Social housing in the UK is currently required to meet higher levels of sustainability than new private housing, but since social tenants have little choice about their housing, this poses important issues about the possible coerced consumption of sustainable housing. The article examines residents' responses to two social housing developments in Kent in which the housing association concerned took advantage of government subsidies to incorporate sustainability features. The similarities and differences between residents' responses in the two estates are outlined, and are attributed to the types of tenants involved and to the particular technical and administrative features of the innovative features. It is concluded that, given the potential coercive character of the consumption of sustainability features, housing associations need to adopt a sensitive and realistic approach to such innovations and their possible benefits.  相似文献

Recent research has explored the role of environmental inequalities in explaining health disparities, especially in urban environments. This paper investigates the role of the landlord in shaping indoor environmental injustices. Specifically, we rely on interview data from low-income parents in South Phoenix, AZ, with elementary-aged children with asthma. We found families living in poor quality rental housing that impacted children's breathing. Landlords were directly involved in keeping the homes in poor condition, even when asked by the tenant to fix the property, and immigrants were especially at risk. In general, relationships between landlords and tenants were unequal and coloured by the tenant's poverty and fears of eviction. Among the immigrant tenants, many had accompanying fears of authorities and deportation. The cycle of fear, poverty, and a lack of power compounded as tenants were hesitant to report problems, which reinforced the power of the landlord over the tenant and did nothing to improve living conditions. Recognising the role of landlords in creating substandard housing conditions is important as they represent a group that can be targeted for interventions.  相似文献

A central task of environmental ethics, which have been arising since 1960s, is to extend the objects of moral concern beyond the individuals of Homo sapiens. (Here, it involves the issue of the boundary of environmental ethics. In a narrow sense, an environmental ethic must grant moral concern to holistic environmental objects (such as ecosystems). On the other hand, if we broadly define the environmental ethic as an ethic that shows moral concern not limited to Homo sapiens and its individuals only, then, these “generalized” environmental ethics include Peter Singer’s “animal liberation” and Tom Regan’s “animal rights”. In this article, the term “environmental ethic” refers to an environmental ethic in a generalized sense.) All the objects deserving moral concern constitute the moral community. The trajectory and boundary of this extension are different among different schools. Compared to other schools, Tom Regan’s “animal rights” has a relatively smaller moral community, making it more “conservative” at first sight. Meanwhile, the rights view, like other schools, faces the question regarding the edge of moral concern. This question consists of two sub-questions: (1) where is the boundary of the moral community and (2) how ought we to treat the objects of moral concern near the boundary? Given the closeness of Regan’s theory to traditional ethics (regarding the boundary of the moral community), this study is mainly focused on analyzing the edge of moral concern within the framework of the theory of animal rights. Further, I investigate the similarities and differences in the boundary of moral concern among various schools of environmental ethics. The comparative analysis demonstrates a subtle relation between science and moral philosophy, and reveals a similar form of a metaphysical premise adopted by all environmental ethics. This research helps to clarify the moral concern of environmental ethics, which is an essential prerequisite for establishing a new ethic, and therefore helps to consolidate the reference of environmental ethics to environmental management.  相似文献

Because wicked problems are beyond the scope of normal, industrial-age engineering science, sustainability problems will require reform of current engineering science and technology practices. We assert that, while pluralism concerning use of the term sustainability is likely to persist, universities should continue to cultivate research and education programs specifically devoted to sustainable engineering science, an enterprise that is formally demarcated from business-as-usual and systems optimization approaches. Advancing sustainable engineering science requires a shift in orientation away from reductionism and intellectual specialization towards integrative approaches to science, education, and technology that: (1) draw upon an ethical awareness that extends beyond the usual bounds of professional ethics or responsible conduct of research to include macroethics, (2) adopt anticipatory and adaptive approaches to unintended consequences resulting from technological innovation that result in more resilient systems, and (3) cultivate interactional expertise to facilitate cross-disciplinary exchange. Unfortunately, existing education and research training programs are ill-equipped to prepare scientists and engineers to operate effectively in a wicked problems milieu. Therefore, it is essential to create new programs of graduate education that will train scientists and engineers to become sustainable engineering science experts equipped to recognize and grapple with the macro-ethical, adaptive, and cross-disciplinary challenges embedded in their technical research and development programs.  相似文献

Critics of The Agrarian Vision: Sustainability and Environmental Ethics (Lexington: 2010, University Press of Kentucky) have difficulties with its commitment to agrarian philosophy, and have also suggested that the program described there needs more elaboration of how sustainability might be pursued, especially in its social dimensions. The book draws upon agrarian philosophy to argue that habit and material practice are an appropriate and vital focus of ethics. Attention to habit and material practice will counterbalance an overemphasis on intentions and outcomes in contemporary environmental philosophy. It is in this sense that agrarianism contributes to an ethic of sustainability by showing how contemporary food practices—the culture of the table—might contribute to an enabling sense of community solidarity. The book does not advocate a return to once vibrant agrarian traditions.  相似文献

ABSTRACT

This paper has a quintessentially explorative character. It aims at identifying existing as well as potential (yet missing) links between the finance industry and local businesses that aspire to more sustainable economic practices. Building on the observation that green investments have been gaining weight in global investors’ strategies, we analyse how sustainable – in the most comprehensive sense of the word – green investments could ultimately be(come), when green assets are still managed according to the logic of “financialised finance”. This latter’s technologies of commodification, securitisation and derivatives-trading allegedly oppose alternative economic practices that pursue economic sustainability through social and environmental gains. In contrast, we investigate how the finance industry relates to alternative financial practices, products and organisations that offer sustainability-oriented financing services, – for example, regional banks, cooperatives and the like, – with a specific focus on green, social and solidarity businesses. Both approaches subscribe to apparently contradictory ideologies. We establish a beneficial dialogue between the opposing models of “green capitalism” and “alternative economies” so as to identify potential points of intersection. The context of Luxembourg’s local/regional economies provides a great opportunity to empirically access three levels of investigation: the private sector, the public sector and an international financial centre, a key facilitator for green finance, thus utilising insights from the concept of bricolage. Whilst supporters of Luxembourg’s emerging green finance profile recognise its positive impact on the small country’s national branding, in combination with economic stimuli, more critical commentators point to pure “green washing” effects.  相似文献

Recycling and reducing household waste are political goals internationally, nationally and locally. In Sweden, households in apartment buildings seem to sort their waste to a lesser extent than households in single-family houses. This paper analyses the challenges of the diffusion of a new waste management system in apartment buildings, and focuses on a municipal housing company and the actions of its area managers. It is argued that area managers can be regarded as street-level bureaucrats who act as ‘collectors’ of tenants’ everyday practices in the studied implementation process. If the minerals and metals sector is to contribute successfully to sustainable development, it must adopt principles and practices which address the entire life cycle of the materials it creates. This paper examines how the social and environmental sustainability performance of products influences the sustainability agenda of the mining and metals sector. It illustrates how access to markets drives improvements in sustainability. Summary The residential environments in British urban areas are divided between those dominated by public sector (local authority) housing and those properties which are owner-occupied. It is widely recognised that the environmental quality of local authority housing estates varies considerably. It may be expected, therefore, that the United Kingdom 1980 Housing Act, which encouraged the tenants of public sector housing to purchase the dwellings they rented from local authorities, would have a differential impact, according to the environmental quality of those estates. However, this relationship has not been previously explored. Most studies have related sales to a range of socio- economic variables. Whilst these may effectively indicate ability to buy they do not necessarily indicate willingness to buy. It is argued that the latter may be more closely related to factors such as the quality of the local environment. Findings from the North Tyneside area in northern England suggest that the spatial pattern of sales is more closely related to an index of environmental quality than one composed largely of socio-economic variables. Some of the implications of this finding for policy in relation to public sector housing are then discussed. It is suggested that if the ultimate objective of the Housing Act is to promote a larger private sector, then initially this may require a considerably larger public sector involvement in environmental improvement.Dr Michael Barke, is the senior author, Principal Lecturer in Geography and Acting Head of the Department of Environment at Newcastle upon Tyne Polytechnic. Making the transition to a green economy is a major policy driver in the UK and other countries. Entrepreneurs are suggested as being at the forefront of this transition and as a driving force for sustainability. These “green entrepreneurs” may represent a new type of entrepreneurial behaviour combining economic, environmental and social aims. In this paper, we present empirical work conducted with green entrepreneurs in the UK green building sector. Buildings have significant impacts on the environment, both in terms of materials and post-construction energy demands. Drawing on sustainability transitions theory, we examine the role of green entrepreneurs in affecting change and suggest that green building niches are less consensual than previously theorised. In theorising green entrepreneurs, we also point to the need to consider them within wider networks of activity rather than as lone actors and the implications this has for policy.  相似文献

For decades there has been a controversial debate over how far religious faith communities are specifically engaged in ecological practices (EP). Therefore we studied four Austrian and two German Benedictine monasteries religious ethics and spirituality as a means of a driving force for initiating EP. We draw upon theories of organizational learning processes and capacity-building of sustainability to interpret our empirical findings. The majority of monasteries are highly engaged in EP, initiated either as an outcome of individual activities or through a specific mostly informally acting group, but rarely an organizationally or systematically integrated goal of the monasteries, or a focus of capacity building. Monasteries follow a technical and economic decision-making process in implementing EP. Spirituality plays a limited role in the initiation of EP. The environment of monasteries–acceptance or critique against ecological practices–influences the monasteries decisions. Institutionalization of ecological practices into the monasteries organizational structure is rare.  相似文献

ABSTRACT

In this article, we deploy the loosely bounded phenomenon of “urban green communities” – in the shape of urban gardening, beekeeping, food collectives, biodiversity enhancement, tree planting and kindred citizen-based group practices towards urban greening – in order to probe the wide variations in modes of civic engagement with urban sustainability politics. As such, we explore the conceptual gaps opened up in-between everyday lifestyle politics, green social movements and critiques of neoliberal urban political economies, by leveraging a novel and fine-grained conceptualization of civic and place-based material participation built from pragmatic sociology. The work of Laurent Thévenot on regimes of engagement, in particular, allow us to trace translations in-between the familiar attachments and the public critiques undertaken by urban green communities in ways that expand the frame on socio-material politics relative to current research conversations. Empirically, we leverage this re-conceptualization as part of a comprehensive digital mapping exercise set in Denmark, in which we trace core patterns and differences in modes of urban-green politics at the level of everyday citizen practices and group interaction styles across a diversity of urban green communities. Having identified six such civic modes of urban greening and specified their group styles of engagement, we end by discussing the implications of our findings for questions of care, justice and democracy in sustainable city-making.  相似文献

Over the last decade or so, rural housing problems in Britain have become an important focus of attention both for researchers and planners. Inaccessibility to adequate housing is a significant component of the more all‐embracing problems of rural deprivation. The rented sector is of particular relevance to the amelioration of these problems, but the supply has been increasingly restricted both in the private and in the public sector. Great stress has therefore been laid on the ability of housing associations to provide rented sector housing. This paper investigates the work of one particular housing association in Mid‐Wales — Cymdeithas Tai Dyffryn Teifi (CTDT) and assesses the degree of complementarity achieved with housing provision by the local councils operating in the same rural locality. The particular areas of effectiveness of a housing association in this context are thereby evaluated.  相似文献

Many cities throughout the world are adopting green infrastructure techniques to reduce stormwater and sewer overflows into waterways, which is particularly problematic for places experiencing more frequent and severe rain events. Governance of green stormwater implementation is proving to be as important as the techniques themselves. Building on the climate and sustainability governance literature, we argue that effective governance requires planning across city departments, experimentation and a strategy for organisational learning. We employ a case study of Philadelphia, the first city in the United States to attempt an entirely green approach to meeting federal regulations to examine issues of governance that emerged and how they were addressed. The case study draws on interviews with fourteen public and private sector actors involved in implementation, a site visit to observe the installations and to discuss the approach with a key planner, and grey literature. We find that silos can be broken down and that if open communications and a willingness to change practices are present, obstacles cited in the literature can be overcome. The key implication is that the three elements of governance need to be built into the green infrastructure planning process. While the analysis focuses on a US city, the departments involved and the governance needs of green stormwater infrastructure are similar in cities in much of the world.  相似文献

As the world population is growing and government directives tell us to consume more fatty acids, the demand for fish is increasing. Due to declines in wild fish populations, we have come to rely more and more on aquaculture. Despite rapid expansion of aquaculture, this sector is still in a relatively early developmental stage. This means that this sector can still be steered in a favorable direction, which requires discussion about sustainability. If we want to avoid similar problems to the ones we have experienced with livestock farming, we need to generate knowledge of the biology, profitability, environmental aspects, consumer awareness, and product appreciation of particular fish species. However, the discussion about a sustainable aquaculture also raises the question how we should treat fish. This moral question is regularly addressed as a problem of applied ethics with a focus on tailoring ethical principles to practical questions. In this article we do not deny the importance of the practical accounts, but we start from the fundamental question whether and why fish matter in our moral deliberations, i.e., from the discussion on moral status. We elaborate the distinction between moral considerability and moral significance in order to show both the importance and the limitations of the discussion about moral status for practical problems in aquaculture. We illustrate these points with a case-study about the farming of a specific fish species, the African catfish.  相似文献

Agricultural technologies are non-neutral and ethical challenges are posed by these technologies themselves. The technologies we use or endorse are embedded with values and norms and reflect the shape of our moral character. They can literally make us better or worse consumers and/or people. Looking back, when the world’s developed nations welcomed and steadily embraced industrialization as the dominant paradigm for agriculture a half century or so ago, they inadvertently championed a philosophy of technology that promotes an insular human-centricism, despite its laudable intent to ensure food security and advance human flourishing. The dominant philosophy of technology has also seeded particular ethical consequences that plague the well-being of human beings, the planet, and farmed animals. After revisiting some fundamental questions regarding the complex ways in which technology as agent shapes our lives and choices and relegates food and farmed constituents into technological artifacts or commodities, I argue that we should accord an environmental virtue ethic of care—understood as caretaking—a central place in developing a more conscientious philosophy of technology that aims at sustainability, fairness, and humaneness in animal agriculture. While technology shapes society, it also is socially shaped and an environmental virtue ethic of care (EVEC) as an alternative design philosophy has the tools to help us take a much overdue inventory of ourselves and our relationships with the nonhuman world. It can help us to expose the ways in which technology hinders critical reflection of its capacity to alter communities and values, to come to terms with why we may be, in general, disengaged from critical ethical analysis of contemporary agriculture and to consider the moral shape and trajectory and the sustainability of our food production systems going into the future. I end by outlining particular virtues associated with the ethic of care discussed here and consider some likely implications for consumers and industry technocrats as they relate to farming animals.  相似文献

The resources sector in Australia makes a major contribution to the national economy, and underpins employment and population in the mining and mineral processing towns. For those towns, rapid growth in employment can generate particular pressures in local housing markets because of the relatively large size of the industry and the small housing stocks involved. Through a case study of Gladstone, the study provides a dynamic five-step population and housing model, to estimate short to medium term mining impacts of major resource developments. The model includes both the direct and indirect labour force generated by new resource sector developments and their flow-on effects on population increases. Sensitivity testing has allowed for different levels of resource development, employment multipliers and labour inflows. Three different approaches have then been applied to predict the housing price impacts of the expected population growth.  相似文献

The number and diversity of civil society or third sector sustainability organisations (TSSOs) have increased in recent decades. TSSOs play a prominent role in local approaches to sustainability. However, the contributions made by TSSOs are not fully understood, beyond a limited suite of quantifiable outputs and impacts. In this qualitative study, we examine how four TSSOs from two Australian regions, Tasmania and Queensland's Sunshine Coast, contribute to social transformation beyond discrete outputs. We examine the operation, ethos, scope and influence of these organisations over time. In so doing, we identify three common ways in which these organisations facilitate social change: by (i) enhancing social connectivity through boundary work; (ii) mobilising participatory citizenship and (iii) contributing to social learning. We conclude that TSSOs contribute significantly to the systemic social conditions that enable change for sustainability and the development of community resilience and well-being, but do so in ways undervalued by existing metrics, formal evaluation processes and funding models. Clearer recognition of, and strategic emphasis on, these qualitative contributions to social transformation is vital in ensuring that TSSOs remain viable and effective over the long term.  相似文献

Economic interpretations of sustainable development have concentrated on the need to maintain the aggregate capital stock intact, so as to ensure a constant stream of welfare through time. A sectoral approach to sustainability, in terms of this model, will be justified if substitution possibilities between that sector and the rest of the economy are limited. This assumption is examined in relation to the water sector, and it is found that further assumptions about substitution possibilities need to be made within the sector itself. Suggestions are offered as to how such substitutions might be made to advantage, which is contrasted to recent water management practices in England and Wales. It is argued that assumptions about substitution possibilities are in general overly restrictive, with the result that sustainability objectives fall short of optimum levels that could be achieved.  相似文献
