Drought is recognized as a major issue in the EU, particularly in the Mediterranean region, posing risks to the environment as well as to local and regional economies. The EU policy on water management is continuously evolving, particularly in relation to water scarcity and drought. Starting with the Water Framework Directive (2000/60/EC), which sets the general policy framework for water management across the EU, the EC Communication on Water Scarcity and Drought COM(2007) 414 final set the priorities for managing water scarcity and drought risks. Three follow-up reports (COM(2008) 875 final, COM(2010) 228 final and COM(2011) 133) highlighted achievements and yearly progress within the context of the implementation of the Water Framework Directive, whereas guidance has further been provided through the issue of Technical Reports (e.g. the EC Water Scarcity Drafting Group Technical Report 2008–023 on Drought Management, Including agricultural, drought indicators and climate change aspects). The 2012 EU Water Review (“Blue Print for Safeguarding European Waters” will assess achievements and identify further requirements towards long-term sustainable water use across the EU. However, a harmonized approach on drought risk management at the EU level is still lacking, whereas drought risk in several countries and regions has not been yet fully integrated in water management and relevant sectoral policies.This paper focuses on a proposed paradigm shift from crisis to risk management, which is currently gaining ground as a means of reducing societal vulnerability to droughts. The paper underlines the importance of engaging into risk assessment and management practices and identifies policy gaps and requirements for further improvement of the drought management policy framework at all levels of governance: at the EU, at the national and at the river basin and regional levels.  相似文献

Issues related to the unsustainable use of natural resources are currently high on the policy agenda both in Europe and in other world regions. A large number of studies assessed past developments of material use and resource productivities. However, little effort has so far been devoted to forecasting future patterns of natural resource use and to provide ex-ante assessments of environmental and economic effects of different resource policies. This paper presents results from the international research project “MOSUS” (Modelling opportunities and limits for restructuring Europe towards sustainability), which was designed to fill some of these research gaps. In this project, a global economy–energy model system was extended by a worldwide database on material inputs, in order to run three scenarios for European development up to the year 2020: a baseline scenario without additional policy intervention and two so-called “sustainability scenarios”, simulating the implementation of six packages of policy measures geared towards decoupling economic activity from material and energy throughput. These measures included, amongst others, taxes on CO2 emissions and transport, measures to increase metal recycling rates, and a consulting programme to raise material productivity of industrial production. This paper presents the evaluation of the three scenarios with regard to the extraction of natural resources on the European and global level. In the baseline scenario, used domestic extraction within the EU remains roughly constant until 2020, while unused domestic extraction decreases (particularly overburden from mining activities). The stabilisation of domestic extraction, however, is accompanied by growing imports of material intensive products. This indicates that the material requirements of the European economy will increasingly be met through imports from other world regions, causing shifts of environmental pressures related to material extraction and processing away from Europe towards resource-rich countries. The implementation of the six sustainability policy measures applied in the sustainability scenarios results in a slight absolute reduction of domestic extraction in all European countries and significantly increased resource productivities. The results suggest that policy instruments aimed at raising eco-efficiency on the micro level can be conducive to economic growth. To limit rebound effects on the macro level, these instruments must, however, be accompanied by other policies influencing the prices of energy and materials. With regard to global resource use trends, the baseline scenario forecasts a significant growth of resource extraction, particularly in developing countries, reflecting the growing demand for natural resources of emerging economies such as China and India.  相似文献

The European Union (EU) is committed to reducing its greenhouse gas (GHG) emission levels by 80%–95% in 2050 compared to 1990 levels. Various approaches have been developed to secure and evaluate the progress made towards this objective. To gain insights into how EU Member States are aligning to this collective long-term objective, we systematically compare the planning and ex-ante evaluation processes for five EU countries (respectively Denmark, France, Germany, the Netherlands and the United Kingdom). The comparative analysis consists of a qualitative comparison of (1) the governance of long-term policy planning and evaluation processes, (2) the national arrangement for quantitative (model-based) ex-ante policy evaluation and (3) the national arrangement for qualitative ex-ante policy evaluation (stakeholder participation). In a second step we conduct a quantitative comparison of national model-based ex-ante evaluation studies to assess the relative differences between the considered routes and the differences across the various countries. Although the five Member States plan policies along the same EU objective, we find a high diversity in how long-term commitments are established, governed and evaluated on the national level. Model-based scenario analyses are commonly used to explore and evaluate the possible national routes towards the EU 2050 objective. However, as these processes mostly concentrate on domestic action, they pay little attention to how domestic policies are affected by, or affecting, other international activities throughout Europe. Hence, current findings suggest that cross-border collaboration and stakeholder participation could further strengthen the analytical understanding of required transformative change in Europe and subsequently lead to a more durable long-term solution over time.  相似文献

The development of genetically modified (GM) crops has led the European Union (EU) to put forward the concept of ‘coexistence’ to give farmers the freedom to plant both conventional and GM varieties. Should a premium for non-GM varieties emerge in the market, ‘contamination’ by GM pollen would generate a negative externality to conventional growers. It is therefore important to assess the effect of different ‘policy variables’ on the magnitude of the externality to identify suitable policies to manage coexistence. In this paper, taking GM herbicide tolerant oilseed rape as a model crop, we start from the model developed in Ceddia et al. [Ceddia, M.G., Bartlett, M., Perrings, C., 2007. Landscape gene flow, coexistence and threshold effect: the case of genetically modified herbicide tolerant oilseed rape (Brassica napus). Ecol. Modell. 205, pp. 169–180] use a Monte Carlo experiment to generate data and then estimate the effect of the number of GM and conventional fields, width of buffer areas and the degree of spatial aggregation (i.e. the ‘policy variables’) on the magnitude of the externality at the landscape level. To represent realistic conditions in agricultural production, we assume that detection of GM material in conventional produce might occur at the field level (no grain mixing occurs) or at the silos level (where grain mixing from different fields in the landscape occurs). In the former case, the magnitude of the externality will depend on the number of conventional fields with average transgenic presence above a certain threshold. In the latter case, the magnitude of the externality will depend on whether the average transgenic presence across all conventional fields exceeds the threshold. In order to quantify the effect of the relevant ‘policy variables’, we compute the marginal effects and the elasticities. Our results show that when relying on marginal effects to assess the impact of the different ‘policy variables’, spatial aggregation is far more important when transgenic material is detected at field level, corroborating previous research. However, when elasticity is used, the effectiveness of spatial aggregation in reducing the externality is almost identical whether detection occurs at field level or at silos level. Our results show also that the area planted with GM is the most important ‘policy variable’ in affecting the externality to conventional growers and that buffer areas on conventional fields are more effective than those on GM fields. The implications of the results for the coexistence policies in the EU are discussed.  相似文献

Natura 2000 is the core of the EU's biodiversity conservation policy. 50% of the overall protected area under Natura 2000 is forest. Yet, comparatively little is known about the implementation of the policy in forests. Building on a rich set of social and natural science data, and an inter- and transdisciplinary discussion process involving scientists from different disciplines as well as EU, national and local stakeholders, this paper identifies five important challenges related to the implementation of Natura 2000 in forests: (1) the balancing of biodiversity conservation and timber production, (2) the integration of conservation (science) and local stakeholders’ demands, (3) climate change, (4) lacking and less effective funding, and (5) conflicts related to other sectoral policies. Subsequently, five possible pathways to tackle these challenges are proposed: (1) a learning approach through better communication and transparency, (2) a pathway emphasizing the role of conservation science in developing management strategies and responding to climate change, (3) an approach of better integrating Europe's citizens in the design and implementation of the policy, (4) an approach highlighting the necessity of an effective funding strategy, and (5) the vision to work towards an integrated European land use and conservation policy. In conclusion, we emphasize, on one hand, the distinct character of the five pathways but, on the other hand, underline that probably all of them need to be followed in order to make the implementation of Natura 2000 in Europe's forests a success story.  相似文献

The relationship between economy and environmental impacts has been an essential topic in the discussion on environmental problems for a long time. From the 1990s, this relationship has gained a position in environmental policy as well. De-coupling the use of natural resources from economic growth has been set as one of the policy goals in the sixth Environmental Action Programme by the European Commission. In the scientific discussion, the concept of environmental Kuznets curve deals closely with the de-coupling or de-linking phenomenon. Aggregated material flows, on the other hand, have often been considered as a macro-level proxy of environmental degradation. Different methods or approaches have been designed for “sustainability” or “carrying capacity” evaluation as well. The objective of this article is (i) to discuss the possibilities and limitations of using environmental and economic indicators in the sustainability analysis at the macro level, (ii) to present a theoretical framework for the linking analysis including a classification of the degrees of de-linking/re-linking environmental impacts from/to economic growth, and (iii) to give an empirical example by using indicators of direct material flows as a proxy of environmental degradation and by applying the framework into the European Union and its 15 member countries. The results show that the trend in the European Union is a weak de-linking of material flows from economic growth during the years 1980–2000. In other words, material intensity of the economy has generally decreased due to increased efficiency, but the absolute amount of material use has increased, although at a lower rate of increase than economic growth. On the other hand, there is a quite large variation between different EU member countries. However, absolute decrease in the use of materials cannot be found as a continuous trend between the years 1980 and 2000 in any of the studied EU member countries.  相似文献

In the context of urban flood management, resilience is equal to resisting, recovering, reflecting and responding. The variety of causes of flooding and their consequences underpin the need for increased and internationally coordinated efforts to enhance technologies and policies for dealing with floods. This paper addresses this issue and presents some novel research ideas related to resilience to flooding in urban areas, which are under development within the EU FP7 project ‘Collaborative research on flood resilience in urban areas’ (CORFU). The approach adopted in this project aims to quantify the cost-effectiveness of resilience measures and integrative and adaptable flood management plans for different scenarios of relevant drivers: urban development, socio-economic trends and climate changes. It is believed that the way in which the different models are being put together, combined with the variability of conditions in case study areas in Asia and in Europe, will ultimately enable more scientifically sound policies for the management of the consequences of urban flooding.  相似文献

在分析黄河流域1980-2015年土地利用面积变化的基础上,基于水资源二级分区,采用土地利用变化重要性指数(Ci)、土地利用变化面积比例(D)、林草植被变化指数(R)三个指标分析8个子区域土地利用变化的方向和程度;然后针对1980-1990年、1990-2000年、2000-2010年、2010-2015年四个时期,采用单一土地利用动态度、综合土地利用动态度及土地利用程度研究各分区的土地利用变化速度与程度。结果表明:与1980年相比,城乡工矿居民用地与水域面积变化最为显著。8个分区的土地利用变化面积比例均在20%左右,相互之间差异不大。在单一土地利用类型变化方面,沙漠及未利用地、水域和城市及工矿用地变化速度明显,其余三种土地利用类型由于面积基数较大,变化速度相对较小,但是变化面积很大。从各时期看,2010-2015年变化速度最大,并且大致呈现随时间推移变化速度逐渐增大的特征。在综合土地利用变化的速度方面,8个分区基本呈现出逐渐增大的趋势,上游龙羊峡以上增加最为明显。  相似文献

Mitigation of climate change requires action at all the different levels, from the international to the national and the local levels. This contribution presents a case study of the city of Helsinki in Finland. An ex-post approach is used to follow the implementation of the EU directives to the national and further to the city level and to identify the relevant voluntary action taken in the city. We find that the coherence of national and city level policies is the highest in regulated areas, such as waste management and building regulation. Voluntary action is easily taken at local level in areas where co-benefits can be expected: e.g. energy conservation and biofuels for transportation. These voluntary actions can show the feasibility of certain measures which can later on be implemented at national or supranational level. We observe a clear contradiction between the EU and national renewable electricity targets and the nonaction at the city level: local conditions and private interests pose barriers to the implementation of a climate policy. We conclude that the coherence between policies at different levels develops over time and international requirements as well as local conditions can be drivers for it. Cities in particular play a role in mitigating climate change through removing barriers for the implementation of national and EU policies, and through moving forward with and promoting innovative voluntary measures, e.g. through international city networks.  相似文献

We propose a suite of actions for strengthening water governance in contexts with complex, multi-tiered arrangements. In doing so, we focus on the collective water policies and approaches of the United Kingdom (UK), including those of devolved governments, which confront a host of serious water-related challenges—from massive flooding of urban areas and agricultural lands, to pressure on aquifers from rising water demand and drought. Further complexity in addressing these challenges has emerged in the wake of the June 2016 vote to leave the European Union (EU), so-called ‘Brexit’, and the ensuing ‘separation process’ with uncertainties for institutional and governance arrangements to follow. We make ten proposals for improving and reinvigorating water policy in complex, multi-layered situations, and comment specifically on their application in the UK setting. These are: put in place a system-wide water policy; fully embrace community-led nested river basin planning and management; fully fund river basin planning and management; re-focus the policy framing; use best-available data and information; create conversational spaces and become a more water-literate society; mobilise people; support and sustain core community networks; underpin river basin plans with regulatory provisions and effective monitoring and enforcement; and address systemic institutional amnesia. Individually and collectively, we contend that these actions will have a marked effect on transforming the planning and management of water resources. A system-wide water policy that maintains and builds on the substantive biophysical and socio-economic benefits delivered through implementation of the EU Water Framework Directive, together with the more recent Floods Directive, will galvanise stewardship of water in the UK. We urge more active engagement with and empowerment of the multiplicity of system ‘actors’, and highlight the role of non-government actors in a post-Brexit world as conduits for reaching out to and connecting directly with a wide range of water-related actors, especially across the EU. While attention to-date has focused on a plethora of specifically water-related projects, initiatives, plans and regulations, what is really needed is a systemic, long-term view of water resource management.  相似文献

To reduce GHG emissions, the 27 European Union Member States committed themselves in 2007 to reduce emissions from 1990 levels by 20% by 2020. In January 2008, the EU Commission gave the first country-specific proposals to reduce emissions in sectors outside the EU emission trading system (non-ETS). In this study, we looked at several ways of sharing emission reductions in the non-ETS sector. We considered population and economic growth as significant drivers of the development of emissions. In particular, we analyzed development in GHG intensity of economies. Reduction requirements vary greatly among countries depending on the principle of effort sharing. The results of our calculations can be perceived as examples of how effort sharing between the EU Member States could look like when certain assumptions are made. Generally they illustrate the sensitivity of the results to data used, assumptions made, and method applied. The main strength of simple top-down approaches is transparency. A major weakness is a very limited ability to consider national circumstances. Political negotiations are ultimately crucial; an analysis like this provides material for negotiations and makes a contribution to solving the effort-sharing problem. As future development is partly unpredictable, implementation of some kind of subsequent adjustment could be considered during the process.  相似文献

运用物质流分析方法以及最新发展的自回归分布滞后模型(ARDL),对福建省1990~2008年资源利用和实际GDP二者关系进行检验和分析.采用了物质流分析指标中直接物质投入来表征区域资源利用量.ARDL边界检验结果表明,资源利用和经济增长间存在稳定的长期均衡关系.进一步通过ARDL模型揭示了区域经济增长对资源利用长期弹性系数,其值约为0.73,通过误差修正模型揭示了短期弹性系数,表明了经济增长到资源利用的长期格兰杰因果关系.对福建省经济增长和资源保护战略提出了政策建议.这一研究思路和方法具有普适性,可以适用于其他地区关于资源利用和经济增长的问题的讨论和研究.  相似文献

The Netherlands has attempted to follow EU guidelines in developing national policies to reduce pollution of groundwater by nitrates originating from (over) fertilized agricultural land. The EU has not been satisfied with these policies and this is resulting in legal conflicts. National policies have focused on nitrogen budgeting and on fertilization rates, over-simplifying the crucial role of soils during the leaching of nitrates to groundwater. As an alternative, a dynamic approach using simulation modeling is introduced as is illustrated for a study area in the Netherlands. A number of considerations for future policy directions are suggested, including requirements for research: (i) promotion of research aimed at improving and maintaining nutrient use efficiency at farm level; (ii) promotion of joint learning experiences between farmers and researchers, where farmers’ organizations could act as “research consortia”; (iii) emphasis on site and time specific management (precision agriculture) in policy development, and provision of site-specific advice via modern information and communication technologies; (iv) clearer guidelines for groundwater monitoring procedures, including additional monitoring at greater depths and consideration of groundwater quality from an appropriate regional perspective; (v) groundwater monitoring should take place at locations selected according to specific hydro-geological characteristics, rather than being executed at random and (vi) clear goals that are defined within existing and future policies at EU and international level, should allow for regional differentiation in indicators; these being the outcome of negotiations between farmers or their representatives, policy makers and researchers.  相似文献

In this research we explored how the concepts and approaches of ecosystem services are currently used in water management in Europe, in the application of River Basin Management Plans (RBMP) developed for the EU Water Framework Directive (WFD). Five case studies have been considered, located in the River Basin Districts of the Po river (Italy), Scotland (United Kingdom), Scheldt river (Belgium), Danube river (Romania), Sado and Mira rivers and Ribeiras do Algarve (Portugal). These cases represent different regional contexts of application of this EU water policy, with specific socio-economic drivers and environmental issues. Each case study has developed an operational framework to analyse ecosystem services in practice together with a group of local stakeholders. In each regional case, we examined how EU water policy and RBMPs are implemented, considered legal and planning instruments from the national to the local scale, and we analysed the use of ecosystem service terms and concepts in the relevant planning instruments. In parallel, we explored the view of local stakeholders and water managers on the topic, collecting their opinion on three major aspects: the usefulness of the concepts and approaches of ecosystem services for WFD river basin management plans, the risks and benefits of their use, and the knowledge needs to put the concepts into practice. The major drawback of the ecosystem service approach seems to be the challenge for practitioners of understanding new concepts and methodologies, while the major advantages are that it highlights all the hidden benefits of a water body in good health and promotes multi-functionality and sustainability in water management. The results of this study provide a picture across Europe of the current use of the concepts of ecosystem services in the RBMP and relevant insight on the opinion of local stakeholders and water managers.  相似文献

The tannery industry, as one of most important industrial activities, faced more dilemmas at the fall of communistic era:
  • -Can the branch keep a leading position for the exported products at the national level, under a de-centralized system?
  • -Can the industry comply with the new, more stringent environmental legislation?
  • -How far is this industrial branch from the European BAT/BATNEC?
Facing a completely new perspective for their development, many industrial units had a limited margin for manoeuvre and those not enough flexible had to shut down.“Economic survival whatever the price” has been the mantra for some good years. The newly presented EU legislation has been raising many difficult and complex problems for the units that managed to survive that they need to prioritize their improvement actions.Combining Cleaner Production (CP) measures with laboratory research for technology upgrades can have a synergistic effect for improving environmental performance and decrease resource consumption. The effects were evaluated for more experimented measures, such as better process control, toxics use reduction, and source separation of wastes. The results demonstrate that real improvements of environmental performance can be achieved and the indicators that were utilized have values that are comparable with those published for “advanced” processes practiced in EU.  相似文献

This article analyses the impact of waste recovery on climate change mitigation on a regional scale. We focus on the EU End of Waste (EoW) policy, which aims at reducing negative impacts on the environment through the minimization of generated waste. At the same time, the EU climate objectives set challenging goals for the industry to lower greenhouse gas emissions. We argue that the goals of these two policies are conflicting: under certain circumstances, the EoW will lead into increased greenhouse gas emissions because of a number of negative feedback effects that function on multiple spatial and temporal scales.To assess the effects of waste recovery on greenhouse gas emissions, we carry out a consequential life-cycle inventory on a proposed industrial ecosystem around the Gulf of Bothnia between Finland and Sweden. The system recovers currently unutilized steelmaking dust and slag from four steel mills in Finland and Sweden and converts them into iron and zinc raw materials in a novel rotary hearth furnace. The recovered iron is led back into the blast furnace of one of the steel mills and zinc is treated in an existing zinc plant. In the European scale, the model system is significant in size, serving thus as a model for integrated EoW and carbon footprint assessments in other similar cases within the EU.The analysis reveals the relative greenhouse gas emissions from raw material extraction and production, heat and power generation, transport and the production process itself, in comparison to the present system with limited material recovery. To test the model viability, we conduct a sensitivity analysis with respect to increasing energy and production capacity. Our analysis shows that from the point of view of a single operator, material recovery may bring noteworthy reductions in greenhouse gas emissions. If the scale of the assessment is expanded beyond the confines of a single plant, however, we find limited potential for reducing greenhouse gas emissions through further recovery of steelmaking residues. In conclusion, we provide policy recommendations with which the EoW paradigm can provide better support for climate change mitigation on a regional scale.  相似文献

Degraded air quality severely affects the health of citizens worldwide. The design of effective policies requires exploring public preferences for environmental and air quality policy instruments. Within the EC-FP7 SEFIRA project, using a choice experiment that stresses the trade-offs between attributes, this study investigates public preferences for environmental policy drivers in Italy. The main objective is to investigate the role played by selected policy drivers in determining policy preferences, complemented by elasticity and willingness to pay estimations. Preference heterogeneity and the role of socio-economic and attitudinal variables are explored with a latent class model over 2400 respondents sampled across Italy. The results allow identifying the different role played by the policy drivers across the classes. It emerged that most of the respondents (43%) are particularly sensitive to the cost components (cost sensitive respondents). The remaining respondents instead show an important sensitivity towards personal engagement in term of changes in the mobility and eating habits (lifestyle-change sensitive respondents). However, while 29% of them perceive these habits’ changes as negatively impacting on the personal utility, the other 28% of respondents translate the potential changes in the habitual behaviour of driving and eating as environmental and health benefits. Based on the modelling results, potential policies are simulated reporting respondents’ reaction to selected scenarios. It shows the crucial role played by reduction of premature deaths due to atmospheric pollution and measure cost.  相似文献

Industrial symbioses (ISs) and eco-industrial parks (EIPs) are key concepts of industrial ecology (IE). The aim of ISs and EIPs is to minimise inefficient material and energy use by utilising local by-product and energy flows. Industrial symbioses tend to develop through spontaneous action of economic actors, for gaining of economic benefit, but these systems can be designed and promoted via policy instruments as well. A literature review showed that national programmes for eco-industrial parks can be found in different parts of the world. In the action programmes and other sustainable consumption and production (SCP) policy documents of the EU, on the other hand, industrial symbioses gain less recognition as a path to enhanced sustainable production. In this article, we consider this and also analyse how the evolution and environmental performance of an industrial symbiosis system centred on a Finnish pulp and paper mill have been affected by SCP policy instruments. With regard to the system forming the subject of the case study, and Finnish industrial systems in general, policy instruments have succeeded in reducing emissions but not in systematically encouraging operators toward symbiosis-like activities. All in all, few studies exist on the overall impact of policy instruments promoting design of eco-industrial parks. It is not self-evident that symbiosis-like production systems would be sustainable in every case, as the background assumptions for political promotion of EIPs suggest. We concluded that industrial symbioses should be analysed and developed on a life cycle basis, with documentation of the real environmental benefits due to efficient resource use and decreased emissions in comparison to standalone production. ISs can then bring eco-competitiveness to companies in relation to SCP tools, such as environmental permits, ecolabels, and future product regulation based on the Ecodesign Directive in Europe. Indirect encouragement of symbiosis through land-use regulation and planning, in such a way that material fluxes between companies are possible both in operations and in financial terms, may prove effective. The same holds for waste policies that encourage increased reuse of a company’s waste by other enterprises.  相似文献

A sustainable forestry scenario aimed at meeting the projected biomassdemands, halting deforestation and regenerating degraded forests wasdeveloped and analyzed for additionality of mitigation and cost-effectivenessfor India. Similarly, mitigation potential of a commercial forestry scenarioaimed at meeting the biomass demands from forestry activities on privateland was assessed. India has a significant scale baseline scenario afforestationand effective forest conservation activities. India is afforesting at an averagegross rate of 1.55 × 106 ha yr-1 over the past 10 years, while the gross deforestation rate was 0.272 × 106 ha yr-1 during the same period. The sustainable forestry scenario could lead to an additional carbon (C) stock of 237 × 106 Mg C during 2000 to 2012, while the commercial forestry scenario apart from meeting all the incremental biomass demands (estimated for 2000 to 2015) could potentially lead to an additional carbon stock of 78 × 106Mg C during 2000 to 2012. Short- and Long-rotation forestry activities arecommercially viable. With appropriate policies and financial incentives allthe industrial wood, sawnwood and commercial fuelwood requirementcould be met through commercial forestry, so that government funds couldbe dedicated for conserving state owned forests and meeting subsistencebiomass demands. The commercial forestry activities could receive financialsupport under greenhouse gas (GHG) abatement programmes. The government, however, needs to develop institutions and guidelines to process, evaluate, approve and monitor forestry sector mitigation projects.  相似文献
