ABSTRACT: Over the last 30 years, average annual riverine flood damages have exceed $2 billion. Damages associated with the Mississippi River Flood of 1993 exceeded $12 billion and these costs do not include the non-quantifiable, human impacts of this disaster. In a report submitted to the White House in June 1994, a federal interagency floodplain management review committee proposed better ways to manage the nation's floodplains. The committee indicated that the 1993 Mississippi River flood was the result of a significant hydrometeorological event, that federal flood control efforts in the Mississippi basin had prevented nearly $20 billion in potential damages, and that, in spite of federal flood damage reduction efforts, throughout the nation people and property remain at risk to inevitable future flooding. It recommended that the division of decision and cost-sharing responsibilities among federal, state and local governments be more clearly defined, and that the nation adopt a strategy of, sequentially, avoiding inappropriate use of the flood-plain, minimizing vulnerability to damage through both nonstruc-tural and structural means, and mitigating damages as they occur. The report did not call for abandonment of human use of the flood-plain but argued for full consideration of the economic, social and environmental costs and benefits of all future floodplain activity.  相似文献

ABSTRACT: Many practices followed uniformly nationwide in the federal flood control and floodplain management programs are inappropriate or even counter productive in the arid Utah climate. An analysis of the 130-year Utah flood history, the structural and nonstructural flood programs in the state, and local perceptions obtained by field visits and interviews in 35 Utah communities revealed a number of such inefficiencies. Since flood flows dissipate quickly when they emerge from mountain watersheds onto desert lowlands, risks are concentrated near the apex of alluvial fans, include hazard from mud as well as water flow, and are compounded by canal interception of flood waters. Because of variation in the area flooded from one event to the next, floodplain mapping has tended to show risks too high in mapped areas and too low outside. Traditional channelization carries floods downstream past where they would dissipate naturally. The federal government needs to become more active in developing better flood hazard delineation and structural and nonstructural designs for arid areas. State government can help by providing a forum where communities can exchange experiences, reviewing structural designs prepared by local government, and providing local communities with technical expertise for dealing with federal agencies.  相似文献

Abstract: While transboundary flood events have become more frequent on a global scale the past two decades, they appear to be overlooked in the international river basin (IRB) cooperation and management arena. The present study therefore combined geopolitical measures with biophysical and socioeconomic variables in an attempt to identify the IRBs with adequate institutional capacity for management of transboundary floods. It also classified basins that would possibly benefit from enlarging the institutional capacity related to transboundary floods. Of the 279 known IRBs, only 78 were represented by a transboundary rivers institution. A mere eight of the 153 identified institutions had transboundary flooding listed as an issue in their mandate. Overall, 43 basins, where transboundary floods were frequent during the period 1985‐2005, had no institutional capacity for IRBs. The average death and displacement tolls were found to be lower in the 37 basins with institutional capacity, even though these basins experienced twice as much transboundary floods with significant higher magnitudes than those in basins without institutional capacity. Overall, the results suggested that institutional capacity plays a role in the reduction of flood‐related casualties and affected individuals. River basins such as the Juba‐Shibeli, Han, Kura‐Araks, Ma, Maritsa, Po, Coco/Segovia, Grijalva, Artibonite, Changuinola, Coatan Achute, and Orinoco experienced more than one transboundary river flood, but have not yet set up any institutions for such events, or signed any appropriate treaties focused on floods. These basins were therefore recommended to consider focusing attention on this apparent lack of institutional capacity when it comes to managing transboundary flood events.  相似文献

Bangladesh, situated on the delta of the Ganges, the Brahmaputra, and the Meghna rivers, experiences two distinct types of inundations: (a) river floods resulting from excessive runoff contributed by monsoon precipitation and (b) coastal floods induced by storm surges of tropical cyclones. The river floods are normal annual events and human settlements and agricultural practices have adapted admirably well to their regimes. Abnormal floods that occur once in every few years cause serious damage to crops and properties. To minimize flood losses, a number of modern engineering projects have been constructed within Bangladesh. However, the successful solution of the problem would probably require some international collaboration for basinwide unified systems planning, since large parts of the drainage basins of Bangladesh lie beyond its borders. In the absence of such collaboration, internal resources should be utilized for the construction of smaller public projects, such aspolders, and for encouraging and reinforcing various types of indigenous adjustments to floods. There are very few successful indigenous adjustments to coastal floods. Most of the structural solutions, such as community shelters and higher embankments, are expensive public projects that are probably beyond the means of the internal resources of the country.  相似文献

ABSTRACT: The U.S. Geological Survey has collected flood data for small, natural streams at many sites throughout Georgia during the past 20 years. Flood-frequency relations were developed for these data using four methods: (1) observed (log-Pearson Type HI analysis) data, (2) rainfall-runoff model, (3) regional regression equations, and (4) map-model combination. The results of the latter three methods were compared to the analyses of the observed data in order to quantify the differences in the methods and determine if the differences are statistically significant. Comparison of regression-estimates with observed discharges for sites having 20 years (1966 to 1985) and 10 years (1976 to 1985) of record at different sites of annual peak record indicate that the regression-estimates are not significantly different from the observed data. Comparison of rainfall-runoff-model simulated estimates with observed discharges for sites having 10 years and 20 years of annual peak record indicated that the model-simulated estimates are significantly and not significantly different, respectively. The biasedness probably is due to a “loss of variance” in the averaging procedures used within the model and the short length of record as indicated in the 10 and 20 years of record. The comparison of map-model simulated estimates with observed discharges for sites having 20 years of annual-peak runoff indicate that the simulated estimates are not significantly different. Comparison of “improved” map-model simulated estimates with observed discharges for sites having 20 years of annual-peak runoff data indicate that the simulated estimates are different. The average adjustment factor suggested by Lichty and Liscum to calculate the “improved” map-model overestimates in Georgia by an average of 20 percent for three recurrence intervals analyzed.  相似文献

The expansion of offshore renewable energy production, such as wind, wave and tidal energy, is likely to lead to conflict between different users of the sea. Two types of spatial decision support tools were developed to support stakeholder workshops. A value mapping tool combines regional attributes with local knowledge. A negotiation support tool uses these value maps to support stakeholders in finding acceptable locations for tidal energy devices. Interactive value mapping proved useful to address deficiencies in data and to create credibility for these maps. The negotiation tool helped stakeholders in balancing objectives of the various stakeholders.  相似文献

Collaboration is a growing trend in agency-led natural resource management in the USA, carrying the promise of defusing conflict and incorporating a broader range of stakeholder ideas. However, concerns exist that confrontational or litigious groups may use collaborative forums to their organization's own advantage. We conducted case studies on three collaboratives to understand how these efforts have influenced the behavior of environmental groups who were previously at odds with the managing agency, the US Forest Service. Results suggest that trust between boundary spanners from historically adversarial groups can support a realignment of the accountabilities they feel. As rational, affinitive, and procedural trust developed, boundary spanners began to advocate, within their home organizations, for the collaborative's goals. Key activities driving these realignments included the development of fair and transparent procedures governing the collaborative group, structured interaction designed to build consensus, and planned informal interactions that revealed shared values among collaborative participants.  相似文献

ABSTRACT: A semi-distributed deterministic model for real-time flood forecasting in large basins is proposed. Variability of rainfall and losses in space is preserved and the effective rainfall-direct runoff model segment based on the Clark procedure is incorporated. The distribution of losses in space is assumed proportional to rainfall intensity and their evolution in time is represented by the φ-index; furthermore, an initial period without production of effective rainfall is considered. The first estimation of losses and the associated forecasts of flow are performed at the time corresponding to the first rise observed in the hydrograph. Then the forecasts of flow are corrected at each subsequent time step through the updating of the φ-index. The model was tested by using rainfall-runoff events observed on two Italian basins and the predictions of flow for lead times up to six hours agree reasonably well with the observations in each event. For example, for the coefficient of persistence, which compares the model forecasts with those generated by the no-model assumption, appreciable positive values were computed. In particular, for the larger basin with an area of 4,147 km2, the mean values were 0.4, 0.4 and 0.5 for forecast lead times of two hours, four hours and six hours, respectively. ABSTRACT: Hydraulic modification of flood plains by human activity is the primary cause of rising flood damages throughout the world. As flood‐plain hydraulic roughness increases, so does the water level for a fixed flow rate. This raises the flood damage associated with a flood of given return period, and thus, magnifies the flood risk. This article presents an approach that integrates climatic, hydrologic, and hydraulic principles and presents models to discern the probable causes of flood damage in a basin that undergoes flood‐plain development. The article documents key factors that govern flood damage and presents a case study that illustrates the principles of forensic hydrology in an impacted flood plain. The study demonstrates flood level rise caused by hydraulic alteration of a flood plain between 1969 and 1995 and apportioned the increased water level among agricultural and structural factors located in the study area.  相似文献

ABSTRACT: Methods of computing probabilities of extreme events that affect the design of major engineering structures have been developed for most failure causes, but not for design floods such as the probable maximum flood (PMF). Probabilities for PMF estimates would be useful for economic studies and risk assessments. Reasons for the reluctance of some hydrologists to assign a probability to a PMF are discussed, and alternative methods of assigning a probability are reviewed. Currently, the extrapolation of a frequency curve appears to be the most practical alternative. Using 46 stations in the Mid-Atlantic region, the log-gamma, log-normal, and log-Gumbel distributions were used to estimate PMF probabilities. A 600,000-year return period appears to be a reasonable probability to use for PMFs in the Mid-Atlantic region. The coefficient of skew accounts for much of the variation in computed probabilities.  相似文献

Nitrate and pesticide leaching led to the designation of groundwater protection zones in Denmark. The protective measures in these zones often clash with local interests in agriculture. Scenarios were used to evaluate the development of a groundwater protection zone in a farming area. Stakeholders are accorded strong influence on the scenarios. Scenario inputs comprised land cover, land use and farmers' plans and preferences, as registered in interviews with farmers. Scenarios were evaluated regarding the effect on nitrate leaching, extent of pesticide-free area and farm income. The scenarios proved effective in modelling coupled development in land use/land cover and nitrate leaching and pesticide-free area. Voluntary commitment to schemes, calculated according to stakeholder preferences, reduced nitrate leaching by up to 15%. Scenarios with additional inputs from experts who formulated more comprehensive landscape projects reduced the present loss by up to 30%. In both cases, the pesticide free areas were doubled. In general, the bottom-up approaches had a lesser effect on reducing nitrogen losses than did the top-down approaches.  相似文献

ABSTRACT: Ash trees (Fraxinus americana L. and F. Pennsylvanica Marsh.) collected from the flood plain of the Potomac River near Washington, D.C., were studied for evidence of associations between known periods of above-average summer flows and changes in wood-growth anatomy. Concentric bands of latewood fibers with atypically large lumens and thin walls commonly developed in trees growing near the low-water channel. Discharge records indicate that roots of most trees with these “white rings” were flooded temporarily during the latewood-growth interval. Trees apparently were not damaged and a concomitant reduction of internal water stresses seems to have accelerated the rate of radial growth. The intra-ring position of anomalous fibers generally corresponded to the time of increased discharge within the estimated interval of latewood growth. Anomalous fibers occasionally formed in unflooded trees, but their position also coincided with episodes of increased discharge. The results of these studies may have applications for streamflow-reconstruction techniques where hydrologic data are incomplete or lacking.  相似文献

ABSTRACT: This work presents a flexible system called GIS‐based Flood Information System (GFIS) for floodplain modeling, flood damages calculation, and flood information support. It includes two major components, namely floodplain modeling and custom designed modules. Model parameters and input data are gathered, reviewed, and compiled using custom designed modules. Through these modules, it is possible for GFIS to control the process of flood‐plain modeling, presentation of simulation results, and calculation of flood damages. Empirical stage‐damage curves are used to calculate the flood damages. These curves were generated from stage‐damage surveys of anthropogenic structures, crops, etc., in the coastal region of a frequently flooded area in Chia‐I County, Taiwan. The average annual flood damages are calculated with exceedance probability and flood damages for the designed rainfalls of 2, 5, 10, 25, 50, 100, and 200 year recurrence intervals with a duration of 24 hours. The average annual flood depth in this study area can also be calculated using the same method. The primary advantages of GFIS are its ability to accurately predict the locations of flood area, depth, and duration; calculate flood damages in the floodplain; and compare the reduction of flood damages for flood mitigation plans.  相似文献

Probability distributions that model the return periods of flood characteristics derived from partial duration series are proposed and tested in the Fraser River catchment of British Columbia. Theoretical distributions describing the magnitude, duration, frequency and timing of floods are found to provide a goof fit to the observed data. The five estimated parameters summarizing the flood characteristics of each basin are entered into a discriminant analysis procedure to establish flood regions. Three regions were identified, each displaying flood behavior closely related to the physical conditions of the catchment. Within each region, regression equations are obtained between parameter values and basin climatic and physiographic variables. These equations provide a satisfactory prediction of flood parameters and this allows the estimation of a comprehensive set of flood characteristics for areas with sparse hydrologic information.  相似文献

This paper looks into the complexity of managing flood risks in the Hawkesbury–Nepean catchment, Australia. Several aspects are explored: (1) the complexities created by the way different agencies are involved in assessing flood risks; (2) different perceptions on acceptable flood risk level; (3) community engagement in defining acceptable flood risk level; (4) views on a holistic flood risk management plan; and (5) challenges of a centralised information system. This study concludes that the complexity of managing a large catchment is exacerbated by the difference in the way professionals perceive the problem. This has led to (1) different standards for acceptable risks; (2) inconsistent attempt to set up a regional-scale flood management plan beyond the jurisdictional boundaries; (3) absence of a regional-scale agency with licence to share and update information; and (d) lack of forums for dialogue with insurance companies to ensure an integrated approach to flood management.  相似文献

We propose that quality of corporate social responsibility (CSR) reports, as measured by independent agencies, will decline when firms perform well in social responsibility. Building on the existing literature on stakeholder theory and existing literature, we theorize that lower-quality CSR reports may correlate with better actual CSR because performing well in CSR will increase external stakeholders' expectations but simultaneously stimulate discontent among shareholders, forcing firms to mitigate the conflict through CSR reports. This study takes Chinese listed firms from 2010 to 2019 as subjects and examines the relationship between winning prestigious CSR awards and CSR report quality. The results support our hypothesis. We further investigate two moderator variables and find the negative relationship is weakened when firms are state-owned, potentially resulting in more social expectation pressures from the government and public. As an important financial indicator tracked by internal stakeholders, return on equity weakens this negative relationship.  相似文献

Using the explicit and implicit Corporate Social Responsibility (CSR) framework, this study investigates how small and medium enterprises (SMEs) and large companies differ in their approach to CSR and what association these differing approaches to CSR have with a company's financial and social performances. We develop and validate a stakeholder engagement approach (SEA) scale and then present the results of data collected from 211 SMEs and 179 large companies. The results indicate that while large companies rely more on explicitly articulated and formally enacted approaches to CSR, SMEs integrate social responsibility into their company activities in informal and implicit ways. The results also show that the explicit approach has a positive association with financial performance measures, while the implicit approach has a positive association with social performance. The findings of this study provide a more nuanced and theoretically grounded understanding of differences in the CSR practices of SMEs and large companies.  相似文献

Flooding and the susceptibility to flood damage inherent in all land uses constitute the flood hazard. Resolution of the hazard while properly recognizing flood plain environmental attributes within the context of overall community or area needs is the essence of comprehensive flood plain management. The traditional approach–flood control–has effected modification of only the flooding component of the hazard whether it be coastal or inland. Until recently Federal programs have overlooked the possibilities of modifying the susceptibility component, for which the major responsibility lies with non-Federal interests. Beginning with actions in the TVA area, the latter is now being strongly encouraged through Federal programs and actions notably the Flood Plain Management Services and Survey Programs of the Corps of Engineers, those stemming from Executive Order 11296, and those required for eligibility under the National Flood Insurance Act of 1968. Flood plain management objectives must be stated in planning, e.g., economic efficiency, reduction in threat to life and health, environmental improvement, and regional development, to permit proper evaluation of the optional means and approaches for achieving them.  相似文献

In 2002, Austrian business organizations and the Austrian Federal Ministry of Economics and Labour decided to raise the awareness of CSR in Austria by formulating a CSR guiding vision for Austrian businesses after consulting a broad variety of stakeholders. This paper describes the development of the ‘CSR Austria Guiding Vision’ from 2003, and it gives a brief overview of other public CSR initiatives launched in Austria since then. Since the authors were involved drafting the CSR Austria Guiding Vision as consultants, the paper describes success factors, lessons learned and recommendations relevant for other large‐scale stakeholder dialogues on CSR from an insider perspective. Overall, we conclude that a clear idea about the structure, the type and the rules of the stakeholder involvement (conceptual issues), in combination with a timely, honest and empathic approach towards stakeholders (procedural issues), are important success factors for any stakeholder dialogue.
