This study applies a process of detailed assessment to summarize the potential impact of a proposed construction or other activity on the environment before implementation of an investment plan. The aim of the study was to develop a general methodology for analysis and evaluation of environmental issues connected with planned activities and proposed projects (especially buildings and engineering constructions, required implementation of environmental impact assessment process) using a risk analysis method, thus enabling the best option among the proposed activities to be chosen. The methodology was developed for conditions in Slovakia but could be arranged for any other country considering national conditions, requirements, standards and legislative. Application of the developed methodology in environmental impact assessment could create preconditions for more effective implementation of the EIA process. This paper provides a framework for the risk analysis component of the scoping phase within the EIA process. The process outlined in this paper will assist with determination of an estimation of risks to environmental and health of proposed activities.  相似文献

This paper presents a new methodology for impact assessment—SIAM (Spatial Impact Assessment Methodology)—which is based on the assumption that the importance of environmental impacts is dependent, among other things, on the spatial distribution of the effects and of the affected environment. The information generated by the use of Geographical Information Systems (GIS) in impact identification and prediction stages of Environmental Impact Assessment (EIA) is used in the assessment of impact significance by the computation of a set of impact indices. For each environmental component (e.g., air pollution, water resources, biological resources), impact indices are calculated based on the spatial distribution of impacts. A case study of impact evaluation of a proposed highway in Central Portugal illustrates the application of the methodology and shows its capabilities to be adapted to the particular characteristics of a given EIA problem.  相似文献

Habitat loss and fragmentation are often concurrent to land conversion and urbanization. Simple application of GIS-based landscape pattern indicators may be not sufficient to support meaningful biodiversity impact assessment. A review of the literature reveals that habitat definition and habitat fragmentation are frequently inadequately considered in environmental assessment, notwithstanding the increasing number of tools and approaches reported in the landscape ecology literature.This paper presents an approach for assessing impacts on habitats on a local scale, where availability of species data is often limited, developed for an alpine valley in northern Italy. The perspective of the methodology is multiple scale and species-oriented, and provides both qualitative and quantitative definitions of impact significance. A qualitative decision model is used to assess ecological values in order to support land-use decisions at the local level. Building on recent studies in the same region, the methodology integrates various approaches, such as landscape graphs, object-oriented rule-based habitat assessment and expert knowledge.The results provide insights into future habitat loss and fragmentation caused by land-use changes, and aim at supporting decision-making in planning and suggesting possible ecological compensation.  相似文献

Environmental impact assessment of a project attempts to bring about compatibility between ecology and economics. A computer-aided, quantitative and rapid methodology for environmental impact assessment is presented in this paper. The cost of abatement of deleterious environmental impacts is one of the factors used to identify the best project option from environmental and cost considerations. The methodology is based on the three basic steps of environmental impact assessment vis-à-vis identification, prediction, and evaluation. Several models and predictors for different environmental components are incorporated in the computer program. An evaluation method is presented based on mathematical functions for value function graphs for different aesthetic, environmental, and health risks.  相似文献

Chile was one of many countries that initiated environmental impact assessments in the 1990s, and has relied on their use for species conservation and territorial planning without the use of larger-scale environmental and ecological planning. The capacity of Chile's environmental impact assessment system (SEIA) to evaluate resident freshwater fishes and the potential impacts of water projects and aquaculture activities – two categories of projects that create direct threats to freshwater fishes – are assessed. Of the 3997 such submissions to the SEIA, only 0.6% conducted any freshwater fish assessment, and only 0.1% conducted any quantitative assessment of expected impacts from the associated project. The small number of assessments was characterized by poor study design, inconsistent sampling methodology, and species misidentification. Traditional assessments failed to include freshwater fish ecology in the general assessment framework. The new strategic environmental evaluation system only underscores the need for vastly improved field sampling protocols and assessment methodologies.  相似文献

Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi. The case study demonstrates the value of longitudinal assessment both for limiting corporate risk and improving human welfare.  相似文献

Nowadays an increasing attention of public and private agencies to the sustainability performance of events is observed, since it is recognized as a key issue in the context of sustainable development. Assessing the sustainability performance of events involves environmental, social and economic aspects; their impacts are complex and a quantitative assessment is often difficult. This paper presents a new quali-quantitative method developed to measure the sustainability of events, taking into account all its potential impacts. The 2014 World Orienteering Championship, held in Italy, was selected to test the proposed evaluation methodology. The total carbon footprint of the event was 165.34 tCO2eq and the avoided emissions were estimated as being 46 tCO2eq. The adopted quali-quantitative method resulted to be efficient in assessing the sustainability impacts and can be applied for the evaluation of similar events.  相似文献

This paper presents an environmental hazard assessment to account the impacts of single rainstorm variability on river-torrential landscape identified as potentially vulnerable mainly to erosional soil degradation processes. An algorithm for the characterisation of this impact, called Erosive Hazard Index (EHI), is developed with a less expensive methodology. In EHI modelling, we assume that the river-torrential system has adapted to the natural hydrological regime, and a sudden fluctuation in this regime, especially those exceeding thresholds for an acceptable range of flexibility, may have disastrous consequences for the mountain environment. The hazard analysis links key rainstorm energy variables expressed as a single-storm erosion index (EIsto), with impact thresholds identified using an intensity pattern model. Afterwards, the conditional probabilities of exceeding these thresholds are spatially assessed using non-parametric geostatistical techinques, known as indicator kriging. The approach was applied to a test site in river-torrential landscape of the Southern Italy (Benevento province) for 13 November 1997 rainstorm event.  相似文献

In the 1990s, the obligation to assess transboundary environmental impacts has become part of international law. The UN/ECE Convention on environmental impact assessment (EIA) in a transboundary context, which entered into force in 1997, is one of the key documents. In this study, we show that difficulties with the practical implementation of the Convention arise partly from an incomplete sharing of the concept of EIA, and partly from different material interests on the part of the Parties to the Convention. Attempts to improve the practical implementation should recognize both aspects. Several approaches are thus needed for improving the implementation. Some will help in developing a mutual understanding of impact assessments, whereas others may help in overcoming differences in material interests.  相似文献

Forests are becoming severely fragmented as a result of land development. South Korea has responded to changing community concerns about environmental issues. The nation has developed and is extending a broad range of tools for use in environmental management. Although legally mandated environmental compliance requirements in South Korea have been implemented to predict and evaluate the impacts of land-development projects, these legal instruments are often insufficient to assess the subsequent impact of development on the surrounding forests. It is especially difficult to examine impacts on multiple (e.g., regional and local) scales in detail. Forest configuration and size, including forest fragmentation by land development, are considered on a regional scale. Moreover, forest structure and composition, including biodiversity, are considered on a local scale in the Environmental Impact Assessment process. Recently, the government amended the Environmental Impact Assessment Act, including the SEA, EIA, and small-scale EIA, to require an integrated approach. Therefore, the purpose of this study was to establish an impact assessment system that minimizes the impacts of land development using an approach that is integrated across multiple scales.This study focused on forest fragmentation due to residential development and road construction sites in selected Congestion Restraint Zones (CRZs) in the Greater Seoul Area of South Korea. Based on a review of multiple-scale impacts, this paper integrates models that assess the impacts of land development on forest ecosystems. The applicability of the integrated model for assessing impacts on forest ecosystems through the SEIA process is considered.On a regional scale, it is possible to evaluate the location and size of a land-development project by considering aspects of forest fragmentation, such as the stability of the forest structure and the degree of fragmentation. On a local scale, land-development projects should consider the distances at which impacts occur in the vicinity of the forest ecosystem, and these considerations should include the impacts on forest vegetation and bird species. Impacts can be mitigated by considering the distances at which these influences occur. In particular, this paper presents an integrated environmental impact assessment system to be applied in the SEIA process. The integrated assessment system permits the assessment of the cumulative impacts of land development on multiple scales.  相似文献

Social impact assessment developed along with environmental impact assessment during the early 1970s as a methodological tool with which to better understand the consequences of environmental alteration and as an input to environmental impact statements. The idea was that if adverse social, economic, and physical effects of development were known in advance, they could either be mediated or eliminated.For the most part, the assessment of biological and economic impacts has become a required input into every stage in the planning process. However, social changes are not always arrayed alongside economic, biological, and landuse changes in the matrix that leads to the final decision.The major difficulty in the application of SIA process has been in identifying and measuring the social impacts that occur with each project. Even if important social impacts were identified, few procedures have been developed for measuring their significance. When either social costs or benefits to local communities are arrayed against regional and national economic goals, social concerns generally finish a distant second. Social science research must establish that the effects on human populations alone are significant enough to alter the outcome of the decision process.  相似文献

Cumulative impact assessment (CIA) is the process of systematically assessing a proposed action's cumulative environmental effects in the context of past, present, and future actions, regardless of who undertakes such actions. Previous studies have examined CIA efforts at the federal level but little is known about how states assess the cumulative impacts of nonfederal projects. By examining state environmental review statutes, administrative rules, agency-prepared materials, and a national survey of the administrators of state environmental review programs, this study identifies the legal and administrative frameworks for CIA. It examines current CIA practice, discusses the relationship between CIA policy and its implementation, and explores the opportunities for improvement. The results of the study show that twenty-nine state environmental review programs across twenty-six states required the assessment of cumulative environmental impacts. More than half of these programs have adopted specific procedures for implementing their policies. Some programs assessed cumulative impacts using a standard review document, and others have created their own documentations incorporated into applications for state permits or funding. The majority of programs have adopted various scales, baselines, significance criteria, and coordination practices in their CIA processes. Mixed methods were generally used for data collection and analysis; qualitative methods were more prevalent than quantitative methods. The results also suggest that a program with comprehensive and consistent environmental review policies and procedures does not always imply extensive CIA requirements and practices. Finally, this study discusses the potential for improving existing CIA processes and promoting CIA efforts in states without established environmental review programs.  相似文献

Use of indifference curves, defined as functionality between development index and pollution load to evaluate environmental impact, is proposed. Existing Battelle environmental evaluation methodology is subjective in its approach. The use of indifference curves lends a more objective approach to environment assessment methodology. The extent of environmental damage we are prepared to accept, for a development, can be explained by Willingness to Pay and Willingness to Accept approach. The application of proposed approach has been demonstrated taking an example of Power plant set up in forest area. The curves clearly show that cost of EMP considering mitigation of ecological damage is higher than the EMP mitigating impacts of air and water pollution only. The example stresses the need for willingness to accept along with willingness to pay.  相似文献

Assessing the environmental impact (EI) of regulatory planning (a lower tier in the Chinese urban planning system) has significant implications for improving the environmental performance of the future built environment. Current environmental impact assessments generally focus on microscale and macroscale, while mesoscale studies at region level are lacking. To fill this gap, this paper proposes an LCA-based environmental impact assessment model for regulatory planning, which focuses on embodied EI of urban construction and operational EI associated with the operation of the built environment. To ensure the regulatory plans both meet the environmental limits and fit well with environmental policy requirements, this paper also presents a new impact analysis method by integrating environmental carrying capacity analysis and distance to target method. The Statutory Plan of Shenzhen Futian Free Trade Zone 03-T2 is used as a case study to test and demonstrate the applying process and functions of the proposed method. Results indicate that the proposed model can effectively quantify the future environmental impact associated with a regional development plan, and can potentially be used as a tool for urban administrators to make decisions on regulatory planning revision and provide references for environmental management.  相似文献

Pollutants such as sulfur would concentrate in the source regions and thus the localized impacts are more obvious. Local balance of electricity by transporting coal has resulted in dense concentration of coal-fired power plants in load centers and caused severe environmental problems. Electricity relocation through interregional transmission is another choice for energy transportation to achieve electricity balance across regions and pollution mitigation. Using interregional electricity transmission (IRET) lines in China as a quasi-natural experiment, this paper assesses the environmental impact of electricity relocation. In the assessment, the grid organization of “province as executor” in China is considered because it affects the sphere of IRET's influence on pollution mitigation. Here we show the environmental benefits of electricity relocation. We find that, electricity relocation through interregional transmission leads to the growth rate of sulfur dioxide (SO2) emission decreasing 7% in landing areas and Sichuan province benefits most from electricity relocation. It is interesting that there is no significant increase of SO2 emission growth rate in sending areas compared to counterfactuals if there had no IRET due to more integration of clean energy and improved emission efficiency in sending areas. Placebo study and robustness check show that the results are quite convincing. Therefore, IRET provides an appealing choice for China's environmental control in eastern region, and it is not necessarily at the cost of pollution in western region. The methodology can be applied to assess the environmental impacts of other program or policy elsewhere.  相似文献

In environmental impact assessment, qualitative methods are used because they are versatile and easy to apply. This methodology is based on the evaluation of the strength of the impact by grading a series of qualitative attributes that can be manipulated by the evaluator. The results thus obtained are not objective, and all too often impacts are eliminated that should be mitigated with corrective measures. However, qualitative methodology can be improved if the calculation of Impact Importance is based on the characteristics of environmental factors and project activities instead on indicators assessed by evaluators. In this sense, this paper proposes the inclusion of the vulnerability of environmental factors and the potential environmental impact of project activities. For this purpose, the study described in this paper defined Total Impact Importance and specified a quantification procedure. The results obtained in the case study of oil drilling in Colombia reflect greater objectivity in the evaluation of impacts as well as a positive correlation between impact values, the environmental characteristics at and near the project location, and the technical characteristics of project activities.  相似文献

LEONARD ORTOLANO has written a textbook, Environmental Planning and Decision Making, that is ideal for introducing undergraduates to the field of environmental planning. His three chapters on environmental impact assessment (from 16 chapters overall) present a range of impact assessment methods in a helpful decision-making context. Specific techniques for considering biological factors in planning, evaluating the visual qualities of the environment, assessing noise impacts, assessing air quality impacts, and assessing impacts on water resources are also covered in five additional chapters. Professional planners and engineers should find this introduction to the approaches employed by specialists of various kinds helpful. With the permission of the publisher, John Wiley and Sons, we here reprint Chapter 15, “Estimating Air Quality Impacts,” from Ortolano's excellent book. The use of economic valuation methods to assess environmental impacts of projects and policies has grown considerably in recent years. However, environmental valuation appears to have developed independently of regulations and practice of environmental impact assessment (EIA), despite its potential benefits to the EIA process. Environmental valuation may be useful in judging significance of impacts, determining mitigation level, comparing alternatives and generally enabling a more objective analysis of tradeoffs. In China, laws and regulations require the use of environmental valuation in EIA, but current practice lags far behind. This paper assesses the problems and prospects of introducing environmental valuation into the EIA process in China. We conduct four case studies of environmental economic impact assessment (EEIA), three of which are based on environmental impact statements of construction projects (a power plant, a wastewater treatment plant and a road construction project) and one for a regional pollution problem (wastewater irrigation). The paper demonstrates the potential usefulness of environmental valuation but also discusses several challenges to the introduction and wider use of EEIA, many of which are likely to be of relevance far beyond the Chinese context. The paper closes with suggesting some initial core elements of an EEIA guideline.  相似文献

随着工业化和城市化进程的加速,大气气溶胶污染日趋严重,由气溶胶细粒子PM2.5污染造成的能见度恶化事件越来越多,中国东部地区灰霾天气迅速增加.灰霾天气的本质是细粒子气溶胶污染,与光化学污染相关联,形成灰霾天气的气溶胶组成非常复杂.近年来由于灰霾天气日趋严重引发的环境效应问题,以及气溶胶辐射强迫引发的气候效应问题,已引起科学界、政府部门和社会公众的广泛关注,成为热门话题.在此背景下,国家出台了新版《环境空气质量标准》(GB 3095-2012),增设PM2.5浓度限值,对环境监测、环境管理和环境评价提出了新的要求.通过分析中国大气污染背景、国际组织和其他国家的PM2.5标准,及近期热点问题,提出在环境监测、环境管理和环境评价过程中实施新标准,监控PM2.5的策略.  相似文献
