Measuring sustainability is not only a contentious issue, but one which has captured the attention of both academics and politicians since the late 1980s. A plethora of methods and approaches have been developed over the last decades or so, from rapid measurements as inputs to specific projects, to longer-term processes of research, monitoring and wider learning. Indicators have been, however, the most influential measuring tool of all and despite the fact that the tensions between expert-led and citizen-led models in their development have fuelled much debate in the literature. It has been suggested that integrating the two approaches would tap into various levels of ‘knowledge’ of sustainability and thus, be a better way of assessing sustainability. However, little is known of whether these ‘integrated’ sets of sustainability indicators work in practice, or indeed reflect the local perspectives, values and understandings of sustainability which they aim to represent. This paper aims to fill this gap. First, an ‘integrative’ set of indicators is designed and second, this is discussed with over 60 ‘sustainability experts’ and 130 residents living in three urban areas in the UK. It is found that the set of indicators is generally a good reflection of urban sustainability in these areas, however, people tend to assign different degrees of ‘importance’ to individual indicators, something which is little accounted for when measuring urban sustainability. The paper concludes that sustainability indicators are not isolated pieces of information, but manifestations of local underlying processes and interconnections that can be mapped and which have the potential to expand our understanding of local sustainability. 相似文献

Abstract Engaging with dialogue concerning the relevance and applicability of social capital to a model of sustainable community development, we illustrate an in-depth case of a community experiencing an ideological clash with the dominant politico-societal structures. We argue that while the exclusivity of bonding social capital has been described as the ‘dark side’, it may be essential for progressive sustainable community development (PSCD). When faced with a development threat, such bonds are essential for building links, bridges and solidarity, enabling cultural reproduction and promoting environmental protection for sustainability. 相似文献

Environmental sustainability goals are increasingly embedded in local planning, but implementation proves difficult. Using a survey of 217 planners working in a random sample of 146 small to mid-sized American cities and counties, we identify the organizational factors that support and hinder the implementation of environmentally sustainable practices. The analysis is based on a conceptual framework that encompasses organizational capacity, culture, structure, participatory decision-making, the framing of sustainability and contextual factors. We find that environmental sustainability implementation is lagging (although cities are generally ahead compared to counties) and that outcome evaluation is rare, precluding adaptive learning. The major barrier to implementation is that sustainability is low on political and managerial agendas. As expected, local public support, innovation-supportive organizational culture and the prioritization and framing of environmental sustainability support implementation. Surprisingly, innovation diffusion does not occur across neighbouring localities, local capacity and public participation are irrelevant for implementation and hierarchical rather than integrated institutional structures support implementation. 相似文献

This paper describes the frustrating reality of sustainability implementation in the USA and New Zealand (NZ), an early adopter of sustainability mandates. Local government has a key role in implementation, but has been slow to uptake sustainable practices. We surveyed senior planners in small to medium-sized local government agencies in both countries to identify which features of local government support (or hinder) sustainability in practice.
Environmentally sustainable practices are not well entrenched in either country. In the USA, the framing of sustainability and public support are significant predictors of implementation. However, sustainability is rarely a priority. In NZ, local government capacity is the main driver of implementation. We recommend that planners promote sustainability values, reconcile economic development goals with sustainability (e.g., green economy model), and translate public support for sustainability into institutional priorities. NZ localities also need increased capacity and US localities need continued Federal and State support. 相似文献

In this paper we look behind the notion of sustainable transport and highlight the tensions and contradictions between the different ways of achieving this. The paper examines transportation plans for a major UK city and describes how these develop the idea and practice of sustainable transport and demand management along three quite distinct trajectories. By focusing on both the technological and the institutional dimensions of three different routes to sustainable transport, the analysis explicates the different ways in which the urban transport problem is framed, the different socio-technical logics of demand management embodied in the plans and the differing ways in which institutional relationships are (re)constituted. A key finding is that technological and institutional innovations are inversely related so that radical technological innovation often serves to reinforce existing social relations of power and exclusion. The conclusion drawn is that the choice is not just between a sustainable and an unsustainable transport future, but also between different forms of sustainability. 相似文献

The concept of sustainable development has highlighted the need to involve those who use a natural resource in helping to manage and maintain it. This has prompted the development of monitoring programmes involving volunteers who collect scientific data on the state of the natural environment. This paper argues that interpretation theory and practice provide a sound basis for the design and implementation of volunteer-based coastal monitoring programmes. Integration of multiple interrelated objectives in programmes relies on sound ‘audience’ research, including planned evaluation procedures. Three case-studies are presented which serve to identify and highlight the benefits of broadening the primary scientific focus of monitoring programmes to include greater consideration of participant motivations, skills and knowledge in the design and delivery of programmes. Discussion in this paper focuses on coastal monitoring programmes but the stated benefits might also be expected when applying this approach to other natural resource monitoring programmes. 相似文献

Through the MGU – Useful Plants Project (2007–2015) led by the Royal Botanic Gardens Kew, high-quality seed collections and research information have been gathered on useful indigenous plants selected by communities in Botswana, Kenya, Mali, South Africa, and Mexico. Local communities were trained in seed conservation, plant propagation, and planting activities, while revenue generation was promoted directly through the sustainable use of plants and plant products and indirectly through wider environmental and cultural services. The success of this project was determined by its participative approach, involving local communities in plant conservation activities and using plant research to support it. However, the promotion of sustainable use and income generation highlighted issues that confirmed the importance of using a ‘holistic approach’ to address the objective of poverty reduction and contribute to improved livelihoods in the communities. 相似文献

The quest for sustainable communities might be fostered by a new ‘place-based’ governing approach that engages civil society and other actors in local decision-making processes. In Canada, lessons can be learned from the establishment and maintenance of biosphere reserves by networks of local communities of interests and other organisations. Biosphere reserves are created to promote conservation, biodiversity and sustainable livelihoods. Municipal and public participation in these reserves can be encouraged, promoting a local sense of place as well as sustainable community and regional development. An examination of two Canadian biosphere reserves, Riding Mountain and Long Point, illustrates how local governments and these reserves might assist each other in their mutual goals of long-term sustainability while offering a worthwhile model of local collaborative, place-based governance. 相似文献

We propose that community assessments of environmental impact are increasingly more relevant to planners and policy makers when reported at finer scales of analysis. Using the Town of Oakville, Ontario, as an example, we calculate neighbourhood level ecological footprint values for 241 neighbourhoods. Ecological footprint results range from 5.4 global hectares per capita to 15.2 global hectares per capita, with an average ecological footprint for Oakville of 9.0 global hectares per capita. Our results highlight variability in energy and material flows within a community, providing planners and policy makers detailed information to prioritise programme delivery, allocate limited resources, and support policy development. The lower range of neighbourhood ecological footprint values suggests a potential footprint floor for Oakville of around 5 hectares per capita. The notion of a footprint floor has implications for setting community footprint targets and understanding the magnitude of change needed for significant ecological footprint reductions. 相似文献

Organizations have been showing a growing awareness regarding the importance of corporate sustainability. However, the integration of sustainability concerns in companies' long‐term planning, strategic management, processes, and activities is still challenging, disconnected, and often conducted in isolation. Based on a qualitative exploratory research combining different perspectives found in the literature, the present research presents a theoretical framework that is expected to enhance the adequate development and management of organizational sustainability‐oriented practices — the Integrative Sustainable Intelligence model. This model provides organizational managers with a structured framework to adequately understand, select, implement and assess sustainability promoting actions, based on the development of structural and systematic disruptive tools and involving the exchange of collaborative ideas between organizational stakeholders. This paper offers a reflection on 15 years of policy change in the City of Cape Town aimed at fostering sustainability from the perspective of a City practitioner. The persistent continuation of unsustainable outcomes, despite ongoing policy reforms, is understood as a combination of the emergence of wicked problems, within a changing local government mandate, in the absence of a transformation of institutional structures, tools and approaches. While the approach to policy reform in Cape Town has focussed on reducing substantive uncertainty through its knowledge-based approach, we show that in the context of an expanding local government mandate, sustainability becomes an aspect of many departments’ directive resulting in strategic uncertainty. The untransformed traditional line-function-based structure of local government in turn works against integration between departments (fundamental for addressing non-linear wicked problems), thus promoting institutional uncertainty. In addressing this combination of strategic and institutional uncertainty, our findings indicate that integration has to happen in the policy stage in order for sustainability principles to be implemented in relevant departments; that implementation requires resourcing across the institution, and ought to be included in departments’ targets; and that competing and conflicting rationalities underpin the policy–practice gap. It is suggested that a first step in breaking down the strategic and institutional uncertainties would be to foster shared values through creating deliberative spaces within the City in which debate, discussion and learning can occur. 相似文献

Given the likelihood that a post-Kyoto climate change agreement will include provisions for trading greenhouse gas (GHG) emission rights (carbon credits), it is timely and important to look more closely into the merits (or otherwise) of emissions trading systems (ETS), in particular with regard to the issue of the allocation and distribution of entitlements. Thus far, ETSs and other tradable permit systems have allocated entitlements to those historically responsible for emissions or the exploitation of resources (the “grandfathering” principle). There are, however, strong reasons for challenging this practice, and for advocating the allocation of entitlements to all people, in line with the per capita distribution principle. This article argues that GHG emission rights, if they are to be granted, should be distributed on a globally determined equal per capita basis, but collectively managed by community bodies (Community Carbon Trusts) on an “individuals-in-community” basis, instead of being granted or sold by governments to (big) emitters. The approach advocated here is not only ethically more justified, but also strengthens the capacity of communities to deal with climate change and to advance sustainability. It offers an example of how a significant environmental challenge can be met in a more positive way than by the prevailing approaches based on narrow, mainly economic, considerations. 相似文献

Many universities around the world have served as active centers for research on climate change. However, there are several barriers to their activities, stemming from the nature of research, resources, and the structure of institutions. This document provides an overview of barriers, potential factors, and activities to develop and implement sustainable energy processes in public higher education institutions (HEIs) in Brazil. The research was conducted from March to April of 2018 with representatives of HEIs (rectors or prorectors of research). A total of 63 invitations to respond to the Survey‐monkey survey were emailed, and responses were received from 32 universities. The research concludes by proposing measures that can be taken to make the issue of climate change more present and effective in university research and teaching activities. This includes changes in research, information dissemination, and teaching approaches to better support actions to address climate change. In Brazil, there are many potentialities in terms of natural resources, but actions for implementation are still incipient. Further efforts and investment in research and development will be required. 相似文献

In this paper, we divide the communities in Central China into four groups, namely ecological high-poverty communities, non-ecological high-poverty communities, sustainable communities and non-ecological low-poverty communities. We use 2000 and 2006 data for 498 counties to conduct analysis and comparison between sustainable and unsustainable communities in order to define determinants of the development pathways to sustainable communities. The comparison of the variable means between the groups of ecological high-poverty communities and non-ecological high-poverty communities in 2006 indicates that there is no significant difference in the dimensions related to economy, society and environment, with the exception of average output value per industrial enterprise. The non-ecological low-poverty communities are more likely to have a higher proportion of secondary industry, higher total industrial output value, higher average output value per industrial enterprise and higher intensity of infrastructure construction, compared to the sustainable communities. The factors that determine whether the communities will choose the pathway to sustainable communities are found to be landscape, social conditions of secondary industry and agriculture and economic development level. Hence, the policies that aim at promoting sustainability for the unsustainable communities will have to focus on different strategies and actions for non-ecological high-poverty and non-ecological low-poverty communities. 相似文献

This paper adds to the literature on skills for sustainable communities by examining the role and processes of learning in “communities of practice” that exist within a “grassroots association”. Interviews were conducted with participants in the communities of practice of a student group called Green Action, which engages with environmental issues in practical ways. The findings demonstrate how learning occurred in the communities of practice, how participants gained skills and knowledge for sustainable consumption, and how learning in the communities of practice appeared to help Green Action to sustain itself in the long-term. This paper could serve as a useful demonstration to others as to how to apply the theories and concepts from the literature on communities of practice when researching skills and knowledge for sustainable communities. It also has some value for grassroots associations themselves in understanding their own activities. 相似文献

Local government (LG) is increasingly playing a role in tackling environmental issues and promoting sustainability. An important element of this LG focus is sustainability education and engagement, yet only few details on the nature of these activities are evident. Similarly there is little understanding of the professional competencies required by LG staff to deliver the relevant sustainability education and engagement activities. A web-based survey of LG sustainability officers in the State of Victoria (Australia) provides insight into the focus of these officers’ work and the competencies they rely on. The findings seek to guide the training and employment of LG sustainability staff and the effective delivery of sustainability education and engagement activities. Broadly, the sustainability officers surveyed are closely involved with activities within their LG organisation, but are engaging less so with specific education institutions, organisational sectors and the community in general. In keeping with this, the major sustainability education and engagement focuses are collaboration with peers and stakeholders, rather than community-wide initiatives. For undertaking sustainability education and engagement activities, systems-thinking, anticipatory competence and normative competence were highlighted as important; however, strategic competence and interpersonal competence were considered most important. 相似文献

This paper describes a dynamic multistage game in which sustainability is a value that is shared between companies and stakeholders in a competitive market. The game solution could move from a Nash equilibrium to a higher equilibrium, the MES equilibrium, because of the presence of stakeholders who influence the choice and the set of sustainable strategies. Stakeholders provide feedback to companies (by way of awards, ratings, rankings, rebukes, etc.) at every stage of the game. Positive feedback gives a company the chance to expand its business opportunities, leveraging on good reputation, customer loyalty, operational risk mitigation, resilience, employees' cohesion, etc. The interaction between companies and stakeholders also allows companies to seize market opportunities (e.g., supplying sustainable products for responsible customers, sustainable investments for investors, etc.). Wellbeing and sustainability are at the center of development studies and economics, being the kernel of theories and policies. Analyzing such complex phenomena implies taking into account both the economic and business spheres. In this regard, the human and local dimensions of development have assumed central importance in determining definitions, measurements, and policies and reveal decisive implications for economic ethics and long‐term development perspectives. This work intends to draw a theoretical excursus on the nexus between the human, sustainable, and local dimensions of development and wide‐ranging business theories. For this scope, the paper adopts a pluralistic approach for determining diverse conceptual insights. Entangling holistic lenses, this study explores the theoretical foundations, measurements, and experiences that have characterized the recent development theory and applied evidence in economics and business.
