Measuring the economic value of environmental quality is useful to evaluate policies that affect the use of natural resources. This paper presents the findings of a contingent valuation (CV) survey designed to measure non-use values for the natural coastal environment.This was attempted through evaluating public and scientific values of conservation quality. The results suggest that public perceptions of conservation quality are multidimensional,and that it may be difficult for some individuals to express their preferences for the conservation value of natural resources in monetary terms. Additionally, public and scientific judgments differ concerning some of the physical attributes imparting conservation value. These findings have important implications on efforts to consider environmental quality in land and coastal use decisions.  相似文献

Identifying the motivations of environmental volunteers   总被引:2,自引:0,他引:2  
The natural environment benefits greatly from the work of volunteers. However, little is known as to why people are willing to volunteer their time to such programs. The study participants were 401 volunteers from six natural resource organizations. The study identified and assessed motivations of volunteers within the conservation and natural resources arena. The results suggest that there are many volunteer motivations, although ‘helping the environment’ clearly emerged as most important. Second-tier motivations included ‘improving areas that volunteers use for their own recreation’, ‘expressing their values’, ‘learning about the natural environment’ and ‘socializing with people with similar interests’. Managers need to consider these motivations, developing programs in order to provide volunteers with an experience that meets their motivations. By developing programs with volunteer motivations in mind, managers will better be able to recruit and retain volunteers within their organizations.  相似文献

Tourism development may result in negative impacts on natural resources owing to overuse and mismanagement. However, tourism may also play positive roles in natural resource conservation, which has rarely been verified in practice, although some researchers have demonstrated this in theory. In this article, taking the Jiuzhaigou Biosphere Reserve as a case study area, we conducted an analysis for the environmental impacts from tourism development based on social survey and interpretation of remote sensing images. The results show that the natural environment was not degraded and some indicators are even improving because all the residents have participated in tourism and given up farming and hunting. It is concluded that it is possible to use tourism as a way to balance natural resource conservation and economic development under the preconditions of making effective policies to encourage and help local people participate in tourism business and to benefit from it.  相似文献

We conducted a natural resource assessment at two national parks, New River Gorge National River and Shenandoah National Park, to help meet the goals of the Natural Resource Challenge—a program to help strengthen natural resource management at national parks. We met this challenge by synthesizing and interpreting natural resource information for planning purposes and we identified information gaps and natural significance of resources. We identified a variety of natural resources at both parks as being globally and/or nationally significant, including large expanses of unfragmented, mixed-mesophytic forests that qualify for wilderness protection, rare plant communities, diverse assemblages of neotropical migratory birds and salamanders, and outstanding aquatic recreational resources. In addition, these parks function, in part, as ecological reserves for plants in and wildlife. With these significant natural resources in mind, we also developed a suite of natural resource management recommendations in light of increasing threats from within and outside park boundaries. We hope that our approach can provide a blueprint for natural resource conservation at publically owned lands.  相似文献

Environmental pollution and degradation of ecosystems considerably affect the natural resources. The Turkish Government is aware of the importance of the preservation of natural ecology and thereby the environmental conservation of many species in their natural habitat. This paper provides critical assessments of the problems and possible solutions in the identification, implementation and management of the Specially Protected Areas (SPAs) system by giving basic information about stakeholders and their responsibilities that currently offer nature conservation in Turkey. The goals of the article are to analyze how the SPAs interface with the local people, especially the villagers who have dwelt there before SPA designation and how people-SPA conflicts resolved; to show how effective the SPA conservation objectives have been; to outline the significance of informing and empowering people in nature conservation for the protected area management and to show the importance of planning at all levels during protection of the natural, archeological and cultural values of the SPAs.  相似文献

Sub‐Saharan Africa continues to face the daunting challenge of alleviating poverty due to slow economic growth. In southern Africa, most countries are adopting policies that promote the integration of biodiversity conservation and rural development to contribute to rural poverty alleviation. Numerous approaches have been undertaken in this endeavour, including Transfrontier Parks (TFPs) and Transfrontier Conservation Areas (TFCAs). This paper discusses some of the limitations of the TFPs. In conclusion I posit that unlike TFPs, which are state controlled and managed, TFCAs, which promote multi‐land use and multi‐stakeholder participation are attainable and have a higher probability of sustaining biodiversity conservation and contributing to the alleviation of rural poverty, if: (i) areas of high biodiversity conservation within communal areas can be identified, zoned and leveraged to biodiversity conservation and managed in partnership between the communities and the private sector; (ii) local communities can secure legal rights to their customary land being devoted to biodiversity conservation and use such pieces of land as collateral in negotiating partnerships with the private sector in developing conservation‐based enterprises; (iii) functional community natural resource governance institutions can be established and empowered to represent their constituencies in securing fair equity from profits made from sustainable use of the conserved biodiversity assets and tourism businesses; (iv) concerted effort can be invested in developing and implementing family planning and fertility reduction strategies that would slow down human population growth to levels that can be sustained by the available natural resources; and (v) if sustainable financing mechanisms can be developed, and the governance of protected areas occurring in the TFCAs can be broadened to include other stakeholders.  相似文献

Complex relationships exist between human nature and needs, cultural evolution and ecological dynamics. The purpose of this paper is to present a working hypothesis that explores how we may reverse worsening underdevelopment, poverty and unsustainability trends world-wide. Empirical evidence from cultural history and contemporary project experience are used to suggest a development process that combines three critical dimensions: ethics, productive social interaction and knowledge integration. Logic dictates that the process should be applied in any given country to mobilize investment in supplies of natural, human and economic capital, principally biodiversity, soil and water conservation, education and public health. A sociopolitical theory of underdevelopment is presented to suggest that unethical virtual cartels control social interaction, knowledge integration and resource mobilization, precipitating negative feedback effects on human development, ecological stability and, ultimately, cultural evolution. The hypothesis was formulated using observations over 5 years in Mexico and case-study experience to initiate an alternative process of water resource conservation.  相似文献

Amid growing concern about the conservation of renewable natural resources, the process, extent and symptoms of their degradation are examined with specific reference to the Upper Pokhara Valley. Based on a household survey, field observations, informal deliberations and land use analysis, the results of this study reveal that forests and grazing land have been subject to increasing degradation caused by demographic, socioeconomic and institutional factors. The intensity of degradation varies by watershed. In particular, rainfed pakho land on steep slopes is under the severe threat of accelerating soil erosion, despite the construction of terraces. This calls for the formulation of a comprehensive natural resource conservation strategy which should be based on a framework comprising an integrated population control programme, planned land use changes and institutional reforms .  相似文献

ABSTRACT: South Florida and the Everglades have been under intensive development since 1850 by Federal and State governments who encouraged and financed extensive drainage and hydraulic changes, primarily for agricultural settlement. Agricultural development of the sugar industry in the northern Everglades adjacent to Lake Okeechobee rapidly progressed only after the 1900s. Political and resource management conflicts have arisen because policies which once favored development are now being reversed by policies and regulation efforts to restore and conserve natural ecosystems. Currently, the environmental and ecological impacts of agricultural land use adjacent to natural wtlands of the Everglades are being assessed. The objectives of this paper are: (1) to outline the historical development of south Florida and the sugar industry, (2) to relate this history to political and management policy changes occurring as it pertains to ecosystem restoration and the multiuser competition for water/land resources, and (3) to propose how integrated resource management might be utilized for a sustainable Everglades and south Florida. This paper outlines the historical paradox of urban settlement, land development, and agricultural production, with efforts in the recent decade to acquire, manage, and preserve land and water resources for natural areas conservation. Only though the use of integrated resource management will the defined resource conflicts be mediated.  相似文献

Many of today's most urgent environmental problems arise from increasing volumes of worldwide production and consumption and the associated use of natural resources, including renewable and non-renewable raw materials, energy, water and land. Solid indicators to measure different dimensions of anthropogenic resource use are essential for designing appropriate policy measures for a sustainable management of these resources. Based on a brief review of the current state of the art of resource use indicators, this paper suggests a new set of complementary resource use indicators, combining existing measures for resource use. The suggested indicator set covers the core resource input categories of materials, water and land area and includes the output category of greenhouse gas emissions. This set can be applied consistently from the micro level of products and companies up to the macro level of countries and world regions. All suggested indicators take a life-cycle wide perspective on production and consumption activities. This set of indicators deals with the issue of the overall scale of the human production and consumption system. It can be regarded as the general indicator framework, based on which more specific indicators, for example, on different environmental impacts related to natural resource use, can be calculated.  相似文献

A resource survey and planning method for parks, reserves, and other environmentally significant areas (ESAs) is presented in the context of a holistic balanced approach to land use and environmental management. This method provides a framework for the acquisition, analysis, presentation, and application of diverse ecological data pertinent to land use planning and resource management within ESAs. Through the independent analysis and subsequent integration of abiotic, biotic, and cultural or ABC information, land areas within an ESA are identified in terms of their relative environmental significance and environmental constraints. The former term encompasses wildlife, historic, and other resource values, while the latter term reflects biophysical hazards and sensitivities, and land use conflicts. The method thus calls for a matching of an ESA's distinctive attributes with appropriate land use and institutional arrancements through an analysis of available acts, regulations, agencies, and other conservation and land use management mechanisms. The method culminates with a management proposal showing proposed park or reserve allocations, buffer areas, or other land use controls aimed at preserving an ESA's special ecological qualities, while providing for resource development. The authors suggest that all resource management decisions affecting ESA's should be governed by a philosophical stance that recognizes a spectrum of broad land use types, ranging from preservation to extractive use and rehabilitation.  相似文献

The main aim of this article is to examine and review the usage of forests for the purpose of tourism in Turkey with the case study of Antalya-Belek. The use and conversion of forest lands is central to tourism development. Land use change is responsible for the majority of the negative environmental impacts of tourism on natural resources. Worldwide, forests and coastal zones are converted for the construction of tourist facilities. The rapid emergence of mass tourism development in Turkey, encouraged without considering protection and sustainable use of natural and cultural resources, has resulted in serious problems in forest areas. This paper is particularly concerned with land use change in forests (or deforestation) created by the allocation of forest lands to build tourist facilities. In Belek, a tourism center located in Antalya province's coastal areas and the fastest growing destination of the country, all tourist facilities have been established in forest lands under the status of conservation forest. Today, the Belek Conservation Forest is under severe pressure from tourism.  相似文献

The United States and other developed countries are faced with restoring and managing degraded ecosystems. Evaluations of the degradation of ecological resources can be used for determining ecological risk, making remediation or restoration decisions, aiding stakeholders with future land use decisions, and assessing natural resource damages. Department of Energy (DOE) lands provide a useful case study for examining degradation of ecological resources in light of past or present land uses and natural resource damage assessment (NRDA). We suggest that past site history should be incorporated into the cleanup and restoration phase to reduce the ultimate NRDA costs, and hasten resource recovery. The lands that DOE purchased over 50 years ago ranged from relatively undisturbed to heavily impacted farmland, and the impact that occurred from DOE occupation varies from regeneration of natural ecosystems (benefits) to increased exposure to several stressors (negative effects). During the time of the DOE releases, other changes occurred on the lands, including recovery from the disturbance effects of farming, grazing, and residential occupation, and the cessation of human disturbance. Thus, the injury to natural resources that occurred as a result of chemical and radiological releases occurred on top of recovery of already degraded systems. Both spatial (size and dispersion of patch types) and temporal (past/present/future land use and ecological condition) components are critical aspects of resource evaluation, restoration, and NRDA. For many DOE sites, integrating natural resource restoration with remediation to reduce or eliminate the need for NRDA could be a win-win situation for both responsible parties and natural resource trustees by eliminating costly NRDAs by both sides, and by restoring natural resources to a level that satisfies the trustees, while being cost-effective for the responsible parties. It requires integration of remediation, restoration, and end-state planning to a greater degree than is currently done at most DOE sites.  相似文献

Negative attitudes of resident communities towards conservation are associated with resource decline in developing countries. In Botswana, Community-Based Natural Resource Management (CBNRM) was adopted to address this challenge. CBNRM links rural development and conservation. However, the impact of CBNRM on changes of resident attitudes towards conservation and tourism is not adequately researched. This paper, therefore, assesses the impacts of CBNRM on resident attitudes towards tourism development and conservation in the Okavango Delta, Botswana. The study purposively sampled villages of Khwai, Mababe and Sankoyo. Household data using variables like: economic benefits from CBNRM; level of satisfaction with CBNRM; co-management of natural resources between resident communities and government agencies; and collective action was collected. This data was supplemented by secondary and ethnographic data. Using qualitative and quantitative analysis, results indicate changes in resident attitudes from being negative to positive towards tourism and conservation. These changes are triggered by economic benefits residents derived from CBNRM, co-management in resource management; and, collective action of communities in CBNRM development. Positive attitudes towards conservation and tourism are the first building blocks towards achieving conservation in nature-based tourism destinations. As a result, decision-makers should give priority to CBNRM and use it as a tool to achieve conservation and improved livelihoods in nature-based tourism destinations of developing countries.  相似文献

/ Ecological resources are natural resources that provide certain necessary but overlooked system maintenance functions within ecosystems. Environmental economics is in search of an appropriate analysis framework to determine economic values of such resources. This paper presents a framework that estimates and compiles the components of value for a natural ecosystem. The framework begins with the ecological processes involved, which provide functions within the ecosystem and services valued by humans. We discuss the additive or competive nature of these values, and estimate these values through conventional and unconventional techniques. We apply the framework to ecological resources in a shrub-steppe dryland habitat being displaced by development. We first determine which functions and services are mutually exclusive (e.g., farming vs soil stabilization) and which are complementary or products of joint production (e.g., soil stabilization and maintenance of species). We then apply benefit transfer principles with contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage pricing (HDP). Finally, we derive upper-limit values for more difficult-to-value functions through the use of human analogs, which we argue are the most appropriate method of valuation under some circumstances. Conservation discourses in the last decade have witnessed a radical shift in the conceptualisation of nature. The imagery of a pristine nature has been replaced by a growing recognition of culture and place-based attachments as emerging frontiers of conservation. Yet, the complexities of place and culture call for a greater reflection on cultural approaches to natural resource management. In this paper, I argue that the cultural discourses in conservation policies are largely global in nature and conflict with a community's understanding of a local cultural tradition. The notion of the global closely relates to a global framing of an environmental problem that glosses over cultural specificities. On the other hand, local is defined here in materially specific terms that highlight the role of history in shaping environmental traditions. I examine these contradictory framings through a narrative of conservation, displacement, and cultural loss in a US rural community known as Land Between the Rivers.  相似文献

The Mekong River Basin is considered to be the second most species rich river basin in the world. The 795,000 km(2) catchment encompasses several ecoregions, incorporating biodiverse and productive wetland systems. Eighty percent of the rapidly expanding population of the Lower Mekong Basin (LMB), made up in part by Lao PDR, Thailand, Cambodia and Viet Nam, live in rural areas and are heavily reliant on wetland resources. As the populations of Cambodia and Lao PDR will double in the next 20 years, pressure on natural resources and particularly wetlands can only increase. For development planning, resource and conservation management to incorporate wetland issues, information on the distribution and character of Mekong wetlands is essential. The existing but outdated wetland maps were compiled from secondary landuse-landcover data, have limited coverage, poor thematic accuracy and no meta-data. Therefore the Mekong River Commission (MRC) undertook to produce new wetland coverage for the LMB. As resources, funding and regional capacity are limited, it was determined that the method applied should use existing facilities, be easily adaptable, and replicable locally. For the product to be useful it must be accepted by local governments and decision makers. The results must be of acceptable accuracy (>75%) and the methodology should be relatively understandable to non-experts. In the first stage of this exercise, field survey was conducted at five pilot sites covering a range of typical wetland habitats (MRC wetland classification) to supply data for a supervised classification of Landsat ETM images from the existing MRC archive. Images were analysed using ERDAS IMAGINE and applying Maximum Likelihood Classification. Field data were reserved to apply formal accuracy assessment to the final wetland habitat maps, with resulting accuracy ranging from 77 to 94%. The maps produced are now in use at a Provincial and National level in three countries for resource and conservation planning and management applications, including designation of a Ramsar wetland site of international importance.  相似文献

After top producer China decided in 2010 to tighten its export quotas for rare earth elements (REE), major customers feared being cut off from the valuable metals. The trade dispute intensified when the EU, the USA, and Japan brought the case before the WTO. The export controls raise questions about China’s intentions and strategies. This article argues that China’s export policy should not be viewed in isolation. The export controls are embedded in a greater transformation of the strategic REE industry. Beijing promotes a broad set of policies, including industry reorganization, resource conservation, and environmental protection. Next, the article examines three narratives that may be constitutive of the Chinese policy. Findings indicate that the geopolitical narrative, which sees natural resources as instruments of power politics, can be only partly attributed to China’s REE policies. The major driving motives are domestic concerns for resource conservation and environmental protection, as well as the development of competitive downstream industries.  相似文献

The contingent valuation method (CVM) can be useful for assessing the non-market economic values associated with government land use decisions. A particular variant of CVM, which is based on dichotomous choice responses, has become widely used. Previous studies have employed a variety of techniques for analysing dichotomous choice CVM data to produce estimates of economic welfare changes. This paper summarizes these analytical options, and illustrates their application in a case study concerning cattle grazing on the Bogong High Plains in the Australian Alps. This case study is one of the few to assess the non-market economic value of cultural heritage conservation using contingent valuation, and is also unusual in that the competing values are both non-market in character. Nature conservation and heritage values were separately measured using two independent surveys. Mean willingness to pay for nature conservation and cultural heritage were estimated using a range of parametric and nonparametric methods.  相似文献

The paper suggests that the expansion of irrigated agriculture in the 20th century has de-coupled the water user from the inherent risk of exploiting both surface and groundwater resources. The apparent reliability of storage and conveyance infrastructure and the, relative cheapness and flexibility of groundwater exploitation offered by mechanised drilling and pumping have sheltered the end user from natural hydrological risk. The imperative for in-field irrigation efficiency has been effectively removed since the physical and economic management of the resource is determined by command area authorities or, in the case of some groundwater pumping, by the performance of power utilities, who have no direct interest in integrated resource conservation. As a result, the resource base has been degraded, and in some cases irreparable damage has occurred. It is argued that the rigidity of the resource management in many irrigation systems is not attuned to the inherent variability of natural systems upon which they depend. Further, the paper argues that irrigation management systems can work toward sustainability by spreading risk equitably, and transparently, amongst the resource regulators, managers and users. This has to involve a much more flexible approach to natural resource management that is conditioned not only by natural parameters, but also by the socio-economic settings. A range of examples highlights the variability and scale issues involved.  相似文献
