Effective integrated water resources management (IWRM) and developments impacting on water resources are recognized as key components of environmentally sustainable development. Istanbul (Turkey) is a very large metropolitan city with a population of approximately 14 million. Istanbul is one of the 23 megacities (metropolitan areas with a population of more than 10 million) in the world and one of the most rapidly growing cities in Europe. The annual population growth is 2.8 %. The population growth in the city is almost twice the overall rate of the whole of Turkey, because of a large in-migration. The present study is a baseline assessment of IWRM of Istanbul and also provides a critical review of Istanbul’s future challenges. The assessment is part of an action on water governance (City Blueprints) in the context of the European Innovation Partnership on Water of the European Commission. The City Blueprint indicator approach and process have been applied as first step of gaining a better understanding of IWRM and the challenges ahead. This is done by using well-established and high-quality data sets, a relatively cost-effective online survey and a relatively simple questionnaire. Istanbul has set a good example to the challenges faced in water supply in megacities, where illegal settlements on watershed zones posed a threat to scarce water resources. Despite these enormous efforts, the projected future population growth and climate change in Istanbul will necessitate further major transitions towards sustainable IWRM. This holds for all aspects of the water cycle: water quality, water quantity, water supply and sanitation, coping with extreme weather events (floods and droughts), as well as for the protection of the sources of water, i.e. ecosystem conservation. Istanbul is a place where problems emerge and solutions need to be found. The time window available to do this is rapidly closing. As such, this review of IWRM of Istanbul confirms the conclusions of the World Economic Forum that water supply is one of the top three global risks for both the impact and likelihood. Our framework has been applied for nearly 40 cities, and the results for Istanbul are discussed in the broader context of recent initiatives on water governance and smart cities by the European Commission.  相似文献

Primary purposes for catchment management are to establish a cost-effective allocation and use of its water resources and to most effectively apply measures to protect the quantity and quality of the water produced by the catchment. For the latter purpose, diffuse sources of contamination are the greatest difficulty. Diffuse (or non-point source) water pollution poses challenges for public policy and requires innovative management approaches. Solutions ultimately require behavioural change and a broad societal response, and must be flexible and adaptive to stochastic catchment conditions and to long-term trends. Internationally, new models of governance for difficult land and water resource management problems are developing. This paper reviews the characteristics of ‘wicked’ environmental management problems and the specific policy challenges posed by diffuse water pollution. A framework for action is derived and compared to the activities and outcomes of water protection in the New York City watershed. Successes to date in this case indicate that because land management and diffuse sources of pollution have a local basis, protection of water at source necessitates the fostering of local instruments for an adaptive and twin-track strategy of applied research and stakeholder deliberation, supported by multi-level partnerships and an enabling regulatory environment. Although long running, evidence from this case alone is insufficient to establish whether potential trade-offs between water protection and the economic vitality of catchment communities can be fully resolved.  相似文献

回顾总结了我国近年来在水资源配置方面的理论研究和工作进展,论述了我国水资源配置的特点及其与联合国倡导的水资源综合管理的相互关系,阐述了长江流域水资源综合管理在我国的重要地位。提出我国开展的水资源配置在重视公众参与的基础上,与水资源综合管理是一致的。长江流域水资源综合管理是一个多学科、跨学科的研究课题。流域层面的水资源综合管理是国家层面和行业层面水资源配置的基础。长江水资源综合管理应该遵循水文系统优先的原则,使水资源利用和管理在流域层面上首先达到优化状态。环境用水需求是一个重要课题,它是流域层面水资源配置的基础,急待开展大量的研究。在流域系统优先原则下,各行政区与水用户参与者在讨论和协商的基础上,确定共同的准则、目标和具体措施,在不损害它方利益的前提下都能取得自己的利益。具体细化新《水法》中提出的流域管理与行政管理相结合的原则是开展长江水资源综合管理的关键。《长江法》的制定应该为水资源综合管理提供具体的法律依据。流域与地方水利机构的体制改革是十分重要的,它应该为开展水资源综合管理创造条件。在我国国情条件下,水资源综合管理中的用户参与应该如何开展,需要研究和实践。  相似文献

Integrated water resources management (IWRM) assumes coherence between cognate aspects of water governance at the river basin scale, for example water quality, energy production and agriculture objectives. But critics argue that IWRM is often less ‘integrated’ in practice, raising concerns over inter-sectoral coherence between implementing institutions. One increasingly significant aspect of IWRM is adaptation to climate change-related risks, including threats from flooding, which are particularly salient in England. Although multiple institutional mechanisms exist for flood risk management (FRM), their coherence remains a critical question for national adaptation. This paper therefore (1) maps the multi-level institutional frameworks determining both IWRM and FRM in England; (2) examines their interaction via various inter-institutional coordinating mechanisms; and (3) assesses the degree of coherence. The analysis suggests that cognate EU strategic objectives for flood risk assessment demonstrate relatively high vertical and horizontal coherence with river basin planning. However, there is less coherence with flood risk requirements for land-use planning and national flood protection objectives. Overall, this complex governance arrangement actually demonstrates de-coherence over time due to ongoing institutional fragmentation. Recommendations for increasing IWRM coherence in England or re-coherence based on greater spatial planning and coordination of water-use and land-use strategies are proposed.

The goals of Integrated Water Resources Management (IWRM) can be achieved by embracing the principles of distributive governance, which places both customary and statutory water institutions on the same pedestal in the governance of water resources. As culture and traditions constitute intangible aspects of water resources management in rural Africa, the recognition of water governance systems grounded in local norms, which correspond better with the aspirations of local water users as against the expert-knowledge systems is desirable. Following the introduction of the statutory institutions in postcolonial Africa, customary institutions, which were once effective in regulating water resources became relegated to the background in those countries, including Botswana . Adopting a critical literature review approach, this article employs the concept of legal pluralism to analyze the institutional factors that create the disharmony between cultural and statutory water governance and management institutions. Findings indicate that water has been abstracted from its social nature and transformed into a tradable economic good. Ultimately, the local meanings and images encoded in water as a nature-given resource are overlooked, thus generating conflicts in water governance. The paper recommends the adoptions of legal pluralism under which water institutions need to embrace both customary and statutory institutions.  相似文献

In general, the issue of climate change is characterized by uncertainty, complexity, and multifacetedness. In the Netherlands, climate change is in above highly controversial. These characteristics make it difficult to realize adaptation measures that are perceived as legitimate. In this article, we analyze the main difficulties and dilemmas with regard to the issue of legitimacy in the context of climate adaptation. We conceptualize legitimacy from a legal, a planning, and a network perspective and show how the concept of legitimacy evolves within these three perspectives. From a legal perspective, the focus is on the issues of good governance. From a planning perspective, the focus is on the flexibility, learning, and governance capacity. From a network perspective, issues of dialogue, involvement, and support are important. These perspectives bring in different criteria, which are not easy compatible. We describe and illustrate these legitimacy challenges using an in-depth study of the Dutch IJsseldelta Zuid case. From our case study, we conclude that, from a legitimacy perspective, the often acclaimed necessity to be adaptive and flexible is quite problematic. The same holds true for the plea to mainstream adaptation into other policy domains. In our case study, these strategies give rise to serious challenges in relation to good governance and consensus—two indispensable cornerstones of legitimacy.  相似文献

This paper examines the weaknesses in the current understanding of Integrated Water Resources Management (IWRM) from the perspective of livelihoods. Empowering poor people, reducing poverty, improving livelihoods, and promoting economic growth ought to be the basic objectives of IWRM. But as currently understood and used, IWRM often tends to focus on second-generation issues such as cost recovery, reallocation of water to higher value uses, and environmental conservation. This paper argues that IWRM needs to be placed in the broader context of both modern Integrated Natural Resource Management (INRM) and the livelihoods approach, which together take a holistic and people-centered approach. The paper concludes with an alternative definition of IWRM as involving the promotion of human welfare, especially the reduction of poverty, encouragement of better livelihoods and balanced economic growth through effective democratic development and management of water and other natural resources in an integrated multilevel framework that is as equitable, sustainable, and transparent as possible, and conserves vital ecosystems. Transparent user-friendly information and models for assisting decision making are essential features of livelihood-oriented IWRM.  相似文献

Cities play a prominent role in our economic development as more than 80 % of the gross world product (GWP) comes from cities. Only 600 urban areas with just 20 % of the world population generate 60 % of the GWP. Rapid urbanization, climate change, inadequate maintenance of water and wastewater infrastructures and poor solid waste management may lead to flooding, water scarcity, water pollution, adverse health effects and rehabilitation costs that may overwhelm the resilience of cities. These megatrends pose urgent challenges in cities as the cost of inaction is high. We present an overview about population growth, urbanization, water, waste, climate change, water governance and transitions. Against this background, we discuss the categorization of cities based on our baseline assessments, i.e. our City Blueprint research on 45 municipalities and regions predominantly in Europe. With this bias towards Europe in mind, the challenges can be discussed globally by clustering cities into distinct categories of sustainability and by providing additional data and information from global regions. We distinguish five categories of sustainability: (1) cities lacking basic water services, (2) wasteful cities, (3) water-efficient cities, (4) resource-efficient and adaptive cities and (5) water-wise cities. Many cities in Western Europe belong to categories 3 and 4. Some cities in Eastern Europe and the few cities we have assessed in Latin America, Asia and Africa can be categorized as cities lacking basic water services. Lack of water infrastructures or obsolete infrastructures, solid waste management and climate adaptation are priorities. It is concluded that cities require a long-term framing of their sectoral challenges into a proactive and coherent Urban Agenda to maximize the co-benefits of adaptation and to minimize the cost. Furthermore, regional platforms of cities are needed to enhance city-to-city learning and to improve governance capacities necessary to accelerate effective and efficient transitions towards water-wise cities. These learning alliances are needed as the time window to solve the global water governance crisis is narrow and rapidly closing. The water sector can play an important role but needs to reframe and refocus radically.  相似文献

从系统科学的视角出发,分析气候变化下水资源适应性系统脆弱性的内涵,基于脆弱性PSR分析框架,从胁迫性、敏感性、适应性3个维度构建了脆弱性评价指标体系,并采用熵值法和集对分析相结合的方法对脆弱性进行评价。结合2001~2010年鄱阳湖流域数据进行了实证研究,结果表明:10 a间鄱阳湖流域水资源适应性系统脆弱性的变化受胁迫性、敏感性和适应性的综合影响,脆弱性先明显增加后缓慢下降,但基本处于中等偏差水平。鄱阳湖流域水资源适应性系统脆弱性主要由降水量变化、自然灾害和经济发展产生的能源消耗、污染问题引发,提高系统适应性对缓解脆弱性有明显作用。根据评价分析,建议鄱阳湖流域未来从提高管理能力、经济及社会响应能力和加强环境生态治理等方面采取适应性对策;通过改善鄱阳湖流域发展方式和生态环境,减少脆弱性和提高可持续发展能力,更好地发挥鄱阳湖流域对国家生态安全的保障作用  相似文献

Understanding the conditions that enable or constrain success in environmental governance is crucial for developing effective interventions and adapting approaches. Efforts to achieve and assess success in environmental quality improvement are often impeded by changes in conditions that drive outcomes but lie outside the scope of intervention and monitoring. We document how long-term changes in land use, agriculture, and climate act as non-stationary, shifting drivers of change that combine to render water quality management interventions less effective and increasingly difficult to assess. Focusing on the Yahara River watershed of south-central Wisconsin, USA, we ask how baselines influence program modeling, monitoring, and evaluation, as well as adaptation in governance approach. Through historical trend, GIS, and policy and qualitative data analyses, we find that changes in long-term land use and precipitation pattern dynamics exert tremendous pressure on water quality outcomes but are not captured in snapshot baseline assessments used in management planning or evaluation. Specifically, agricultural sector change related to the intensification of milk and manure production is increasingly challenging to address through best management practices, and flashier precipitation associated with climate change makes it difficult to achieve goals and establish a causal connection between management interventions and outcomes. Analysis of shifting drivers demonstrates challenges facing environmental governance in the context of climatic and social–ecological change. We suggest that goal setting, program design, and evaluation incorporate new modes of analysis that address slowly changing and external determinants of success.  相似文献

The task of adapting cities to the impacts of climate change is of great importance—urban areas are hotspots of high risk given their concentrations of population and infrastructure; their key roles for larger economic, political and social processes; and their inherent instabilities and vulnerabilities. Yet, the discourse on urban climate change adaptation has only recently gained momentum in the political and scientific arena. This paper reviews the recent climate change adaptation strategies of nine selected cities and analyzes them in terms of overall vision and goals, baseline information used, direct and indirect impacts, proposed structural and non-structural measures, and involvement of formal and informal actors. Against this background, adaptation strategies and challenges in two Vietnamese cities are analyzed in detail, namely Ho Chi Minh City and Can Tho. The paper thereby combines a review of formalized city-scale adaptation strategies with an empirical analysis of actual adaptation measures and constraints at household level. By means of this interlinked and comparative analysis approach, the paper explores the achievements, as well as the shortcomings, in current adaptation approaches, and generates core issues and key questions for future initiatives in the four sub-categories of: (1) knowledge, perspectives, uncertainties and key threats; (2) characteristics of concrete adaptation measures and processes; (3) interactions and conflicts between different strategies and measures; (4) limits of adaptation and tipping points. In conclusion, the paper calls for new forms of adaptive urban governance that go beyond the conventional notions of urban (adaptation) planning. The proposed concept underlines the need for a paradigm shift to move from the dominant focus on the adjustment of physical structures towards the improvement of planning tools and governance processes and structures themselves. It addresses in particular the necessity to link different temporal and spatial scales in adaptation strategies, to acknowledge and to mediate between different types of knowledge (expert and local knowledge), and to achieve improved integration of different types of measures, tools and norm systems (in particular between formal and informal approaches).  相似文献

Worsening climate change impacts and environmental degradation are increasingly supporting policies and plans in framing a linear understanding of resilience building and vulnerability reduction. However, adaptations to different but interacting drivers of change are unclear in the mix of opportunities and threats related to increasing connections, emerging technologies, new patterns of dependency and possible lock-in effects. This paper discusses a more open-ended understanding of the relationship between resilience and vulnerability, highlighting emerging trade-offs among adaptive capacities and exposures to different (and new) threats as they relate to social–ecological sustainability. The transition of the Southern Bolivian Altiplano, from being a remote rural area of subsistence farming to a global leader in quinoa production and exportation, has been taken as a study case. Results from 18 workshops organised within different communities provide insights about a range of trade-offs between community resilience attributes and social–ecological vulnerability induced from land use changes, livestock strategies, communities’ behavioural change and institutions’ emerging policies. The main theoretical advances of the paper relate to the need for critically framing multiple threat exposures and adaptive capacity trade-offs, contributing to arguing the usually positive meaning of resilience, and taking into account “to whom or to what is positive which adaptation” and “which trade-off should be accepted, and why”. Framing adaptive pathways through these questions would serve as a tool for addressing sustainable development goals, while avoiding lock-ins or unsustainable path dependencies.  相似文献

The good governance of institutions and regimes requires accountability suited to the particular context of each institution and regime. The paper examines the nature of accountability in climate change governance using the Caribbean region as a case study. In doing so, the paper makes two original contributions. First, using insights from the environmental governance literature, it presents a conceptual framework that categorises the types (levels, relationships and mechanisms) of accountability in governance that can be used to test accountability. The accountability framework comprises two levels (internal/external accountability); four relationships (normative, relational, decision and behavioural); and four mechanisms or processes through which accountability can be exercised (certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting). Second, through an analysis of survey and interview responses from Caribbean climate change experts, it reports on the nature of accountability in climate change governance in the context of Caribbean Small Island Developing States. To do this, first it identifies the actors involved in Caribbean climate governance at the regional and national scales. Then, using the framework, it examines which levels, relationships and processes exist within and between climate governance regional institutions, international partners, government agencies, non-governmental organisations and the private sector for climate change adaptation and mitigation efforts. The paper draws two main conclusions: first, generally actors valued accountability as a good governance norm. Secondly, limited resources and the perception that using the accountability mechanisms will retard policy implementation led to low levels of accountability in practice. Finally, the study examined how accountability can be enhanced in the climate change sector by ensuring that each of the elements of the framework is operationalised for both state and non-state climate change projects.  相似文献

In this paper, we provide an assessment of the challenges of water, waste and climate change in the city of Quito by performing the City Blueprint Approach consisting of three assessment frameworks: (1) the Trends and Pressure Framework (TPF), (2) the City Blueprint Framework (CBF) and (3) the water Governance Capacity Framework (GCF). The TPF summarizes the main social, environmental and financial aspects that may affect urban water management. The CBF provides a clear overview of sustainable urban water management performance and its bottlenecks in municipalities and regions. The GCF comprises nine governance conditions which each consist of three indicators. The GCF provides insight in the most effective improvements to increase the governance capacity to address the identified urban water challenges. Our results show that poor wastewater treatment and long-term drinking water security are Quito’s main water challenges that may be jeopardized given the city’s rapid urbanization and economic pressure. The GCF analysis reveals that cooperation between stakeholders, implementing capacity and citizens’ awareness are the most important conditions for further development to find adequate solutions for Quito’s long-term drinking water security. We also suggest that more attention should be drawn to the transparency, accountability and participation principles. The results of Quito show that the City Blueprint Approach can serve as an affordable quick-scan to facilitate cities in their strategic planning to reach their sustainable development goals.  相似文献

Climate change poses serious challenges for populations whose livelihoods depend principally on natural resources. Given the increases in extreme weather events projected to adversely affect the arid and semi-arid regions of Iran, adaptation of the agricultural sector is imperative. Few studies have addressed the farmers’ adaptation in Iran, and little is known about ongoing adaptation strategies in use. Adopting principal component analysis/fuzzy logic-based method, this paper considers the agricultural adaptation to climate variability. A survey of 255 farmers of Fars Province, selected through a multistage stratified random sampling method, revealed different levels of adaptation, specifically the low, moderate and high, which are principally distinguished by various degrees of sensitivity and adaptive capacity. The study also identified the main adaptation strategies used by farmers in response to climate-related shocks. Results indicated that although a large percentage of farmers make some adjustments to their farming practices, there are significant differences in choice of adaptation strategies by the adaptation categories. Some conclusions and recommendations are offered to increase the adaptive capacity of farmers and reduce negative impacts of climate variability and change.  相似文献

This study seeks to expand empirical research on how municipalities have adapted and innovated (or not) their water systems as a result of climate change. We analyze characteristics of water governance at the municipal scale in Oklahoma, USA. ArcMap 10.3 was used to build a qualitative geographic information system (GIS) based on fieldwork, including interviews and site-observations, to compare dynamic capabilities that lead to innovation in 38 cities in the state. The GIS enables visualization of our digitalized research to understand the interconnections between drivers of innovativeness—the combination of dynamic capabilities and innovation rates—and state of water resource infrastructure in place specific and regional planning contexts. In particular, the GIS takes into consideration income level, the influence of state-level water policy (Water for 2060 Act), water manager certification levels, population, dynamic capabilities, and perceptions of risk and vulnerability to water system change. Digitizing this information provides a diverging perspective on the historical lack of innovation in the public sector, as different socio-cultural, socio-economic, and socio-political contexts occur throughout Oklahoma, a state notorious for its oil centered economy and its climate change deniers. The findings suggest that innovativeness is directly related to dynamic capabilities and indirectly related to population size, income level, and the educational backgrounds of water decision-makers. The visualizations also show that some cities have surplus capacity for adaptation, while others were able to more efficiently turn capacity into water management innovations. Seeing representations of water governance success and failure in communities affords the opportunity to educate citizens and decision-makers to adapt water infrastructures to the effects of climate change, showcasing the utility of digitalization in a quest for sustainable solutions.  相似文献

Climate change can cause significant (un)foreseen changes in the fisheries sector. However, adaptation has the potential to moderate some of the impacts. This paper explores the challenges faced by both freshwater and marine fisheries sector in addressing climate change and teases out intervention measures from 21 African countries. The paper uses document analysis and draws selected analysis parameters from the grounded theory. The data are obtained from the United Nations Framework Convention on Climate Change National Communication reports. Among the key adaptation measures emerging from the analysis are: fish breeding, integrated coastal management, putting in place appropriate policies, water and flood management as well as research and development. The study concludes that adaptation in the African fisheries sector should be prioritised, an aspect that could also apply elsewhere in the world to enhance food security.  相似文献

Climate change will increasingly impact large areas of South America, affecting important natural resources and people’s livelihoods. These impacts will make rural people disproportionately more vulnerable, given their dependency on ecosystem services and their exposure to other stressors, such as new rules imposed by agribusiness and trends toward the commodification of natural resources. This paper focuses on the vulnerability of rural communities in Andean drylands of Argentina, Bolivia, and Chile, showing how different economic and political pathways lead to different levels of vulnerability. The paper begins with a brief discussion of the methodological and theoretical concept of vulnerability, which framed the research. Starting from the premise that global environmental change impacts are strongly linked to styles of development, the discussion explores the diverse institutional capital and governance schemes as well as different development styles in the case studies and their role in increasing or reducing local vulnerability to climate and water scarcity. Using a comparative perspective, the exposures and adaptive capacities of rural actors in three river basins are discussed, emphasizing situations that speak for the ways in which development styles counteract or magnify conditions of vulnerability. The analysis considers irrigated and non-irrigated agriculture, water property interests, different productive structures (viticulture, horticulture, etc.), producer typologies (large/small, export, etc.), and geographical location. Finally, the paper offers some insights about development style and adaptive capacities of rural people to overcome those vulnerabilities.  相似文献

Past extreme hydrological events, future climate change scenarios and approaches for lake management were studied in the Argentinean Pampa. Anthropogenic climate change will impact water bodies and create enormous challenges for water management. Adaptation strategies are needed urgently to deal with the uncertainties originated by climate change on inland or coastal basins. Only a few studies have addressed practical strategies to mitigate global change impacts on lakes and practically none in South America. The purpose of this work was to discuss management options and seek better adaptive alternatives for the nature reserve Lake Chasicó, and to propose future management experiments and actions at a regional level. The ecohydrological approach is likely to increase the ecological resilience of the lake, dampen climate-driven hydrological variations and reduce eutrophication problems. Future projects should include wetland creation, fish management, water quality control, engineering work studies and education programs. Ecohydrology as an integrative natural science should be considered as a water management strategy to build ecological resilience into water bodies. The building of social-ecological resilience is also crucial for the stability of coupled human-ecological systems. The integration of natural and social sciences into sustainability approaches represents a robust strategy for adapting to climate change.  相似文献

This article proposed the concept of"climate capacity"as a way of measuring human’s adaptiveness to climate change.This article also focused on the related concepts like ecological carrying capacity,water resources carrying capacity,land carrying capacity as well as population carrying capacity.The concept of climate capacity was articulated against a background of global climate and environmental change.Essentially,China’s efforts to adapt to climate change was a matter of improving climate capacity,which is the ecosystem as well as the frequency,the intensity and the scale of human’s social activities that the climatic resources of a particular geographic area were supposed to support.The climate capacity has two components.One is the natural climate capacity,which includes temperature,sunlight,precipitation,extreme climatic events,etc.The other is the derived climate capacity,which includes water resources,land resources,ecological systems,climatic risks,etc.The climate capacity can be developed or be transferred between regions by taking engineering,technology or regime-based adaptive measures.However,these adaptive measures must be implemented under the principle of economic rationalism,ecological integrity,climate protection,and social justice.It is expected that by combining the climate capacity and its threshold value with the assessment of climate change risks,we are able to predict the optimal population carrying capacity and the scale of socioeconomic development,and furthermore,provide policy support for the socioeconomic development strategy and adaptive planning.In the regions with high climate capacity,there is a symbiotic relationship between adaptation and socioeconomic development.But,in the regions with limited climate capacity,irrational development may further damage the environment.Taking the Yangtze River delta,a region with high climate capacity,and a region of Ningxia,a region with limited climate capacity,as illustrative examples,the authors of this article analyzed the policy implications of climate capacity and further made suggestions on the problems of capacitylimited adaptation and development-driven adaptation.This article argued that the concept of climate capacity can not only be used as an analytical instrument of climate change economics,but also it can provide research support for planning regional adaptation and development with climate change impact and risk assessments.  相似文献
