This essay critiques natural capitalism, a concept developed as a strategic response to the antagonism of capitalist production and the ideology of sustainability. I trace and critique the second and third personae of the book Natural Capitalism. The second persona of natural capitalism constitutes already dominant capitalists and technocrats as the constituency best prepared to meet the exigencies of sustainability. Simultaneously, civil society and non-propertied classes constitute a marginalized third persona whose interests can be satisfied only if aligned with those of the second persona. This precarious arrangement is possible due to the non-ideological representation of natural capitalism. I argue that such a representation is misleading. Criticism of the tensions between natural capitalism's personae suggests radical potential for environmental rhetoric. 相似文献

Paul Watson, founder of the Sea Shepherd Conservation Society and captain of anti-whaling ship the Steve Irwin, has emerged as one of the world's most visible environmental protesters. This essay, based in part on a long interview with Watson in Australia in 2009, analyzes his mediated visibility and thus capacity to participate in public debate by isolating various components of his strategic activities under four themes: mediated protest, symbolic power, media practices, and celebrity. It argues that Watson's visibility involves a complex flow of information and meanings across various “old” and “new” media form, but remains reliant on news media. Thus, despite his generally astute media practices and strategies, Watson's visibility is contingent on a set of professional practices and logics unlikely to provide sustained news access or long-term legitimacy to a political “outsider.” 相似文献

Citizen participation is a recurrent and democratically important issue in the ongoing debate about climate change. However, different meanings are ascribed to citizen participation in different contexts, ranging from top-down involvement to bottom-up engagement, thus creating tension between conflicting ideals. Focusing on public engagement and its construal in different situational contexts, we explore how citizens are discursively included or excluded from participation, as various climate change discourses unfold in two forums where local needs and global concerns interact. As a device of argumentative anticipation, prolepsis use generally is considered a positive rhetorical strategy. Turning to the Climate Stewardship Act (CSA) of 2003, this article contributes to our understanding of environmental communication, political argumentation, and rhetorical theory by examining how proleptic miscalculation can actually produce devastating consequences against one's cause when used as a source of invention. Proponents of the CSA relied on creating proleptic arguments grounded in a scientific understanding of climate change to such an extent that they mistakenly downplayed the economic arguments against the Act. This orchestrated miscalculation was encouraged and strengthened by key US senators. This article concludes by discussing contributions to scholarly understanding of prolepsis use in public policymaking and offers practical suggestions for improving communication in future considerations of environmental legislation. 相似文献

This paper highlights some recent trends and developments in dialogue on radioactive waste management in the UK. In particular, it focuses on the use of dialogue around options for the management of risk, and describes techniques for stakeholder dialogue in the field of radioactive waste management. The paper summarises past and on-going experience in the UK, and provides an overview of some practical examples from decommissioning of the former reprocessing facility at Dounreay in Scotland. In common with developments and trend in other countries, the UK has moved to a position where there is now widespread recognition that radioactive waste management requires not only sound technical assessment of risk, but also public participation, consultation and stakeholder dialogue on proposed solutions and the associated risks. In fact, the shift of position has arguably been quite pronounced, with formal procedures to identify, clarify and integrate stakeholders' issues and concerns within the decision-making processes. Experience suggests that citizens are capable of engaging with complex technical issues such as radioactive waste. Indeed, the earlier in the decision-making process that public and stakeholder engagement (PSE) occurs--for example, on the consideration of options and alternatives--the greater the chance of reaching a successful outcome that properly reflects the values and opinions of stakeholders. In the UK, the assessment of alternative waste management options is increasingly being addressed through Best Practical Environmental Option (BPEO) studies. Responses to stakeholder engagement processes and experience of conducting BPEO studies emphasise that consultation must be open, transparent, deliberative and inclusive. However, while early consideration of generic approaches and option choices is necessary to generate a climate of openness and understanding, it remains essential to fully engage with local stakeholder and community groups to consider issues associated with proposed developments at a site-specific level. An interesting area where further attention may be warranted is the use in final decision-making of the results from participatory processes such as BPEO studies. Demonstrating clearly that participants' views have influenced decisions appears to be essential for retaining legitimacy and trust, confidence and goodwill. 相似文献

Modern technological disasters and their human and environmental consequences often defy the imagination in their immensity and complexity. As such, their rhetorical constructions often lack tangibility and a sense of material reality for those not directly involved. These amorphous constructions are consolidated into a view of technological disaster and threats of disaster in which the rhetorical dimensions are analogous to those of ghosts portrayed in popular literature and film—a view the author terms the “technospecter.” Drawing on the public discourse surrounding a tragic pipeline explosion near Carlsbad, New Mexico, this study identifies the rhetorical dimensions of the technospecter and discusses how the construction of the specter reinforces the meta-narratives that constrain pro-environmental action. 相似文献

Public participation is widely lauded as a way to make environmental decisions more democratic, to improve their quality, and to enhance their legitimacy. Scholars and citizens around the world repeatedly complain, however, that public participation frequently serves primarily as a pro forma exercise to defend predetermined decisions rather than as a meaningful opportunity for the affected public to influence decision-making. These critiques persist despite considerable research suggesting ways to improve the quality of public participation. This essay explores this problem by analyzing citizen involvement in the environmental impact assessment (EIA) processes for the Allain Duhangan hydropower project in northern India. It describes how meaningful public involvement was compromised—despite repeated objections by citizens and independent consultants—by four communication practices: (1) failing to provide adequate access to information; (2) predetermining EIA outcomes by controlling the definition of issues (“definitional hegemony”); (3) privileging scientific/technical discourse; (4) utilizing “consultative” forms of communication that promote one-way flows of information rather than more interactive forms that encourage the joint construction of information and values. This study further argues that these practices persist because they serve as acts of power that privilege dominant actors and interests in the larger socio-political context. This analysis thus suggests that altering communication practices that compromise the quality of public participation may require attending to the interaction between communication practices, relations of power, and the larger socio-political context in which public participation takes place. 相似文献

This article examines online discourse in 2011 surrounding the proposed Duke Energy and Progress Energy merger in the Carolinas. It explores how issues pertaining to the merger, including constructing new nuclear plants, are discussed in media coverage and by citizens using social media. Overall, we find that the merger discourse focuses on economic concerns rather than the environmental concerns we had anticipated. However, post-Fukushima discourse appears to have become more inclusive of environmental concerns. We conclude that environmental discussions and efforts are likely to be globally informed andlocally situated, discussing the implications for environmental communication research exploring online discourses, specifically through social media. Future research must address how to locate and delineate constellations of locally situated discourse to provide a clearer picture of environmentally focused social media communication. 相似文献

The 2007 Recommendations of the International Commission on Radiological Protection (ICRP) represent a change from a process-based to an exposure-based approach, where exposure situations are categorised as planned, emergency, and existing exposure situations. Although the new Recommendations contain further changes based on, inter alia, scientific developments since the publication of the 1990 Recommendations, they overall represent more continuity than change – a notable exception being the direct consideration of environmental protection. The implications of the new Recommendations for radioactive waste management are fairly marginal, as earlier recommendations in this area are still considered valid. This communication provides a brief overview of the current ICRP system for radiological protection as applied to radioactive waste management, as well as an outlook including the possibility of using the developing ICRP system for management of environmental effects as an ‘alternative way of reasoning’ when building the safety case for a specific waste disposal concept. 相似文献

Radiocarbon measurements were made in the water column of the Arabian Sea and the equatorial Indian Ocean during 1994, 1995 and 1997 to assess the temporal variations in bomb 14C distribution and its inventory in the region with respect to GEOSECS measurements made during 1977-1978. Four GEOSECS stations were reoccupied (three in the Arabian Sea and one in the equatorial Indian Ocean) during this study, with all of them showing increased penetration of bomb 14C along with decrease in its surface water activity. The upwelling rates derived by model simulation of bomb 14C depth profile using the calculated exchange rates ranged from 3 to 9 m a(-1). The western region of the Arabian Sea experiencing high wind-induced upwelling has higher estimated upwelling rates. However, lower upwelling rates obtained for the stations occupied during this study could be due to reduced 14C gradient compared to that during GEOSECS. 相似文献

This review paper describes the state of the Vistula basin and the Baltic Sea area. The article is divided into two parts concerning the river and the Baltic coastal zone, respectively. Medical isotope production facilities (MIPF) have recently been identified to emit the major part of the environmental radioxenon measured at many globally distributed monitoring sites deployed to strengthen the radionuclide component of the Comprehensive Nuclear-Test-Ban Treaty (CTBT) verification regime. Efforts to raise a global radioxenon emission inventory revealed that the yearly global total emission from MIPF’s is around 15 times higher than the total radioxenon emission from nuclear power plants (NPP's).Given that situation, from mid 2008 until early 2009 two out of the ordinary hemisphere-specific events occured:1) In the Northern hemisphere, a joint temporary suspension of operations of the three largest MIPF's made it possible to quantify the effects of the emissions related to NPP’s. The average activity concentrations of 133Xe measured at a monitoring station close to Freiburg, Germany, went down significantly from 4.5 ± 0.5 mBq/m3 to 1.1 ± 0.1 mBq/m3 and in Stockholm, Sweden, from 2.0 ± 0.4 mBq/m3 to 1.05 ± 0.15 mBq/m3.2) In the Southern hemisphere the only radioxenon-emitting MIPF in Australia started up test production in late November 2008. During eight test runs, up to 6.2 ± 0.2 mBq/m3 of 133Xe was measured at the station in Melbourne, 700 km south-west from the facility, where no radioxenon had been observed before, originating from the isotopic production process.This paper clearly confirms the hypothesis that medical isotope production facility are at present the major emitters of radioxenon to the atmosphere. Suspension of operations of these facilities indicates the scale of their normal contribution to the European radioxenon background, which decreased two to four fold. This also gives a unique opportunity to detect and investigate the influence of other local and long distance sources on the radioxenon background. Finally the opposing effect was studied: the contribution of the start-up of a renewed radiopharmaceutical facility to the build up of a radioxenon background across Australia and the Southern hemisphere. 相似文献

In this paper, we construct a model in which the impact of pollution on health is exerted through both direct and indirect channels. The indirect channel is captured by a production function in which the principal health-improving factor, income growth, can be realized only in the cost of pollution increase. This model is then tested by the aggregated chronicle disease data in over 78 Chinese counties. Our results show, after attaining the threshold of 8 μ g/m^2, continuous increase in industrial SO2 emission density will lead the ratio of population suffering chronicle diseases, among which respiratory diseases occupy a significant proportion, to rise. However, owing to technological progress in pollution control activities, the needed SO2 emission to produce one unit of GDP diminishes with time. Therefore, the negative effect from pollution augmentation on public health seems to be recompensed more and more by the positive effect of economic growth. 相似文献
