Coastal zones attract a large number of people and productive activities. This puts pressure on ecosystems and affects the organization of local economies, having an impact on social cohesion and coherence. The complexity of coastal socio-spatial systems and the fact that coastal zones, and, more particularly, islands that are considered vulnerable areas (that is, parameters: such as sea level rising, desertification, built-up areas excessive expansion etc) and important for the overall operation of the state imply the significance of a further study of the subject. The paper deals with the principal socio-spatial pressures on coastal zones and islands that are caused by unregulated urban growth. The incompetent spatial planning framework, the “loose” political system, related to urban growth, and the socio-economical characteristics are considered as the principal reasons for built-up areas excessive dispersion. Here, delineation of the coastal zone is proposed, using physico-geographical and man-made variables. Soil Sealing dataset is used to illustrate where built-up areas dispersion and basic metrics can be applied. Furthermore, an overview of the planning spatial framework is attempted, so that the particularities of urban growth can be interpreted.  相似文献

Abstract: Rapidly changing landscapes have spurred the need for quantitative methods for conservation assessment and planning that encompass large spatial extents. We devised and tested a multispecies framework for conservation planning to complement single‐species assessments and ecosystem‐level approaches. Our framework consisted of 4 elements: sampling to effectively estimate population parameters, measuring how human activity affects landscapes at multiple scales, analyzing the relation between landscape characteristics and individual species occurrences, and evaluating and comparing the responses of multiple species to landscape modification. We applied the approach to a community of terrestrial birds across 25,000 km2 with a range of intensities of human development. Human modification of land cover, road density, and other elements of the landscape, measured at multiple spatial extents, had large effects on occupancy of the 67 species studied. Forest composition within 1 km of points had a strong effect on occupancy of many species and a range of negative, intermediate, and positive associations. Road density within 1 km of points, percent evergreen forest within 300 m, and distance from patch edge were also strongly associated with occupancy for many species. We used the occupancy results to group species into 11 guilds that shared patterns of association with landscape characteristics. Our multispecies approach to conservation planning allowed us to quantify the trade‐offs of different scenarios of land‐cover change in terms of species occupancy.  相似文献

The threat of sea-level rise and climate change means that coastal managers are being increasingly asked to make long-term assessments of potential coastal impacts and responses. In the UK, shoreline management planning (for flood and erosion hazards) and spatial planning now takes a 100 year perspective. An integrated framework across a wide range of physical and social issues is required for the assessment of coastal impacts and consequently for making sound management decisions. This paper provides an overview of the development of the ‘Tyndall Coastal Simulator’ including the underlying philosophy that is being followed. The Simulator is based on a series of linked climate models (CM) within a nested framework which recognises three spatial scales: (i) the global (GCM) scale; (ii) the regional scale and (iii) the Simulator Domain (a physiographic unit, such as a coastal sub-cell). Within the nesting, the larger scale provides the boundary conditions for the smaller scale. The models feed into each other and describe a range of relevant processes: sea level, tides, surges, waves, sediment transport and coastal morphology. Different climate scenarios, as well as the range of uncertainty, are being explored. Communication of results is a major issue and the Simulator includes a dedicated GIS-based user interface that allows a wide range of queries of model outputs. The paper demonstrates the possibility of developing an integrated framework that is multi-scale and capable of linking various models in order to simulate complex coastal processes and consequently allowing long-term assessments that are useful for setting future management plans.  相似文献

Coastal barrier environments are heavily influenced by human activities yet there are few examples of landscape ecological work investigating human dimensions of settlement disturbance patterns and processes. We investigated the impacts of residential development on vegetation cover for a remote roadless coastal barrier in Carova, North Carolina that is subject to policies from the federal to local levels and addressed three research questions: How has the region’s the policy history influenced patterns of residential parcel development? What are the spatial and temporal patterns of parcel development? How has development impacted patterns of barrier vegetation cover? We traced the influences of the federal 1982 Coastal Barrier Resources Act (CBRA) designed to discourage development in risky coastal areas as well as state/local coastal policies and employed remote sensing change detection, NDVI analysis and spatial analysis and regression techniques. Results showed an acceleration of new housing structures since 1990, contrary to the intended effects of CBRA. An estimated vegetation cover loss of 437 m2 was associated with each newly developed parcel. NDVI varied along spatial and temporal gradients with more recent development having lower NDVI than older development. Recently developed parcels were larger in area, closer to the beach, and contained houses with larger footprints compared to older developed parcels. Our approach represents a place-based analytical framework for coastal barrier landscapes. Beyond the Carova case study, adopting such an approach coupling natural and human systems for the entire eastern US barrier system requires defining a comprehensive set of coastal barrier spatial units to enable typological classification and subsequent systematic investigation to inform debates regarding coastal ecosystem services and sustainability.  相似文献

This paper introduces the need, in Italian countries, of a real integration of scientific knowledge into coastal policy. Actually, in Italy, still exists a gap between Science and Policy, interfering the implementation of an Integrated Coastal Zone Management (ICZM) process, while there is no coordination between local, regional and national authorities. This lack of an overall strategy has induced some regions to adopt regional plans for the sustainable development of their coastal areas, to compensate the shortcomings of a national planning. Besides, along Italian coasts, there is a heavy landscape urbanization producing conditions of environmental decay and highlighting the risk of erosions in littoral areas. In this critical context, it is necessary to adopt an effective Integrated Coastal Zone Management policy, to connect ecosystem and environmental approaches with the social and economic development of coastal areas. So, in Italian landscape, it is necessary to integrate the national cultural heritage into coastal management, joining scientific and cultural issues. In this framework, ICZM process could play an important role connecting scientists and policy makers towards an effective integration for the social and economic growth of local people.  相似文献

This paper presents a generic framework for assessing inherent climate change hazards in coastal environments through a combined coastal classification and hazard evaluation system. The framework is developed to be used at scales relevant for regional and national planning and aims to cover all coastal environments worldwide through a specially designed coastal classification system containing 113 generic coastal types. The framework provides information on the degree to which key climate change hazards are inherent in a particular coastal environment, and covers the hazards of ecosystem disruption, gradual inundation, salt water intrusion, erosion and flooding. The system includes a total of 565 individual hazard evaluations, each graduated into four different hazard levels based on a scientific literature review. The framework uses a simple assessment methodology with limited data and computing requirements, allowing for application in developing country settings. It is presented as a graphical tool—the Coastal Hazard Wheel—to ease its application for planning purposes.  相似文献

This paper describes a decision-support system based on landscape ecology and focused on the study of ecosystems’ health. System capabilities are illustrated with three cases of integrated coastal zone management (ICZM), in the Adriatic Sea (Italy): the lagoon of Venice and the Rimini and Ancona coastal areas. Indicators and indices are developed with a focus on sub-regional and local problems in coastal management, with a multi-scale approach based on landscape and seascape ecology. Land-use changes of the coastal areas were detected by analyzing two sets of satellite images. Indices combining satellite imagery, socio-economic and environmental indicators, and landscape and seascape maps were created, showing ecological changes, habitat loss and gaps in conservation policy. The approach used provides means for the identification of conflicts and for the assessment of sustainability. Results show that the lagoon of Venice plays an important role in mitigating and compensating the impacts of human activities, and needs to be protected and restored. The Rimini area shows high ecological footprint and development-intensity and low biocapacity. The Ancona area needs the protection of its natural coastal space from potential sources of anthropogenic impacts to maintain its sustainability. A model of environment changes is critical for formulating effective environmental policies and management strategies. The developed decision-support system provides a suitability map per each area analyzed, which can be used in order to maximize different policy objectives and reduce coastal conflicts.  相似文献

The central argument of the paper is that effective pollution prevention can be achieved only by integrated land-use planning which offers the broad framework for co-ordinating technological and non-technological means to achieve sustainable development. The paper first reviews the role of land-use in preventing or contributing to pollution over time, focusing especially on contemporary efforts to promote environmental protection through land-use planning and management. The relationship between land-use, pollution and sustainable development is analysed by examining the most important types of land-use-related problems, discussing their causes and identifying a number of land-use-related constraints to sustainable development. Finally, a land-use planning and policy framework approach to pollution prevention for sustainable development is outlined which emphasizes the need for integrated analysis of pollution problems and adoption of comprehensive approaches to their solution. Scientific, spatial, temporal and policy issues are addressed in the context of the proposed approach.  相似文献

Maritime Spatial Planning is a new form of spatial planning emerging at the intersection of expanding demands for commercial use of marine space and increasing concerns for marine ecosystems. Many coastal countries around Europe are presently engaged in this field -not only by their national activities but also cooperating across borders through transboundary dialogue, joint strategies and even considering joint planning. In the Baltic Sea region transboundary cooperation takes all these forms. Such activities, including the Plan Bothnia pilot planning of the Bothnian Sea between Sweden and Finland, bring into surface differences in planning procedures and approaches, views on the environment, compatibilities of geographical data and the general complexity of the international-national legal framework. Creativity and transparent, accountable procedures are needed to ensure that such initiatives are both useful and legitimate.  相似文献

Land-use suitability is the ability of a given type of land to support a defined use. GIS is known as a powerful tool for handling spatial data in land-use analysis. Application of this tool alone cannot overcome the lack of consistency in opinions given by experts when trying to assign relative importance to each of the several criteria considered in a suitability analysis. The combination of GIS and Multi-Criteria Decision Analysis (MCDA) is a powerful approach used to assess land suitability. To address this issue, the Analytical Hierarchy Process method is used in combination with the GIS tool. The aim of this study is to demonstrate how GIS tools and AHP model can be used for integrated coastal resource planning and management. Based on the information from final map/suitability map, we can define the best area. The findings indicate that the area 1 (2111 m) from class 3 is the most appropriate one because it has good facilities and wide open areas. This study indicates how the integrated tool is handled effectively in a land use suitability analysis for building hotels in the coastal areas of Terengganu in Malaysia. This research develops a framework for integrating GIS and AHP to incorporate the decision maker’s preferences on a range of factors in finding land areas suitable for coastal development.  相似文献

This paper introduces Chinese urban forestry research in terms of the concept, forest types, ecosystem services, spatial structure, planning and construction, assessment and management. Modern Chinese urban forest had a close relationship with traditional landscape architecture. Urban forest services had been quantified in some case cities, and determined by urban forest spatial patterns and internal structures. Based on landscape ecology and urban planning, urban forest spatial patterns have been analysed and planned rationally in some cities. However, studies on urban forestry generally lack long-term, continuous and systemic observations, as well as in-depth research on ecological processes and mechanisms. The development trends in urban forestry in China might include extensive application of '3S' technology, research on the relationship between urban forest landscape spatial patterns and their ecological effects, economic assessment, ecological and economic benefits and studies on the negative effects of pollutants.  相似文献

The Indian subcontinent is highly prone to the detrimental impacts of hazards viz. cyclones, floods and storm surges. Of late, these events have become extreme in nature and intensity. While occurrence and severity of the events is being linked to the phenomenon of climate change, their devastating potentialities are also getting triggered due to lack of resilience and coping capacity of the human community. That in turn depends on distribution of activities over the land i.e. land use pattern, affecting the socio -economic conditions directly. A coastal village often lacks infrastructural support, administrative attention and planning standards compared to a coastal city, thereby making it more vulnerable to disasters like flood. In a coastal city it is easy to govern and manage livelihood as land use depends highly on anthropogenic decisions. While in a coastal village, activities would highly depend on its natural characteristics viz. coastal geomorphology, soil, vegetation cover i.e. governance of livelihood by the eco-system. Hence, managing disaster through in-situ pro-active or developmental measures in a rural planning unit though imperative, is a challenging task. This paper focuses on spatial planning techniques for Restoration of ecological buffers and livelihood enhancement that would sustainably combat the impact of flood at village level in a coastal area. This paper introduces a possible approach to integrated modelling of coastal change, focusing on coastal land use and cover change. Some of the mostimportant open issues in the context of integrated modelling of coastal change are introduced. The paper focuses on methdological aspects. Specific reference is made to Physiographic Unit Modelling as an approach to better handle spatial variability and ‘morphogenesis’, and as a way to focus on coastal change mechanisms instead of absolute coastal dynamics for achieving an important simplification of the problem. The application is briefly discussed with reference to a ‘minimal model’. The methodological structure introduced is considered particularly suitable to represent, according to a variable degree of simplification, the integrative dynamics between resources and uses of the resources.  相似文献

The general objective of this paper is to trigger off the development of a more comprehensive approach to Hellenic coastal areas (in the perspective of territorial cohesion), at local level and especially along the non-urban areas close to the sea. Methodological issues linked to the building of an appropriate coastal database constitute the key goal of this paper (the space and time scale, the relationship to the already proposed set of indicators, the impact of driving forces and policies, the possible sources of data and their feasibility etc.). Furthermore, specific emphasis should be given to the choice of new indicators, particularly for the coastal abiotic environment and the land cover/uses along coastal areas, especially near the seafront. Those indicators should be able to aid the formation (in the near future) of an algorithm linked to the total man-made activities in coastal areas. In conclusion, this paper will be considered successful if the just above illustrated objectives could enrich the argument about the typology of coastal areas and the development of a spatial (coastal) observatory. Actually, this paper is part of a broader research of the author regarding the monitoring of coastal spatial changes in different scales (AMICA, “Appraisal of man-made interventions along the Hellenic coastal areas”). This research aims to broaden the coastal knowledge (not only by means of coastal data) on behalf of all stakeholders been implicated into sustainable spatial planning, integrated coastal management and the strategic environmental assessment along coastal areas.

Federal and State agencies have recently advocated risk-based analysis as a mechanism for advancing regulatory reform and safety determination in marine systems. the present investigation promotes this objective through the development of risk-based environmental planning strategies for oil spill contingency plans. This alternative approach to contingency planning departs from conventional methodology by employing quantitative risk assessment methods to identify hazardous oil spill zones and sensitive environmental areas, Ro and Re respectively. the product of this conversion is referenced on a single “Risk” layer within a Geographic Information System (GIS) framework allowing coastal managers to evaluate natural resource data with associated elements of oil spill risk. As a new tool for coastal pollution management, risk-based environmental planning strategies have shown potential for evolving more efficient oil spill contingency plans.  相似文献

Production of marketed commodities and protection of natural systems often conflict. A focus on only one goal can result in large losses in other goals and may result in inefficient and unsustainable outcomes. In this paper, we develop a method that combines economic and ecological models in a dynamic and spatial analysis to evaluate land use decisions and find cost-effective alternatives for which it is not possible to do better on one objective without harming another objective. The method is demonstrated using timber production and species conservation on a forested landscape over a 100-year planning horizon. Current land use strategies are simulated and compared with cost-effective alternatives. The approach is compared to a static reserve approach, similar to previous studies, and found to produce substantially more efficient management strategies for the case study landscape.  相似文献

During recent decades the northern shores of the Mediterranean have experienced a rapid transformation; mainly due to touristic development. At present, more than 25% of the worldÕs hotel accommodation is found in the Mediterranean. This paper presents some figures illustrating the related growth of different sectors of coastal economy, such as housing, tourism, industry and traffic. A better control of these developments is urgently needed. To this end a spatial planning policy should be elaborated which fully incorporates environmental issues. The concept of integrated coastal (zone) management has only recently been introduced in regional and national policies. A classification of spatial dynamics including settlement-environment relationships can stimulate the implementation of integrated planning policies in the coastal belt of the Mediterranean region.  相似文献

Conservation planning of critical habitats for wildlife species at risk is a priority topic that requires the knowledge of how animals select and use their habitat, and how they respond to future developmental changes in their environment. This paper explores the role of a habitat-modeling methodological approach, agent-based modeling, which we advocate as a promising approach for ecological research. Agent-based models (ABMs) are capable of simultaneously distinguishing animal densities from habitat quality, can explicitly represent the environment and its dynamism, can accommodate spatial patterns of inter- and intra-species mechanisms, and can explore feedbacks and adaptations inherent in these systems. ABMs comprise autonomous, individual entities; each with dynamic, adaptive behaviors and heterogeneous characteristics that interact with each other and with their environment. These interactions result in emergent outcomes that can be used to quantitatively examine critical habitats from the individual- to population-level. ABMs can also explore how wildlife will respond to potential changes in environmental conditions, since they can readily incorporate adaptive animal-movement ecology in a changing landscape. This paper describes the necessary elements of an ABM developed specifically for understanding wildlife habitat selection, reviews the current empirical literature on ABMs in wildlife ecology and management, and evaluates the current and future roles these ABMs can play, specifically with regards to scenario planning of designated critical habitats.  相似文献

The interactions of physical processes between estuaries and upstream river floodplains are of great importance to the fish habitats and ecosystems in coastal regions. Traditionally, a hydraulic analysis of floodplains has used one- or two-dimensional models. While this approach may be sufficient for planning the engineering design for flood protection, it is inadequate when floodwaters inundate the floodplain in a complex manner. Similarly, typical estuarine and coastal modeling studies do not consider the effect of upstream river floodplains because of the technical challenge of modeling wetting and drying processes in floodplains and higher bottom elevations in the upstream river domain. While various multi-scale model frameworks have been proposed for modeling the coastal oceans, estuaries, and rivers with a combination of different models, this paper presents a modeling approach for simulating the hydrodynamics in the estuary and river floodplains, which provides a smooth transition between the two regimes using an unstructured-grid, coastal ocean model. This approach was applied to the Skagit River estuary and its upstream river floodplain of Puget Sound along the northwest coast of North America. The model was calibrated with observed data for water levels and velocities under low-flow and high-flood conditions. This study successfully demonstrated that a three-dimensional estuarine and coastal ocean model with an unstructured-grid framework and wetting-drying capability can be extended much further upstream to simulate the inundation processes and the dynamic interactions between the estuarine and river floodplain regimes.  相似文献
