There has been increased interest in the role of community-based action in promoting sustainable lifestyles in recent years, but relatively limited evidence on the effects of such activity on participants' behaviours. In this paper, I present an evaluation of the effects of community-based action for sustainability on participants' lifestyles. I draw on extensive qualitative research to assess how much change participants of community sustainability projects report, what kinds of participants these projects attract and how the circumstances of these projects affect the changes that participants make. The main findings are that these initiatives have different effects on different people. Those who are new to sustainability and who are actively involved in cohesive groups, which are specifically targeting their lifestyles, are more likely to report substantial changes. I present a model to explain what change occurs, for which types of participants, in what circumstances as a result of community-based action.  相似文献

Why, despite a recent surge in the UK in “sustainable communities” policy discourse, do so many community-led sustainability initiatives remain fragmented, marginal and disconnected from local government strategies? How can community- and government-led sustainability initiatives be better integrated such that they add significantly to a denser matrix and cluster of sustainable places? These questions, we argue, lie at the heart of current sustainable place-making debates. With particular reference to two spatial scales of analysis and action, the small town of Stroud, England and the city of Cardiff, Wales, we explore the twin processes of disconnection and connection between community sustainability activists and local state actors. We conclude that whilst there will always remain a need for community groups to protect the freedom which comes from acting independently, for community activists and policy-makers alike, there are nevertheless a series of mutual benefits to be had from co-production. However, in setting out these benefits we also emphasise the dual need for local government to play a much more nuanced, integrative and facilitatory role, in addition to, but separate from, its more traditional regulatory role.  相似文献

Social housing in the UK is currently required to meet higher levels of sustainability than new private housing, but since social tenants have little choice about their housing, this poses important issues about the possible coerced consumption of sustainable housing. The article examines residents' responses to two social housing developments in Kent in which the housing association concerned took advantage of government subsidies to incorporate sustainability features. The similarities and differences between residents' responses in the two estates are outlined, and are attributed to the types of tenants involved and to the particular technical and administrative features of the innovative features. It is concluded that, given the potential coercive character of the consumption of sustainability features, housing associations need to adopt a sensitive and realistic approach to such innovations and their possible benefits.  相似文献

Current projections estimating world population growth read in conjunction with corresponding projections of increased world energy consumption, point to electricity as the cleaner fuel of the future, especially because of its high efficiency and low levels of pollution. Due mostly to the fact that the electrical end-use devices are considerably more efficient than those using other forms of energy, most developed countries show decreasing curves of energy intensity as technologies become more sophisticated and shift over to increased reliance on electricity. It is therefore argued in this article that a gradual shift away from fossil fuels to electricity is a promising possibility to bring down global air pollution and emissions of greenhouse gases to acceptable levels. Examples are given of greater efficiency achieved by electrification. Overall gains in energy efficiency from the change over from fossil fuels to electricity, are possible even in situations where the electricity is generated by fossil fuel combustion, despite the loss of primary energy in the conversion process. The article also presents electricity generating projects designed for developing countries and countries with economies in transition. The generation of electricity from the combustion of renewable sources (biomass waste), fossil fuels, and other innovative methods are outlined.  相似文献

Achieving sustainable development depends on comprehensive approaches which integrate consumption and production initiatives. At present, sustainable consumption is being overemphasized to the neglect of the more important production side. This paper examines the role of governments in promoting sustainable consumption and production to identify gaps in national schemes which reduce their overall effectiveness. Public policy tools promoting sustainable consumption and production are discussed in terms of whether they are aimed at correcting: 1) market failures (regulations, taxes, subsidies); or 2) systems failures (labels, communications, education, public procurement). The challenge for governments is to link sustainable consumption initiatives to policies aimed at increasing the sustainability of production in the private sector in both their national and international dimensions. In this way, governments can enlist the aid of consumers in pushing producers towards sustainability and to achieve the ultimate goal of sustainable development.  相似文献

The Scottish Government is committed to carbon reduction targets which are the most ambitious across the devolved administrations of the UK. Whilst Scotland operates within broader international and UK policy contexts, it has developed particular programmes and approaches to engage communities in the transition towards low-carbon futures. Rural areas have a role in the transition to a low-carbon Scotland; however, beyond land use and agriculture contributions, little research has explored the “rural” dimension of “low-carbon” transitions. The paper presents a policy and literature review relating to the low-carbon agenda in Scotland. It reflects on Scottish low-carbon policy and governance, the positioning of “rural communities” within this, and the opportunities and challenges this might present. Based on this, we develop an understanding of how rural communities may contribute to a low-carbon Scotland and identify a future research agenda to explore in more detail the nature and relative effectiveness of diverse governance structures to support this.  相似文献

System innovations and transitions in the realm of sustainable consumption policies will seldom emerge automatically from the present socio-political and socio-technical contexts. This paper explores a set of perspectives related to the governance of transitions and develops their application to the relatively unexplored governance of sustainable consumption transitions. Empirical material stems from an extensive case study which analyses a food consumption niche in the form of collectively organised local food systems (LFS) in Belgium. More specifically, we analyse and discuss the institutional contexts and socio-political configurations within which the investigated system innovation cases are embedded. The results explore the role of governmental interplay in fostering innovative consumption practices for a transition towards a more sustainable, autonomous, citizen-based, LFS.  相似文献

This article investigates the potential impact of sustainable energy action plans (SEAPs) on local development through a two-step methodology involving participatory planning and quantitative analysis. The first phase relies on a participatory system mapping (PSM) approach and generates a causal structure at the basis of the urban model. In the second phase, we transform the qualitative map into a system dynamic model which evaluates the effect of the SEAP on social, economic and environmental indicators. This methodology was applied to the case of Cascina Municipality (Italy). Through scenario analysis, we show that some indirect feedback can harm the achievement of the 20% emission reduction target. This process allows the local authority and stakeholders to evaluate the impact of emission reduction policies on CO2 emissions and local development, thereby generating collective learning on the systemic implications of the plan. We show that this method can enhance the ambition of emission mitigation efforts by small towns.  相似文献

Over the last decade, promotion of competitiveness represents one of the central goals of economic policy of most of the countries. Moreover, in recent years, the promotion of competitiveness has been seen as a way of achieving desirable changes in economy and society. While there is no unity of views in the theory regarding the conceptual definition of the phenomenon of competitiveness, it is becoming less arguable that in strictly economic terms, competitiveness is a synonym for productivity. However, it should be noted that productivity growth that is accompanied by increasing social imbalance (for example, inequality in income distribution), on the one hand, and environmental pollution, on the other hand, cannot be a guarantee of improving the competitiveness of countries in the long run. Acknowledging precisely this fact and using the data from World Economic Forum on Global Competitiveness 2013, this paper elaborates on the phenomenon of sustainable competitiveness and tests the hypothesis about the positive impact of its social and environmental dimension on the economic dimension of sustainable competitiveness that is represented by the value of the Global Competitiveness Index. The survey of 34 countries confirmed the indisputable positive impact of the social dimension of sustainability, but also variable direction of the impact of the environmental dimension of sustainability (depending on the level of GDP per capita) on the economic dimension of sustainable competitiveness of European countries in 2013.  相似文献

Deep structural and sustained change is necessary to tackle contemporary environmental challenges. How such change emerges and can be governed has been explored through the notion of sustainable innovation journeys. To date research had conceptualised such journeys as transitions to more sustainable socio-technical systems, e.g. mobility, shelter, food and farming. However, there is a paucity of how innovation proceeds in firms as part of sustainable innovation journeys. This paper begins to address this gap in knowledge. A longitudinal case study was completed of a medium-sized food-processing firm in the UK. Qualitative data were collected using ethnographic methods such as participant observation. Drawing on practice theory, a conceptual framework was developed which enabled us to explore and make sense of the firm's sustainable innovation journey conceptualised as practices. Findings show that we can usefully treat a firm as a flow of practices that either resist or otherwise accommodate new practices deemed more sustainable.  相似文献

With energy crises looming, conflicts over resource extraction and production are on the rise. For communities lacking voice to participate in these conflicts, community-based organisations and local non-governmental organisations help to unite, communicate, and negotiate with other stakeholders. In this paper we compare two cases that demonstrate the roles of organisations in providing voice to citizenry impacted by environmental justice issues. We use Senecah's concept of Trinity of Voice for the purposes of evaluation. These cases provide contrasting examples of how local/regional organisations chose to either expand their organisation's mission to intervene or stick to a strict reading of their mission thus excluding involvement. In both examples we found that organisational involvement, or lack thereof, influenced how citizens were involved in decision-making with one case leading to legislation protecting property owners from industrial activities, and the other leading to a lack of effective involvement and negatively impacted citizens.  相似文献

Domestic energy practices are a topical policy issue, with implications for climate change, energy security and fuel poverty. Accordingly, a growing body of literature examines ways of promoting energy conservation and generation by individuals. However, there has been relatively little discussion of how status and stigma are implicated in these practices, and may act as facilitators or barriers to “behaviour change”. To help address this gap, this article draws both on existing literature and a new UK-based study of people who are attempting to live sustainable lives, to provide insights into how domestic energy practices may be status-enhancing or stigmatising, and how these risks and opportunities can be managed. While energy practices are often understood as “inconspicuous”, it is argued here that in some circumstances individuals may actively manage the visibility of their energy practices. The discussion considers these findings with regard to social power relations, and identifies issues warranting further exploration within the emerging research agenda on energy and equity.  相似文献

Community-led initiatives are commonly advocated as an effective way of encouraging individuals to adopt more sustainable lifestyles. Since 2008, the Scottish Government's climate challenge fund (CCF) has distributed over £50 million in grants to community-led, carbon-saving projects across the country. Drawing on participant observation within two CCF organisations in remote rural Scotland, this paper examines the assumption that the receipt of government funding is necessarily of overall benefit to community-led initiatives attempting to facilitate more sustainable communities in the long term. Observations indicate that funding can bring with it a number of significant complications to community-scale action as a result of: (i) misaligned output timeframes, (ii) administration demands, and (iii) local competition. It is concluded that the design of funding schemes can in fact hamper the full potential of grassroots initiatives to engender more sustainable lifestyles throughout the community.  相似文献

In this paper we question the importance of social capital as a primary indicator of a community's ability to engage in sustainable development as social capital can have both hindering and facilitating effects. We suggest that actor agency allows an individual or group to increase access to other critical forms of capital to overcome barriers and solve problems. We present ‘bonding’ social capital consisting of strong network ties as a negative in excess quantity as it can lead to the enforcement of social norms that hinder innovative change, and ‘bridging’ social capital consisting of weak network ties as a benefit that allows actors to bring about critical social changes. Communities achieve agency through a dynamic mix of bonding and bridging ties. We close with suggestions for fostering community agency and flag the need for further research in this area.  相似文献
