在分析我国道路交通安全形势及发展趋势的基础上,阐述《中华人民共和国道路交通安全法》、《中华人民共和国道路交通安全法实施条例》所要求的制定我国道路交通安全规划的重要性,以及道路交通安全规划对预防道路交通事故的重要指导意义和现实意义。研究发达国家道路交通安全规划的框架结构和规划内容;从宏观的角度提出我国交通安全规划定位的高起点要求;探讨了规划的基本框架结构———规划的实施目标、战略重点和政策保障措施及其相互关系;针对我国实际情况创造性地提出了我国道路交通安全规划非单一性的实施目标;给出了确保规划目标顺利完成应优先考虑的战略重点以及国家政策保障措施。  相似文献

The present study aimed to gather information on drug and alcohol use, the prevalence of drink and drug driving and attitudes to both in an undergraduate university cohort (n = 275). Further, the study aimed to contribute information to aid intervention program development by determining predictors of drink and drug driving behavior. The study examines both drug and alcohol use and the influence of attitudes toward driving while under the influence of alcohol and/or drugs. Results indicated that significant proportions of university students are engaging in the risk-taking behavior of driving under the influence of drugs (25%), alcohol (14%), or both (8%). The results suggest that attitudes toward driving under the influence of alcohol and/or drugs are a strong predictor of engaging in the behavior. Peer influence emerged as a major aspect of attitudes. The results of this study provide an important beginning to understanding drink and drug driving and the influence of attitudes in the university student body.  相似文献

IntroductionThe aims of the current pilot study were to evaluate the feasibility, acceptability, and preliminary efficacy of the Talking with Teens about Traffic Safety Program. The program consists of a clinic-based health coaching session with parents of adolescents at their annual well-child visit to promote parent-teen communication about teen driver safety including: a Parent Handbook that is designed to serve as a primer on teen driver safety and facilitate parent-teen communication on a variety of teen driver topics; an interactive practice driving toolset; and an endorsement of the materials by the primary care provider.MethodFifty-four parent-teen dyads (n = 108 total) were recruited from a primary care practice. Dyads were randomized (1:1) into a treatment group or a usual care group. Implementation fidelity was assessed using checklists completed by health coaches and parent interviews. After 6 months, parents reported how often they talked with their teen about 12 safe driving topics (e.g., state graduated driver licensing laws).ResultsParents in the treatment group reported more frequent discussions than parents in the control group on 7 out of the 12 topics. Fidelity data indicate that 100% of sessions were implemented as designed and were acceptable to parents.ConclusionsThe program was feasible to administer and there was evidence for preliminary efficacy. Generally, effects were larger for more infrequently discussed topics, which is to be expected due to the potential for ceiling effects on more commonly discussed topics (e.g., distracted driving). A larger multi-site study is warranted.Practical applicationsThe results from this pilot study provide support for implementation fidelity and establish a proof-of-concept for the Talking with Teens about Traffic Safety Program. The results provide guidance for developing partnerships with pediatricians and parents to develop parent-teen communication interventions on injury prevention topics.  相似文献

IntroductionThe effectiveness of drink driving countermeasures (such as sanctions) to deter motorists from driving over the legal limit is extremely important when considering the impact the offending behavior has on the community. However, questions remain regarding the extent that both legal and non-legal factors influence drink driving behaviors. This is of particular concern given that both factors are widely used as either sanctioning outcomes or in media campaigns designed to deter drivers (e.g., highlighting the physical risk of crashing).MethodThis paper reports on an examination of 1,253 Queensland motorists' perceptions of legal and non-legal drink driving sanctions and the corresponding deterrent impact of such perceptions on self-reported offending behavior. Participants volunteered to complete either an online or paper version of the questionnaire.ResultsEncouragingly, quantitative analysis of the data revealed that participants' perceptions of both legal sanctions (e.g., certainty, severity and swiftness) as well as non-legal sanctions (e.g., fear of social, internal or physical harm) were relatively high, with perceptual certainty being the highest. Despite this, a key theme to emerge from the study was that approximately 25% of the sample admitted to drink driving at some point in time. Multivariate analyses revealed six significant predictors of drink driving, being: males, younger drivers, lower perceptions of the severity of sanctions, and less concern about the social, internal, and physical harms associated with the offense. However, a closer examination of the data revealed that the combined deterrence model was not very accurate at predicting drink driving behaviors (e.g., 21% of variance).Practical applicationsA range of non-legal deterrent factors have the potential to reduce the prevalence of drink driving although further research is required to determine how much exposure is required to produce a strong effect.  相似文献

The articles presented in this Special Issue on Road Safety Management represent an illustration of the growing interest in policy-related research in the area of road safety. The complex nature of this type of research combined with the observation that scientific journals pay limited attention to this type of research was the background for SWOV Institute for Road Safety Research in the Netherlands to organise a workshop on Scientific Research on Road Safety Management. This workshop generated a lot of attention in the road safety research community as well in the policy making community, and it was decided – in addition to the nine articles based on the presentations at the workshop – to include another seven articles which are considered of relevance for the chosen topic of this special issue.  相似文献

Injuries, accidents or even fatalities while working in pilot plant are reported worldwide. The OSHA Laboratory Standard and Hazard Communication Standard have been used as a guideline to manage safety of laboratories and pilot plant. In spite of the implementation of these standards, incidents which result in injuries and property loss are continuously occurring. The implementation of OSHA Process Safety Management (PSM) Standard in pilot plant is expected to further reduce the risks of accidents. This paper presents a new system for managing process chemicals, technology and equipment information in pilot plant and the concept is developed based on Process Safety Information (PSI) element of PSM 29 CFR 1910.119(d). It provides organized strategies to manage documentations, communicate information, and written program for maintaining, revising and updating related information. Process and Instrumentation Diagram (P&ID) is used as a foundation for data management. Implementation of this system at the CO2 Hydrocarbon Absorption System pilot plant as a case study is examined and discussed.  相似文献

Many studies have shown that driver attitude and behaviour are important determinants of the likelihood of collision involvement. Knowledge of the Rules of the Road and the perception of hazards are also associated with collision involvement. The aim of this paper is to review the practical application of an online fleet driver assessment program to help identify, target and reduce occupational road safety risks. A large and unique data set collected from online assessment of drivers employed in a UK telecommunications organisation is analyzed. Data was also collected on driver demographics and their driving and collision history. Analysis of the data revealed that attitude, behaviour, knowledge and hazard perception are highly correlated with self-reported collisions. The influence of these variables on collision involvement was assessed using a Poisson regression model. Both attitude and behaviour scores exhibit a statistically significant association with collision involvement, along with other variables such as mileage driven, driver age and personality. The findings lend support to the need to create a safety culture in which driver assessment and improvement is the norm, as well as reducing exposure to risk wherever possible through better ways of working and travelling.  相似文献

INTRODUCTION: The purpose of the study reported here was to develop and pilot test a comprehensive battery of assessment instruments for older drivers that would be inexpensive and easy to administer so that it could be used in longitudinal studies. METHOD: The resulting battery was developed by selecting a set of validated assessment instruments and combining them into a package, with a total acquisition cost of less than $900. As part of this battery, three questionnaires were developed utilizing items from established questionnaires with minor modifications. The battery was pilot tested with a convenience sample of 38 drivers aged 65 years or older. RESULTS: Results showed that the entire battery required less than one hour to complete. Data from the assessment outcomes fell within normative ranges. Feedback from subjects indicated that the battery was acceptable, free of problems, presented tasks in a good order, and was not too long. CONCLUSIONS: Based on study findings, the assessment battery appeared to be low-cost, transportable, easy to administer, easy for subjects to complete, provides a comprehensive assessment of a person's physical health, mental health, and driving behaviors, and would serve as a valuable data collection tool for a longitudinal study of older drivers. Such a longitudinal study is needed in order to answer some of the most important questions about older driver safety and mobility.  相似文献

The article discusses the Norwegian version of the Swedish road safety concept Vision Zero, and how it has been interpreted and developed in its Norwegian context. Vision Zero has attracted considerable interest and support in many parts of the world, and it seems likely that the Vision Zero philosophy will continue to be a strong influence on international road safety work. It is not a given, however, that a vision will have the same kind of impact outside of the country and context where it was first developed. We briefly describe the official Norwegian documents of the vision, the main part of the article, however, is based on interviews with various actors in the Norwegian road safety system, in order to find how the vision is interpreted and perceived among those working with transport and road safety. Interviewees include politicians, representatives for the National Public Roads Administration, Council for Road Safety and Police, as well as NGOs. We find that the interpretative flexibility of the vision and relative lack of public debate have created a situation where actors focus on different aspects of the vision, and on different levels, from theoretical questions of ethics to specific practical questions of implementation. On the whole, it seems that the connection between the different levels of the vision are somewhat tenuous, and in this situation actors are relatively free to construct their own interpretation, rather than building one shared vision. While the modified Norwegian approach may very well prove effective, it nevertheless raises the question of what a “Vision Zero” approach means.  相似文献

Many chemicals are being developed with the growth of science technology. Such chemicals bring many advantages to humans but also cause many social problems because of the hazards of the materials. Therefore, it is necessary to have a system which identifies the hazards of chemicals. Some acts or regulations about information on warning labels or MSDS (Material Safety Data Sheet) information for chemicals are similar in each country but there are differences in definitions of degree of hazard, standard classification of harmful level, and indication methods. GHS is the indication method of worldwide integrated classification standard in order to prevent damage caused by disease or risks of accidents resulting from confusion by the users. In keeping pace with the world trend, Korea has conducted translation of the GHS manual from UN and selected it as the official GHS manual of the Korean government. The official Korean GHS translated version was published in July 2005. After that, the Korea Ministry of Employment and Korea Labor and the Ministry of Environment have implemented GHS MSDS for chemical substances since July 1, 2010 so that manufacturers and importers are required to apply it. The full implementation for compound materials will start on July 1, 2013. In Korea, database information for chemicals is provided by four organizations including The Korea Occupational Safety and Health Agency. However, domestic information on chemicals provided by domestic information providers has problems including differences in basic content and incorrect recording because of trade secrets. Efforts for improvement including reinforcing training for manufacturers and importers on recording consistent information for different organizations are urgently needed.  相似文献

以矿井通风系统的“安全可靠、经济合理”和其定义所包含的各项内容为依据,从矿井通风动力、通风网络、通风设施、通风质量、通风监测、防灾抗灾能力、通风电耗、通风能力8个方面,确立了16项矿井通风系统评价指标,建立了一个新的矿井通风系统评价指标体系。采用人工神经网络中的BP网络算法,在VisualC++6.0平台上研制开发了矿井通风系统评价BP网络模型的计算机程序。并经过实际生产矿井检验,预测结果与实际完全吻合,说明了笔者所确定的矿井通风系统评价指标体系可以反映矿井通风系统的状况,所采用的BP网络算法正确,可以用来指导实际工作。该计算程序简单,易于操作,有一定的推广应用价值。  相似文献

Recent development of systems for assisted driving has raised questions about what features of the stimuli perceived by a driver may improve driving behaviour and road safety. The present study aimed to uncover whether emotional auditory stimuli can affect risky behaviour in hazardous situations. Forty-nine volunteers rode a motorcycle in a virtual environment and went through a number of preset risky scenarios, some of which were cued by a sound (a beep, a positive emotional sound or a negative sound). Results showed that hearing the beep reduced the frequency of accidents in the upcoming risky situation, while the emotional cues did not. Likewise, the beep induced the drivers to decrease their speed and focus their gaze on relevant areas of the visual field, while the emotional sounds did not. These results suggest that auditory warning systems for vehicles should avoid using emotion-laden sounds, as their affective content might diminish their utility to increase driving alertness. These findings could provide important information for the development of new advanced driver assistance systems and in general for the specification of future Human–Machine-Interaction design guidelines.  相似文献

Introduction: Construction foremen may lack the leadership skills needed to create a strong jobsite safety climate. Many construction companies address this by sending their lead workers to the OSHA 30-h course; however the course does not include a leadership training module. This article describes the development and pilot testing of such a module and evaluation surveys designed to address this training gap. Methods: A 17-member curriculum development team, numerous subject matter experts, and an instructional design company helped us develop a comprehensive set of teaching resources and a set of survey instruments for evaluating the materials' effectiveness on improving safety leadership and safety climate. All materials and surveys were pilot tested with representative members of the target population. Results: Pilot surveys showed high reliability and data collected on the resulting Foundations for Safety Leadership (FSL) module indicated that the majority of foremen thought the training was helpful or valuable, particularly the discussion questions. The majority said they intended to use the skills on the jobsite. With the exception of the role-play activities, the trainers rated highly all other components, especially the videos and discussion questions. Modifications were made to the training materials and surveys based on pilot test findings. The most important result of the development and pilot testing efforts is that the OSHA Training Institute (OTI) included the FSL as an elective in the OSHA 30-h course. Conclusions: The FSL module fills a needed skills gap by providing safety leadership training to all foremen who might otherwise not have access to it through their company or union. The continued success of the FSL training will be ensured by dissemination via the OSHA 30-h course, an established nationwide safety training program. Practical applications: The FSL training module has already been widely accepted by the construction industry as a useful approach for providing construction foremen/See new abstract lead workers with the knowledge and skills they need to become more effective jobsite safety leaders.  相似文献
