Assessing the environmental impact (EI) of regulatory planning (a lower tier in the Chinese urban planning system) has significant implications for improving the environmental performance of the future built environment. Current environmental impact assessments generally focus on microscale and macroscale, while mesoscale studies at region level are lacking. To fill this gap, this paper proposes an LCA-based environmental impact assessment model for regulatory planning, which focuses on embodied EI of urban construction and operational EI associated with the operation of the built environment. To ensure the regulatory plans both meet the environmental limits and fit well with environmental policy requirements, this paper also presents a new impact analysis method by integrating environmental carrying capacity analysis and distance to target method. The Statutory Plan of Shenzhen Futian Free Trade Zone 03-T2 is used as a case study to test and demonstrate the applying process and functions of the proposed method. Results indicate that the proposed model can effectively quantify the future environmental impact associated with a regional development plan, and can potentially be used as a tool for urban administrators to make decisions on regulatory planning revision and provide references for environmental management.  相似文献

An increasing focus on integrative approaches is one of the current trends in impact assessment. There is potential to combine impact assessment with various other forms of assessment, such as risk assessment, to make impact assessment and the management of social risks more effective. We identify the common features of social impact assessment (SIA) and social risk assessment (SRA), and discuss the merits of a combined approach. A hybrid model combining SIA and SRA to form a new approach called, ‘risk and social impact assessment’ (RSIA) is introduced. RSIA expands the capacity of SIA to evaluate and manage the social impacts of risky projects such as nuclear energy as well as natural hazards and disasters such as droughts and floods. We outline the three stages of RSIA, namely: impact identification, impact assessment, and impact management.  相似文献

A novel approach to the problem of estimating climate impact on social systems is suggested. This approach is based on a risk concept, where the notion of critical events is introduced and the probability of such events is estimated. The estimation considers both the inherent stochasticity of climatic processes and the artificial stochasticity of climate predictions due to scientific uncertainties. The method is worked out in some detail for the regional problem of crop production and the risks associated with global climate change, and illustrated by a case study (Kursk region of the FSU). In order to get local climatic characteristics (weather), a so-called statistical weather generator is used. One interesting finding is that the 3% risk level remains constant up to 1.0–1.1°C rise of mean seasonal temperature, if the variance does not change. On the other hand, the risk grows rapidly with increasing variance (even if the mean temperature rises very slowly). The risk approach is able to separate two problems: (i) assessment of global change impact, and (ii) decision making. The main task for the scientific community is to provide the politicians with different options; the choice of admissible (from the social point of view) critical events and the corresponding risk levels is the business of decision makers.  相似文献

This paper discusses the incorporation of supra-local social structure (SLSS) analysis into social impact assessment (SIA) practice in order to afford a deeper and more complex understanding of the social production of the impacts of planned interventions. We define SLSS as the total set of political, economic, socio-cultural and ideological driving forces and external structural phenomena shaping the social vulnerability of affected communities. We advocate causal network analysis for effectively incorporating SLSS into SIA and we take the conflict over the HydroAysén project in Chilean Patagonia as an empirical case study. While previous applications have interpreted planned interventions as the root cause of impacts, this paper analyses the dialectical interaction of four elements: the SLSS, the local community, the planned intervention and its impacts. This application revealed two fundamental issues. First, on a theoretical-conceptual level, it showed the capacity of SLSS to mould the causal pathways of a project's impacts on the affected community. Second, on an applied level, it enabled identification of the elements that should be addressed to facilitate social management of the project.  相似文献

Integration of environmental assessment tools has long been promoted as best practice with the potential to bring environmental benefits. In this research, we set out to evaluate the effectiveness of integration of environmental impact assessment (EIA) and mine closure planning using a simple effectiveness criteria framework, applied to current regulatory provisions and practices in Western Australia. The effectiveness criteria for the integration of EIA and mine closure planning, compiled from existing reviews of integration and effectiveness concepts in the impact assessment literature, considers procedural, transactive, substantive effectiveness and overall process legitimacy. Data analysis consisted of a literature review, examination of regulatory and guidance material and interviews with 12 experienced EIA and/or mine closure practitioners with an industry or regulatory focus. The results provide strong, positive examples of procedural, transactive and substantive effectiveness due to the integrated framework. These include behavioural changes, improved knowledge and learning and better provision for closure at an early stage of mine planning. A trajectory of improvement was noted by everybody interviewed. However, a key driver for effectiveness is the enthusiasm of key facilitations, and tension exists due to the different motivations of the two lead regulatory agencies which poses a challenge for the integrated framework. While it can reasonably be argued that the effectiveness of early mine closure planning cannot yet be realised, due to a paucity of completely closed mines in Australia this study nevertheless demonstrates clear benefits and opportunities result from early stage integration of EIA with mine closure planning.  相似文献

Impact assessment faces a number of key challenges. One area singled out as needing attention is community-based impact assessment. Impact assessment related to Indigenous communities is a particular case in point. We lend an Indigenous voice to this conversation. The emerging field of Indigenous impact assessment is under-developed compared to other forms of IA, particularly in terms of its theoretical foundation. In the article we address that gap by highlighting the current conundrum in Indigenous practice, exemplified in the context of Aotearoa New Zealand. Then we base our deliberation in an Indigenous worldview, applying Indigenous planning theory to impact assessment. Indigenous planning theory has an explicit decolonising agenda that supports communities to reclaim traditional planning approaches. We provide key parameters for establishing a theoretical and practical space for Indigenous IA, and for conceptualising the relationship between Indigenous IA other forms of IA. We argue for a ‘third space’ that facilitates co-existence of different forms of IA activity rather than integration of Indigenous endeavours into broader IA types. In doing so, we demonstrate the potential of Indigenous planning theory to connect international dialogue and case studies on Indigenous impact assessment, and to broaden and deepen IA theory and practice.  相似文献

Environmental impact assessment (EIA) has been, and remains for the time being, a very important tool of environmental management — though not always for the reasons one would expect. Major achievements of EIA have been through indirect benefits that have had little recognition to date, particularly the achievements of its stimulative and educative roles. However, EIA is evolving as a planning tool and will continue to do so, and we argue that, in time, we will be able to go beyond EIA as a separate stand alone process. We indicate the requirements for its eventual absorption into project planning and design, and the concomitant need to fully incorporate environmental issues in land use planning to address those matters that cannot be addressed on a project-by-project basis.  相似文献

The US National Environmental Policy Act (NEPA) requires agencies to consider environmental impacts in the early stages of planning and decision-making. Despite this mandate, agencies typically conduct EIA for projects, rather than for earlier and more strategic decisions, such as plans. This research investigated the extent to which a large federal agency, the US Army, has integrated NEPA analyses with master planning for their installations. Using in-depth case studies of 16 installations, we investigated how and why EIA was (or was not) integrated with planning, and identified the factors that promote or impede integration. Typically, integration has been regarded as concurrence, meaning that the EIA and planning processes are conducted together. Results of this research show, however, that integration can occur, even if the NEPA documents and master plans are not concurrently prepared. In this sense, integration can be viewed as the influence of the EIA process on agency planning and decision-making. Results also indicate that regulations are only one factor, and that several other factors influence the extent of integration, such as agency leadership and organizational incentives. Lessons from this study can help improve both the integration and the substantive implementation of EIA.  相似文献

The Environmental Impact Assessment (EIA) Act of 1992 aimed to make the environment a central theme in development in Nigeria. Nevertheless, the extent of engagement with local cultures in the Nigerian EIA process is not statutorily guaranteed. While most EIAs in Nigeria have been for oil and gas projects in the Niger Delta, and have focused strongly on the biophysical environment, socio-economic and cultural aspects have remained marginal. The palpable neglect of community perceptions and cultural diversity in social impact assessment (SIA) in this region prone to conflict has tended to alienate the people in the decision-making process. Thus, despite claims to compliance with regulatory requirements for EIAs, and numerous purported sustainable development initiatives by international oil companies (IOCs), the region continues to face multiple sustainability challenges. This paper situates local perceptions and cultural diversity in participatory development and canvasses the integration of community perceptions and cultural diversity into SIA in the Niger Delta region. It is argued that doing this would be critical to ensuring acceptance and success of development actions within the context of local culture while also contributing to sustainable development policy in the region.  相似文献

Over the last decade, the ecosystem service (ES) approach has gained increasing attention because it offers important advantages for enhancing decision-making. However, a key and remaining challenge is how to implement this approach in real-world decision problems. This challenge is particularly relevant for governance and policy instruments, such as spatial planning and strategic environmental assessment (SEA), where including the ES approach is recognized as a great opportunity for achieving sustainable development goals. Consequently, this opinion paper proposes the use of the ES cascade model, as the basis to develop a framework that makes explicit the links among development objectives, sustainability goals, and the overall dependency on the ES supply. The main reflections address the need for a collaborative work between policy and science as a cross-cutting aspect for an interactive, participative and transparent research process that allows 1) the development of spatial indicators of ecosystem structures, 2) valuation and spatial modeling of ES, 3) identification of benefits and networks of actors, 4) the definition of values and, 5) generation of scenarios for a trade-off assessment of development alternatives. Finally, in addition to the information and knowledge generation regarding multi-scale relationships of the different components of the ES cascade, real-world evidence is urgently needed.  相似文献

Several theoretical, analytical, and institutional difficulties have impeded the development and application of the assessment of cumulative environmental impacts. Watershed development on coastal wetlands offers an ideal context for evaluating the land disturbance target approach to cumulative impact assessment. A model land use planning system involving a time series approach was developed for Elkhorn Slough in California. The approach included four major components: evaluation of erosion susceptibility, measurement of land disturbance, establishment of a land disturbance target, and a comparison of existing and target land disturbance values. Further research is needed to test the transferability of the approach in a wide range of coastal watersheds and to verify the applicability of the methods to other cumulative impact problems.  相似文献

A collaborative problem-solving approach was applied to environmental impact assessment of regional waste management strategy in Pirkanmaa, Finland. Various actors—interest groups, authorities, and experts—were invited to engage in joint fact finding and to exchange their views on the goals of alternative waste management strategies. The experiences of these encounters suggest that collaborative EIA can serve as a learning and civic discovery process where people can act together and find new solutions. During the process, the participants were able to reflect on their preferences and factual beliefs and to create a previously unconsidered waste management strategy that most parties found acceptable. The potential for learning and finding mutually acceptable solutions depended, however, on the legitimacy and institutional settings of the process: to what extent different perspectives were considered in the process, not only included, and how EIA was connected to a political decision-making process.  相似文献

We address the weaknesses inherent in the social risk assessments undertaken for business, especially in the extractive industries. In contrast to the conventional approach that considers consequence to the company rather than to impacted communities, conformance with the United Nations Guiding Principles on Business and Human Rights requires that consequence to affected communities has precedence. In order for social risks to be properly assessed, we consider that: companies need to know and understand the human rights impacts of their activities; contemporary approaches to project impact and risk assessment need to be adapted to consider human rights; and environmental impact assessment (EIA) and social impact assessment (SIA) methods need to be adapted to give greater attention to impacts on human rights. Using an example from the mining, oil and gas sector, we provide a method that differentiates social risks from business risks, and we position impact assessment as an instrument that actively facilitates the improved identification, analysis and management of social risks. Practical adaptations to SIA activities and risk assessment processes are provided. Taking human rights impacts into account and using the dimensions of gravity, extent, vulnerability and remediability, we nominate criteria to assess the significance of negative social impacts.  相似文献

Implementing good practice social impact assessment (SIA) that meets international standards in countries in transition is problematic. We reflect on the challenges faced when undertaking SIA in the Russian Federation. These challenges restrict meaningful SIA processes from being undertaken and limit public participation and the effective community engagement of project-affected local people. Based on the self-reflexive professional experience of two Russian-based social practitioners, and their discursive interactions with two leading academics in environmental and social impact assessment, as well as on in-depth interviews with prominent Russian and international experts, we identified the key challenges that prevent effective SIA from being implemented in Russia: a lack of understanding of the international standards; discrepancy in the determination of the social area of influence between the national requirements and international standards; difficulties in combining national and international impact assessment processes; and a tendency by companies to restrict stakeholder engagement to the minimum. We hope that by having an awareness of these limitations, improvements to SIA practice in Russia and elsewhere will be made.  相似文献

Constructing highways in dense urban areas is always a challenge. In São Paulo Metropolitan Region, heavy truck traffic contributes to clog streets and expressways alike. As part of the traffic neither originates nor head to the region, a peripheral highway has been proposed to reduce traffic problems. This project, called Rodoanel, is an expressway approximately 175 km long. The fact that the projected south and north sections would cross catchments that supply most of the metropolis water demand was strongly disputed and made the environmental permitting process particularly difficult.The agency in charge commissioned a strategic environmental assessment (SEA) of a revamped project, and called it the Rodoanel Programme. However, the SEA report failed to satisfactorily take account of significant strategic issues. Among these, the highway potential effect of inducing urban sprawl over water protection zones is the most critical issue, as it emerged later as a hurdle to project licensing.Conclusion is that, particularly where no agreed-upon framework for SEA exists, when vertical tiering with downstream project EIA is sought, then a careful scoping of strategic issues is more than necessary. If an agreement on ‘what is strategic’ is not reached and not recognized by influential stakeholders, then the unsettled conflicts will be transferred to project EIA. In such a context, SEA will have added another loop to the usually long road to project approval.  相似文献

The effectiveness of EIA for evaluating transport planning projects is increasingly being questioned by practitioners, institutions and scholars. The academic literature has traditionally focused more on solving content-related problems with EIA (i.e. the measurement of environmental effects) than on process-related issues (i.e. the role of EIA in the planning process and the interaction between key actors). Focusing only on technical improvements is not sufficient for rectifying the effectiveness problems of EIA. In order to address this knowledge gap, the paper explores how EIA is experienced in the Spanish planning context and offers in-depth insight into EIA process-related issues in the field of urban transport planning. From the multitude of involved actors, the research focuses on exploring the perceptions of the two main professional groups: EIA developers and transport planners. Through a web-based survey we assess the importance of process-related barriers to the effective use of EIA in urban transport planning.
