The Montreal Process was formed in 1994 to develop an internationally agreed upon set of criteria and indicators for the conservation and sustainable management of temperate and boreal forests. In response to this initiative, the Forest Inventory and Analysis (FIA) and Forest Health Monitoring (FHM) programs of the United States Department of Agriculture Forest Service have implemented soil measurements as part of a national monitoring program to address specific questions related to the conservation of soil and water resources. Integration of soil assessments into the national FIA program provides for systematic monitoring of soil properties across all forested regions of the U.S. using standardized collection, laboratory, and statistical procedures that are compatible with existing forest inventory data. The resulting information will provide quantitative benchmarks for regional, national, and international reporting on sustainable forest management and enhance our understanding of management effects on soil quality. This paper presents an overview of the FIA soil monitoring program, outlines the field and laboratory protocols as currently implemented, and provides examples of how these data may be used to assess indicators of sustainable management as defined by the Montreal Process.  相似文献

The improvement of land management practices on lands susceptible to desertification requires information on the status and condition of the existing resources as well as any change occurring in the resource condition over time. The Environmental Monitoring and Assessment Program (EMAP) of the U.S. Environmental Protection Agency has developed a statistical survey design for monitoring the condition of ecological resources on large spatial scales. EMAP-Rangelands used a uniformity sampling study in 1993 to evaluate response plot designs for three categories of indicators (soils, vegetation, and spectral reflectance) to be used for monitoring ecological condition of a site. The response plot design study was developed to integrate on-site measurements for the three indicator categories. The study was conducted on the Colorado Plateau in southern Utah in three rangeland resource classes (grassland, desertscrub, and conifer woodland) of differing productivity levels in an attempt to develop a common plot design for all three resource classes. Basic measurement units were developed to facilitate integration of data collection. Preliminary spatial analysis of the sampling study found considerable differences in variation patterns among the study sites and measurement categories for the indicator classes used by EMAP-Rangelands. Evidence of substantial trends in the indicator measurements on monitoring sites relative to regional trends leads to the conclusion that nonstationary spatial models for biological processes on a monitoring site may be needed to fulfill the requirements for developing plot designs and indicator criteria.The U.S. Environmental Protection Agency, through the Office of Research and Development, funded the research described here. The Marine Pollution Monitoring System (MARPOLMON) constitutes a marine chemical component of the Global Environment Monitoring System (GEMS). The Programme covers all matters related to marine pollution research and associated monitoring activities required for the assessment of marine pollution. MARPOLMON constitutes the data-gathering activity, being directed to accurately determine levels of selected contaminants in several phases of the marine environment in various regions of the World Ocean. It is envisaged to utlize MARPOLMON generated data for the purposes of construction of mass-balances and making contamination and pollution assessments in regional and global contexts.Data gathering, reporting and exchange requires stringent control of the quality of the information retrieved, which in turn dictates the development and testing of standard methodology, its widespread adoption and intercomparison of methods and feedback-refinement of orogonal methods or hypotheses.  相似文献

Most Great River ecosystems (GREs) are extensively modified and are not receiving adequate protection to prevent further habitat degradation and loss of biotic integrity. In the United States, ecological monitoring and assessment of GREs has lagged behind streams and estuaries, and the management of GREs is hampered by the lack of unbiased data at appropriate spatial scales. Properties of GREs that make them challenging to monitor and assess include difficult sample logistics and high habitat diversity. The U.S. Environmental Protection Agency’s Environmental Monitoring and Assessment Program (EMAP) has developed a comprehensive, regional-scale, survey-based monitoring approach to assessment of streams and estuaries, but has not yet conducted research on applying these tools to GRE monitoring. In this paper we present an overview of an EMAP research project on the Upper Missouri River (UMR). We summarize the assessment objectives for the study, the design for selecting sample locations, the indicators measured at these sites and the tools used to analyze data. We present an example of the type of statements that can be made with EMAP monitoring data. With modification, the set of methodologies developed by EMAP may be well suited for assessment of GREs in general.  相似文献

Effective ecological monitoring is imperative in a human-dominated world, as our ability to manage functioning ecosystems will depend on understanding biodiversity responses to anthropogenic impacts. Yet, most monitoring efforts have either been narrowly focused on particular sites, species and stressors — thus inadequately considering the cumulative effects of multiple, interacting impacts at scales of management relevance — or too unfocused to provide specific guidance. We propose a cumulative effects monitoring framework that integrates multi-scaled surveillance of trends in biodiversity and land cover with targeted evaluation of hypothesized drivers of change. The framework is grounded in a flexible conceptual model and uses monitoring to generate and test empirical models that relate the status of diverse taxonomic groups to the nature and extent of human “footprint” and other landscape attributes. An adaptive cycle of standardized sampling, model development, and model evaluation provides a means to learn about the system and guide management. Additional benefits of the framework include standardized data on status and trend for a wide variety of biodiversity elements, spatially explicit models for regional planning and scenario evaluation, and identification of knowledge gaps for complementary research. We describe efforts to implement the framework in Alberta, Canada, through the Alberta Biodiversity Monitoring Institute, and identify key challenges to be addressed.  相似文献

Monitoring long-term change in forested landscapes is an intimidating challenge with considerable practical, methodological, and theoretical limitations. Current field approaches used to assess vegetation change at the plot-to-stand scales and nationwide forest monitoring programs may not be appropriate at landscape scales. We emphasize that few vegetation monitoring programs (and, thus, study design models) are designed to detect spatial and temporal trends at landscape scales. Based primarily on advice from many sources, and trial and error, we identify 14 attributes of a reliable long-term landscape monitoring program: malpractice insurance for landscape ecologists. The attributes are to: secure long-term funding and commitment; develop flexible goals; refine objectives; pay adequate attention to information management; take an experimental approach to sampling design; obtain peer-review and statistical review of research proposals and publications; avoid bias in selection of long-term plot locations; insure adequate spatial replication; insure adequate temporal replication; synthesize retrospective, experimental, and related studies; blend theoretical and empirical models with the means to validate both; obtain periodic research program evaluation; integrate and synthesize with larger and smaller scale research, inventory, and monitoring programs; and develop an extensive outreach program. Using these 14 attributes as a guide, we describe one approach to assess the potential effect of global change on the vegetation of the Front Range of the Colorado Rockies. This self-evaluation helps identify strengthes and weaknesses in our program, and may serve the same role for other landscape ecologists in other programs.  相似文献

Acadia National Park was one of the 14 sites included in the Park Research and Intensive Monitoring of Ecosystems network (PRIMENet). For eight years the EPA monitored ultraviolet (UV) radiation at this site, with the National Park Service (NPS) sponsoring a total climate and air monitoring station. Under the auspices of PRIMENet, research projects were initiated that investigated the effects of UV on amphibians, determined watershed mass balances, and developed a model of deposition along an elevational gradient. The monitoring data and research results have been used by park management to protect vegetation and water resources from ozone and deposition. These data are now being used to develop a “vital signs” monitoring program under the NPS’ Inventory and Monitoring Program. These data sets have been used in regional, national and international programs to protect human health and resources from air pollution. Public outreach has been accomplished through web site resources and via the Schoodic Education and Research Center.  相似文献

Monitoring the condition of natural resources in US national parks   总被引:1,自引:0,他引:1  
The National Park Service has developed a long-term ecological monitoring program for 32 ecoregional networks containing more than 270 parks with significant natural resources. The monitoring program assists park managers in developing a broad-based understanding of the status and trends of park resources as a basis for making decisions and working with other agencies and the public for the long-term protection of park ecosystems. We found that the basic steps involved in planning and designing a long-term ecological monitoring program were the same for a range of ecological systems including coral reefs, deserts, arctic tundra, prairie grasslands, caves, and tropical rainforests. These steps involve (1) clearly defining goals and objectives, (2) compiling and summarizing existing information, (3) developing conceptual models, (4) prioritizing and selecting indicators, (5) developing an overall sampling design, (6) developing monitoring protocols, and (7) establishing data management, analysis, and reporting procedures. The broad-based, scientifically sound information obtained through this systems-based monitoring program will have multiple applications for management decision-making, research, education, and promoting public understanding of park resources. When combined with an effective education program, monitoring results can contribute not only to park issues, but also to larger quality-of-life issues that affect surrounding communities and can contribute significantly to the environmental health of the nation.  相似文献

In 1990, the National Research Council (NRC) published two in-depth assessments of marine environmental monitoring effectiveness. The first of these, Managing Troubled Waters: The Role of Marine Environmental Monitoring, provided a national perspective and the second, Monitoring Southern California's Coastal Waters, examined the specifics of monitoring design and implementation in a densely populated, highly urbanized coastal region. The reports include explicit recommendations about the need for greater regionalization of monitoring efforts, supported by greater standardization of field, laboratory, and data analysis methods. They also identified the need for centralized data management and for greater flexibility in the language of standard discharge permits, flexibility that would permit discharge agencies to more readily participate in regional monitoring and research programs. Other recommendations identified a need for EPA and NOAA to focus on creating a national monitoring program structured as a network of coordinated local and regional efforts. Finally, the NRC emphasized the need for better reporting and for periodic review of monitoring's relevance to management concerns. In this paper, we use southern California as a test case to assess progress made in implementing the NRC's recommendations. We review progress made on each recommendation and discuss the features of the regulatory and management climate that contributed to or impeded this progress. We also consider whether, and to what extent, the NRC's recommendations remain relevant in the present context.  相似文献

Environmental and nature management can not operate effectivelywithout reliable information on changes in the environment andon the causes of those changes. Ecological monitoring canrepresent an important source of information. However, manyoperational monitoring programs are not very effective, i.e., not very useful for decision-making. We present a conceptualframework for the development and maintenance of effectiveecological monitoring programs. In the decision-making process,two main functions for monitoring can be recognized: an earlywarning and an early control function. Both these functionsrequire a high diagnostic power. This is used as a guideline forthe design process. The design consists of choices concerningmonitoring objectives, objects and variables to be monitored,sampling strategy and design, data collection, data handling, maintenance and organization. Arguments commonly put forward inliterature and in practice to support the various choices aresubjected to a critical analysis. The framework will be helpfulin the design of effective monitoring systems as it avoidsimportant components to be overlooked, clarifies the relationbetween the different components, maximizes the exploitation ofexisting possibilities and opportunities and identifiesshortcomings in advance. The development of a broader, more holistic approach to aquaticecosystem management has been called for in recent years. Physical and chemical objectives alone are no longer consideredsufficient for the protection of aquatic ecosystems and shouldbe supplemented with biological objectives. The ubiquitousand sedentary nature of macroinvertebrates, combined with theirmeasurable response to environmental conditions, favour their use as important indicators in environmental policies. To establish biological objectives, there is a need for a regionalframework to limit the variability between ecosystems. Past studies have demonstrated that an a posteriori regionalisationapproach may be more useful than an a priori approach in explaining single component (e.g. macroinvertebrates) patternsacross ecosystems. This is particularly important as aquaticresource management agencies often focus on one or twocomponents of the ecosystem to assess environmental health. This study uses an a posteriori method to delineate and describebiological regions based on edge and riffle macroinvertebrate data. The regionalisation will provide a framework for settingbiological objectives, based on the range of reference conditionsmeasured within each separate region. The objectives will includeregional checklists for taxa and biotic indices. Predictive modelling in the style of RIVPACS or AUSRIVAS will also be usedwithin each region to develop objectives, incorporating local, regional and systematic features as predictor variables.  相似文献

Community-based ecosystem monitoring activities in Canada are increasing in response to a number of factors including: (i) the needs of decision-makers for timely information on local environmental changes; (ii) limited use of government monitoring data and information by decision makers; (iii) government cuts to monitoring programs; (iv) the increasingly recognized need to include stakeholders in planning and management processes; and (v) the desire of citizens to contribute to environmental protection. To date there has been no network coordination of community based monitoring in Canada. This paper reports on the establishment of the Canadian Community Monitoring Network by Environment Canada's Ecological Monitoring and Assessment Network Coordinating Office and the Canadian Nature Federation. Information on research prepared in support of network establishment is presented along with a discussion of the potential of the network.  相似文献

A forest ecological inventory and monitoring system combining information derived from maps and samples is proposed based on ecosystem regions (Bailey, 1994). The system extends the design of the USDA Forest Service Region 6 Inventory and Monitoring System (R6IMS) in the Pacific Northwest of the United States. The key uses of the information are briefly discussed and expected results are illustrated with examples. The system is flexible, allowing regions based on ecological considerations to be modified. Sampling intensities that are affordable are likely to be insufficient to provide meaningful estimates for key parameters relating to rare and endangered species, watersheds, and other ecological units. Methods are proposed for collecting additional information in follow-up surveys and combining it with relevant information obtained in R6IMS. Near-continuous information on weather and possible pollution variables recorded by instruments at sampling sites is needed to develop meaningful models to understand what is happening in the ecoregions. R6IMS and the proposed additions constitute a dynamic system which will be modified further as data are analyzed.  相似文献

The application of scientifically based decision making tools to help address solid waste management issues dates back to the early 1960s. Researchers continue to use operations research tools to help optimize landfill design and operating parameters. This paper discusses the application of another type of decision making tool, the analytical hierarchy process (AHP), to address priority ranking for a number of landfill engineering design and operating objectives in developing and developed countries. In this application, the AHP is used to rank, and prioritize, economic, environmental, health and safety, legislative and public perception objectives for landfill design and operations specific to landfill distance from a community, and precipitation levels. Results from a global survey using the Delphi process are included, with a discussion on the survey’s impact on the objective rankings relative to community proximity and precipitation. The Delphi process worked extremely well, and was an excellent tool to use in this application. The initial results from the objective rankings show promise in the development of an integrated model for landfill design and operation.  相似文献

By applying principles of adaptive management, and by using the valuable information that arthropods provide from assessment and monitoring programs, managers can identify and reduce possible impacts on biodiversity in development projects. In 1996, the Smithsonian Institution's Monitoring and Assessment of Biodiversity program worked together with Shell Prospecting and Development Peru to establish an adaptive management program to protect biodiversity in a natural gas exploration project in a Peruvian rainforest. In this paper, we outlined the conceptual steps involved in establishing an assessment and monitoring program for arthropods, including setting objectives, evaluating the results and making decisions. We also present the results of the assessment using some of groups of arthropods, and summarize the steps taken to identify appropriate groups for monitoring.  相似文献
