The costs of conducting Environmental Impact Assessment (EIA) are well known. Yet the benefits of EIA are much more intangible, leading to a situation where some question its value as the tool of choice for informing decision makers of the sustainability consequences of their actions. Exponents of EIA have thus called for more research on the benefits of EIA in order to provide better evidence on its costs versus benefits, and therefore its value as a decision-making tool. This paper contributes to this evidence by exploring the perceived potential benefits and perceived realised benefits of EIA from a regulators' perspective in the context of sustainable development. Using South Africa as a case study, one third of all the officials responsible for EIA review and decision-making (referred to in this paper as the “regulator”) were surveyed to identify their perceptions of the benefits of EIA, and their ideas on how to bridge the gap between potential benefits and realised benefits. The paper contributes suggestions for the analysis of benefits in a sustainable development context, and identifies some additional benefits currently missing from the literature. In a South African context, the key potential and realised benefits as perceived by regulators are the protection of biodiversity, public participation, access to information, mitigation of environmental impacts, and legal compliance and enforcement. 相似文献

In spite of rapid progress achieved in the methodological research underlying environmental impact assessment (EIA), the problem of weighting various parameters has not yet been solved. This paper presents a new approach, fuzzy clustering analysis, which is illustrated with an EIA case study on Baoshan-Wusong District in Shanghai, China. Fuzzy clustering analysis may be used whenever a composite classification of environmental quality/impact incorporates multiple parameters. In such cases the technique may be used as a complement or an alternative to comprehensive assessment. In fuzzy clustering analysis, the classification is determined by a fuzzy relation. After a fuzzy similarity matrix has been established and the fuzzy relation stabilized, a dynamic clustering chart can be developed. Given a suitable threshold, the appropriate classification can be accomplished. The methodology is relatively simple and the results can be interpreted to provide valuable information to support decision making and improve management of the environment. 相似文献

For nearly one decade, the German political and research-agenda has been to a large extent determined by the ongoing question of how to limit the expansion of settlement areas around cities in order to preserve natural resources, make settlement growth more sustainable and to strengthen the re-use of existing inner-urban areas (see a.o. Kötter et al. 2009a, 2010; Schetke et al. 2009, 2010b). What is already under discussion within the international literature are the recommendations of the German Council for Sustainability to quantitatively reduce the daily greenfield consumption from the current rate of over 100 ha per day to a rate of 30 ha per day in 2020 and to bring urban infill development up to a ratio of 3:1 with greenfield development (German Council for Sustainability, 2004).). This paper addresses the added value beyond those abstract political targets and presents an innovative, multi-criteria assessment (MCA) of greenfield and infill sites to evaluate their sustainability and resource efficiency. MCA development and its incorporation into a Decision Support System (DSS) were accomplished by utilising a stakeholder-driven approach. The resulting tool can be applied in preparing and revising land-use plans. The paper presents the concept and the development process of the MCA-DSS. Test runs with planners prove that the evaluation of potential housing sites using individually weighted environmental indicators helps to identify those strategies of housing development that accord most closely with sustainability goals. The tests further show that the development of greenfield sites generally exhibits less sustainability than that of infill sites. 相似文献

An environmental impact assessment (EIA) system was established in 1979 in China. Although EIA was designed as a tool for pollution prevention, in practice it has been based on end-of-pipe (EOP) treatment control since it was first introduced. This approach has ensured an overwhelming focus by enterprises on the use of EOP treatment, rather than pollution prevention, to meet environmental standards, and it has produced a low rate of operation for EOP facilities. The low operation rate for EOP facilities can be traced to the traditional EIA system: it leads project proponents to develop large EOP treatment facilities, but once the main production lines are put into operation, proponents rarely have sufficient funds to operate the treatment facilities. This paper analyzes problems that exist in the EIA system in China, and it describes the Cleaner Production Index and Evaluation System, which is being proposed by environmental authorities in China to evaluate EIA projects based on cleaner production criteria. The literature on impact assessment (HIA) registers the importance of stakeholder participation in the assessment process, but still lacks a model for engaging stakeholders of diverse ethnic, professional and sectorial backgrounds. This paper suggests that the multicultural approach can contribute to HIA through a revision of the generic 5-step HIA model, and its implementation in a metropolitan plan in Southern Israel. The health issue scoped by the stakeholders in the HIA is related to land uses in the vicinity of the national hazardous industry and hazardous waste site. The stakeholders were representatives of the diverse populations at stake, including rural Bedouins and Jewish city dwellers, as well as representatives from the public sector, private sector, non-governmental organizations and academia. The case study revealed that a multicultural stakeholder participation process helps to uncover health issues known to the community which were not addressed in the original plan, and provides local knowledge regarding health conditions that is especially valuable when scientific data is uncertain or absent. It enables diverse stakeholders to prioritize the health issues that will be assessed. The case study also reveals ways in which the model needs revisions and improvements such as in recruitment of diverse participants. This paper presents a multicultural model of HIA and discusses some of the challenges that are faced when HIA is implemented in the context of current decision-making culture. 相似文献

The thermodynamic law is one of the most widely used scientific principles. The comparability between the environmental impact of urbanization and the thermodynamic entropy was systematically analyzed. Consequently, the concept "Urban Environment Entropy" was brought forward and the "Urban Environment Entropy" model was established for urbanization environmental impact assessment in this study. The model was then utilized in a case study for the assessment of river water quality in the Pearl River Delta Economic Zone. The results indicated that the assessing results of the model are consistent to that of the equalized synthetic pollution index method. Therefore, it can be concluded that the Urban Environment Entropy model has high reliability and can be applied widely in urbanization environmental assessment research using many different environmental parameters. 相似文献

Several theoretical, analytical, and institutional difficulties have impeded the development and application of the assessment of cumulative environmental impacts. Watershed development on coastal wetlands offers an ideal context for evaluating the land disturbance target approach to cumulative impact assessment. A model land use planning system involving a time series approach was developed for Elkhorn Slough in California. The approach included four major components: evaluation of erosion susceptibility, measurement of land disturbance, establishment of a land disturbance target, and a comparison of existing and target land disturbance values. Further research is needed to test the transferability of the approach in a wide range of coastal watersheds and to verify the applicability of the methods to other cumulative impact problems. 相似文献

This paper reports an approach to the assessment of the validity of environmental monitoring data--a 'data filter'. The strategy has been developed through the UK National Marine Analytical Quality Control (AQC) Scheme for application to data collected for the UK National Marine Monitoring Plan, although the principles described are applicable more widely. The proposed data filter is divided into three components: Part A, 'QA/QC'--an assessment of the laboratory's practices in Quality Assurance/Quality Control; Part B, 'fitness for purpose'--an evaluation of the standard of accuracy that can be demonstrated by activities in (A), in relation to the intended application of the data; and Part C, the overall assessment on which data will be accepted as usable or rejected as being of suspect quality. A pilot application of the proposed approach is reported. The approach described in this paper is intended to formalise the assessment of environmental monitoring data for fitness for a chosen purpose. The issues important to fitness for purpose are discussed and assigned a relative priority order on which to judge the reliability/usefulness of monitoring data. 相似文献

Major urban infrastructure projects are intended to alter the built, human ecology for the better. Even when they are not labelled as health projects, arguably they should produce public health benefits that are commensurate with their scale, particularly when they are publicly funded. Health impact assessment (HIA) is an established method of evaluating major infrastructure projects using a determinants of health equity lens. HIA explicitly puts health front and centre to ask, ‘How should the proposed infrastructure project be altered to improve the determinants of health equity?’ There are well-established HIA protocols, but few provide a framework for scoping possible impacts. Given interest in the concept of liveability we introduce an exhaustive, evidence-based framework of 11 liveability domains for HIA. We then test the framework by scoping the impacts of the Upfield Level Crossing Removal (LXR) project in Melbourne, Australia to hypothesise its impacts on health. Scoping this case study suggests that many domains will be affected in complex ways, some positively and some negatively, exemplifying the potential for the framework to detect major infrastructures' pervasive impacts on determinants of health. The paper includes a plan to validate the liveability framework with empirical research in the HIA assessment stage. The paper concludes with a discussion of the contribution and usefulness of the liveability domains as a framework for structuring HIA and for building its profile, thus advancing the discipline, and helping to ensure that all major infrastructures constitute a prudent investment in public health. 相似文献

This study adopted the ecological footprint calculation structure to calculate the ecological footprints of the three major science parks in Taiwan from 2008 to 2010. The result shows that the ecological footprints of the Hsinchu Science Park, the Central Taiwan Science Park, and the Southern Taiwan Science Park were about 3.964, 2.970, and 4.165 ha per capita. The ecological footprint (EF) of the Central Taiwan Science Park was the lowest, meaning that the influence of the daily operations in the Central Taiwan Science Park on the environment was rather low. Secondly, the population density was relatively high, and the EF was not the highest of the Hsinchu Science Park, meaning that, while consuming ecological resources, the environmental management done was effective. In addition, the population density in Southern Taiwan Science Park is 82.8 units, lower than that of Hsinchu Science Park, but its ecological footprint per capita is 0.201 units, higher than Hsinchu, implying its indicator management has space for improvement. According to the analysis result above, in the science parks, the percentages of high-energy-consuming industries were rather high. Public participation processes are touted as an effective way to increase the capacity and legitimacy of environmental assessment and the regulatory process that rely on them. Recent changes to the Canadian environmental assessment process narrowed the criteria for who can participate in environmental assessments from any who were interested to those who were most directly affected. This article examines the potential consequences of this change by exploring other areas of Canadian regulatory law where a similar directed affected test has been applied. This new standard risks institutionalizing the long-understood representational bias confronted by more diffuse interest like environmental protection. Restricting participation to the “directly affected” is far too narrow a test for processes like environmental assessment that are designed to determine the public interest. 相似文献

Before-After Control Impact (BACI) sampling designsare commonly used in environmental impact assessmentand are considered the most effective for detectingchanges due to anthropogenic disturbances. Thesedesigns handle local spatial variability throughrandomized placement of samples into a treatmentstratum and a control stratum. When a contaminantdisperses with distance from a point source it issuggested that a gradient design will be moresensitive to change than randomized placement ofsamples. This requires allocating samples according todistance, rather than by random placement withinrandomly placed blocks. In this paper gradient versusrandom sampling designs were compared using data froman oil field in the North Sea. EIA in Iran was formally introduced in 1994, but to date little EIA-related research has been undertaken in the country. In this paper, the authors provide an evaluation of the Iranian EIA system, focusing on EIA legislation, administration and process. Data was collected on the basis of a literature review, document analysis and semi-structured interviews. This involved some translation from Persian into English. Evaluation of the findings indicate that Iran has adopted the democratic tools of EIA and SEA, which considering its political context is encouraging. However, currently the Iranian EIA system does suffer from weaknesses such as inadequate screening and scoping, lack of alternative consideration, public participation, EIA implementation and follow-up. Environmental issues, bringing together the natural and the social spheres, are probably one of the most appropriate fields of development for transdisciplinary research. Transdisciplinarity, in addition to other contemporary epistemological paradigms, stresses the need to approach complex problems by blending new forms of non-expert knowledge with combined epistemologies. However, practical application of the transdisciplinary approach is still almost non-existent in everyday socio-environmental management. This paper has a two-fold aim: firstly, to establish the suitability of the transdisciplinary approach in Environmental Impact Assessment (EIA) as a means of rectifying a common incapacity to address the social dimension in the assessment process; and secondly, to evaluate this idea from the perspective of technicians and professionals in the EIA sector in Spain. To this end, a qualitative methodology was used, based on semi-structured interviews, which enabled in-depth investigation of the willingness of specialists to effectively integrate new forms of knowledge into the EIA procedure. Further, interviewees evaluated the real possibilities of widening public participation in the process of identifying and assessing impacts and discussed the difficulties facing the treatment and analysis of the social dimension within the EIA process. 相似文献
