ABSTRACT

This article examines the provision of public parks in Latino and non-Latino neighbourhoods in the Phoenix Metropolitan Area. Though previous research has examined the socio-spatial distribution of urban parks, few have analysed both accessibility and variations in park features associated with the Latino composition of neighbourhoods. In this study, geographical information systems were employed to assess the availability and accessibility of neighbourhood parks, and Google Earth was used to audit their natural and built environmental features. Analysis of variance (ANOVA) with Games-Howell post hoc test was applied to examine the hypothesis that park resources are not equitably distributed across neighbourhoods, and that Latino places are disproportionally affected by a suboptimal provision of park space and services. The analysis points to invariance across neighbourhoods in terms of quantity and features of public parks, so the expected systemic pattern of inequality affecting Latino neighbourhoods in Phoenix Metro was not found. The study suggests, however, some areas wherein cities in the Phoenix Metropolitan Area could act to improve the allocation of public park resources and engage the diversity of local populations.  相似文献

The aim of this paper is to inform urban design practice through deeper understanding and analysis of the social dynamics of public outdoor space in ethnically diverse neighbourhoods. We hypothesise that findings from ethnographic research can provide a resource that improves cultural literacy and supports social justice in professional practice. The primary method is a meta-synthesis literature review of 24 ethnographic research papers, all of which explore some dimensions of public open space use and values in UK urban contexts characterised by ethnic and racial diversity. We summarise thematic understandings and significance of neighbourhood places of shared activity, parks, spaces of passing-by and of retreat. We evaluate the implications for intercultural social dynamics, exploring the spatial and temporal dimensions of conviviality and racism in public open space. We then argue that it is possible to develop principles for urban design practice informed by this work, and propose four for discussion: maximising straightforward participation, legitimising diversity of activity, designing in micro-retreats of nearby quietness and addressing structural inequalities of open space provision. We conclude that ethnographic research can provide detailed insights into the use of the public realm and also inform a more nuanced understanding of outdoor sociality relevant for an increasingly diverse society. The challenge is two-fold: for ethnographers to become less cautious in engaging with decisions and priorities regarding how cities change, and for urban designers to explicitly embed informed understandings of difference into their broad desire for inclusive public space.  相似文献

Rapid urbanisation, lack of proactive planning and improper allocation of resources may result in socio-economic disparity among and within cities, causing social unrest and environmental injustice in the neighbourhoods. This study aims to examine whether the planning standards for housing schemes in Pakistan are able to maintain equitable access to green spaces within the cities. Ten residential sites in Sheikhupura city with different housing unit sizes and densities were selected for the study. The supply of urban green infrastructure in housing scheme has been assessed: (i) by comparing the percentage of green spaces, including community parks and open spaces and street landscape; and (ii) by calculating per dwelling unit and per capita share of green spaces. These indicators have been studied against the housing density and population density of the schemes by applying correlation and linear regression models. The results show that all the housing schemes plans provide for similar amounts of green space as a percentage of total area. The per capita share of green spaces is very low in high-density areas, but interestingly, the street landscape has a higher potential to contribute to the overall landscape in high-density neighbourhoods, compensating for low per capita green space. Housing unit density and population density must be incorporated in planning standards so planners can effectively devise a mix of community parks, street landscape and private green spaces to help maintain per capita green spaces, and hence environmental resource equality in different parts of the city.  相似文献

Beaches are a unique type of recreation setting, offering a variety of water- and land-based opportunities that can meet residents’ diverse and complex recreation needs. Providing and improving equitable access to recreation amenities such as beaches have been recognized as essential responsibilities of public leisure agencies. This study assessed the degree of equity inherent in the distribution of public beaches in the Detroit metropolitan area; to account for spatial effects, phenomena rarely considered in prior equity analyses, geographically weighted regression was employed. Considerable local variations in the relationships between level of access to public beaches and population density, proportion of elderly population and educational attainment were identified. Such findings can help parks and recreation agencies better understand local patterns of equity, an important first step in facilitating the formulation of more efficient and effective planning and policy approaches.  相似文献

Greater Doha is experiencing lack of sufficient urban green spaces (UGS) as a result of rapid urbanisation to cater for the fast population growth in the country. The availability of green spaces and the improvement of the green/built-up area ratio have been recognised by planners as a key factor in improving the life quality of city dwellers. This study aims at addressing the adequacy and spatial distribution of public parks in Greater Doha. The current status of public parks is assessed in relation to the population distribution using GIS and remote sensing techniques. The results show that the majority of administrative zones fell well below the adopted public parks standards. The park provision ratio ranged from 0 and 0.03 through 0.43 and 0.48 to 0.92 and 0.99 hectare (ha) per 1000 population, with an average of 0.37. After quantifying this deficiency in UGS, the study suggest remedy by identifying vacant parcels in each zone to match the adopted standards, taking into consideration their spatial distribution and minimum area criteria.  相似文献

Social and environmental goals are often mutually reinforcing. Urban forms may encourage social sustainability as well as social inclusion or may have the potential to create areas of crime and social exclusion. The issues of relationship between sustainable development and urban form have given birth to new paradigms of design approach such as new urbanism, the compact city and the eco-city. This paper examines the impact of urban form on social sustainability at the neighbourhood level. It seeks to better understand the relationship between urban form and social sustainability by comparing three neighbourhoods with dissimilar urban forms in Delhi, India. Household surveys and observation surveys in these three neighbourhoods were conducted, and it was found that the urban form of a neighbourhood plays a very important role in creating a socially sustainable residential neighbourhood. The study established that social interactions within the communities are higher when dwelling units are placed around the public realm or common open space. The study demonstrated that provision of high quality and well-located open space at the precinct level, mixed land use and good accessibility to the public realm and social infrastructure play an important role in increasing the social sustainability of the neighbourhood.  相似文献

New Urbanism and other metropolitan planning strategies may discount the importance of neighbourhood - open space relationships when dealing with some types of open spaces, particularly in city centre and urban fringe areas. In this paper I review a series of studies I have carried out over the past decade looking at people's perceptions and uses of urban open space. This research examined neighbourhood - open space relationships in the metropolitan area of Chicago, Illinois, USA at four scales of concern: quasi-public space within an immediate neighbourhood; a public park that spans different neighbourhoods; regional greenways; and a metropolitan bioreserve. In all of this work, my findings show how adjacent neighbourhoods are critical to the success of these open spaces, regardless of their scale. Lessons are drawn from each scale for how neighbourhood - open space relationships might be improved.  相似文献

This paper examines the value residents place on public parks in a mid-sized urban area. The analysis makes a direct contribution to the literature by examining the extent to which spatial and neighbourhood context is related to the house price premium or discount associated with public recreational opportunities, natural resource areas and urban greenways. The analysis shows that the value of public parks and greenways varies across space, neighbourhood context and park type. Community area fixed-effects are included to bolster the findings. The findings indicate that park and greenway investment should be planned and managed contextually in urban areas. Park planners can use these findings to inform public policy debates over park investment and, perhaps, support efforts focused on comprehensive neighbourhood planning.  相似文献

The environmental degradation of urban rivers and streams in large cities has led to the development of a variety of public policies. In the city of São Paulo, Brazil, a policy for recovering watercourses and valley floors has been developed with the implementation of riverside parks. This represents a new paradigm for the city in terms of its relationship with rivers and streams. This paper presents the results of an exploratory study, which aimed to analyse riverside parks in the city of São Paulo during the last decade. The study analysed the main management difficulties in relation to these types of urban park during their post-implementation stage, assessing their performance in relation to their social and environmental functions. It addressed issues such as the state of the site before and after the implementation of the riverside park, levels of user satisfaction in relation to the state of the watercourse, sports and leisure facilities, green space, security and the way the park is used. The study showed that riverside parks are recognised as elements that improve the quality of public spaces, socially legitimised as public policies.  相似文献

Public parks are important to urban environments, residents, and visitors. Among other functions, they provide environmental services, such as air and water purification, and they increase both recreational opportunities and the attractiveness of the urban environment. Because of their importance, urban parks serve as public spaces that provide visitors and urban residents with rights to the city. This paper identifies the dearth of urban public parks in Accra-Tema city-region as worrying. The Accra Plan 1958 underscored the significance of green spaces and designated the coastal strip for parks development but the areas have been lost to various urban uses. We argue that the continual neglect of public parks within urban planning and community development schemes in the Accra-Tema city-region is a major concern because it is depriving the citizens a right to the city and its public spaces. A number of factors have worked adversely against the provision of public parks and green spaces in the city-region. These include development pressures, undue political interference, a complex land delivery system, and ad hoc planning. The paper concludes by offering policy suggestions as to how to resolve the dearth of parks and green spaces in the city-region.  相似文献

This pilot study proposes a social map-making method based on the link between the evaluation of the neighbourhoods and the populations residing in them. It was carried on a sample of residents of Dijon’s urban area, a French city (N = 99) divided into four groups, according to the geographical location (in the city / in the suburbs) and the social status (wealthy / disadvantaged) of their living space. The procedure is inspired by social representation gathering methods. Respondents were asked (1) to evaluate their own neighbourhood and others on two scales (social reputation and personal appreciation); (2) to evaluate populations on two similar scales; (3) to determine how these populations are spared in the different neighbourhoods. The central hypothesis of this study was that evaluations of a sector would be linked to the populations living there in the representation of the individuals. Results showed that the correlation between the evaluation of a sector and the perceived proportion of French in this sector with a good reputation is strong and positive. The method has also showed patterns of repartition in the representations of the inhabitants: while certain populations are concentrated in precise sectors, others are scattered across the territory.  相似文献

Numerous studies have indicated a broad-based support for open space preservation and protection. Research also has characterized the public values and rationale that underlie the widespread support for open space. In recognition of the widespread public support for open space, various levels of government have implemented programs to provide public access to open space. There are many different types of open space, ranging from golf courses, ball parks, wildlife areas, and prairies, to name a few. This paper addresses questions related to the types of open space that should be prioritized by planners and natural resource managers. The results of this study are based on a stratified random sample of 5000 households in Illinois that were sent a questionnaire related to their support for various types of open space. Through a comparatively simple action grid analysis, the open space types that should be prioritized for public access include forest areas, stream corridors, wildlife habitat, and lakes/ponds. These were the open space types rated of the highest importance, yet were also the open space types rated the lowest in respondent satisfaction. This kind of analysis does not require the technical expertise of other options for land-use prioritizations (e.g., conjoint analysis, contingent valuation), yet provides important policy directives for planners. Although open space funds often allow for purchase of developed sites such as golf courses, ball parks, and community parks, this study indicates that undeveloped (or nature-based) open space lands are most needed in Illinois.  相似文献

This paper examines the transformation of open space and how it compares to older residential development. A study has been conducted at the residential level because neighbourhoods have been a basic unit of city design throughout the recent history of urban settlements. Furthermore, the neighbourhood is a more humanly relevant scale of urban development. The method adopted for this research was a comparative urbanism by comparing old and new residential areas. This study found that incremental redevelopment of old residential areas through both re-subdivision and intensification of development on existing allotments has resulted in a progressive loss of open space. However, the study also confirmed that the current supplies of open space across all the study areas (old and new residential areas) are relatively similar. The main difference between the open space supply in older and newer residential areas comes down to the ownership of land (i.e. the proportion of public versus private open space). The study demonstrated that older residential areas with large allotments have experienced a significant loss of private open space – originally from 50%, to current levels of 23–30%. The paper concludes that there is a need for a holistic approach to the provision of public and private open spaces to improve the quality of life at a residential level.  相似文献

This study analyses disparities in the provision of environmental services in Jerusalem, specifically through the distribution of recycling bins. The allocation of recycling bins in Jerusalem is uneven. Some neighbourhoods have more than their share of infrastructure, while others do not have any recycling bins at all. The spatial distribution of recycling bins throughout the city is analysed across the ethno-religious and socioeconomic divides, enabling us to determine whether the opportunity to recycle is a right or a privilege. The findings demonstrate that the Arab areas are literally not serviced. Ultra-Orthodox (Haredi) Jewish neighbourhoods are discriminated against unless socioeconomic levels and population size are controlled. Therefore, waste-management policies reproduce social inequalities resulting in environmental injustice. Due to the fact that recycling in Jerusalem is voluntary and not obligatory, and that in general the public wants to recycle, the opportunity to recycle is indeed a privilege.  相似文献

In a context of increasing urban sprawl and water scarcity common to other Mediterranean cities, this article focuses on the urban parks in the Region of Barcelona (Catalonia, Spain) to examine how these parks are distributed in this region and to assess whether their design and management follow criteria adapted to Mediterranean environmental conditions, especially in what concerns water use. In order to evaluate the environmental performance of these parks, we selected four factors possibly influencing the adoption of park management practices at the local scale: urban density, population size of the municipality, municipal income per capita, and political orientation of the city council. After determining the location and area of urban parks in the region, we correlated these four explanatory factors with several management tasks extracted from two different samples of parks (one of 315 parks and another of 125 parks) and a survey of 86 city councils. Results show that, in general, urban parks were more frequent in large, dense, and left/green municipalities but that environmentally sound practices were more common in small and low-density municipalities. We conclude that changes in certain practices (especially the substitution of high water demanding species) could improve significantly the environmental performance of public spaces in large urban areas with Mediterranean climates. Our observations may be pertinent for other cities interested in the provision of environmental public goods such as parks that necessitate water for irrigation.  相似文献

Management of river basins involves the making of informed choices about the desired levels of economic activities and ecosystem functioning in the catchment. Information on the economic and ecological effects of measures as well as their spatial distribution is therefore needed. This paper proposes the following instruments to support decision-making in river basins: (1) the linking of models and indicators to describe the economic and ecological effects of management actions and their spatial distribution and (2) an extended evaluation framework that aims to evaluate management actions on three objectives for sustainable river management. These are cost-effectiveness, spatial equity, and environmental quality. This paper illustrates the potential of these instruments for river basin management by a case-study on nutrient management in the Rhine basin. In this case-study four nutrient abatement strategies are formulated, based on policies of the International Commission for the Protection of the Rhine and the North Sea Commission. These strategies are analysed and evaluated on their contribution to the three management objectives. Results show that none of these strategies score highest on cost-effectiveness, spatial equity and environmental quality simultaneously. It appears that cost-effectiveness is in conflict with environmental quality, whereas spatial equity and cost-effectiveness show quite close correspondence. This means that a trade-off has to be made between costs and spatial equity on the one hand, and environmental standards on the other hand. This paper offers a framework to make these trade-offs more explicit and provides quantitative information on cause-effect relationships, economic and environmental effects and the spatial distribution of these effects for various management strategies. This information can be particularly useful in the development of compromises required to establish international agreement and co-operation.  相似文献

Scholars have recognised a climate gap, wherein poor communities face disproportionate impacts of climate change. Others have noted that climate change and economic globalisation may mutually affect a region or social group, leading to double exposure. This paper investigates how current and changing patterns of neighbourhood demographics are associated with extreme heat in the border city of Juárez, Mexico. Many Juárez neighbourhoods are at-risk to triple exposures, in which residents suffer due to the conjoined effects of the global recession, drug war violence, and extreme heat. Due to impacts of the recession on maquiladora employment and the explosion of drug violence (2008–2012), over 75% of neighbourhoods experienced decreasing population density between 2000 and 2010 and the average neighbourhood saw a 40% increase in the proportion of older adults. Neighbourhoods with greater drops in population density and increases in the proportion of older residents over the decade are at significantly higher risk to extreme heat, as are neighbourhoods with lower population density and lower levels of education. In this context, triple exposures are associated with a climate gap that most endangers lower socio-economic status and increasingly older-aged populations remaining in neighbourhoods from which high proportions of residents have departed.  相似文献

Numerous undeveloped and ecologically diverse tracts of land within urban communities in the United States are presently being utilized for a variety of unsupervised recreational activities. The present use and perceived value of residual open spaces adjacent to the Palisades to residents of four communities in northeastern New Jersey was assessed. The results of our survey suggest that parks and open space represent a city service that is not as highly valued as other more visible services, that respondents desire a diversity of recreational experiences, that existing parks and open space provide a narrow range of recreational benefits to users, that benefits of existing parks extend primarily to the provision of active pursuits, and that undeveloped residual open spaces are valued for and provide opportunities for a variety of passive pursuits.Residual open spaces are a resource that contributes towards meeting the aesthetic and recreational needs of city residents.
