The article seeks to sensitize the development community, particularly outside the education sector, about the issues surrounding education as a vehicle for promoting sustainable development in an AIDS environment in Africa. By illustrating how the epidemic impacts education sector staff as well as parents and students at all levels, the article intends to suggest how national authorities, NGOs and donor agencies can work out strategies to enhance the role of education in promoting sustainable development in Africa. Analysis will demonstrate how the AIDS epidemic weakens the education sector, particularly in countries with a generalized epidemic (defined as more than 3% of the adult population being HIV‐positive), undermining the sector's ability to contribute to general literacy and sustainable development. The article will demonstrate that HIV and AIDS is still not fully accepted as an educational issue, which has hampered efforts to deal with its ravages in the educational sector. The need for holistic policy frameworks for supporting teachers and administrators living with HIV and AIDS will be discussed as well as how changes in curriculum and better relations with the community are important in addressing the needs of students. The article will highlight options for developing innovative responses to HIV and AIDS in African education, showing how different forms of education can serve as vehicles for responding to the challenges of the epidemic. The examples emphasize the importance of learner‐centered instruction and partnerships with the health sector and other resources needed in an AIDS‐affected environment. Key messages of the article are that the HIV and AIDS epidemic is a multi‐sectoral problem and that responding to it effectively in the education sector requires coherent responses that address the needs of learners and instructors, including those who are personally affected or infected by HIV and AIDS. Adapting the Education for Sustainable Development initiative to address the challenges posed by the epidemic must be supported by policy development, leadership and advocacy. Diverse partnerships are essential, as the education sector alone cannot deal with the challenge of HIV and AIDS to sustainable development.  相似文献

This article summarizes some of the results from the application of the indicators for sustainable energy development (ISED) tool for analyzing Lithuania's energy sector, in terms of trends, setting energy policy goals and monitoring progress towards these goals. This experience illustrates the potential applicability of the ISED methodology for energy policy development in economies in transition, using Lithuania as an example. The article presents a summary of the results achieved and conclusions arrived at from the analysis of six priority areas in the context of the research project coordinated by the International Atomic Energy Agency, and provides recommendations for the development of sustainable energy policy using the ISED approach.  相似文献

There have been few empirical studies investigating whether and how social capital (SC) relates to better achievement of sustainability goals and, if so, how. This research investigates the roles three types of SC, namely, bonding, bridging, and bracing SC, play in achieving sustainable development (SD), using a case study of the Japanese region to explore the process of SC accumulation leading to collective action. The research question as to whether SC accumulation makes a difference in the progress towards sustainability is addressed qualitatively and quantitatively using a case study, and network and regression analysis; in particular the impact and functions of bracing SC are closely investigated. The study concludes that SC accumulation can indeed make a difference in achieving sustainability and that bracing SC plays an essential role in expediting the processes of goal sharing and resource flow by connecting various networks across sectors and scales, thereby making collective action possible. These findings suggest that creating an environment in which the generation of all three types of SC is encouraged may help local governments to achieve their desired policy goals for SD.  相似文献

Geography provides the basic building blocks for the study of resource use and sustainable development, inasmuch as it categorizes the human environment. Within the environment are resources that are needed for the survival of society. As resources are largely limited and finite, humans as agents of change must employ techniques that allow an efficient and lasting use of the available resources in their environment. This paper discusses the nexus between geography, resource exploitation, use, and sustainable development. It also discusses the characteristics, types, and classification of resources, development and sustainable development as well as the challenges and strategies for attaining sustainable development, particularly in developing countries.  相似文献

The global agenda of sustainable development (SD) will get a major boost from the successful implementation of the Sustainable Development Goals (SDGs) in developing countries. This requires effective planning and understanding of the SDGs at the national level and developing sound SDG indicators that account for country priorities. Currently, there is no formal SDG indicator set in India, but the process for it is underway. This paper has attempted to propose a unique technique for identifying the most representative indicator set for SD measurement in India based on the SDGs. Considering the needs and preferences of the country, a three‐stage process is proposed to develop the priority indicator set. The application of the approach has been presented for SDG 7, which relates to energy. This is supported with a background on India's SD progress. The proposed technique is simple yet effective, and can be easily replicated by other developing countries.  相似文献

Governments everywhere are recognising environmental sustainability as a major driver of technological and economic development—with innovative direction being found at the interface of our efforts to become more socially and environmentally sustainable. Rural communities, faced with the pressures of unprecedented change, have an opportunity to embrace the principles of sustainable development, to create a new future at the leading edge of global change—but they need help. They need both knowledge and skills to enable them to self-evaluate and strategically plan, and they need a highly motivated, creative, and coherent community to carry it through. Small Towns: Big Picture is a community development process designed to foster creative, energetic, and collaborative action by five small rural communities in central Victoria—focusing on the development of social, environmental, and economic sustainability indicators. The project bought together artists, researchers and local communities to produce a coherent and shared understanding of the sustainability issues and opportunities. This paper presents Small Towns: Big Picture, focusing specifically on the social dimension and the development of a Community Cohesion indicator through an arts-led community engagement process.  相似文献

This paper provides an overview of the initiatives that have been undertaken by the Ghanaian government to promote more sustainable development in resident small-scale gold mining operations, and recommends a series of strategies for perpetuating a pattern of continued improvement. Since the passing of the Small Scale Gold Mining Law (PNDCL 218) in 1989, which effectively legalized small-scale gold mining as an industry in Ghana, the government, in particular, the Minerals Commission, has made a concerted effort to regularize operations, and to provide technical and financial support to miners. Under the auspices of the German non-profit Gesellschaft Technishe Zusannebarbeit (GTZ), a small-scale gold mining registration system has been implemented, district support centres for small miners have been constructed and the Precious Minerals Marketing Corporation (PMMC) has been created, which purchases products from small-scale miners at near-market prices. Careful analysis reveals, however, that these efforts have collectively only had a marginal impact, and that the industry is still in dire need of aid. Specifically, to perpetuate further a pattern of improved sustainability--improvements in both the socio-economic and environmental arenas--additional technical and financial support must be provided, and sound environmental management practices implemented. The Minerals Commission has been burdened with these tasks and challenges but because it is largely understaffed, it is highly unlikely that it will be able to facilitate sufficient improvement in the sector on its own. Nevertheless, marked improvements can be achieved if: (1) avenues for technological dissemination are created and improved; (2) research partnerships are forged with local universities; (3) experienced consultation is hired when needed; and (4) other governmental agencies, namely the Mines Department, Environmental Protection Agency (EPA) and Geological Survey, provide the Minerals Commission assistance with prospecting, monitoring, regulation and environmental auditing activities.  相似文献

This paper presents the theoretical foundations for the sustainable development of a Russian region's industrial system. For this study, we made an assessment of the production activities of the Rostov region's light‐manufacturing enterprises. The light‐industrial sector of the Rostov region's economy has been characterized, and the level of sustainable development of the region's enterprises has been calculated. The algorithm of development strategy was developed based on the rational use of natural resources. We have worked out several innovative proposals and calculated the cost‐effectiveness of their implementation in the region's light‐manufacturing enterprises. The economic and mathematical decision‐making model is based on the analytic hierarchy process, and the optimization calculation results that we obtained are presented in the article.  相似文献

Current projections estimating world population growth read in conjunction with corresponding projections of increased world energy consumption, point to electricity as the cleaner fuel of the future, especially because of its high efficiency and low levels of pollution. Due mostly to the fact that the electrical end-use devices are considerably more efficient than those using other forms of energy, most developed countries show decreasing curves of energy intensity as technologies become more sophisticated and shift over to increased reliance on electricity. It is therefore argued in this article that a gradual shift away from fossil fuels to electricity is a promising possibility to bring down global air pollution and emissions of greenhouse gases to acceptable levels. Examples are given of greater efficiency achieved by electrification. Overall gains in energy efficiency from the change over from fossil fuels to electricity, are possible even in situations where the electricity is generated by fossil fuel combustion, despite the loss of primary energy in the conversion process. The article also presents electricity generating projects designed for developing countries and countries with economies in transition. The generation of electricity from the combustion of renewable sources (biomass waste), fossil fuels, and other innovative methods are outlined.  相似文献

The old tension between planning and law is revived in current practices of sustainable development. Urban professionals often blame central regulation for frustrating an inventive integration of local initiatives and policies. Against this background, the authors focus on the potential of ‘legal contextualisation’: the challenge of how to improve on regulation in such a way that it guides local practices in a normative sense but simultaneously enables optimal use of local – context bounded – option space. In order to make legal contextualisation researchable, the next four operational avenues of analysis are constructed in this paper: the normative dimension (requiring quality of legal norms); the relational dimension (studying the alignment of norms in different positions, such as the legislation, the court, and social compliance); the temporal dimension (searching the alignment of different moments of legal validation); and the functional dimension (making transparent the different roles that government agencies may take).  相似文献

Many developing countries are currently undergoing increased industrialization, which has accelerated environmental degradation. This study aims to examine South Africa's industrial development path as a socio-economic strategy pursued along the rill-lines of sustainable industrial development (SID) in view of the post-1994 environmental legislative initiatives. An exploratory review guided the study analysis. As industrial development zones (IDZs), environmental sustainability research is virtually non-existent, leading to the poor understanding of this programme's role in SID. This study reveals that the government political commitment, 1996 South Africa's Constitution and National Environmental Act (No. 107 of 1998) are key pillars reconciling the environment and industrial development in diffusing apartheid legacies. Non-compliances re-occur in industries outside the IDZs due to shortage of environmental monitoring inspectors and government priorities changes. Therefore, there is need to ‘green’ IDZ stakeholders for proper environmental legislation implementation. Finally, the study highlights new potential directions for research into SID zoning.  相似文献

Researchers have increasingly acknowledged the relative strength of ‘hybrid’ approaches to scenario analysis for exploring the futures of coupled human-nature systems. In this paper, we explain, demonstrate, and provisionally evaluate the usefulness of a simple analytical framework, based on five categories of capital assets, as part of a protocol for overcoming the conversion problem in hybrid scenario analysis. Based on a preliminary application of the framework to a case study in South Africa, we suggest that the five capitals framework has the potential to improve expedience and counter the bias against ‘soft’ drivers in hybrid approaches to scenario analysis. However, in light of the methodological trade-off between rigour and expedience, we suggest that future research needs to compare the available protocols for hybrid scenario analysis by weighing up the relative gain in scenario quality versus the relative cost of scenario construction.  相似文献

ABSTRACT

One core element of reflexive governance is the reflexive capacity-building of actors involved in governance networks. A wider range of actors have to be empowered to understand and improve governance arrangements in order to create second-order reflexivity. As a contribution to this challenge, a heuristic framework is developed from two complementary approaches to reflexive governance: the multi-level perspective (MLP) and the conflict-orientated understanding (COU) approach. The new framework is applied to two case studies – water management and long-term climate adaptation – where it has helped to develop a participatory process to analyse and reflect on local networks and multi-stakeholder arenas. The two contrasting processes are analysed and their contribution to reflexive capacity building is assessed. Building on the findings, further advancements of MLP, COU, and the concept of reflexive governance are recommended.  相似文献

A tour guide training program was developed for rural communities near Costa Rica's Tortuguero National Park to respond to the impacts of the 24-fold increase in park visitation in the past decade, to involve local communities in resource management, and to provide regional environmental education. The development of the training course involved a survey of scientists and park managers to ascertain resource management needs, priorities for information to be disseminated, and impacts of tourism on the resource base. Current and potential tour guides were surveyed to identify their information needs, solicit their input in the training program, and to determine their knowledge and skills. Written questionnaires were developed and given to 400 tourists to determine their activities and environmental information needs, and hotel owners were censused to examine the economic feasibility of a local guide program. A pilot training course and guide program involving 12 Tortuguero residents demonstrated that a tour guide program: (1) helped mitigate negative tourism impacts on Tortuguero National Park's natural resources, particularly by regulating tourists on the park's 35-km beach used for nesting by endangered sea turtles; (2) provided environmental education to an important segment of the local community not traditionally reached through school or government development projects; (3) provided environmental information to tourists, thus enhancing their visit; and (4) provided local economic benefits through lucrative part-time employment, thereby allowing local people to participate more fully in the tourism system. An extended training course is being planned to provide further environmental education programming and to increase year-round employment opportunities for the tour guides.  相似文献

This article develops a practical proposal for progress on sustainable development law. It examines the prospects for an international sustainable development law to provide a framework for more effective, coherent governance. Sustainable development law is briefly defined and an analytical framework is provided. Different degrees of integration between economic, social and environmental law are described. Certain principles of international law related to sustainable development are also highlighted. It is argued that these principles may serve to guide law‐makers and jurists where social, economic and environmental law and policy conflict or overlap. Continuing, underlying questions of sustainable development governance are addressed and its global frameworks analysed. The article also focuses on the 2002 World Summit on Sustainable Development, held in Johannesburg in August‐September 2002, and its specific mandate for the United Nations Commission on Sustainable Development (UNCSD) to take related legal developments into account. The article advances a proposal: that governments, economic, social and environmental intergovernmental organizations and other actors establish a ‘network of inquiry’ with members from relevant groups, including legal and academic organizations, and other expert groups, in order to follow, research, analyse and debate legal developments in a balanced way.  相似文献

Indicators are commonly used as tools to identify and highlight socio‐economic and ecological trends and to assess progress towards sustainability. Different quality criteria can be considered for indicators. This paper focuses on the timeliness of indicators used in the evaluation of sustainable development strategies. The analysis is based on indicators included in four assessment reports of the sustainable development strategy of the European Union and three assessment reports of the national strategy of Finland. Furthermore, a web‐based national level indicator portal is analysed. The results show that the timeliness of indicators has generally not improved during the past decade and that indicators used in strategy evaluations have a time lag of approximately two years. It is suggested that more attention should be given to efforts to improve the timeliness of indicators in order to increase the effectiveness of the evaluations. More generally, it is suggested that greater emphasis should be put on the empirical research on actual use of indicators.  相似文献

The aim of this paper is to show how the environmental practices of a restaurant may be evaluated in a quantitative way. For this, a new methodology, sustainable development records (SDR), was used. This allows financial, environmental and social aspects of an operation to be handled in a systematic way. The results of the two sustainable development audits show that the restaurant washes more dishes per unit of chemicals used in 1994 than in 1991. However, there is a negative trend regarding the number of meals served per unit of water used and waste generated, which suggests that the restaurant in 1994 is more wasteful with these resources than in 1991. On the other hand, this might be explained by the fact that the restaurant has increased its use of primary products. The environmental ratios are increasing for both chemicals and energy, which means that more and more of the resources used are environmentally acceptable. The lowest environmental ratios are those for provisions (<2%) and transportation (<5%), which means that not more than 2% of the provisions and 5% of the transportation are environmentally acceptable in the long run. The restaurant's ratio of satisfied customers as well as its environmental image is improving, while the profitability has not changed. The results of this paper point to a general problem of environmental auditing in regard to the evaluation of perceived positive or negative developments of an individual enterprise, since there might be an opposite implication for the larger system. It is therefore crucial to look at several hierarchical levels in order to be able to assess the effects of environmental measures.  相似文献

This article presents a summary of a study on the application to the Mexican energy sector of a core set of indicators for sustainable energy development (ISED), developed by the International Atomic Energy Agency (IAEA). The study focused on the elaboration of socio‐economic and environmental indicators related to energy production and use, and was aimed at assessing Mexico's existing energy policies and identifying strategies and possible policies that could bring about improvements in major priority areas: energy intensity, atmospheric emissions, energy import dependency and use of renewables. While positive trends have been observed in relation to energy intensity and atmospheric emissions, Mexico is becoming more dependent on imports of gasoline, natural gas and other high‐value secondary energy sources, while exporting significant amounts of primary fuels, such as crude oil. Also, no significant increase has been observed in the use of renewable sources of energy. Social, economic and environmental policies need to be formulated for the energy sector and related investments (public and private) reinforced so that all economic sectors have access to energy from cleaner and more diverse sources.  相似文献

Ulrich Beck's World Risk Society is becoming an increasingly relevant analysis of contemporary human/environment interaction. However, with this said, Beck's observations remain broad and significantly lacking empirical evidence. This paper explores the relationship between sustainable lifestyles and assertions of one of Beck's central ideas, the emergence of a reflexive modernity at the local scale. By empirically examining the motivation of participants for joining a scheme designed to enhance sustainable lifestyles, this paper will progressively outline the way that individuals in a risk society negotiate global images in a local context and what this means for a reflexive modernity. By exposing the complex interaction of global risk imagery and the effect this has on achieving local sustainability, a more realistic understanding of Beck's theoretical assertions can be applied to an increasingly important policy arena.  相似文献
