Socio-economic impacts of climate change on rural United States   总被引:4,自引:4,他引:0  
Directly or indirectly, positively or negatively, climate change will affect all sectors and regions of the United States. The impacts, however, will not be homogenous across regions, sectors, population groups or time. The literature specifically related to how climate change will affect rural communities, their resilience, and adaptive capacity in the United States (U.S.) is scarce. This article bridges this knowledge gap through an extensive review of the current state of knowledge to make inferences about the rural communities vulnerability to climate change based on Intergovernmental Panel on Climate Change (IPCC) scenarios. Our analysis shows that rural communities tend to be more vulnerable than their urban counterparts due to factors such as demography, occupations, earnings, literacy, poverty incidence, and dependency on government funds. Climate change impacts on rural communities differs across regions and economic sectors; some will likely benefit while others lose. Rural communities engaged in agricultural and forest related activities in the Northeast might benefit, while those in the Southwest and Southeast could face additional water stress and increased energy cost respectively. Developing adaptation and mitigation policy options geared towards reducing climatic vulnerability of rural communities is warranted. A set of regional and local studies is needed to delineate climate change impacts across rural and urban communities, and to develop appropriate policies to mitigate these impacts. Integrating research across disciplines, strengthening research-policy linkages, integrating ecosystem services while undertaking resource valuation, and expanding alternative energy sources, might also enhance coping capacity of rural communities in face of future climate change.  相似文献

We applied two methods to assess vulnerability to climate change in Mexico’s agricultural sector. The first one was a principal component analysis (PCA) that weighted each variable separately. For the second one, we integrated the variables in a linear array in which all variables were weighted equally, and then, we used the arithmetic sum of the sub-indices of exposure and sensitivity minus the adaptive capacity to obtain the vulnerability index. We discuss the similarities and differences between two methods with respect to municipal-level maps as the outputs. The application of the method for the agricultural sector in Mexico gave us the spatial distribution of the high- and very-high vulnerability categories, which we propose as a tool for policy. The methods agreed that the very-high vulnerability category is present in 39 municipalities. Also we found that 16 % of the total population in the country is located in high-exposure areas. In addition, 41 % lives in municipalities identified as highly-sensitive. In terms of adaptive capacity, 20 % of the population lives in 1273 municipalities with low-adaptive capacity. Finally, we discuss the need for information regarding vulnerability at the national level to guide policies aimed at reducing exposure and sensitivity and increasing adaptive capacity.  相似文献

Drylands are very susceptible to the effects of climate change due to water stress. One possible climate change adaptation measure is the construction of lakes to increase water availability for drinking and irrigation (food production) and decrease fire risk. These lakes can also increase local biodiversity and human well-being. However, other non-target services such as carbon (C) storage, water purification, and sediment retention might also change. Our main aim was to evaluate the trade-offs on non-targeted ecosystem services due to lakes construction in drylands. This was done using the Integrated Valuation of Ecosystem Services and Tradeoffs (InVEST) modeling tools, comparing a Mediterranean area located in southwest (SW) Europe, with and without artificial lakes. Results showed that the construction of artificial lakes caused an increase of 9.4% in C storage. However, the consequent increase in agricultural area decreased water purification and sediment retention services. This could diminish the life span of the lakes changing the initial beneficial cost-benefit analysis on lakes as adaptation measures to climate change. As a global measure for mitigation and adaptation to climate change strategy, we consider lake construction in drylands to be positive since it can store C in sediments and reduces the vulnerability to water scarcity. However, as a general recommendation and when built to support or increase agriculture in semi-arid landscapes, we consider that lakes should be complemented with additional measures to reduce soil erosion and nutrient leaching such as (i) locate agricultural areas outside the lakes water basin, (ii) afforestation surrounding the lakes, and (iii) adopt the best local agriculture practices to prevent and control soil erosion and nutrient leaching.  相似文献

Climate variability and change mitigation and adaptation policies need to prioritize land users needs at local level because it is at this level that impact is felt most. In order to address the challenge of socio-economic and unique regional geographical setting, a customized methodological framework was developed for application in assessment of climate change vulnerability perception and adaptation options around the East African region. Indicators of climate change and variability most appropriate for the region were derived from focused discussions involving key informants in various sectors of the economy drawn from three East African countries. Using these indicators, a structured questionnaire was developed from which surveys and interviews were done on selected sample of target population of farming communities in the Mt. Kenya region. The key highlights of the questionnaire were vulnerability and adaptation. Data obtained from respondents was standardized and subjected to multivariate and ANOVA analysis. Based on principle component analysis (PCA), two main vulnerability categories were identified namely the social and the bio-physical vulnerability indicators. Analysis of variance using Kruskal-Wallis test showed significant statistical variation (P ≤ 0.05) in the perceived vulnerability across the spatial distribution of the 198 respondents. Three insights were distinguished and were discernible by agro-ecological zones. Different vulnerability profiles and adaptive capacity profiles were generated demonstrating the need for prioritizing adaptation and mitigation efforts at local level. There was a high correlation between the bio-physical and social factor/livelihood variables that were assessed.  相似文献

This paper refines the spatial resolution and spillover effects of a micro-econometric analysis of adaptation of agricultural portfolios to climate change using the Global Positioning System (GPS). From the household surveys collected across South America by the World Bank, the GPS recordings of exact farm locations such as latitude, longitude, and altitude are matched with high resolution grid cell climate data from the Climate Research Unit as well as geographically referenced soils and geography data from the Food and Agriculture Organization. The choice of agricultural systems at the farm level is estimated using spatial Logit model and the conditional land value is estimated for each system of agriculture after correcting for selection bias and spatial spillovers. Future choices and land values are simulated using the fine resolution climate scenarios by the UKMO (United Kingdom Meteorological Office) and GISS (Goddard Institute for Space Studies). This paper finds that, under the UKMO HadGEM1 (Hadley Center Global Environmental Model 1) scenario by around 2060, the choices of the specialized systems are expected to fall, but the mixed system would increase. The land value of the crops-only falls by 29 %, but the mixed system land value falls only by 12 %. Under a milder GISS ER (ModelE-R) scenario, the land value of the mixed system increases by 6 %. With full adaptations of agricultural systems, the expected land value falls by 17 %. Without adaptations, the damage increases. This paper demonstrates that adaptation behaviors can be best studied by a fine resolution micro-econometric analysis of agricultural portfolios using the GPS reference.  相似文献

Climate scenarios for the Amazon region (Brazil) indicate an increase in temperature and a precipitation decrease, affecting society and economic activities, particularly small-scale rural communities. The research aims to identify, describe and evaluate factors present in sustainable development projects for small rural communities (Type- A Demonstration Projects - PDA and Alternatives to Deforestation and Burnt Projects - PADEQ), already implemented, for recognizing its potential use as strategies for adaptation to climate change for small rural communities in the Amazon region. The researches, concerning fifteen projects in Rondonia, Para and Mato Grosso States, were developed through document analysis, technical visits, and interviews with stakeholders of three projects about the community perception, vulnerability and adaptation capacity. The analysis of documents regarding the potential success of the projects highlights their short history, important in the local context, prospects for continuity, and community participation in decision making. Few activities developed in projects could be associated with climate change adaptation practices. Two strategies and practices are the most important: the social organization and the process of awareness and training of the community, and the diversification of the types and forms of agricultural production. The interviews indicate that adaptation is implemented in projects, but without considering the pressures of climate variability and change. While these projects were not planned in the context of climate change, the greatest role of the projects relates to the strengthening of the already existing adaptation capacity, creating good conditions for incorporation of new strategies and adaptation measures, now clearly associated to the objective to reduce the vulnerability to climate change and variability impacts.  相似文献

Recently, local governments have an increasing need to take extensive and effective local measures to adapt to regional climate change, but have difficulty knowing how and when to adapt to such change. This study aims: 1) to characterize an efficient and cost-effective database management tool (DMT) for developing a Geographic Information System (GIS) based approach to using observed and projected data, for decision-making by non-expert government authorities, and 2) to document how DMT can be used to provide specialized yet understandable climate change information to assist local decision-makers in clarifying regional priorities within a wide array of adaptation options. The DMT combines climate change mapping, statistical GIS, and a vulnerability assessment. Okutama-machi, a 225.63 km2 sparsely populated mountainous region (2012 population 5,856) northwest of Tokyo, Japan, was chosen for this pilot study. In this paper, the most recent regional climate projections (5 km resolution) are transcribed into an understandable form for use by non-expert citizens who use the GIS-based DMT. Results illustrate qualitative agreement in projection of summer daily mean temperatures; the mean temperature increase at Okutama-machi is the greatest of any area in Tokyo. In comparing near future and future conditions, August monthly mean temperature will increase more than 0.7–0.9 °C and 2.8–2.9 °C, and monthly precipitation by 50 % and 25–41 %, respectively. However, the root mean square (RMS) errors and bias of percentage change for monthly precipitation in summertime are 26.8 % and 4.3 %, respectively. These data provide an early warning and have implications for local climate policy response.  相似文献

An extensive foundation of high quality data and information on the climate and on the biological, environmental and social systems affected by climate is required in order to understand the climate impact processes involved, to develop new adaptation practices, and to subsequently implement these practices. Experience of the impacts of current and past variability of climate and sea level is a prime source of information. Many practices are in use to reduce climate impacts, for example in engineering design, agricultural risk management and climate prediction services, though their roles as adaptations to climate change are not widely appreciated. While there are good data sets on some factors and in some regions, in many cases the databases are inadequate and there are few data sets on adaptation-specific quantities such as vulnerability, resilience and adaptation effectiveness. Current international action under the United Nations Framework Convention on Climate Change (UNFCCC) pays little attention to adaptation and its information requirements. Furthermore there are trends toward reduced data gathering and to restrictions on access to data sets, especially arising from cost and commercialisation pressures. To effectively respond to the changes in climate that are now inevitable, governments will need to more clearly identify adaptation as a central feature of climate change policy and make a renewed shared commitment to collecting and freely exchanging the necessary data.  相似文献

The production of tropical agricultural commodities, such as cocoa (Theobroma cacao) and coffee (Coffea spp.), the countries and communities engaged in it, and the industries dependent on these commodities, are vulnerable to climate change. This is especially so where a large percentage of the global supply is grown in a single geographical region. Fortunately, there is often considerable spatial heterogeneity in the vulnerability to climate change within affected regions, implying that local production losses could be compensated through intensification and expansion of production elsewhere. However, this requires that site-level actions are integrated into a regional approach to climate change adaptation. We discuss here such a regional approach for cocoa in West Africa, where 70 % of global cocoa supply originates. On the basis of a statistical model of relative climatic suitability calibrated on West African cocoa farming areas and average climate projections for the 2030s and 2050s of, respectively, 15 and 19 Global Circulation Models, we divide the region into three adaptation zones: (i) a little affected zone permitting intensification and/or expansion of cocoa farming; (ii) a moderately affected zone requiring diversification and agronomic adjustments of farming practices; and (iii) a severely affected zone with need for progressive crop change. We argue that for tropical agricultural commodities, larger-scale adaptation planning that attempts to balance production trends across countries and regions could help reduce negative impacts of climate change on regional economies and global commodity supplies, despite the institutional challenges that this integration may pose.  相似文献

Climate change is expected to adversely affect agricultural production in Africa. Because agricultural production remains the main source of income for most rural communities in the region, adaptation of the agricultural sector is imperative to protect the livelihoods of the poor and to ensure food security. A better understanding of farmers’ perceptions of climate change, ongoing adaptation measures, and the decision-making process is important to inform policies aimed at promoting successful adaptation strategies for the agricultural sector. Using data from a survey of 1800 farm households in South Africa and Ethiopia, this study presents the adaptation strategies used by farmers in both countries and analyzes the factors influencing the decision to adapt. We find that the most common adaptation strategies include: use of different crops or crop varieties, planting trees, soil conservation, changing planting dates, and irrigation. However, despite having perceived changes in temperature and rainfall, a large percentage of farmers did not make any adjustments to their farming practices. The main barriers to adaptation cited by farmers were lack of access to credit in South Africa and lack of access to land, information, and credit in Ethiopia. A probit model is used to examine the factors influencing farmers’ decision to adapt to perceived climate changes. Factors influencing farmers’ decision to adapt include wealth, and access to extension, credit, and climate information in Ethiopia; and wealth, government farm support, and access to fertile land and credit in South Africa. Using a pooled dataset, an analysis of the factors affecting the decision to adapt to perceived climate change across both countries reveals that farmers were more likely to adapt if they had access to extension, credit, and land. Food aid, extension services, and information on climate change were found to facilitate adaptation among the poorest farmers. We conclude that policy-makers must create an enabling environment to support adaptation by increasing access to information, credit and markets, and make a particular effort to reach small-scale subsistence farmers, with limited resources to confront climate change.  相似文献

Climate change is affecting the productivity of crops and their regional distribution. Strategies to enhance local adaptation capacity are needed to mitigate climate change impacts and to maintain regional stability of food production. The objectives of this study were to simulate the climate change effects on phenological stages, Leaf Area Index (LAI), biomass and grain yield of maize (Zea mays L.) in the future and to explore the possibilities of employing irrigation water and planting dates as adaptation strategies to decrease the climate change impacts on maize production in Khorasan Razavi province, Iran. For this purpose, we employed two types of General Circulation Models ((United Kingdom Met. Office Hadley Center: HadCM3) and (Institute Pierre Simon Laplace: IPCM4)) and three scenarios (A1B, A2 and B1). Long Ashton Research Station-Weather Generator (LARS-WG) was used to produce daily climatic parameters as one stochastic growing season for each projection period. Also, crop growth under projected climate conditions was simulated based on the Cropping System Model (CSM)-CERES-Maize. The results of model evaluation showed that LARS-WG had appropriate prediction for climatic parameters. Time period from cultivation until anthesis and maturity were reduced in majority of scenarios as affected by climate change. The results indicated that the grain yield of maize may be reduced (11 % to 38 %) as affected by climate change based on common planting date in baseline and changed (?61 % to 48 %) in response to different irrigation regimes in the future climate change, under all scenarios and times. In general, earlier planting date (1 May) and decreasing irrigation intervals in the anthesis stage (11 applications) caused higher yield compared with other planting dates due to adaption to high temperature. Based on our findings, it seems that management of irrigation water and planting dates can be beneficial for adaptation of maize to climate change in this region.  相似文献

This article examines farmers’ livelihood responses and vulnerability to climate variability and other stressors in Morogoro, Tanzania, to understand their implications for adaptation to climate change by agricultural households in developing world more generally. In Morogoro, agricultural households have extended cultivation, intensified agriculture, diversified livelihoods and migrated to gain access to land, markets and employment as a response to climatic and other stressors. Some of these responses have depleted and degraded natural resources such as forest, soil and water resources, which will complicate their living with climate change in the future. This will be particularly problematic to vulnerable groups such as women, children and pastoralists who have limited access to employment, markets and public services. In this light, fair adaptation to climate change by agricultural households in Morogoro and elsewhere in developing countries requires several complementary responses. Adaptation efforts should involve effective governance of natural resources because they function as safety nets to vulnerable groups. In addition, strengthening of national markets by infrastructure investments and institutional reforms is needed to give incentives to intensification and diversification in agriculture. Market participation also demands enhancement of human capital by public programs on health, education and wellbeing.  相似文献

Climate change, land degradation and drought affect millions of people living in drylands worldwide. With its food security depending almost entirely on irrigated agriculture, Central Asia is one of the arid regions highly vulnerable to water scarcity. Previous research of land and water use in the region has focused on improving water-use efficiency, soil management and identifying technical, institutional and agricultural innovations. However, vulnerability to climate change has rarely been considered, in spite of the imminent risks due to a higher-than-average warming perspective and the predicted melting of glaciers, which will greatly affect the availability of irrigation water. Using the Khorezm region in the irrigated lowlands of northwest Uzbekistan as an example, we identify the local patterns of vulnerability to climate variability and extremes. We look at on-going environmental degradation, water-use inefficiency, and barriers to climate change adaptation and mitigation, and based on an extensive review of research evidence from the region, we present concrete examples of initiatives for building resilience and improving climate risk management. These include improving water use efficiency and changing the cropping patterns that have a high potential to decrease the exposure and sensitivity of rural communities to climate risks. In addition, changes in land use such as the afforestation of degraded croplands, and introducing resource-smart cultivation practices such as conservation agriculture, may strengthen the capacity of farmers and institutions to respond to climate challenges. As these can be out-scaled to similar environments, i.e. the irrigated cotton and wheat growing lowland regions in Central Asia and the Caucasus, these findings may be relevant for regions beyond the immediate geographic area from which it draws its examples.  相似文献

气候变化给当前中国农业生产转型带来严峻挑战,从效率视角分析农户适应气候变化行为具有重要意义。本文探讨养殖户气候适应性行为与养殖业生产效率之间的逻辑关系,并基于中国五省的微观调查数据,采用倾向得分匹配方法与选择纠偏随机前沿生产函数模型(Selectivity-corrected Stochastic Production Frontier model)相结合的实证思路,分析养殖户气候适应性行为对养殖业生产效率的影响。研究表明:(1)养殖户气候适应性行为能够提高养殖业生产效率,纠正可观测因素与不可观测因素造成的选择性偏差后,适应组养殖户平均养殖业生产效率为0.618,未适应组养殖户的平均养殖业生产效率为0.551。(2)若未考虑选择性偏差,养殖户适应性行为对养殖业生产效率的影响将会错估。研究成果可为推进政府制定农户适应气候变化政策与推动农业生产转型提供有力支持。  相似文献

Adaptation is a key factor for reducing the future vulnerability of climate change impacts on crop production. The objectives of this study were to simulate the climate change effects on growth and grain yield of maize (Zea mays L.) and to evaluate the possibilities of employing various cultivar of maize in three classes (long, medium and short maturity) as an adaptation option for mitigating the climate change impacts on maize production in Khorasan Razavi province of Iran. For this purpose, we employed two types of General Circulation Models (GCMs) and three scenarios (A1B, A2 and B1). Daily climatic parameters as one stochastic growing season for each projection period were generated by Long Ashton Research Station-Weather Generator (LARS?WG). Also, crop growth under projected climate conditions was simulated based on the Cropping System Model (CSM)-CERES-Maize. LARS-WG had appropriate prediction for climatic parameters. The predicted results showed that the day to anthesis (DTA) and anthesis period (AP) of various cultivars of maize were shortened in response to climate change impacts in all scenarios and GCMs models; ranging between 0.5 % to 17.5 % for DTA and 5 % to 33 % for AP. The simulated grain yields of different cultivars was gradually decreased across all the scenarios by 6.4 % to 42.15 % during the future 100 years compared to the present climate conditions. The short and medium season cultivars were faced with the lowest and highest reduction of the traits, respectively. It means that for the short maturing cultivars, the impacts of high temperature stress could be much less compared with medium and long maturity cultivars. Based on our findings, it can be concluded that cultivation of early maturing cultivars of maize can be considered as the effective approach to mitigate the adverse effects of climate.  相似文献

Agriculture is one of the most vulnerable sectors to climate change. The current vulnerability assessments through traditional fragmented sectoral methods are insufficient to capture the effects on complex agricultural systems. Therefore, the traditional methods need to be replaced by integrated approaches. The objective of this study is to propose a holistic vulnerability assessment method for agricultural systems. By aggregating both agro-ecological and socio-economic information, we develop an agricultural systems vulnerability index (ASVI) which allows for (i) a classification of geographical units according to their vulnerability level, (ii) an identification of key determinants of vulnerability for each unit and (iii) an assessment of adaptation policy scenarios considering their effects on the sustainability of the analysed systems. The proposed method is applied in the Khorezm region of Uzbekistan—a representative irrigated agricultural region in the lower Amu Darya river basin. A decision support tool is used to facilitate multi-criteria decision analysis, including the computation of the index and performing sensitivity analysis of the results. The assessment for Khorezm reveals significant spatial differences of vulnerability levels due to a variation of contributing factors, e.g. natural resources, water productivity, rural-urban ratio. It reveals also that feasible land and water management policies could reduce the vulnerability in Khorezm, particularly in the districts with the poorest agro-ecological conditions. Overall, the proposed method could support national and local authorities in the identification of sustainable adaptation policies for the agriculture sector.  相似文献

In the mid-1930s, eastern Oklahoma, USA, suffered an unusually harsh mixture of droughts and extreme rainfall events that led to widespread crop failure over several years. These climatic conditions coincided with low commodity prices, agricultural restructuring and general economic collapse, creating tremendous hardship in rural and agriculturally dependent areas. Using a previously developed typology of agricultural adaptation, this paper reports empirical research conducted to identify the ways by which the rural population of Sequoyah County adapted to such conditions. Particular attention is given to categorizing the scale at which adaptation occurred, the actors involved and the constraints to implementation. The findings identify successes and opportunities missed by public policy makers, and suggest possible entry points for developing adaptation strategies for current and future, analogous situations that may arise as a result of climate change.  相似文献

Vulnerability is a term frequently used to describe the potential threat to rural communities posed by climate variability and change. Despite growing use of the term, analytical measures of vulnerability that are useful for prioritising and evaluating policy responses are yet to evolve. Demand for research capable of prioritising adaptation responses has evolved rapidly with an increasing awareness of climate change and its potential impacts on rural communities. Research into the climate-related vulnerability of Australian rural communities is only just beginning to emerge. Current research is dominated by hazard/impact modelling, drawing on a heritage of managing the risks posed by seasonal climate variability. There is a natural tendency to use the same risk management approach to understand the emergent nature of vulnerability. In this paper, we explore the consequences for policy advice of imperfectly examining vulnerability through the lens of an impact/hazard modelling approach to risk management. In a second paper in this series, we show how hazard/impact modelling can be complemented with more holistic measures of adaptive capacity to provide quantitative insights into the vulnerability of Australian rural communities to climate variability and change.  相似文献

Farmers in rural Africa use a number of adaptive strategies to cope with observed climatic changes and their impacts on agriculture. Most studies on adaptive capacity focus on socio-economic parameters (such as poverty or education), and few provide detailed analysis on the role played by different institutions at local level, and the effects of how these institutions are perceived on farmers’ adaptation. Semi-structured interviews were conducted among 46 households from seven villages in southern Benin (West Africa), and among representatives of several institutions at the local level. Half the participants were involved in Non Governmental Organizations (NGOs) development projects and half were independent farmers. Results indicate that independent farmers mostly use non-agricultural coping strategies (loans, work in town) while project farmers mainly use agricultural adaptive strategies (improved seed varieties). Lack of adaptive capacity of independent farmers is linked to weak State institutions at the local level. Due to their lack of efficiency and high corruption rates, local State representatives are mistrusted. NGOs are trusted and seek for help, even by independent farmers. Even if NGOs do not have climate change adaptation in their agendas, they promote activities, which help reduce farmers’ vulnerability. Although our results are limited to south-western Benin, they question the way adaptation is promoted today, for instance through the United Nations Framework Convention for Climate Change (through the National Adaptation Programmes of Action).  相似文献
