The consequences of climate change on smallholder farms are locally specific and difficult to quantify because of variations in farming systems, complexity of agricultural and non-agricultural livelihood activities and climate-related vulnerability. One way to better understand the issues is to learn from the experiences of farmers themselves. Thus, this study aimed to better understand rainfed upland cropping systems in NW Cambodia and to identify practical, social and economic constraints to adoption of known climate adaptation options applicable to local agro-ecosystems. The study also sought to document the climate change perceptions and adaptation options employed by farmers to mitigate the climate risks. A household survey was conducted in the districts of Sala Krau and Samlout in North-west Cambodia in 2013 where 390 representatives of households were randomly selected for interviews, group discussions and field observations. The majority of respondents perceived that changes had occurred in the rainfall pattern such as a later start to the monsoon season, decreasing annual rainfall, increasing frequencies of drought and dry spells, and warmer temperatures. Farmers reported reductions in crop yields of 16–27 % over the five-year period of 2008–2012. However, these reductions were not evident in provincial data for the same period. Farmers claimed climate impacts resulted in significant yield reductions, but they appear not to have an effective strategy to adapt to the changes in climate. Further regional research is required to refine climate change adaptation strategies for rainfed upland cropping systems in Cambodia.  相似文献

Some recent funding programmes in Australia on climate adaptation have expected active engagement with farmers in research projects. Based on our direct experience with 30 farmers and their advisors, we list five reasons why it is difficult to gain traction with farmers in discussing the likely impacts of climate change on their farms and the possible adaptation options they should be considering in preparation for a future changed climate. The reasons concern the slow and uncertain trajectory for changes in climate relative to the time horizon for farm decision-making, when set against short-term fluctuations in weather, prices, costs and government policy. Farmers have optimism for ongoing technological progress keeping abreast of any negative impacts of climate on their production. As one moves from incremental to transformational adaptation options, biophysical research has less to offer because decisions become based more on business structure, portfolio management, off-farm investments and geographical diversification. Some farmers also doubt the intentions of climate change researchers and are wary of anything they may have to offer. We propose there is an actionable decision space where agricultural science and economics can contribute to meaningful analysis of impacts and adaptation to climate change by farmers. This will involve emphasising the principles of farm management rather than defining optimal farm plans; the use of scenario planning to explore possible futures in a turbulent environment for farming; a focus on short-term adjustments as a path to longer term adaptation; re-gaining the trust of some farmers towards climate change scientists through better communication strategies; and understanding the linkages between adaptation options and enabling factors and technologies.  相似文献

Declining crop and livestock production due to a degrading land resource base and changing climate among other biophysical and socio-economic constraints, is increasingly forcing rural households in Zimbabwe and other parts of Southern Africa to rely on common natural resource pools (CNRPs) to supplement their household food and income. Between 2011 and 2013, we combined farmer participatory research approaches, remote sensing and geographic information systems (GIS) to (1) understand the contribution of CNRPs to household food and income in Dendenyore and Ushe smallholder communities in Hwedza District, eastern Zimbabwe and (2) assess changes of the CNRPs in both space and time, and their implications on climate change adaptation. Across study sites, wetlands and woodlands were ranked as the most important CNRPs. Extraction and use patterns of products from the different pools differed among households of different resource endowment. Resource-constrained households (RG3) sold an average of 183 kg household?1 year?1 of wild loquats fruits (Uapaca kirkiana), realising about US$48, while resource-endowed farmers (RG1) had no need to sale any. The RG3 households also realised approximately US$70 household?1 year?1 from sale of crafts made from water reeds (Phragmites mauritianus). Empirical data closely supported communities’ perceptions that CNRPs had declined significantly in recent years compared with two to three decades ago. More than 60 % of the respondents perceived that the availability of natural resources drawn from wetlands and woodlands, often used for food, energy and crafts, has decreased markedly since the 1980s. Classification of land cover in a GIS environment indicated that CNRPs declined between 1972 and 2011, supporting farmers’ perceptions. Overall, woodlands declined by 37 % in both communities, while the total area under wetlands decreased by 29 % in Ushe, a drier area and 49 % in Dendenyore, a relatively humid area. The over-reliance in CNRPs by rural communities could be attributed to continued decline in crop yields linked to increased within-season rainfall variability, and the absence of alternative food and income sources. This suggests limited options for rural communities to adapt to the changing food production systems in the wake of climate change and variability and other challenges such as declining soil fertility. There is therefore a need to design adaptive farm management options that enhance both crop and livestock production in a changing climate as well as identifying other livelihood alternatives outside agriculture to reduce pressure on CNRPs. In addition, promotion of alternative sources of energy such as solar power and biogas among rural communities could reduce the cutting of trees for firewood from woodlands.  相似文献

Although mass media continue to play a key role in translating scientific uncertainty for public discourse, communicators of climate science are becoming increasingly aware of their own role in shaping scientific messages in the news. As an example of how future media research can provide relevant feedback to climate communicators, the present study examines the ways in which grammatical and word choices represent and construct uncertainty in news reporting about the Intergovernmental Panel on Climate Change (IPCC). Qualifying and hedging language and other “epistemic markers” are analyzed in four newspapers during 2001 and 2007: the New York Times and Wall Street Journal from the USA and El País and El Mundo from Spain. Though the US newspapers contained a higher density of epistemic markers and used more ambiguous grammatical constructs of uncertainty than the Spanish newspapers, all four media sources chose similar words when questioning the certainty around climate change. Moreover, the density of epistemic markers in each newspaper either remained the same or increased with time, despite ever-growing scientific agreement that human activities modify global climate. While the US newspapers increasingly adopted IPCC language to describe climate uncertainties, they also exhibited an emerging tendency to construct uncertainty by highlighting differences between IPCC reports or between scientific predictions and observations. The analysis thus helps identify articulations of uncertainty that will shape future media portrayals of climate science across varying cultural and national contexts.  相似文献

Economic appraisal and technical effectiveness of adaptation options are key criteria for judging climate change adaptation investment decisions in all sectors. Yet relatively little methodological guidance exists for determining the most appropriate appraisal techniques for different adaptation options. This paper provides adaptation options and scopes relevant appraisal methods in agriculture focussing on livestock production specifically. We find that for many adaptation options for livestock agriculture, standard (expected) cost-benefit analysis is an appropriate tool. For adaptation options requiring long lead times or those with long lifetimes, techniques incorporating uncertainty (‘robust’ methods) are more suitable, including real options analysis, portfolio analysis and robust decision-making. From a comprehensive list of adaptation options in the livestock sector, we identify the most appropriate appraisal technique for each option and describe how the robust appraisal tools could be applied to heat stress, flood risk and water management.

In climate change adaptation, contract farming can facilitate the adoption of coping and adaptation strategies, but such dynamics are less understood in the literature. This study uses primary data collected from a cross section of crop farmers in northern Ghana and a simultaneous equation systems approach to examine the links between contract farming and adoption of climate change coping and adaptation strategies. The major coping and adaptation strategies used by farmers include spraying of farms with chemicals, row planting, mixed farming, mixed cropping and crop rotation. Econometric results confirm that contract farming enhances the adoption of climate change adaptation strategies, but there is also a feedback effect on contract farming, such that farmers adopting more adaptation strategies have higher probabilities to get contract offer. This makes contract farming a viable policy instrument to consider in climate change adaptation. Furthermore, land ownership and extension services exert significant positive influence on adoption. As much as possible, coping and adaptation strategies should effectively be communicated to crop farmers. Policy-wise, development actors and successive governments in Ghana should encourage and facilitate contract or group farming, as was in the case of the National Block Farming, led by Ghana’s Ministry of Food and Agriculture.  相似文献

West and East Africa experience high variability of rainfall that is expected to increase with climate change. This results in fluctuations in water availability for food production and other socioeconomic activities. Water harvesting and storage can mitigate the adverse effects of rainfall variability. But past studies have shown that when investments in water storage are not guided by environmental health considerations, the increased availability of open water surface may increase the transmission of water-related diseases. This is demonstrated for schistosomiasis associated with small reservoirs in Burkina Faso, and for malaria in Ethiopia around large dams, small dams, and water harvesting ponds. The concern is that the rush to develop water harvesting and storage for climate change adaptation may increase the risk for already vulnerable people, in some cases more than canceling out the benefits of greater water availability. Taking health issues into account in a participatory approach to planning, design, and management of rainwater harvesting and water storage, as well as considering the full range of water storage options would enable better opportunities for enhancing resilience against climate change in vulnerable populations in sub-Saharan Africa.  相似文献

In the Blue Nile Basin of Ethiopian highlands, rainfall distribution is extremely uneven both spatially and temporally. Drought frequently results in crop failure, while high rainfall intensities result in low infiltration and high runoff causing soil erosion and land degradation. These combined factors contribute to low agricultural productivity and high levels of food insecurity. Poor land management practices coupled with lack of effective rainwater management strategies aggravate the situation. Over the past two decades, however, the Government of Ethiopia has attempted to address many of these issues through a large-scale implementation of a number of soil and water conservation measures. Despite the success of interventions, uptake and adoption remains low. The conceptual framework of this study is based on the premise that farmers are more likely to adopt a combination of rainwater management technologies as adaptation mechanism against climate variability and agricultural production constraints. This contrasts the previous work that typically examined a single technology without considering the interdependence between technologies. Data used in this study come from household survey in seven watersheds in the Ethiopian Blue Nile Basin. A multivariate probit model was used to account for the potential correlation and interdependence of various components of rainwater management technologies. Our results suggest that rainwater management technologies are related with each other; hence, any effort to promote the adoption of rainwater management technologies has to consider such interdependence of technologies, or failure to do so may mask the reality that farmers face a set of choices in their adoption decisions.  相似文献

Sub-Saharan Africa has been portrayed as the most vulnerable region to the impacts of global climate change because of its reliance on agriculture which is highly sensitive to weather and climate variables such as temperature, precipitation, and light and extreme events and low capacity for adaptation. This article reviews evidence on the scope and nature of the climate change challenge; and assesses the impact of climate change on agriculture and food security in Sub-Saharan Africa. From the review, it is apparent that the climate in Africa is already exhibiting significant changes, evident by changes in average temperature, change in amount of rainfall and patterns and the prevalence of frequency and intensity of weather extremes. The review also revealed that although uncertainties exist with regards to the magnitude of impacts, climate will negatively affect agricultural production in Sub-Saharan Africa. Specifically, as result of current and expected climate change, the area suitable for agriculture, the length of growing seasons and yield potential, particularly along the margins of semi-arid and arid areas, are expected to decrease. These impacts will affect all components of food security: food availability, food accessibility, food utilisation and food stability and hence increase the risk of hunger in the region. The review thus confirms the general consensus that Sub-Saharan Africa is the most vulnerable region to climate change. It suggests that, policymakers and development agencies should focus on formulating and implementing policies and programmes that promote farm level adaptation strategies currently being practiced by farmers across the region.  相似文献

Due to the dependence of its economy on rainfed agriculture and livestock husbandry, Burkina Faso, like other Sahelian countries, is particularly vulnerable to climate change. Adaptation is needed to counteract anticipated drawbacks of climate change on crop and livestock productivity; therefore, we examined climate change perceptions of pastoralists and agro-pastoralists and analysed their adaptation strategies. To this end, focus group discussions were held in six villages distributed across three agro-ecological zones. In three of these sites, 162 farmers were also individually interviewed. Perceptions of farmers were compared to actual trends of different climatic parameters extracted from official long-term meteorological records (1988–2008). Results showed that farmers in Burkina Faso were partly aware of climate change, particularly of changes in temperature and rainfall patterns, but their perception did not match well with the recorded annual rainfall data in the southern Sahelian and Sudanian zones. The most important adaptation strategies mentioned by agro-pastoralists were crop diversification, combination of cropping and livestock operations, use of water harvesting technologies and anti-erosive measures such as half-moons or stone dikes. Strategies of pastoralists included seasonal, annual and permanent migration and taking up of cereal cropping. Logistic regression analysis indicated that agro-ecological zone, cultivated surface, ruminant herd size, household size and education were the most important variables affecting farmers’ choice of adaptation strategies. These factors should be taken into account in the development and implementation of any programme of adaptation to climate change in Burkina Faso.  相似文献

Mozambique, like many African countries, is already highly susceptible to climate variability and extreme weather events. Climate change threatens to heighten this vulnerability. In order to evaluate potential impacts and adaptation options for Mozambique, we develop an integrated modeling framework that translates atmospheric changes from general circulation model projections into biophysical outcomes via detailed hydrologic, crop, hydropower and infrastructure models. These sector models simulate a historical baseline and four extreme climate change scenarios. Sector results are then passed down to a dynamic computable general equilibrium model, which is used to estimate economy-wide impacts on national welfare, as well as the total cost of damages caused by climate change. Potential damages without changes in policy are significant; our discounted estimates range from US$ 2.3 to US $7.4 billion during 2003?C2050. Our analysis identifies improved road design and agricultural sector investments as key ??no-regret?? adaptation measures, alongside intensified efforts to develop a more flexible and resilient society. Our findings also support the need for cooperative river basin management and the regional coordination of adaptation strategies.  相似文献

Irrigation is indispensable to overcome insufficient rainfall and to achieve a stabilized yield for tea production. As the severe scarcity of water resources because of climate change, water conservation through efficient irrigation has turned into a vital strategy for tea sector in solving this rising challenge. This paper analyzes irrigation water use efficiency of small-scale tea farms in Vietnam and identifies its determinants applying stochastic frontier analysis. Results showed that under decreasing returns to scale, the mean irrigation water use efficiency was 42.19 %, indicating the existence of substantial water waste. If farmers become more efficient in using water, saving 57.81 % of irrigation water is possible unaccompanied by reducing the observed output. The factors affecting tea farms’ irrigation water use efficiency were investigated by Tobit model. Gender, water shortage awareness, soil and water conservation practice, off-farm income share, extension services access and well water utilization showed significant influence on the efficiency of irrigation water. The study’ results provide insights to policymakers in implementing better water resource management amid climate change.  相似文献

Plantation forests not only impact carbon and water cycles, but also affect biodiversity, livelihoods, and shape regional economies. Each of these impacts differs across varying scales of analysis. This paper illustrates how forest, climate change and hydrology debates play out in the context of the forest plantations of Australian black wattle (Acacia mearnsii) in the upper Palni hills of southern India. We outline the contradictory perspectives of different local groups regarding the impact of plantations on catchment hydrology and water availability, and examine these in relation to changes in the regional economy and rainfall patterns. Our analysis indicates that changes in these two factors have played a more significant role than existing wattle plantations in affecting local and regional water availability. We suggest that ongoing debates regarding forest plantation–hydrology–climate change relationships need to broaden their scope to include changes in regional rainfall patterns and shifts in regional economic activity. This approach is likely to provide a more realistic assessment of plantation forests in a dynamic regional context, and offer more resilient strategies for regional landscape and catchment management under conditions of high variability in rainfall patterns.  相似文献

Much current work on climate adaptation options vis-à-vis water management in rural sub-Saharan Africa has tended to focus more on technological and infrastructural alternatives and less on institutional alternatives. Yet, vulnerability to climate variability and change in these contexts is a function not just of biophysical outcomes but also of institutional factors that can vary significantly at relatively finer scales. This paper seeks to contribute towards closing this gap by examining institutional options for sustainable water management in rural SSA in the context of climate change and variability. It explores challenges for transforming water-related institutions and puts forward institutional alternatives towards adapting to increasingly complex conditions created by climate change and variability. The paper suggests revisiting the Integrated Water Resources Management approach which has dominated water institutional debates and reforms in Africa over the recent past, towards actively adopting resilience and adaptive management lenses in crafting water institutional development initiatives.  相似文献

This study evaluates variability and trends in rainfall amount and extreme event indices in the Omo-Ghibe River Basin of Ethiopia based on observed records from six stations. Nine daily rainfall indices were defined and analyzed based on the World Meteorological Organization guideline. Sen’s slope estimator and Mann–Kendall’s trend test were used to determine the magnitude and statistical significance of the rainfall changes, respectively. The results show complex patterns of rainfall variability and local-scale trends. Statistically significant increasing changes were observed at Key Afer for most of the indices. On the other hand, the increasing trends in the number of very heavy rainfall events (R20 mm) were statistically significant at three (Jinka, Key Afer and Wolaita Sodo) out of the six stations. On the other hand, significant decreasing trends were found at Sawla for the maximum one day (Rx1 day) and the number of very heavy rainfall event (R20 mm). No systematic trends were found for the number of wet and dry day-related rainfall indices. However, the annual total rainfall averaged for the entire basin and at two stations (Key Afer and Wolaita Sodo) showed statistically significant increasing trends, both at the 0.01 level. Generally, the results of this study contradict with previous studies that reported significant declining trends in annual and Kiremt (main rainy season) rainfall amounts over this part of the country, suggesting the reviving of rainfall during the last two decades. Also, the results of this study agree with previous researches that reported the absence of systematic patterns of trends in daily rainfall indices in different parts of the country. The study has important implications for an effective management of water resources and climate risk management particularly in view of the fact that five hydropower plants and large-scale sugarcane plantations are planned, and some are under construction in the basin.  相似文献

Crop diversity is central to traditional risk management practices on the Andean Altiplano and may find renewed importance in adapting to climate change. This study explored the role of crop diversity in farmers’ adaptation actions in eight Aymara communities on the northern Bolivian Altiplano. Using a combination of quantitative and qualitative methods, including multifactor analysis and a community resilience self-assessment, we investigated how farmers’ use of diversity in adaptation is related to their perceptions of crop and variety tolerances and other environmental, social, and economic factors. Few crops and varieties were perceived as tolerant to increasingly intense and unpredictable drought, frost, hail, and pest and disease outbreaks. Some local crops and varieties were perceived as vulnerable to emerging conditions (e.g. oca, papalisa, isaño), whereas bitter potatoes and wild relatives of quinoa and cañahua were perceived as highly stress tolerant and provide food in harsh periods. A total 19% of households surveyed (N = 193) had introduced new crops or varieties—often disease resistant or early maturing—as an adaptive action. Introduction of commercial crops was a common adaptation action, reflecting farmers’ response to warming temperatures and changing economic opportunities, but greater sensitivity of the introduced crops may cause maladaptation. Despite intensification of cropping systems, households continue to maintain a median four potato varieties with different tolerance traits, yet this risk management practice was not perceived as adaptation. Strengthening resilience will require a combination of actions, including maintaining and expanding crop portfolios and restoring soil and ecosystem health, using both traditional and innovative approaches.  相似文献

Excessive summer drying and reduced growing season length are expected to reduce European crop yields in future. This may be partly compensated by adapted crop management, increased CO2 concentration and technological development. For food security, changes in regional to continental crop yield variability may be more important than changes in mean yields. The assessment of changes in regional and larger scale crop variability requires high resolution and spatially consistent future weather, matching a specific climate scenario. Such data could be derived from regional climate models (RCMs), which provide changes in weather patterns. In general, RCM output is heavily biased with respect to observations. Due to the strong nonlinear relation between meteorological input and crop yields, the application of this biased output may result in large biases in the simulated crop yield changes. The use of RCM output only makes sense after sufficient bias correction. This study explores how RCM output can be bias corrected for the assessment of changes in European and subregional scale crop yield variability due to climate change. For this, output of the RCM RACMO of the Royal Netherlands Meteorological Institute was bias corrected and applied within the crop simulation model WOrld FOod STudies to simulate potential and water limited yields of three divergent crops: winter wheat, maize and sugar beets. The bias correction appeared necessary to successfully reproduce the mean yields as simulated with observational data. It also substantially improved the year-to-year variability of seasonal precipitation and radiation within RACMO, but some bias in the interannual variability remained. This is caused by the fact that the applied correction focuses on mean and daily variability. The interannual variability of growing season length, and as a consequence the potential yields too, appeared even deteriorated. Projected decrease in mean crop yields is well in line with earlier studies. No significant change in crop yield variability was found. Yet, only one RCM is analysed in this study, and it is recommended to extend this study with more climate models and a slightly adjusted bias correction taking into account the variability of larger time scales as well.  相似文献

Urbanization is known to spur land modification in the form of conversion of common land to human settlements. This factor, combined with climate variability, can alter the duration, frequency and intensity of storm drain overflows in urban areas and lead to public health risks. In peri-urban regions where these risks are especially high it has been argued that, when domestic wastewater is managed, better prospects for freshwater water savings through swaps between urban water supply and irrigated agriculture may be possible. As a consequence of re-use of domestic wastewater, expenditure on inorganic inputs by farmers may decline and source sustainability of water supply could be enhanced. Given the fact that, at present, approximately 20 million ha of land worldwide is being cultivated by re-using domestic wastewater, this paper draws on evidence from India to explore: (1) the economic costs–benefits of wastewater reuse in the context of hypothesized links to climate variability; (2) the role of local farming practices, market conditions and crop variety in influencing wastewater reuse in agriculture; and (3) the role of inter-governmental financing in influencing the selection of technical adaptation options for collection, treatment and disposal of wastewater.  相似文献

将社会学习引入现代农业技术采纳问题研究,既是对传统技术采纳与推广理论研究范式的拓展,也是理解农户技术采纳动态过程的关键.基于甘肃省张掖市498户农户微观数据,在用实验经济学方法测度农户风险规避程度的基础上,运用Heckman样本选择模型进行实证分析,探索风险规避、社会学习对农户现代灌溉技术采纳决策及采纳程度的影响,并引人交互项检验社会学习对风险规避的缓解效应.结果表明:(1)采纳现代灌溉技术的农户占样本总农户的比例为66.06%,这其中,样本户的平均采纳程度为47.26%.(2)风险规避、社会学习对农户现代灌溉技术采纳决策与采纳程度均有显著影响,农户风险规避程度越高,其采纳现代灌溉技术的可能性越低;社会学习能显著提升农户现代灌溉技术采纳决策与采纳程度.(3)从社会学习各维度的影响来看,相互学习对农户现代灌溉技术采纳决策及采纳程度均有显著正影响,学习他人对农户现代灌溉技术采纳决策及采纳程度有影响,但不显著.(4)社会学习有助于缓解风险规避对农户现代灌溉技术采纳行为的抑制作用.  相似文献
