In recent years, central environmental protection inspection (CEPI) has been a major policy innovation in the field of Chinese environmental governance. Based on panel data on the daily air quality of Chinese cities, this paper mainly uses a difference-in-differences (DID) approach to conduct an empirical analysis of the relationship between CEPI and the air quality governance performance of Chinese local governments. There are large differences in the impact of CEPI on different air quality indicators. Controlling for a series of variables, we found that CEPI significantly reduced the air quality index (AQI) and concentrations of pollutants including PM2.5, PM10, SO2 and NO2 and that it significantly increased the concentration of O3; however, it had no significant effect on the concentration of CO. Furthermore, we complemented the quantitative analyses with qualitative evidence gathered from an in-depth interview. Based on the qualitative evidence collected, CEPI indeed plays a role in improving the environmental protection performance of regular environmental governance. Notably, CEPI achieved better and sustainable results in improving air quality through the underlying mechanism of promoting regular governance by campaign-oriented governance in the internal hierarchical system. This article not only provides a marginal empirical contribution by providing new quantitative evidence but also helps reveal the underlying mechanism of promoting regular governance.  相似文献

In recent years, heavy pollution enterprises often adopt green merger and acquisition (GMA) strategy to obtain green technology and resources, so as to realize the transformation and upgrading of pollution industry. Can GMA increase the environmental protection investment (EPI) and promote the green development of enterprises? The important marginal contribution of this paper is to explore the impact of GMA on EPI of heavy pollution listed companies, and compare the impact of different types of GMA on EPI. In this paper, PSM-DID method and nonlinear DID method are used for empirical analysis. The results show that GMA can promote EPI, and the marginal effect of horizontal GMA on EPI is greater than that of vertical GMA and mixed GMA. From the perspective of time effect, GMA has a U-shaped effect of first decreasing and then increasing on EPI. Impact path test shows that GMA inhibits EPI by increasing merger and acquisition cost and management cost, and promotes EPI by improving corporate reputation, environmental awareness, enhancing financing ability and subsidies. Based on the heterogeneity analysis of enterprise life cycle, horizontal GMA has a great impact on EPI in the growth stage. In maturation stage, vertical GMA can promote EPI greatly, but in recession stage, GMA can inhibit EPI.  相似文献

The aim of this study was to measure the concentration of some metals (Cd, Cr, Cu, Fe, Mn, Ni, Pb, and Ti) in PM(10) samples collected in one urban and one industrial site and to assess that PM(10) total mass measurement may be not sufficient as air quality index due to its complex composition. Metals were determined by inductively coupled plasma-atomic emission spectroscopy (ICP-AES) and differential pulsed anodic stripping voltammetry (DPASV). The measured concentrations were used to calculate the content of metals in the PM(10) total mass, and to estimate the enrichment factors and the correlations between PM(10), metal concentrations and meteorological data for the two sites. The mean PM10 concentration during the sampling period in the urban site exceeded the annual European Union (EU) standard (40 microg/m(3)) and, for some sampling days, the daily EU standard (50 microg/m(3)) was also exceeded. In opposite, both EU standards were never exceeded in the industrial site. The overall metal content was nearly double in the industrial site compared to the urban one, and the mean Ni concentration exceeded the EU annual limit value (10 ng/m(3)). The metals with the highest enrichment factor were Cd, Cu, Ni and Pb for both sites, suggesting a dominant anthropogenic source for these metals. Metal concentrations were very low and typical of rural background during Christmas holidays, when factories were closed. PM(10) total mass measurement is not a sufficient air quality index since the metal content of PM(10) is not related to its total mass, especially in sites with industrial activities. This measurement should be associated with the analysis of toxic metals.  相似文献

Chile was one of many countries that initiated environmental impact assessments in the 1990s, and has relied on their use for species conservation and territorial planning without the use of larger-scale environmental and ecological planning. The capacity of Chile's environmental impact assessment system (SEIA) to evaluate resident freshwater fishes and the potential impacts of water projects and aquaculture activities – two categories of projects that create direct threats to freshwater fishes – are assessed. Of the 3997 such submissions to the SEIA, only 0.6% conducted any freshwater fish assessment, and only 0.1% conducted any quantitative assessment of expected impacts from the associated project. The small number of assessments was characterized by poor study design, inconsistent sampling methodology, and species misidentification. Traditional assessments failed to include freshwater fish ecology in the general assessment framework. The new strategic environmental evaluation system only underscores the need for vastly improved field sampling protocols and assessment methodologies.  相似文献

Methods commonly used to assess the environmental exposure risk at a location (e.g., proximity models) are usually based on different assumptions, leading to conflicting results and recommendations in epidemiological studies. In this case study, a comparative evaluation of the accuracy levels associated with four commonly used exposure risk estimate models [i.e., traditional proximity model (TPM), emission weighted proximity model (EWPM), the American Meteorological Society/EPA regulatory model (AERMOD), and ordinary kriging interpolation (OKI)] were conducted. Results show that at the annual and the monthly scales, the normalized exposure risk values simulated by AERMOD and EWPM have higher accuracy levels than the simulations from the TPM and OKI methods. However, AERMOD has higher accuracy than that of the EWPM, and this was attributed to the differences of input data. EWPM provided the most accurate simulations when analysts have access to only point emission source data. The results also indicate that the accuracies of the exposure risks simulated by AERMOD and EWPM can be influenced by factors such as the modeling extent, the distance settings, and so forth.  相似文献

Life Cycle Assessment is a tool to assess, in a systematic way, the environmental aspects and its potential environmental impacts and resources used throughout a product's life cycle. It is widely accepted and considered as one of the most powerful tools to support decision-making processes used in ecodesign and sustainable production in order to learn about the most problematic parts and life cycle phases of a product and to have a projection for future improvements. However, since Life Cycle Assessment is a cost and time intensive method, companies do not intend to carry out a full version of it, except for large corporate ones. Especially for small and medium sized enterprises, which do not have enough budget for and knowledge on sustainable production and ecodesign approaches, focusing only on the most important possible environmental aspect is unavoidable. In this direction, finding the right environmental aspect to work on is crucial for the companies. In this study, a multi-criteria decision-making methodology, Analytic Network Process is proposed to select the most relevant environmental aspect. The proposed methodology aims at providing a simplified environmental assessment to producers. It is applied for a hand blender, which is a member of the Electrical and Electronic Equipment family. The decision criteria for the environmental aspects and relations of dependence are defined. The evaluation is made by the Analytic Network Process in order to create a realistic approach to inter-dependencies among the criteria. The results are computed via the Super Decisions software. Finally, it is observed that the procedure is completed in less time, with less data, with less cost and in a less subjective way than conventional approaches.  相似文献

In this study, the concentrations of CO, non-methane hydrocarbons, NOX, SO2, benzene, toluene, ethylbenzene, xylene (BTEX), PM10, and PM2.5 were continuously monitored before and after the fireworks display during the traditional Lantern Festival from March 2?C7, 2007 in Yanshui Town, Taiwan. Major roads in Yanshui Town were surrounded by fireworks 13 km in length, with the display lasting for 45 min. More than 200 small firecracker towers popped up randomly in town, resulting in exceedingly inhomogeneous air quality until the end of display at 03:00 the next day, March 5. During the fireworks display, the hourly concentration of PM10 and PM2.5 at Yanshui Primary School reached about 429 and 250 ??g m???3, respectively, which is 10 times the normal level, and 6 s values even went as high as 1,046 and 842 ??g m???3, respectively. Similarly, BTEX concentration went up to about five to 10 times its normal value during the fireworks display. As indicated by the distribution of submicron particle sizes, the number of particles with a diameter less than 100 nm increased abruptly during the event period. Metal components with concentrations of more than 10 times higher than the normal value at Yanshui Primary School were Sr, K, Ba, Pb, Al, Mg, and Cu, in sequence. Among water-soluble ions, the content of K?+?, Mg2?+?, and Cl??? increased the most, all of which were related to the materials used in the fireworks. The results of this study indicate that fireworks can cause an abrupt increase in the concentration of trace substances in the air within a short period. Although the risks of these trace substances on public health remain to be further assessed, the study results can be utilized in the management of folk events.  相似文献

Noise mapping has been used as an instrument for assessment of environmental noise, helping to support decision making on urban planning. In Brazil, urban noise is not yet recognized as a major environmental problem by the government. Besides, cities that have databases to drive acoustic simulations, making use of advanced noise mapping systems, are rare. This study sought an alternative method of noise mapping through the use of geoprocessing, which is feasible for the Brazilian reality and for other developing countries. The area chosen for the study was the central zone of the city of Sorocaba, located in São Paulo State, Brazil. The proposed method was effective in the spatial evaluation of equivalent sound pressure level. The results showed an urban area with high noise levels that exceed the legal standard, posing a threat to the welfare of the population.  相似文献

China is committed to peaking its carbon emissions by 2030 and become a carbon-neutral society by 2060. The building sector that accounts for over one-third of the total carbon emissions is expected to face a great challenge in helping China achieve this goal. Shenzhen, as a low-carbon pilot city, whether its low-carbon work of urban buildings reaches the target is crucial. An attempt has been made in this study to assess the intensity of carbon emissions and associated reduction efficiency of urban buildings (operation stage) in Shenzhen by using the life cycle assessment method. The results show that the total carbon emissions generated from the buildings' operation stage have increased from 22 million metric tons (Mt) CO2eq in 2005 to 42 (±13%) Mt. CO2eq in 2019. Carbon emissions mainly result from the buildings' electricity use (79%), followed by refrigerant release emissions (12%). The energy conservation and carbon emissions reduction intensity in Shenzhen is at the middle level in China, and there is considerable space for improvement. According to scenario-based analysis, the carbon emission of the buildings sector can probably reach its peak by 2025 with the implementation of suitable policies – 5 years earlier than national target by 2030. Overall, this study makes a systemic analysis of the characteristics of urban buildings energy consumption and carbon emissions reduction, which can provide supportings for justifying the effectiveness of low-carbon activities in Shenzhen and beyond.  相似文献

Recent years have witnessed an international increase of capital and human flows, this being accelerated by globalization. Several studies show that this phenomenon positively influences growth whilst being detrimental for the environment. This article aims to shed a light on the relationship between environment, growth and international capitalism and human flows. By making use of yearly data in a panel constructed around 36 OECD countries over the timespan 2000–2017, we run Pooled Ordinary Least Squares, Fixed Effects and Random Effects regressions with Driscoll-Kraay standard error correction, as well as the Generalized Method of Moments and the Dynamic Ordinary Least Squares, to obtain both short and long-run relationship. The main results provide evidence supporting the Environmental Kuznets Curve hypothesis in the short-run, while offering some variation in the long-run. The FDI bolster the economic growth by means of no green technologies. The international touristic demand just impacts on the growth, while the migration flows improve the environmental performance both in the short and long-run, implying that international human flows generate positive spill-over in terms of environmental behaviours and growth.  相似文献

River damming leads to strong hydromorphological alterations of the watercourse, consequently affecting river vegetation pattern. A multitemporal and spatial analysis of the dam effect on composition, structure and dynamic of the upstream vegetation was performed on Tiber River at Nazzano-dam (Rome). The main research questions were as follows: How does plant landscape vary over time and along the river? Where does the dam effect on vegetation end? How does naturalistic importance of the vegetation affected by damming change over time? Data collection was performed mapping the vegetation in aerial photos related to the period before (1944), during (1954) and after dam construction (1984, 2000). The plant landscape has significantly changed over time and along the river, particularly as a result of the dam construction (1953). The major vegetation changes have involved riparian forests and macrophytes. Dam effect on vegetation is evident up to 3 km, and gradually decreases along an attenuation zone for about another 3 km. Despite the fact that the damming has caused strong local hydromorphological modification of the river ecosystem transforming it into a sub-lacustrine habitat, it has also led to the formation of wetlands of considerable naturalistic importance. Indeed, in these man-made wetlands, optimal hydrological conditions have been created by favouring both the expansion of pre-existing riparian communities and the rooting of new aquatic communities, albeit typical of lacustrine ecosystems. Some of these plant communities have become an important food resource, refuge or nesting habitats for aquatic fauna, while others fall into category of Natura 2000 habitats. Therefore, river damming seems to have indirectly had a “favourable” effect for habitat conservation and local biodiversity.  相似文献

In order to document the impact of Best Available Techniques (BAT) and implementation of regulation on the improvement of the coastal marine environment state, we examined the case of a representative steel mill located at the Gulf of Elefsis (Greece). The evaluation of metal pollution was based on the analysis of major and trace elements, organic carbon, magnetic properties, and sediment accumulation rates, in sediment cores obtained from the vicinity of the plant. The analytical data are discussed in relation to steel production, changes of production routes, and adoption of BAT introduced in order to fulfill EU and national legislation. The results show that the input of pollutants to sediments and the degree of contamination were reduced by approximately 40–70% in the decade 2003–2015 in comparison to the periods of high discharges (1963–2002), whereas the toxicity risks from “high-to-extremely high” were reduced to “medium-to-high.”  相似文献
