If a developing country decides to devote scarce human and material resources to post-graduate training and research in an applied science - based on a realistic assessment that the potential benefits from such an investment are likely to exceed the benefits from alternative investments - several approaches exist. The authors examine these alternatives as they apply to mineral exploration. They argue that if recourse is made to overseas training, programmes should be restricted by aid agencies to universities that will provide applied research subjects in the trainees' own countries. 'Twinning' arrangements between institutions in developing and developed countries may be useful if faculty in the developed country university are interested in and available for overseas work and if university administrations are aware of potential problems. The authors also discuss the provision of short-term non-academic fellowships in applied research, an approach which has not been used to extent it deserves.  相似文献

Improvements in production methods over the last two decades have resulted in aquaculture becoming a significant contributor to food production in many countries. Increased efficiency and production levels are off-setting unsustainable capture fishing practices and contributing to food security, particularly in a number of developing countries. The challenge for the rapidly growing aquaculture industry is to develop and apply technologies that ensure sustainable production methods that will reduce environmental damage, increase productivity across the sector, and respect the diverse social and cultural dimensions of fish farming that are observed globally. The aquaculture industry currently faces a number of technology trajectories, which include the option to commercially produce genetically modified (GM) fish. The use of genetic modification in aquaculture has the potential to contribute to increased food security and is claimed to be the next logical step for the industry. However, the potential use of these technologies raises a number of important ethical questions. Using an ethical framework, the Ethical Matrix, this paper explores a number of the ethical issues potentially raised by the use of GM technologies in aquaculture. Several key issues have been identified. These include aspects of distributive justice for producers; use of a precautionary approach in the management of environmental risk and food safety; and impacts on the welfare and intrinsic value of the fish. There is a need to conduct a comparative analysis of the full economic cycle of the use of GM fish in aquaculture production for developing countries. There is also a need to initiate an informed dialogue between stakeholders and strenuous efforts should be made to ensure the participation of producers and their representatives from developing nations. An additional concern is that any national licensing of the first generation of GM fish, i.e., in the USA, may initiate and frame an assessment cycle, mediated by the WTO, which could dominate the conditions under which the technology will be applied and regulated globally. Therefore, an integrated analysis of the technology development trajectories, in terms of international policy, IPR, and operational implications, as well as an analysis of a broader range of ethical concerns, is needed.  相似文献

Soil erosion is accelerating in developing countries of Asia, Africa, and Latin America. It has threatened the livelihood of millions of peasants, for agriculture is their economic mainstay. A probe into the forces causing erosion reveals that the elite’s resolve to accumulate ever more wealth and to maintain, consolidate, or expand their sociopolitical power and the necessity of the poor to fulfill their requirements of food, fuelwood, and fodder are the two major factors accelerating soil erosion. Unless the vast masses of poor people are integrated into the national mainstream through the implementation of equitable and redistributive development policies, it is impossible to control the accelerating rate of soil erosion and thus to achieve the objective of sustainable development. In this article, the phenomenon “soil erosion” is studied with the sol e focus on causation through anthropogenic factors.  相似文献

This article examines both the positive and negative socio-economic impacts of small-scale mining in developing countries, and outlines some key measures for improving sustainability in the sector. It is important to clarify that, in spite of experiencing its share of environmental- and health-related problems that adversely impact human quality-of-life, small-scale mining plays a pivotal role in alleviating poverty in the developing world, and contributes significantly to national revenues and foreign exchange earnings. Though these important socio-economic contributions make small-scale mining an indispensable economic activity, there is an obvious need for improved sustainability in the industry, more specifically, for operations to resolve pressing problems, many of which have wide-ranging impacts. However, because most small-scale mines are low-tech and employ poorly trained uneducated people, it is difficult for the sector to improve on its own. Thus, governments and regional international bodies must play an expanded role in bridging critical information, techno-logic and economic gaps. It is concluded that governments and regional organizations could accomplish much in the way of improved sustainability in the small-scale mining industry by: (1) legalizing small-scale mining and implementing sector-specific legislation; (2) contributing to community development and providing increased economic support; and (3) providing training and educational assistance, and playing an expanded role in the dissemination and transfer of important technologies.  相似文献

Summary To solve environmental problems a vast amount of manpower, material and financial resources has been spent. Some people consider that this is necessary, and a reasonable price which human beings must pay for development, especially industrialisation. Maybe it is true. But can people solve the environmental problems of developing countries better when they have learned the experiences and lessons of developed countries? One possible way is proposed in this paper, which makes a special reference to the real situation in China. The fundamental idea is to develop and apply appropriate technologies in the phase of national industrialisation. This will help developing countries to achieve desired environmental effects more economically. The appropriate technologies mentioned in the paper are of two kinds: appropriate industrial production technologies and appropriate environmental technologies. The development of the former will help to reduce environmental pollution and other problems caused by industrialisation. The development of the latter will enable developing countries to keep an acceptable environmental quality within a controlled cost. In the paper the definition of appropriate technologies is clarified, and the criteria for the selection and evaluation of appropriate technologies are proposed. The possibility of a realisation of developing the economy and protecting the environment at same time is then analysed. The conclusion is that development and application of appropriate technologies is an optimal strategy when the real conditions of developing countries like China are considered. Currently, there is a need for a better multidisciplinary education system for tropical conservation, as well as a need for more people from developing countries to receive such improved education and training. If this combination is achieved, universities in both developed and developing nations will likely produce graduates who are better prepared for jobs involving non-academic tropical conservation initiatives and, simultaneously produce graduates who may be better accepted as conservationists in tropical destinations.  相似文献

The issue of regularly feeding low levels of antibiotics to farm animals in order to increase productivity is often portrayed as a dilemma. On the one hand, such antibiotic use is depicted as a necessary condition for producing cheap and plentiful food, such that were such use to stop, food prices would rise significantly and our ability to feed people in developing nations would decrease. On the other hand, such antibiotic use seems to breed antibiotic resistance into pathogens affecting human health. Resolving this dilemma, it is alleged, will require great amounts of research into risk/benefit assessment. Contrary to this claim, we will argue that society has all the data it needs to make a reasonable ethical decision, which would be curtailing such use. Such curtailment will not harm consumers significantly, will not harm developing nations' evolving agriculture, and could produce hitherto unnoticed benefits, namely restoring the possibility of a more husbandry-based, sustainable agriculture to replace the high-tech agriculture that has hurt animals, the environment, small farms, and sustainability.  相似文献

Natural zeolites     
Zeolites, a suite of porous, fine-grained minerals commonly found in certain near-surface, sedimentary rocks, have special physical and chemical properties that could make them valuable to farmers in developing countries. Zeolites have been used to improve soil fertility; develop slow-release fertilizers; improve animal waste disposal; and improve animal health. To date most research on zeolite deposits and their various applications has been undertaken by the industrialized nations. Some zeolite deposits, however, also exist in developing countries and the likelihood of the existence of additional deposits in those countries is high. However, thorough assessment of the mineralogy, geology, and various agricultural uses is still needed. Strengthening developing countries' geological surveys in non-metallic mineral exploration and assessment will improve the likelihood that the use of zeolites will reach their full potential in developing country agriculture.  相似文献

Although the rate of petroleum produced per foot drilled is much greater in the developing regions of the world, levels of petroleum exploration activities in the these areas are much lower than in the United States. Although exploration levels in the developing countries might have been expected to rise after the 1973/74 price increase, they actually tended to decrease. Classification of the developing countries in terms of the levels of exploration and development they have attained reveals that the greater part of the area with good petroleum potential (57 per cent of non-OPEC countries) is comprised of countries where significant exploration has already taken place. There is a need for international assistance to increase exploration levels in the developing countries. A schedule of priorities for various forms of international assistance is suggested.  相似文献

Soil erosion is the single most important environmental degradation problem in the developing world. Despite the plethora of literature that exists on the incidence, causes and impacts of soil erosion, a concrete understanding of this complex problem is lacking. This paper examines the soil erosion problem in developing countries in order to understand the complex inter-relationships between population pressure, poverty and environmental-institutional dynamics. Two recent theoretical developments, namely Boserup's theory on population pressure, poverty and soil erosion and Lopez's theory on environmental and institutional dynamics have been reviewed. The analysis reveals that negative impacts of technical change, inappropriate government policies and poor institutions are largely responsible for the continued soil erosion in developing countries. On the other hand, potential for market-based approaches to mitigate the problem is also low due to the negative externalities involved. A deeper appreciation of institutional and environmental dynamics and policy reforms to strengthen weak institutions may help mitigate the problem.  相似文献

The entire water resources field is not contemplated, although reference thereto will be registered. Water supply for potable and hygienic purposes will be presented as symbolic of the global issues confronting 4.8 billion people. Some two billion of these live in the so-called developing or less favored countries. They are either underserved or not served at all by utility systems of whatever grade. Targets for meeting their needs were exemplified by the international agencies in the International Water and Sanitation Decade of 1980-1990. Some successes are apparent, but, in general, hopes are not fulfilled. The pace of accomplishment is very slow. Constraints will be reviewed in some detail. Challenges for reducing these and increasing pace of installations are presented. The potential for a global public works program unprecedented in history is reviewed. Several issues will not be discussed in this paper. Their omission rests primarily upon the fact that their resolution is improbable for decades ahead, if ever. Economists have categorized water as any other economic commodity - and should always be subject to benefit-cost scrutiny. I do not share that view. People could well live without the telephone or the automobile, a destroyer. Without water, their survival is a matter of days. Cost-benefit seems unreal and singularly inappropriate under such circumstances. Secondly, the search for quantifying the health impact of safe water goes on forever. My view is that the results speak for themselves - while sturdy souls continue to seek out the exact correlation figure. Thirdly, the population explosion, although softened a bit, proceeds apace while I write. Lastly, the exposition herein is restricted to potable water and its associated sanitation aspects. Other major uses of water, obviously highly important, are not addressed.  相似文献

Mining finance experts, meeting under the auspices of the United Nations Centre for Natural Resources, Energy and Transport, agreed that sufficient capital could be provided to permit worldwide mineral demand to be satisfied, but that there was a danger that mining investment in developing countries would not keep pace with those nations' resource potential. The aim of this study was to explore stakeholder perceptions of the contribution of an Automatic Milking System (AMS) to sustainable development of organic dairy production in Denmark and the Netherlands. In addition, reasons for the current difference in AMS use on organic dairy farms between both countries were explored. To answer above mentioned aims, farmers and advisors in both countries were interviewed using a focus group approach. Questions of the interviews were based on a literature review on sustainability issues affected by introduction of AMS. Participants expressed no moral problems regarding AMS use. They, however, pointed out uncertainty about the economic gain, difficulties with grazing, adaptation problems to technology, and image problems towards consumers. The latter results from a reduction in grazing time affecting both animal welfare and product quality. The participants did not recognize eutrophication, as result of high stocking density on farmstead lots, as a problem caused by AMS. The milk quality problem related to AMS use, although acknowledged as crucial towards consumers, was not prioritized very highly, especially not by the farmers in both countries. All groups were, however, unanimous in their perception of how important image was as far as the consumers are concerned. The perception analysis revealed that Dutch participants were more concerned about the economic payoff of AMS use, and showed more reluctance towards enlargement than Danish ones. In addition, they acknowledged the small-scale naturalness of organic production. These differences in perception could possibly explain observed differences in AMS use in organic dairy production between Denmark and the Netherlands.  相似文献

Adaptation to climate change is given increasing international attention as the confidence in climate change projections is getting higher. Developing countries have specific needs for adaptation due to high vulnerabilities, and they will in this way carry a great part of the global costs of climate change although the rising atmospheric greenhouse gas concentrations are mainly the responsibility of industrialized countries. This article provides a status of climate change adaptation in developing countries. An overview of observed and projected climate change is given, and recent literature on impacts, vulnerability, and adaptation are reviewed, including the emerging focus on mainstreaming of climate change and adaptation in development plans and programs. The article also serves as an introduction to the seven research articles of this special issue on climate change adaptation in developing countries. It is concluded that although many useful steps have been taken in the direction of ensuring adequate adaptation in developing countries, much work still remains to fully understand the drivers of past adaptation efforts, the need for future adaptation, and how to mainstream climate into general development policies.  相似文献

Solid waste management is a worldwide problem and it is becoming more and more complicated day by day due to rise in population, industrialization as well as changes in our life style. Presently most of the waste generated is either disposed of in an open dump in developing countries or in landfills in the developed ones. Landfilling as well as open dumping requires lot of land mass and could also result in several environmental problems. Land application of urban/municipal solid waste (MSW) can be carried out as it is rich in organic matter and contains significant amount of recyclable plant nutrients. The presence of heavy metals and different toxics substances restricts its land use without processing. Vermicomposting of MSW, prior to land application may be a sustainable waste management option, as the vermicast obtained at the end of vermicomposting process is rich in plant nutrients and is devoid of pathogenic organism. Utilization of vermicast produced from urban/municipal solid waste in agriculture will facilitate in growth of countries economy by lowering the consumption of inorganic fertilizer and avoiding land degradation problem. Vermicomposting of urban/MSW can be an excellent practice, as it will be helpful in recycling valuable plant nutrients. This review deals with various aspects of vermicomposting of MSW.  相似文献

Currently one of the largest and most rapidly developing countries, China also has some of the world's most severe environmental problems. China will most likely need to use all of the potential major strategies currently available to solve the country's huge environmental challenges, including promoting individual conservation behavior through educational campaigns and encouraging public environmental advocacy. This paper summarized the findings of a survey of 347 residents of Shaanxi province on environmental attitudes and behaviors. The survey found generally high levels of environmental knowledge and high recognition of the seriousness of environmental issues, moderate levels of individual actions supporting environmental resource conservation and low levels of public environmental behaviors, particularly for organized public advocacy. Further analysis indicated that the perceived importance of environmental protection is the most important factor influencing individual environmental resource conservation, but not public advocacy behaviors. Implications for environmental campaigns are discussed.  相似文献

There is a growing awareness of the serious problems associated with the provision of sufficient energy to meet human needs and to fuel economic growth world-wide. This has pointed to the need for energy and material efficiency, which would reduce air, water and thermal pollution, as well as waste production. Increasing energy and material efficiency also have the benefits of increased employment, improved balance of imports and exports, increased security of energy supply and adopting environmentally advantageous energy supply. A large potential exists for energy savings through energy and material efficiency improvements. Technologies are not now, nor will they be, in the foreseeable future, the limiting factors with regard to continuing energy efficiency improvements. There are serious barriers to energy efficiency improvements, including unwillingness to invest, lack of available and accessible information, economic disincentives and organizational barriers. A wide range of policy instruments, as well as innovative approaches have been tried in some countries in order to achieve the desired energy efficiency improvements. These include: regulation and guidelines; economic instruments and incentives; voluntary agreements and actions; information, education and training; and research, development and demonstration. An area that requires particular attention is that of improved international co-operation to develop policy instruments and technologies to meet the needs of developing countries. Material efficiency has not received the attention that it deserves. Consequently, there is a dearth of data on the qualities and quantities of final consumption, thus, making it difficult to formulate policies. Available data, however, suggest that there is a large potential for improved use of many materials in industrialized countries.  相似文献

Population and economic developmental pressures will continue to put increasing pressure on the environment, especially on scarce water resources. Meanwhile, large numbers of poor families in the developing countries still lack access to safe water. An integrated water resource planning and policy analysis framework is presented that permits the main issues and alternative options to be systematically considered and prioritized, especially problems arising from groundwater pollution. Basic principles of water resource economics are used to illustrate how the neglect of long-term environmental considerations jeopardizes the availability and quality of groundwater resources in the Greater Manila area. This paper contains a brief overview of drinking water and sanitation issues in developing countries, presents a policy-oriented analysis of a groundwater problem of great relevance worldwide, and demonstrates how the study conclusions might be implemented practically in a constrained developing country context.  相似文献

Growing dependence on coal-fired power plants for electrical generation in many countries presents ongoing environmental challenges. Burning pulverized coal in thermal power plants (TPPs) generates large amounts of fly ash (FA) that must be disposed of or otherwise handled, in an environmentally-sound manner. A possible option for dealing with fly ash is to use it as an amendment for mine spoil or other damaged soil. It has been demonstrated through studies in India and other countries that FA alone or in combination with organic or inorganic materials can be used in a productive manner for reclamation of mine spoil. The characteristics of FA, including silt-sized particles, lighter materials with low bulk density (BD), higher water holding capacity, favorable pH and significant concentrations of many essential plant nutrients, make it a potentially favorable amendment for mine spoil reclamation. Studies have indicated that the application of FA has improved the physical, chemical and biological qualities of soil to which it is applied. The release of trace metals and soluble salts from FA could be a major limitation to its application. This is particularly true of fresh, un-weathered FA or acidic FA, although perhaps not a concern for weathered/pond ash or alkaline FA. Some potential contaminants, especially metals and other salt ions, could be immobilized and rendered biologically inert by the addition of certain inorganic and organic amendments. However, in view of the variability in the characteristics of FAs that are associated with location, feed coal, combustion conditions and other factors, the suitability of a particular FA for a specific soil/mine spoil needs to be critically evaluated before it is applied in order to maximize favorable results and eliminate unexpected consequences. FA generated in India tends to be mostly alkaline, with lower levels of trace elements than are often found in FAs from other countries. The concentrations of potential chemical stressors, predominantly metals, in Indian FAs are often less than established or proposed permissible limits and are thus better suited for soil application. A major logistic limitation to the use of FA could be the cost involved in transport of ash from production to utilization sites.  相似文献
