micro-level planning, conducting vulnerability assessments by considering the special circumstances including resource constraints of small cities and better policy coordination across the administrative hierarchy are some important considerations for dealing with the uncertainty brought by the extreme events.
