Anaerobic digestion and community development: A case study from Hainan province,China

Connections and relationships between conservation practices and community development in relation to rural sustainability have received considerable attention in recent years, especially in developing countries. Among many sound practices around the world, anaerobic digestion (AD) technology has long been encouraged as an alternative source of energy, while contributing to resource conservation and economic development initiatives in developing rural areas. Guided by the theme of sustainable development, the study examined the current applications of AD technology in Meiwan Xincun Village (MWXCV) in Hainan Province, China. Employing a self-administered questionnaire survey, face-to-face interviews and on-site observation, the study explored the diffusion process, current operation and local impacts of AD practice. The study identifies that leadership, education, technical support and local economy are key factors affecting the diffusion of AD, and governmental financial incentives are significantly effective measures to make the technology economically viable for local residents. The technology was found to fit into the rural livelihood system of the village, with considerable environmental and socio-economic benefits. Guided by the leaders of the village, the local residents generally accept and support the practice and are willing to contribute to introducing the technology in and out of the village. Suggestions regarding the utilization and diffusion of AD elsewhere are presented to enhance the potential capacity of the practice to generate benefits across rural Hainan.     

Moving Society to a Sustainable Future: The Framing of Sustainability in a Constructive Media Outlet

News reporting on sustainability has been criticized for (1) having a limited coverage of solutions, (2) reporting on solutions with a negative bias, (3) being dominated by sources from government and mainstream business, and (4) promoting frames that prioritize the role of the market and techno-scientific solutions, which leave unchallenged the unsustainable behavior of consumer societies and the focus on economic growth. This study was the first to examine how sustainability is reported in a constructive media outlet and found that articles (1) consistently elaborated solutions, (2) described them in optimistic ways, (3) quoted various sources, and (4) developed a frame that challenged consumerism and critiqued society’s preoccupation with growth while helping to imagine a desirable sustainable future. It is thus argued that this novel, constructive approach to journalism can help move society to a sustainable future by expanding the repertoire of culturally-resonant stories to live by.     

The poverty of forestry policy: double standards on an uneven playing field

Can policies designed to maximize exploitation by elites benefit the people who live in forests? Forestry policy throughout the developing world originates from European “scientific” forestry traditions exported during the colonial period. These policies were implemented by foreign and local elite whose interest was to maximize and extract profit. In spite of reforms since the end of the colonial period, policies on the environment usually remain biased against rural communities. Even when more recent policies are fair, the rural poor face severe biases in implementation. In addition, they must compete on an uneven playing field of ethnic and other social inequities and economic hurdles. This article examines how forestry policy and implementation maintain double standards on this uneven playing field in a manner that permanently excludes the rural poor from the natural wealth around them—producing poverty in the process. Change that would support poverty alleviation for forest-based communities requires a radical rethinking of forest policy so as to counterbalance widespread regressive policies and structural asymmetries.     

Considering the Prospects of Immediate Resistance in Food Politics: Reflections on The Garden

In this essay, I offer reflections inspired by The Garden, a compelling film documenting the failed struggle of the South Central Farmers to maintain a lush 14-acre farm within an industrial, impoverished neighborhood of Los Angeles. I concentrate on diverse representations of resistance featured in the film, which range from the traditionally mediated to more immediate or material-rhetorical acts. Taking the lead of the South Central Farmers, I conclude that we (as scholars, teachers, and ethical people) may combat the corporate food system with a multifarious approach to social change.     

The risk assessment–policy gap: An example from the UK contaminated land regime

Risk-based regulation assumes that risk assessment can evaluate risks against policy objectives. However, policy goals are often ambiguous and require risk assessors to interpret them for use in risk assessment. This risk assessment-policy gap stems partly from normative and imprecise policy language but is rooted more fundamentally in society's uncertain expectations for the environment. Until this uncertainty is resolved, the democratic and regulatory effectiveness of risk regulation will be undermined by ad hoc policy decisions abdicated to risk assessors.     

The Dynamics of Justification in Policy Reform: Insights from Water Policy Debates in Ireland

Policy reform can be complex and fraught with contending arguments. Although much research has been conducted into the politics of coalition formation, less attention has been devoted to legitimating logics in policy reform. Drawing on the work of Boltanski and Thévenot, this exploratory study addresses this deficit by examining the influence of justifications deployed in policy debates. The paper analyses the role of shifting reasoning in contentious debates concerning attempts to reform water policy, including the introduction of domestic water charges in Ireland. Employing data from parliamentary deliberations, the paper traces the changing forms of justification used by those favouring and opposing the reforms. This examination suggests the importance of aligning an argument’s content with the shifting context into which it is introduced. The paper highlights the benefits of an investigative approach concerning policy justification for understanding policy reform dynamics at the intersection of politics and environmental communication.
