The construction industry seems to suffer from a general inability to manage workplace health and safety to a level where an achieved improvement in safety performance by a way of pro-active measures can result in zero accidents. This paper investigates the effectiveness of safety management activities as currently adopted by Australian contracting organisations. A safety management survey has been conducted of contracting organisations operating in the State of Queensland, Australia. Based on a research model depicting statistical analysis techniques, a safety management index reflecting the intensity of level of safety management activities has been developed to provide a means whereby individual organisations can be assessed and graded on their safety management commitment and attitudes. The paper reports on a detailed empirical analysis carried out to examine the relationship between the intensity of safety management commitment and the overall safety performance, pro-activeness and record.  相似文献

IntroductionSafety management in construction is complicated due to the complex “nature” of the construction industry. The aim of this research was to identify safety management factors (e.g., risk management and site management), contextual factors (e.g., organisational complexity) and combinations of such factors connected to safety performance. Method: Twelve construction projects were selected to compare their safety management and safety performance. An analytical framework was developed based on previous research, regulations, and standards where each management factor was defined. We employed qualitative comparative analysis (QCA) to produce case knowledge, compare the cases, and identify connections between the factors and safety performance. The material collected and analyzed included, for example, construction planning documents, reports from OHS-inspections, safety indicators, and interviews with project leaders and OHS experts. Results and conclusions: The research showed that: (a) the average score on 12 safety management factors was higher among projects with high safety performance compared to projects with low safety performance; (b) high safety performance can be achieved with both high and low construction complexity and organizational complexity, but these factors complicate coordination of actors and operations; (c) it is possible to achieve high safety performance despite relatively poor performance on many safety management factors; (d) eight safety management factors were found to be “necessary” for high safety performance, namely roles and responsibilities, project management, OHS management and integration, safety climate, learning, site management, staff management, and operative risk management. Site management, operative risk management, and staff management were the three factors most strongly connected to safety performance. Practical implications: Construction stakeholders should understand that the ability to achieve high safety performance in construction projects is connected to key safety management factors, contextual factors, and combinations of such factors.  相似文献

Problem: Safety management programs (SMPs) are designed to mitigate risk of workplace injuries and create a safe working climate. The purpose of this project was to evaluate the relationship between contractors’ SMPs and workers’ perceived safety climate and safety behaviors among small and medium-sized construction subcontractors. Methods: Subcontractor SMP scores on 18 organizational and project-level safety items were coded from subcontractors’ written safety programs and interviews. Workers completed surveys to report perceptions of their contractor’s safety climate and the safety behaviors of coworkers, crews, and themselves. The associations between SMP scores and safety climate and behavior scales were examined using Spearman correlation and hierarchical linear regression models (HLM). Results: Among 78 subcontractors working on large commercial construction projects, we found striking differences in SMP scores between small, medium, and large subcontractors (p < 0.001), related to a number of specific safety management practices. We observed only weak relationships between SMP scales and safety climate scores reported by 746 workers of these subcontractors (β = 0.09, p = 0.04 by HLM). We saw no differences in worker reported safety climate and safety behaviors by contractor size. Discussion: SMP only weakly predicted safety climate scales of subcontractors, yet there were large differences in the quality and content of SMPs by size of employers. Summary: Future work should determine the best way to measure safety performance of construction companies and determine the factors that can lead to improved safety performance of construction firms. Practical applications: Our simple assessment of common elements of safety management programs used document review and interviews with knowledgeable representatives. These methods identified specific safety management practices that differed between large and small employers. In order to improve construction safety, it is important to understand how best to measure safety performance in construction companies to gain knowledge for creating safer work environments.  相似文献

建设单位做好安全管理工作,对保障大型工程项目建设的顺利进行,以及施工现场安全有着举足轻重的作用。泰州大桥项目作为特大桥梁工程,参建单位及人员众多,施工管理及组织非常复杂,安全管理工作面临着众多难点。本文从建设单位的角度出发,探讨了泰州大桥安全管理工作中的安全生产氛围、现场安全防护、高处作业、特种设备、特种作业人员、临时用电等八个重点内容,严把设计关、狠抓招标准入、强化制度建设、落实各级安全检查、实施安全生产风险抵押金考核等五种管理手段,以及委托专业机构提供现场安全管理及咨询、在全桥范围内建立和推行职业健康安全管理体系的探索性工作。此安全管理模式对其他大型工程项目建设单位抓好安全管理工作具有一定的借鉴意义。  相似文献

The current study investigates the influence of the leadership practices of first-line supervisors on the safety compliance and safety participation of the employees who work for them. Contingent reward and transformational leadership are examined under conditions of positive and non-positive group safety climate in both the manufacturing and constructions sectors. Using moderated regression models (Aguinis, 2004) results indicate that greater levels of transformational and contingent reward leadership are both associated with greater levels of safety compliance and safety participation behavior, however group safety climate moderates the leadership-safety compliance relationships. Under positive group safety climate conditions employee safety compliance behavior improves as supervisor’s leadership practices increase; under non-positive group safety compliance conditions there is no improvement in safety compliance with improvements in supervisor’s leadership practices. The results provide further support to the growing literature on the value of strong group safety climates for improving safety compliance behavior, as well as the value in improving the leadership practices of first-line supervisors.  相似文献

PROBLEM: Safety in the construction industry is a major issue in Hong Kong, representing about 46% of all occupational injuries in 1998. This study explored linear and curvilinear relations between age and safety performance (accident rates and occupational injuries), as well as safety attitudes, in construction workers in Hong Kong. METHOD: A Chinese version of the Safety Attitude Questionnaire (SAQ by Donald & Canter) was developed and administered to a sample of Chinese construction workers (N=374, 366 males, 8 females) from 27 construction sites. RESULTS: Accident rates were not related to age. Occupational injuries were related to age in a curvilinear manner, with injuries at first increasing with age, then decreasing. Two safety attitude scales were related to age with older workers exhibiting more positive attitudes to safety. If age and tenure are controlled, some attitude scales are predictors of safety performance. IMPACT ON INDUSTRY: Management/supervisors, team leaders, and workers are all responsible for safety, and any negative bias toward older construction workers is unfounded.  相似文献

The objective of the study was to determine the influential safety factors that governed the success of a safety management system for construction sites. The number of incidences among construction workers and the level of awareness on matters concerning safety were also determined. The study involved a self-administered three-part questionnaire among the workers and interviews with industry experts involved in brick-laying, concreting and in related assorted trades. Part A of the questionnaire concerned personal particulars, Part B involved training and experience and Part C was based on 28 industry-accepted safety factor elements. The construction sites ranged from high rise buildings, landed houses and infrastructure renovation. The sample size was 275. From the survey it was found that the most influential safety factor was personal awareness followed closely by communication. Suggestions and recommendations on equipment design and improved work practices and procedures to improve the efficiency and productivity of construction workers were proposed. With the rapid development of increasingly complex technology and large scale industrial projects, all kinds of safety problems become extremely intricate in daily safety management (SM). It is therefore indispensable to effectively collect, analyze, assess, and synthesize information that is relevant to accident risk. In this paper, the concept of the information literacy (IL) of professionals in SM is proposed, and a conceptual framework is put forward. Further, determinants of the IL of safety professionals are suggested, including individual attributes, safety climate and culture, information infrastructure, information technology (IT) human resources, production technology and management, and national information policy, law and ethics. Of course, further research on the IL of safety professionals should be carried out for effective SM.  相似文献

Introduction

The Government of the Hong Kong Special Administrative Region (SAR) has implemented different safety initiatives to improve the safety performance of the construction industry over the past decades. The Pay for Safety Scheme (PFSS), which is one of the effective safety measures launched by the government in 1996, has been widely adopted in the public works contracts. Both the accident rate and fatality rate of public sector projects have decreased noticeably over this period.

Method

This paper aims to review the current state of application of PFSS in Hong Kong, and attempts to identify and analyze the perceived benefits of PFSS in construction via an industry-wide empirical questionnaire survey. A total of 145 project participants who have gained abundant handson experience with the PFSS construction projects were requested to complete a survey questionnaire to indicate the relative importance of those benefits identified in relation to PFSS. The perceived benefits were measured and ranked from the perspectives of the client and contractor for crosscomparison.

Results

The survey findings suggested the most significant benefits derived from adopting PFSS were: (a) Increased safety training; (b) Enhanced safety awareness; (c) Encouragement of developing safety management system; and (d) Improved safety commitment. A wider application of PFSS should be advocated so as to achieve better safety performance within the construction industry.

Impact on Industry

It is recommended that a similar scheme to the PFSS currently adopted in Hong Kong may be developed for implementation in other regions or countries for international comparisons.  相似文献

The purpose of this study was to examine the effectiveness of the revised scaffold safety standard in the construction industry and to evaluate time trend analyses on scaffold-related fatalities and injuries, as well as inspections conducted and cited violations of the scaffold safety standard set forth in Title 29 of the Code of Federal Regulations Part 1926, Subpart L. Data on scaffold-related fatalities, injuries, and lost workdays, as well as cited violations of scaffold safety, were assembled from sources such as the US Department of Labor's Occupational Safety and Health Administration (OSHA) Integrated Management Information System, and Bureau of Labor Statistics. Data for the period prior to the revision of the standard were compared with data from the period after the revision. We used autoregressive analyses to evaluate the percentage of change in the mean scaffold-related fatalities, injuries and lost workdays and in the OSHA inspections and cited violations of scaffold safety. Effectiveness analysis was conducted to assess the effectiveness of the revised scaffold safety standard in preventing fatal or nonfatal injuries in the construction industry. Complying with the revised scaffold safety standard would prevent approximately 4.6 fatalities, 404 nonfatal injuries, and 2896 lost workdays per year. A total cost savings associated with compliance was estimated at $5.8 million (2001 US$) per year. Compliance with the revised scaffold safety standard would provide a safer workplace and generate a significant cost saving in the construction industry.  相似文献

在建设工程项目中,为提高安全水平,需要营造良好的安全氛围。安全氛围是抽象化概念,这就要求项目管理团队首先对安全管理进行概念化。研究目的在于探索项目管理人员的概念技能构成维度,分析维度间关系以及对安全管理水平提升的作用机理。因此,运用问卷调查收集相关数据,然后对有效数据进行因子分析,得到概念技能对于建设工程项目安全至关重要的两个维度:项目愿景,项目范围与整合。基于两个重要维度,初步建立理论模型并采用SEM分析论证概念技能对建设工程安全管理的作用机理。研究结果表明,概念技能可以帮助项目管理人员实施安全管理工作,安全管理工作的顺利实施又会提升现场的安全氛围。  相似文献

Introduction

The often applied engineering approach to safety management in the construction industry needs to be supplemented by organizational measures and measures based on how people conceive and react to their social environment. This requires in-depth knowledge of the broad preconditions for high safety standards in construction. The aim of the study was to comprehensively describe the preconditions and components of high safety standards in the construction industry from the perspective of both experienced construction workers and first-line managers.

Method

Five worker safety representatives and 19 first-line managers were interviewed, all strategically selected from within a large Swedish construction project. Phenomenographic methodology was used for data acquisition and analysis and to categorize the information. Nine informants verified the results.

Results

The study identified four main categories of work safety preconditions and components: (1) Project characteristics and nature of the work, which set the limits of safety management; (2) Organization and structures, with the subcategories planning, work roles, procedures, and resources; (3) Collective values, norms, and behaviors, with the subcategories climate and culture, and interaction and cooperation; and (4) Individual competence and attitudes, with the subcategories knowledge, ability and experience, and individual attitudes.

Discussion

The results comprehensively describe high safety standards in construction, incorporating organizational, group, individual, and technical aspects. High-quality interaction between different organizational functions and hierarchical levels stood out as important aspects of safety. The results are discussed in relation to previous research into safety and into the social-psychological preconditions for other desired outcomes in occupational settings.

Impact on Industry

The results can guide construction companies in planning and executing construction projects to a high safety standard.  相似文献

Introduction: Among attempts that address high incidences of fatalities and injuries in coal mines, increasing attention has been paid to management commitment to complement the traditional focus on technological advances in safety management. However, more research is needed to explain the influence of perceived management commitment, with extant research drawing commonly on Griffin and Neal (2000) to focus on safety knowledge, skills, and motivation. This study draws on social cognitive theory (Bandura, 1986) to investigate psychological capital as a link between thought process and safety behavior. Method: This study uses survey data from 400 frontline workers in China’s coal mines to test hypotheses. Result: Results suggest that perceived management commitment to safety correlates positively with workers’ safety compliance and participation, and four constituents of psychological capital—self-efficacy, hope, optimism, and resilience—explain the influence of perceived management commitment on safety compliance and participation. Practical Applications: Findings offer both researchers and practitioners an explanation of how perceived management commitment influences safety behaviors, and clarify the roles psychological capital constituents play in explaining the influence of perceived management commitment on safety compliance and safety participation.  相似文献

Unsafe behavior is one of the main causes limiting the improvement of on-site safety performance. Safety training is an important means of preventing unsafe behavior. With changes in the scale of operations and employee characteristics, traditional training methods have largely failed to meet the practical demands. Therefore, to improve the effectiveness of safety training, this paper analyzes the shortcomings of the current training methods, demonstrates the potential value of accident cases for improving the training effect, and the advantages of 24Model for case analysis in safety training. Subsequently, this paper constructs a systematic training system with Accident-Cause-Training (ACT) as the training relationship chain, which runs the accident cases throughout the training process, 24Model is utilized to trace the unsafe behaviors that lead to accidents from the perspectives of organizational and individual level, and the training content is established according to the analysis results. This paper also conducts a case study to verify the operability of the ACT method, specifically, a training programme for limited space operations at a national-level oil and gas storage and transportation company is designed and implemented. Finally, by comparing the similarities and differences between the ACT method and other training methods from various perspectives, the universality and participation of the ACT method are proved, and the development trend of the ACT method is also discussed. It is believed that the proposed ACT method could enrich the types of safety training methods and provide an effective and scientific tool to enhance the safety performance of field operations.  相似文献

This study examines the relationship among three latent variables: safety leadership, safety climate, and safety performance. Employees from 23 plants in seven departments of a petrochemical company in central Taiwan completed a questionnaire survey. From this, a sample of 521 responses was randomly selected. Structural equation modeling (SEM) analysis using the AMOS 5.0 was employed to test the hypothesized model relating the above-mentioned variables. The results indicate that the model was supported, and that safety climate mediated the relationship between safety leadership and performance. Practical implications of these results for process safety management in the petrochemical industries are discussed.  相似文献
