Actors in the built environment are progressively considering environmental and social issues alongside functional and economic aspects of development projects. Infrastructure projects represent major investment and construction initiatives with attendant environmental, economic and societal impacts across multiple scales. To date, while sustainability strategies and frameworks have focused on wider national aspirations and strategic objectives, they are noticeably weak in addressing micro-level integrated decision making in the built environment, particularly for infrastructure projects. The proposed approach of this paper is based on the principal that early intervention is the most cost-effective and efficient means of mitigating the environmental effects of development projects, particularly macro infrastructure developments. A strategic overview of the various project alternatives, taking account for stakeholder and expert input, could effectively reduce project impacts/risks at low cost to the project developers but provide significant benefit to wider communities, including communities of future stakeholders. This paper is the first exploratory step in developing a more systematic framework for evaluating strategic alternatives for major metropolitan infrastructure projects, based on key sustainability principles. The developed Strategic Project Appraisal (SPA) framework, grounded in the theory of Strategic Environmental Assessment (SEA), provides a means of practically appraising project impacts and alternatives in terms of quantified ecological limits; addresses the neglected topic of metropolitan infrastructure as a means of delivering sustainability outcomes in the urban context and more broadly, seeks to open a debate on the potential for SEA methodology to be more extensively applied to address sustainability challenges in the built environment. Practically applied and timed appropriately, the SPA framework can enable better decision-making and more efficient resource allocation ensuring low impact infrastructure development.  相似文献

The evaluation of sustainable tourism strategies promoted by National Parks (NP) related stakeholders is a key concern for NP managers. To help them in their strategic evaluation procedures, in this paper we propose a methodology based on the Analytic Network Process and a Delphi-type judgment-ensuring procedure. The approach aims at involving stakeholders in a participatory and consensus-building process.The methodology was applied to Los Roques NP in Venezuela. The problem included three sustainable tourism strategies defined by the stakeholders: eco-efficient resorts, eco-friendly leisure activities and ecological transportation systems. Representatives of eight stakeholders participated in the methodology. 13 sustainability criteria were selected.Results provide some important insights into the overall philosophy and underlying participants' conception of what sustainable development of Los Roques NP means. This conception is broadly shared by stakeholders as they coincided in the weights of most of the criteria, which were assigned individually through the questionnaire. It is particularly noteworthy that tourists and environmentalists almost fully match in their assessments of criteria but not of the alternatives.Moreover, there is a great agreement in the final assessment. This suggests that the regular contact among the different stakeholders, i.e. tourists with inhabitants, authorities with environmentalists, tour operators with representatives of the ministry, etc. has led to a common understanding of the opportunities and threats for the NP.They all agreed that the procedure enhances participation and transparency and it is a necessary source of information and support for their decisions.  相似文献

The generation of reliable updated information is critical to support the harmonization of socio-economic and environmental issues in a context of sustainable development. The agro-environmental assessment and management of agricultural systems often relies on indicators that are necessary to make sound decisions. This work aims to provide an approach to (a) assess the environmental performance of commercial farms in the Pampas of Argentina, and (b) propose a methodological framework to calculate environmental indicators that can rapidly be applied to practical farming. 120 commercial farms scattered across the Pampas were analyzed in this study during 2002 and 2003. Eleven basic indicators were identified and calculation methods described. Such indicators were fossil energy (FE) use, FE use efficiency, nitrogen (N) balance, phosphorus (P) balance, N contamination risk, P contamination risk, pesticide contamination risk, soil erosion risk, habitat intervention, changes in soil carbon stock, and balance of greenhouse gases. A model named Agro-Eco-Index was developed on a Microsoft-Excel support to incorporate on-farm collected data and facilitate the calculation of indicators by users. Different procedures were applied to validate the model and present the results to the users. Regression models (based on linear and non-linear models) were used to validate the comparative performance of the study farms across the Pampas. An environmental dashboard was provided to represent in a graphical way the behavior of farms. The method provides a tool to discriminate environmentally friendly farms from those that do not pay enough attention to environmental issues. Our procedure might be useful for implementing an ecological certification system to reward a good environmental behavior in society (e.g., through tax benefits) and generate a commercial advantage (e.g., through the allocation of green labels) for committed farmers.  相似文献

In wastewater treatment facilities (WWTF), technical and financial aspects have been considered a priority, while other issues, such as social aspects, have not been evaluated seriously and there is not an accepted methodology for assessing it. In this work, a methodology focused on social concerns related to WWTF is presented. The methodology proposes the use of 25 indicators as a framework for measuring social performance to evaluate the progress in moving towards sustainability. The methodology was applied to test its applicability and effectiveness in two WWTF in Mexico (urban and rural). This evaluation helped define the key elements, stakeholders and barriers in the facilities. In this context, the urban facility showed a better overall performance, a result that may be explained mainly by the better socioeconomic context of the urban municipality. Finally, the evaluation of social aspects using the semi-qualitative approach proposed in this work allows for a comparison between different facilities and for the identification of strengths and weakness, and it provides an alternative tool for achieving and improving wastewater management.  相似文献

Some efforts to assess sustainability on the urban scale have been made and different tools for measuring the impact on and caused by cities have emerged. However, the sustainability concept varies from region to region, and indicators to measure it should be suitable for the context-specific conditions of the region under study. After doing a comprehensive review of the indicators included in 13 tools developed to assess urban sustainability of cities, this article proposes a new structure of indicators adapted to a Mediterranean city in Spain. The proposed structure is based on a two-level scheme that consists in 14 categories and 63 subcategories, which agglutinate urban sustainability indicators according to their purpose. This structure suggests a set of comprehensible qualitative and quantitative indicators that are easily applicable on neighbourhood or city scales. Given the similar features of Mediterranean countries in terms of environmental and socio-economic aspects, the proposed structure could be extrapolated to other countries with climatic and cultural similarities. Otherwise, the system is a useful tool in the decision-making process to help the different stakeholders involved in new urban developments and regeneration projects in existing neighbourhoods, such as developers, urban planners and public administrations.  相似文献

Evaluating sustainability from EIA-based assessments has been problematic at best. This is due to the use of reductionist and qualitative approaches which is dependent upon the perspective of the assessor(s). Therefore, a more rigorous and holistic approach is required to evaluate sustainability in a more consistent way. In this paper, a matrix-based methodology in order to assess the indicated level and nature of sustainability for any project, policy, indicators, legislation, regulation, or other framework is described. The Geocybernetic Assessment Matrix (GAM) is designed to evaluate the level and nature of sustainability or unsustainability occurring in respect the fundamental and complex geocybernetic paradigms. The GAM method is described in detail in respect to the theory behind it and the methodology. The GAM is then demonstrated using an appropriate case study — Part 1 of the UK Climate Change Act (2008) concerning carbon budgets and targets. The results indicate that the Part 1 of Act may not achieve the desired goals in contributing towards sustainable development through the stated mechanisms for carbon budgets and targets. The paper then discusses the broader context of the GAM with respect to the core themes evident in the development and application of the GAM of: sustainability science; sustainability assessment; application value of the GAM; and future research and development.  相似文献

Development projects and innovations are often implemented based on scientific recommendations and do not incorporate local knowledge and demand for interventions. In this paper, we demonstrate the successful engagement of local stakeholders in the implementation and evaluation process of improved cooking stoves; a technology that improves food security in two climatically contrasting regions in Tanzania.The Framework for Participatory Impact Assessment tool was used to conduct impact assessments on firewood-based improved cooking stoves to evaluate their contribution to food security at local stakeholder level. Between 2014 and 2017, four annual impact assessments were conducted with local stakeholders in four villages in the semi-arid Dodoma and the sub-humid Morogoro regions to assess the impact of improved cooking stoves on locally defined nine food security criteria. The Framework for Participatory Impact Assessment was used to (i) ex-ante identify the expected impact, and (ii) to ex-post assess the experienced impact of improved cooking stoves on the nine food security criteria. The impact assessments showed that the perceived contribution of improved cooking stoves towards the food security criteria was positive throughout all assessments. In particular, improved cooking stoves addressed relevant food security criteria such as social relations, food availability, and market participation. The Framework for Participatory Impact Assessment tool supported continuous knowledge exchange between scientists and local stakeholders, thus improving communication and co-learning; while identifying merits and demerits of the improved cooking stoves that could be addressed during the project lifetime.  相似文献

The use of life cycle assessment (LCA) as a sustainability assessment tool for agro-bioenergy system usually has an industrial agriculture bias. Furthermore, LCA generally has often been criticized for being a decision maker tool which may not consider decision takers perceptions. They are lacking in spatial and temporal depth, and unable to assess sufficiently some environmental impact categories such as biodiversity, land use etc. and most economic and social impact categories, e.g. food security, water security, energy security. This study explored tools, methodologies and frameworks that can be deployed individually, as well as in combination with each other for bridging these methodological gaps in application to agro-bioenergy systems. Integrating agronomic options, e.g. alternative farm power, tillage, seed sowing options, fertilizer, pesticide, irrigation into the boundaries of LCAs for agro-bioenergy systems will not only provide an alternative agro-ecological perspective to previous LCAs, but will also lead to the derivation of indicators for assessment of some social and economic impact categories. Deploying life cycle thinking approaches such as energy return on energy invested-EROEI, human appropriation of net primary production-HANPP, net greenhouse gas or carbon balance-NCB, water footprint individually and in combination with each other will also lead to further derivation of indicators suitable for assessing relevant environmental, social and economic impact categories. Also, applying spatio-temporal simulation models has a potential for improving the spatial and temporal depths of LCA analysis.  相似文献

This study proposes a new quantitative methodology and extendable framework to assess corporate sustainability more comprehensively and to capture interrelationships across the multiple domains of sustainability. A case study from the mining industry is presented to demonstrate the application of this new approach and its ability to extract meaningful insights regarding the company's progress towards sustainability. The comprehensive sustainability target method (CSTM) is a novel extension to an existing environmental burden sustainability assessment technique with additional focus on impacts within and across the societal and social justice domain. CSTM extends sustainability assessment recognizing planetary limits from human activity and relevant societal and community-based targets by formalizing assessment to include social and environmental beneficial impacts, as well as the interdependencies between the economic, environmental and societal domains. Outcomes from the mining industry case study reveal new insights into the sustainability of corporate operations as the comprehensive assessment framework provides a deeper and more extensive evaluation as compared to traditional sustainability assessments and corporate disclosures. In addition to maximal earth carrying capacity estimates for environmental burden targets, this study proposes that companies should assess sustainability for minimal limits applying to social beneficial impacts and maximal limits for social burden impacts. The overall theoretical construct and framework are presented to illustrate the robustness and extendibility of the technique to broadly incorporate various sustainability domains, assessment boundaries, and temporal considerations.  相似文献

Tools and methods to improve current practices and quality in the healthcare building sector are necessary to support decision-making at different building life cycle phases. Furthermore, Healthcare Building Sustainability Assessment (HBSA) Methods are based on criteria organised into different levels, such as categories and indicators. These criteria highlight aspects of significant importance when designing and operating a sustainable healthcare building. To bring more objectivity to the sustainability assessments, the standardisation bodies (CEN and ISO) proposed core indicators that should be used in the evaluation of the environmental, societal and economic performances of buildings. Nevertheless, relying on state of the art analysis, it is possible to conclude that there are aspects of major importance for the operation of healthcare buildings that are not considered in the HBSA methods.Thus, the aim of this paper is to discuss the context of sustainability assessment methods in the field of healthcare buildings and to present a proposal for the incorporation of Sustainable-Effective Design (SED) criteria in a new HBSA method. The used research method is innovative since in the development of the list of sustainability criteria it considers the opinion of main healthcare buildings' stakeholders, the existing healthcare assessment methods and the ISO and CEN standardisation works in the field of the methods to assess the sustainability of construction works. As a result, the proposed method is composed of fifty-two sustainability indicators that cover the different dimensions of the sustainability concept to support decision making during the design of a new or retrofitted healthcare building in urban areas.  相似文献

A new methodology for crop-growth stage-specific assessment of agricultural drought risk under a variable sowing window is proposed for the soybean crop. It encompasses three drought indices, which include Crop-Specific Drought Index (CSDI), Vegetation Condition Index (VCI), and Standardized Precipitation Evapotranspiration Index (SPEI). The unique features of crop-growth stage-specific nature and spatial and multi-scalar coverage provide a comprehensive assessment of agricultural drought risk. This study was conducted in 10 major soybean-growing districts of Madhya Pradesh state of India. These areas contribute about 60% of the total soybean production for the country. The phenophase most vulnerable to agricultural drought was identified (germination and flowering in our case) for each district across four sowing windows. The agricultural drought risk was quantified at various severity levels (moderate, severe, and very severe) for each growth stage and sowing window. Validation of the proposed new methodology also yielded results with a high correlation coefficient between percent probability of agricultural drought risk and yield risk (r?=?0.92). Assessment by proximity matrix yielded a similar statistic. Expectations for the proposed methodology are better mitigation-oriented management and improved crop contingency plans for planners and decision makers.  相似文献

Strategic environmental assessment (SEA) is emerging as an important tool for sustainability transitions, yet there has been limited research conceptualizing transitions-based SEA. If SEA's primary goal is to facilitate strategic change and guide decision-processes toward sustainability, an assessment framework that accounts for the multi-dimensional factors and relationships influencing transition processes seems highly relevant. This paper advances the transitions-based SEA design – an approach to SEA that is focused on the institutional environment and policy context for the development of strategic initiatives including institutional commitments, supporting policies, and opportunities. We do so within the context of energy transitions, bridging strategic planning theories, decision making, and transition management. Building on existing SEA frameworks that advance strategic thinking, the paper presents the foundational principles and strategic questions to be asked in a transitions-based SEA design. The framework was developed based on a review of sustainability transitions and SEA literature supplemented by expert input. The SEA design focuses on the guiding vision for transitions, the institutional context and governance arrangements, opportunities and risks of proposed sustainability pathways, progress indicators for on-going transition management, and impacts of the exogenous landscape. The framework defines a new functionality for SEA, pushing the boundaries of what SEA can achieve, and should accomplish, as a strategic assessment tool while also challenging conventional thinking and practice beyond its application to policies, plans and programs.  相似文献

The aim of this article is to define an evaluation model for the environmental impacts of building envelopes to support planners in the early phases of materials selection. The model is intended to estimate environmental impacts for different combinations of building envelope assemblies based on scientifically recognised sustainability indicators. These indicators will increase the amount of information that existing catalogues show to support planners in the selection of building assemblies.To define the model, first the environmental indicators were selected based on the specific aims of the intended sustainability assessment. Then, a simplified LCA methodology was developed to estimate the impacts applicable to three types of dwellings considering different envelope assemblies, building orientations and climate zones. This methodology takes into account the manufacturing, installation, maintenance and use phases of the building. Finally, the model was validated and a matrix in Excel was created as implementation of the model.  相似文献

Sustainable development is a widespread concept. Indicator selection and sustainability assessment are basic methods to analyse the sustainable development process. This study aims to develop a software application to select indicators and to allocate weightings to the indicators and the sub-indexes, so that they can be listed in a sustainability assessment. The Visual Basic software is used to develop a software package based on Delphi, analytic hierarchy, normalization and combination processes. Software for sustainability assessment was developed. Thirty-five indicators are selected as a first step of which eight health indicators and eight environmental ones and their sub-indexes are given weightings. The indicators are normalized. Sub-indexes are combined into a composite sustainable development index. The model is validated showing the ‘main features’ of the sustainability situation on health and environmental aspects in the Quang Tri province during the period 2000–2005. The results support the decision-making process of the competent authorities.  相似文献

The value of pollination to human society is not limited to agricultural production, but also in the sustainability of ecosystems and the services that they provide. Seed set can be used as a comparative measure of pollination effectiveness, with minimum variability expected when other resources are not limiting. Six species of self-incompatible fall asters (Symphyotrichum) were used to evaluate pollination service at 12 sites across a spectrum of expected levels of pollination. Seed set per inflorescence was generally lower at sites with lower pollinator numbers and diversity, although as expected pollinator assemblage characteristics were highly variable within and between sites. However, rankings of sites showed consistency of response across phytometer species and between years; the summed ranks across multiple species appears to have as the greatest value in Pollination Service Measurement (PSM). Abundance, richness, and Shannon diversity of pollinator assemblages were highly autocorrelated and showed variable relationships with seed set depending on plant species and temporal scale of pollinator assemblage assessment. Use of seed set to directly measure pollination service at a site was consistent and cost effective when compared to less certain and more labour-intensive methods of pollinator collection and identification, and shows promise for implementation in pollination monitoring and bioassessment practices.  相似文献

Winter tourism and mountain agriculture are the most important economic sectors in a major part of the Swiss Alps. Both are highly sensitive to changing climatic conditions. In the framework of the CLEAR project, results from climate impact research in the field of tourism and agricultural production were used to investigate the perception of climatic change by stakeholders and to assess possible adaptations. We used a participatory integrated assessment (PIA) to involve the knowledge, values and experiences of the various social actors in tourism and agriculture (e.g., skiers, tourism managers, farmers) in the research process. Whereas climate change may have various severe direct impacts on the tourism industry, depending on the region, agricultural production may generally benefit from changed climatic conditions. But because of the dependence of farmers on “off-farm” income, the loss due to declining winter tourism in specific areas may cause more important indirect effects. However, the two sectors may adapt actively by choosing from a variety of strategies, and the loss of income from the tourism industry may support the re-evaluation of the various functions agriculture plays in mountain regions, beyond the production of food. The study demonstrates the suitability of the PIA approach to elucidate the interactions between different stakeholders and their perception of the climate change phenomena. A similar participatory approach could be a useful tool to transfer research results and expert knowledge to the political process addressing adaptations to climate change. Sustainability indicators are increasingly recognized as a useful tool to provide policy information in support of environmental, economic or social improvement. Various approaches to sustainability have also been adopted in universities through the introduction of specific rankings. International rankings are an important communication tool that allows the comparison of universities according to combinations of different appropriately weighed parameters. The GreenMetric World University Ranking is the only worldwide ranking of universities that compares environmental sustainability across various campuses. It uses indicators involving education, research and the environment to evaluate the measures undertaken by universities to develop ecological infrastructures and stimulate improvement. The aim of this work is to analyze the individual indicators and categories used in the GreenMetric ranking in detail to verify whether they are, in fact, useful in assessing the sustainability of universities. Through the implementation of the cluster analysis, based on a selection of identified variables, all campuses were classified in homogeneous groups. The results identify four levels of sustainability and show a strong relationship between the rankings of the different categories (setting and infrastructure, energy and climate change, transportation, waste and water conservation and recycling) and specific aspects for assessing institutional policies. These results are useful information to guide universities in the research of key issues on where to invest time and resources to improve the sustainability of their structures and, therefore, their attractiveness.  相似文献

There has been an increased interest in using sustainability indicators for evaluating the impacts of development and conservation projects. Past and recent experiences have shown that sustainability indicators can be powerful tools for measuring the outcomes of various interventions, when used appropriately and adequately. Currently, there is a range of methods for applying sustainability indicators for project impact evaluation at the environment–development interface. At the same time, a number of challenges persist which have implication for impact evaluation processes especially in developing countries. We highlight some key and recurrent challenges, using three cases from Kenya, Indonesia and Brazil.In this study, we have conducted a comparative analysis across multiple projects from the three countries, which aimed to conserve biodiversity and improve livelihoods. The assessments of these projects were designed to evaluate their positive, negative, short-term, long term, direct and indirect impacts. We have identified a set of commonly used sustainability indicators to evaluate the projects and have discussed opportunities and challenges associated with their application. Our analysis shows that impact evaluation processes present good opportunities for applying sustainability indicators. On the other hand, we find that project proponents (e.g. managers, evaluators, donors/funders) face challenges with establishing full impacts of interventions and that these are rooted in monitoring and evaluation processes, lack of evidence-based impacts, difficulties of measuring certain outcomes and concerns over scale of a range of impacts.We outline key lessons learnt from the multiple cases and propose ways to overcome common problems. Results from our analysis demonstrate practical experiences of applying sustainability indicators in developing countries context where there are different prevailing socio-economic, cultural and environmental conditions. The knowledge derived from this study may therefore be useful to a wider range of audience who are concerned with sustainable integration of development and environmental conservation.  相似文献

The International Joint Commission has recently completed a five-year study (2000–2005) to review the operation of structures controlling the flows and levels of the Lake Ontario – St. Lawrence River system. In addition to addressing the multitude of stakeholder interests, the regulation plan review also considers environmental sustainability and integrity of wetlands and various ecosystem components. The present paper outlines the general approach, scientific methodology and applied management considerations of studies quantifying the relationships between hydrology and wetland plant assemblages (% occurrence, surface area) in Lake Ontario and the Upper and Lower St. Lawrence River. Although similar study designs were used across the study region, different methodologies were required that were specifically adapted to suit the important regional differences between the lake and river systems, range in water-level variations, and confounding factors (geomorphic types, exposure, sediment characteristics, downstream gradient of water quality, origin of water masses in the Lower River). Performance indicators (metrics), such as total area of wetland in meadow marsh vegetation type, that link wetland response to water levels will be used to assess the effects of different regulation plans under current and future (climate change) water-supply scenarios.The Canadian Crown reserves the right to retain a non-exclusive, royalty free licence in and to any copyright.  相似文献
