This study employed contingent valuation method to estimate the willingness to pay (WTP) of the households to improve the waste collection system in Kuala Lumpur, Malaysia. The objective of this study is to evaluate how household WTP changes when recycling and waste separation at source is made mandatory. The methodology consisted of asking people directly about their WTP for an additional waste collection service charge to cover the costs of a new waste management project. The new waste management project consisted of two versions: version A (recycling and waste separation is mandatory) and version B (recycling and waste separation is not mandatory). The households declined their WTP for version A when they were asked to separate the waste at source although all the facilities would be given to them for waste separation. The result of this study indicates that the households were not conscious about the benefits of recycling and waste separation. Concerted efforts should be taken to raise environmental consciousness of the households through education and more publicity regarding waste separation, reducing and recycling.  相似文献

Despite being in operation for more than 7 years now, privatised solid waste management (SWM) service in Tanzania has not been formally assessed. This is the premise for the techno-social performance assessment model for SWM contractors, which is presented in this paper. This paper outlines the background of SWM privatisation in Dar es Salaam City in addition to describing and demonstrating the application of the assessment model. The model has three components: service beneficiaries' assessment sub-model, service area technical assessment sub-model, and contractors' attributes sub-model. The model can be used to assess the performance of SWM contractors and in so doing provide data for assessing SWM privatisation as a whole. In the application of the model presented in this paper scores for 5 assessed contractors are in the range 24-65%. The contractor who scored highest is also the most experienced and also the best equipped. Nevertheless, all contractors scored poorly with the respect to their ability and attributes in SWM mainly because most of them are new to the solid waste management field.  相似文献

European waste legislation has been encouraging for years the incorporation of selective collection systems for the biowaste fraction. European countries are therefore incorporating it into their current municipal solid waste management (MSWM) systems. However, this incorporation involves changes in the current waste management habits of households. In this paper, the attitude of the public towards the incorporation of selective collection of biowaste into an existing MSWM system in a Spanish municipality is analysed. A semi-structured telephone interview was used to obtain information regarding aspects such as: level of participation in current waste collection systems, willingness to participate in selective collection of biowaste, reasons and barriers that affect participation, willingness to pay for the incorporation of the selective collection of biowaste and the socioeconomic characteristics of citizens who are willing to participate and pay for selective collection of biowaste. The results showed that approximately 81% of the respondents were willing to participate in selective collection of biowaste. This percentage would increase until 89% if the Town Council provided specific waste bins and bags, since the main barrier to participate in the new selective collection system is the need to use specific waste bin and bags for the separation of biowaste. A logit response model was applied to estimate the average willingness to pay, obtaining an estimated mean of 7.5% on top of the current waste management annual tax. The relationship of willingness to participate and willingness to pay for the implementation of this new selective collection with the socioeconomic variables (age, gender, size of the household, work, education and income) was analysed. Chi-square independence tests and binary logistic regression was used for willingness to participate, not being obtained any significant relationship. Chi-square independence tests, ordinal logistic regression and ordinary linear regression was applied for willingness to pay, obtaining statistically significant relationship for most of the socioeconomic variables.  相似文献

Managing construction and demolition (C&D) wastes has challenged many municipalities with diminishing waste disposal capacity. Facing such challenges, the Massachusetts Department of Environmental Protection proposed a policy restricting the landfill disposal of certain C&D waste materials, if unprocessed. This research is to study the potential economic impact of such restriction on construction contractors and C&D waste processors. A spreadsheet-based systems analysis model has been developed to assist the cost-benefit evaluation for various C&D waste management scenarios. The model, developed based on the mass balance principle, is designed to track a C&D waste stream through the various stages of a waste management system, i.e. generation, source separation, processing, recycling, and final disposal. This model, by incorporating the material flow data with the cost/revenue data associated with each management activity, can then provide an economic analysis for a proposed C&D waste management scenario. A case study illustrating the application of this model for Massachusetts is also presented.  相似文献

The province of Siena, Italy, enacted a new garbage plan (NGP) with the objective of increasing separate waste collection (SWC), shutting down six landfills and increasing incineration. The aim of the paper is to evaluate costs and benefits of the NGP. The hypothesis is that willingness to pay (WTP) should reflect the value to the community of having better environmental quality, according to the Contingent Valuation literature. The paper reports the results of a contingent valuation (CV). The sample was divided into two subsets: firms and households. Through the information gathered via a detailed questionnaire, parametric and non-parametric estimates were elaborated to analyse the WTP of the population for the benefits flowing from increased SWC, increased incineration and shutting down of landfills. These values were expressed as a share of the tax actually paid. Although a small subset of firms and households valued increasing incineration less positively, requesting compensation, on the whole interviewees (with large differences between firms and households) had a net positive WTP for the provisions included in NGP. Parametric estimation procedures enabled us to analyse the economic as well as social and demographic factors affecting these results. These elements are useful for computing a value for the waste charge that also reflects external effects. Finally, we estimated household income elasticity of WTP for the increase in SWC and found less than one: environmental quality is not a luxury good.  相似文献

Due to the rising worldwide awareness of green environment, both government and contractors have to consider effective construction and demolition (C&D) waste management practices. The last two decades have witnessed the growing importance of demolition and renovation (D&R) works and the growing amount of D&R waste disposed to landfills every day, especially in developed cities like Hong Kong. Quantitative waste prediction is crucial for waste management. It can enable contractors to pinpoint critical waste generation processes and to plan waste control strategies. In addition, waste estimation could also facilitate some government waste management policies, such as the waste disposal charging scheme in Hong Kong. Currently, tools that can accurately and conveniently estimate the amount of waste from construction, renovation, and demolition projects are lacking.In the light of this research gap, this paper presents a building information modeling (BIM) based system that we have developed for estimation and planning of D&R waste. BIM allows multi-disciplinary information to be superimposed within one digital building model. Our system can extract material and volume information through the BIM model and integrate the information for detailed waste estimation and planning. Waste recycling and reuse are also considered in our system. Extracted material information can be provided to recyclers before demolition or renovation to make recycling stage more cooperative and more efficient. Pick-up truck requirements and waste disposal charging fee for different waste facilities will also be predicted through our system. The results could provide alerts to contractors ahead of time at project planning stage. This paper also presents an example scenario with a 47-floor residential building in Hong Kong to demonstrate our D&R waste estimation and planning system. As the BIM technology has been increasingly adopted in the architectural, engineering and construction industry and digital building information models will likely to be available for most buildings (including historical buildings) in the future, our system can be used in various demolition and renovation projects and be extended to facilitate project control.  相似文献

In South Africa, until recently, veterinary waste has not been included in definitions of health care waste, and so has been neglected as a contributor to the hazardous waste stream. Despite the application of, for example, the "Polluter Pays" principle in South African environmental legislation, to generators of waste, which would include veterinarians, there appears to be little awareness of and even less enforcement of the legislation in this regard. This paper reports on a 2001-2003 survey of management practices of the five waste contractors servicing just over half of the veterinarians in Durban, South Africa's second largest city. Some of their activities, when evaluated in terms of the legislation, guidelines and policies relating to waste handling and disposal, were found to be non-compliant. Since any discussion on waste management should take cognisance of waste from generation to final disposal, the responsibility of veterinarians as waste generators is also discussed in the light of the recent developments in health care waste management in South Africa. This study presents a review of past and current policies, legislation and guidelines that have application to veterinary waste. This is the first study to address veterinary waste disposal in any South African city.  相似文献

Hazardous waste generators have a duty of care in ensuring that their wastes are disposed of in an environmentally acceptable manner. Increasingly, generators are being made liable for environmental damage at the site of a waste disposal contractor if their wastes have been accepted by that facility. An audit procedure is described, that permits generators to examine the performance of waste vendors and to assess their potential liability as a result of using the site. Post-audit decisions in estimating the degree of risk and selecting appropriate waste contractors are also discussed.The purpose of this paper is to guide the prospective auditor through the site assessment procedure, highlighting areas of particular concern in relation to present or future potential liabilities. The audit procedure that is described, applies to all types of waste disposal operations in all countries, since the principles of good waste management do not vary.  相似文献

Using conjoint analysis, we estimated the willingness to pay (WTP) of households for source separation of plastic waste and the improvement of related environmental impacts, the residents' loss of life expectancy (LLE), the landfill capacity, and the CO(2) emissions. Unreliable respondents were identified and removed from the sample based on their answers to follow-up questions. It was found that the utility associated with reducing LLE and with the landfill capacity were both well expressed by logarithmic functions, but that residents were indifferent to the level of CO(2) emissions even though they approved of CO(2) reduction. In addition, residents derived utility from the act of separating plastic waste, irrespective of its environmental impacts; that is, they were willing to practice the separation of plastic waste at home in anticipation of its "invisible effects", such as the improvement of citizens' attitudes toward solid waste issues.  相似文献

A beautiful and clean environment is the desire of every society. Malaysia is facing an uncontrolled increase in municipal solid waste (MSW) generation due to population growth, economic advancement, and industrialization, but the current, most common waste disposal practice of landfilling is not sustainable. The increasing standard of living also saps more energy from the power generation systems in which fossil fuels are the major source of fuel for the plants. Malaysia generates about 0.5–1.9 kg/capita/day of MSW; a total of about 25,000 tonnes/day of MSW is currently generated and is estimated to exceed 30,000 tonnes/day by 2020. Malaysian MSW is mainly composed of 45 % food waste, 24 % plastic, 7 % paper materials, 6 % metal, 4 % wood and 3 % glass, which are commingled, and is thus characterised by 52–66 % moisture content. Currently, 80–95 % of collected MSW is landfilled and 5 % is recycled, while composting and energy recovery are rarely practiced. This paper reviews the solid waste practice in Malaysia and looks into alternative management options for sustainability. Malaysia MSW represents recyclable power and energy potential if properly sorted. This study considered the practice of sorting at the source and the use of combustible MSW components as fuel to generate heat for a hybrid solar, flue gas, chimney power plant.  相似文献

Pollution and health risks generated by improper solid waste management are important issues concerning environmental management in developing countries. In most cities, the use of open dumps is common for the disposal of wastes, resulting in soil and water resource contamination by leachate in addition to odors and fires. Solid waste management infrastructure and services in developing countries are far from achieving basic standards in terms of hygiene and efficient collection and disposal. This paper presents an overview of current municipal solid waste management in Rasht city, Gilan Province, Iran, and provides recommendations for system improvement. The collected data of different MSW functional elements were based on data from questionnaires, visual observations of the authors, available reports and several interviews and meetings with responsible persons. Due to an increase in population and changes in lifestyle, the quantity and quality of MSW in Rasht city has changed. Lack of resources, infrastructure, suitable planning, leadership, and public awareness are the main challenges of MSW management of Rasht city. However, the present situation of solid waste management in this city, which generates more than 400tons/d, has been improved since the establishment of an organization responsible only for solid waste management. Source separation of wastes and construction of a composting plant are the two main activities of the Rasht Municipality in recent years.  相似文献

Inadequate management of waste generated from injection activities can have a negative impact on the community and environment. In this paper, a report on immunization wastes management in Kano State (Nigeria) is presented. Eight local governments were selected randomly and surveyed by the author. Solid wastes generated during the Expanded Programme on Immunization were characterised using two different methods: one by weighing the waste and the other by estimating the volume. Empirical data was obtained on immunization waste generation, segregation, storage, collection, transportation, and disposal; and waste management practices were assessed. The study revealed that immunization offices were accommodated in either in local government buildings, primary health centres or community health care centres. All of the stations demonstrated a high priority for segregation of the infectious wastes. It can be deduced from the data obtained that infectious waste ranged from 67.6% to 76.7% with an average of 70.1% by weight, and 36.0% to 46.1% with an average of 40.1% by volume. Non-infectious waste generated ranged from 23.3% to 32.5% with an average of 29.9% by weight and 53.9% to 64.0% with an average of 59.9% by volume. Out of non-infectious waste (NIFW) and infectious waste (IFW), 66.3% and 62.4% by weight were combustible and 33.7% and 37.6% were non-combustible respectively. An assessment of the treatment revealed that open pit burning and burial and small scale incineration were the common methods of disposal for immunization waste, and some immunization centres employed the services of the state or local government owned solid waste disposal board for final collection and disposal of their immunization waste at government approved sites.  相似文献

This paper describes the problems, issues and challenges faced by Sri Lanka based on the outcome of a recent study conducted in the country's Southern Province. The study consists of a public survey, discussions with local authority staff involved in waste management, discussions with Provincial Council and Government officials, dialogue with local politicians, review of documents and field observations. The study revealed that only 24% of the households have access to waste collection and that in rural areas it was less than 2%. A substantial number of households in areas without waste collection expect local authorities to collect their waste. The study also showed that most sites in the province are under capacity to handle any increased demand. Urgent and immediate improvement of the waste disposal sites is necessary to meet the current demand for improved waste collection. The study also revealed that there is a high willingness of people for home composting.  相似文献

Solid waste management (SWM) services have consistently failed to keep up with the vast amount of solid waste produced in urban areas. There is not currently an efficient system in place for the management, storage, collection, and transportation of solid waste. Kathmandu City, an important urban center of South Asia, is no exception. In Kathmandu Metropolitan City, solid waste generation is predicted to be 1091 m(3)/d (245 tons/day) and 1155 m(3)/d (260 tons/day) for the years 2005 and 2006, respectively. The majority (89%) of households in Kathmandu Metropolitan City are willing to segregate the organic and non-organic portions of their waste. Overall collection efficiency was 94% in 2003. An increase in waste collection occurred due to private sector involvement, the shutdown of the second transfer station near the airport due to local protest, a lack of funding to maintain trucks/equipment, a huge increase in plastic waste, and the willingness of people to separate their waste into separate bins. Despite a substantial increase in total expenditure, no additional investments were made to the existing development plan to introduce a modern disposal system due to insufficient funding. Due to the lack of a proper lining, raw solid waste from the existing dumping site comes in contact with river water directly, causing severe river contamination and deteriorating the quality of the water.  相似文献

This paper has its primary focus on the analysis of perceptions and willingness-to-pay (WTP) for composted municipal solid and faecal waste among urban and peri-urban farmers and other potential compost users in Ghana. Participatory rural appraisal and contingent valuation methods (CVM) were used for the demand analysis. Most respondents were clear and firm in their responses to the principal question about WTP for compost, as well as in giving their views and perceptions about issues involved in demand for compost. The probit analysis proved valuable in highlighting variables, which explain variations in the WTP. The WTP analysis allowed the quantification of the compost demand under different scenarios of subsidized and non-subsidized compost production, with due allowance for a local reference price to cover compost station operating costs. The analysis revealed that the effective demand for compost for agricultural purposes is marginal and limited by farmers' transport costs. Only through the additional consideration of the demand of the construction sector can about 25% of the organic waste produced in Ghana's capital, Accra, be transformed and utilized. Public subsidies appear necessary and could be generated through savings in transport and disposal. Without subsidies, the challenge for an increased agricultural use is how to produce a low-cost but nutrient-rich compost, which can compete with abundant and cheap poultry manure and still achieve the price to maintain a compost station. The experience in Ghana shows that this is hardly possible except through private-public partnerships.  相似文献

In Libya, as in many developing countries, little information is available regarding generation, handling and disposal of hospital waste. This fact hinders the development and implementation of hospital waste management schemes. The specific objective of this study is to present an appraisal of the current situation regarding hospital waste management in Libya. Procedures, techniques, methods of handling, and disposal of waste are presented, as well as the amounts and compositions of hospital waste. This research was conducted in the form of a case study. Fourteen different healthcare facilities in three cities, Tripoli, Misurata, and Sirt, all located in the northwestern part of Libya, were selected for investigation. The investigation showed that the hospitals surveyed had neither guidelines for separated collection and classification, nor methods for storage and disposal of generated waste. This deficiency indicates the need for an adequate hospital waste management strategy to improve and control the existing situation. The average waste generation rate was found to be 1.3 kg/patient/day, comprised of 72% general healthcare waste (non-risk) and 28% hazardous waste. The average general waste composition was: 38% organic, 24% plastics, and 20% paper. Sharps and pathological elements comprised 26% of the hazardous waste component.  相似文献

Numerous waste materials are generated from manufacturing processes, service industries and municipal solid wastes. The increasing awareness about the environment has tremendously contributed to the concerns related with disposal of the generated wastes. Solid waste management is one of the major environmental concerns in the world. With the scarcity of space for landfilling and due to its ever increasing cost, waste utilization has become an attractive alternative to disposal. Research is being carried out on the utilization of waste products in concrete. Such waste products include discarded tires, plastic, glass, steel, burnt foundry sand, and coal combustion by-products (CCBs). Each of these waste products has provided a specific effect on the properties of fresh and hardened concrete. The use of waste products in concrete not only makes it economical, but also helps in reducing disposal problems. Reuse of bulky wastes is considered the best environmental alternative for solving the problem of disposal. One such waste is plastic, which could be used in various applications. However, efforts have also been made to explore its use in concrete/asphalt concrete. The development of new construction materials using recycled plastics is important to both the construction and the plastic recycling industries. This paper presents a detailed review about waste and recycled plastics, waste management options, and research published on the effect of recycled plastic on the fresh and hardened properties of concrete. The effect of recycled and waste plastic on bulk density, air content, workability, compressive strength, splitting tensile strength, modulus of elasticity, impact resistance, permeability, and abrasion resistance is discussed in this paper.  相似文献

Construction and demolition (C&D) waste is a pressing issue not only in Malaysia, but it is also a worldwide concern including the developed countries as well. C&D waste should be managed throughout the construction cycle. The concept of circular economy (CE) is an emerging notion that has the potential to be utilized as waste minimization approach. This paper aims to assess the potentials of incorporating the CE concept as an approach to minimizing C&D wastes, by developing a CE-based theoretical framework for C&D waste management in Malaysia. In line with this objective, a systematic review has been conducted to determine how CE can be operationalised as a strategy to minimize wastes, while considering it as a key factor for mitigating the environmental impacts. Based on the literature review, a CE-based theoretical framework has been proposed using Malaysia as a case study. The framework has been developed following a three-layer approach namely micro-, meso-, and macro-levels. Waste minimization strategies have been identified for each level taking into account the main stages in the construction industry, i.e., planning, designing, procurement, construction, and demolition. The different stakeholders involved at each stage and their interactions in the stages have also been identified.  相似文献

The planning and design of regional hazardous waste management system (RHWMS) involves selection of treatment and disposal facilities, allocation of hazardous wastes and waste residues from generator to the treatment and disposal sites and selection of the transportation routes. An improved formulation based upon multi-objective integer programming approach is presented to arrive at the optimal configuration of RHWMS components. This formulation addresses important practical issues like unique characteristics of the hazardous wastes reflecting on waste–waste and waste–technology compatibility. A utility function approach is presented to integrate both cost and risk related objectives. An illustrative case example is presented to demonstrate the usefulness of the improved formulation as a tool which can be used by environmental planning agencies in regional planning for hazardous waste management.  相似文献
