This paper provides a summary of the results of an 18-month study conducted by Clean Sites, Inc. of Alexandria, Virginia. The study was designed to take a critical look at the way remedies are selected for abandoned hazardous waste sites that are cleaned up under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) and to develop recommendations for improving that process. The recommendations were released in an October 1990 report entitled "Improving Remedy Selection: An Explicit and Interactive Process for the Superfund Program." Through a cooperative agreement with the U.S. Environmental Protection Agency, Clean Sites is working to test these recommendations. At two actual Superfund sites, Clean Sites will assist EPA in performing the remedy selection in accordance with the process Clean Sites has developed.  相似文献

In colleges and universities across the country, courses in ecology and environmental science are among the newest additions to the catalog. The goal of such courses is to make students aware of the environmental dilemma, a just and necessary goal. However, there is a need to do more than this. Jobs dealing with environmental protection are becoming more and more complex due to the recent passage of State and Federal legislation, which includes the Clean Air Act, the Amendments to the Water Pollution Control Act and the Occupational Safety and Health Act, just to name a few. Trained personnel are needed by industry and government. For this reason, in 1971, Middlesex County College initiated an Environmental Health Science Technology Program.  相似文献

Under the Clean Air Act Amendments, the United States Environmental Protection Agency is required to regulate emissions of 188 hazardous air pollutants. The EPA, Office of Air Quality Planning and Standards is currently conducting a National-scale Air Toxics Assessment with a goal to identify air toxics which are of greatest concern, in terms of contribution to population inhalation risk. The results will be used to set priorities for the collection of additional air toxics emissions and monitoring data. Expanded ambient air toxics monitoring will take the form of a national air toxics monitoring network. With all monitoring data, however, comes uncertainty in the form of environmental variability (spatial and temporal) and monitoring error (sample collection and laboratory analysis). With this in mind, existing data from the Urban Air Toxics Monitoring Program (UATMP) were analyzed to obtain a general understanding of these sources of variability and then provide recommendations for managing the data uncertainties of a national network. The results indicate that environmental variability, in particular temporal, comprises most of the overall variability observed in the UATMP data. However, at lower ambient levels (on the order of 0.1–0.5 ppbv or lower) environmental variability tends to dissipate and monitoring error takes over, most notably analytical error. Overall, the results suggest that common techniques in ambient air toxics monitoring for carbonyls and volatile organic compounds may satisfy many of the primary objectives of a national air toxics monitoring network.  相似文献

A notable feature is the role of local government, which remains dominant despite expanding legislation and the increasing technical complexity of waste management. The private sector has long had a major role in the transporting and disposal of hazardous waste. The Environmental Protection Act of 1990 represented a major revision of UK environmental legislation. The Clean Air Act Amendments of 1990 establish new criminal and civil liability provisions that can potentially impose substantial fines and penalties. This article reviews the Act's new enforcement and liability provisions. The authors recommend that because of the new enforcement tools available to the federal government, the regulated community should implement effective self-auditing and compliance programs at facilities to help reduce the risk of criminal liability.  相似文献

Styrene is a designated hazardous air pollutant, per the 1990 Clean Air Act Amendments. It is also a tropospheric ozone precursor. Fiber-reinforced plastics (FRP) fabrication is the primary source of anthropogenic styrene emissions in the United States. This paper describes an empirical model designed to predict styrene emission factors for selected FRP fabrication processes. The model highlights 10 relevant parameters impacting styrene emission factors for FRP processes, and helps identify future areas of FRP pollution prevention (P2) research. In most cases, the number of these parameters with greatest impact on styrene emission factors can be limited to four or five. Seven different emission studies were evaluated and used as model inputs.  相似文献

Spills, leaks, and accidental discharges of petroleum products have contaminated soil at thousands of sites in the United States. One remedial action technique for treating petroleum contaminated soil is the use of thermal desorption technologies.

This paper describes key elements of the U.S. Environmental Protection Agency report titled “Thermal Desorption Applications Manual for Treating Nonhazardous Petroleum Contaminated Soils.”1 The applications manual describes the types, mechanical and operating characteristics of thermal desorption technologies that are commercially available to treat petroleum-contaminated soils. It also provides step-by-step procedures to rate the critical success factors influencing the general applicability of thermal desorption at a particular site. These factors include site, waste and soil characteristics, regulatory requirements, and process equipment design and operating characteristics. Procedures are provided to determine the types of thermal desorption systems that are most technically suitable for a given application and to determine whether on-site or off-site treatment is likely to be the most cost-effective alternative. Key factors that determine process economics are identified, and estimated cost ranges for treating petroleum-contaminated soils are presented. Spreadsheets are provided that can be used for performing cost analyses for specific applications.

The aforementioned report is applicable only to the treatment of petroleum-contaminated soils that are exempt from being classified as hazardous wastes under the Resource Conservation and Recovery Act (RCRA) or as toxic materials under the Toxic Substances Control Act (TSCA). Although much of the technical discussion in this paper is applicable to the treatment of both nonhazardous and hazardous ortoxic materials, permitting requirements and treatment costs are significantly different forthe individual categories of waste materials.  相似文献

The Clean Air Act identifies 189 hazardous air pollutants (HAPs), or "air toxics," associated with a wide range of adverse human health effects. The U.S. Environmental Protection Agency has conducted a modeling study with the Assessment System for Population Exposure Nationwide (ASPEN) to gain a greater understanding of the spatial distribution of concentrations of these HAPs resulting from contributions of multiple emission sources. The study estimates year 1990 long-term outdoor concentrations of 148 air toxics for each census tract in the continental United States, utilizing a Gaussian air dispersion modeling approach. Ratios of median national modeled concentrations to estimated emissions indicate that emission totals without consideration of emission source type can be a misleading indicator of air quality. The results also indicate priorities for improvements in modeling methodology and emissions identification. Model performance evaluation suggests a tendency for underprediction of observed concentrations, which is likely due, at least in part, to a number of limitations of the Gaussian modeling formulation. Emissions estimates for HAPs have a high degree of uncertainty and contribute to discrepancies between modeled and monitored concentration estimates. The model's ranking of concentrations among monitoring sites is reasonably good for most of the gaseous HAPs evaluated, with ranking accuracy ranging from 66 to 100%.  相似文献

The Federal Clean Air Act (FCAA) framework envisions a federal-state partnership whereby the development of regulations may be at the federal level or state level with federal oversight. The U.S. Environmental Protection Agency (EPA) establishes National Ambient Air Quality Standards to describe “safe” ambient levels of criteria pollutants. For air toxics, the EPA establishes control technology standards for the 187 listed hazardous air pollutants (HAPs) but does not establish ambient standards for HAPs or other air toxics. Thus, states must ensure that ambient concentrations are not at harmful levels. The Texas Clean Air Act authorizes the Texas Commission on Environmental Quality (TCEQ), the Texas state environmental agency, to control air pollution and protect public health and welfare. The TCEQ employs three interactive programs to ensure that concentrations of air toxics do not exceed levels of potential health concern (LOCs): air permitting, ambient air monitoring, and the Air Pollutant Watch List (APWL). Comprehensive air permit reviews involve the application of best available control technology for new and modified equipment and ensure that permits protect public health and welfare. Protectiveness may be demonstrated by a number of means, including a demonstration that the predicted ground-level concentrations for the permitted emissions, evaluated on a case-by-case and chemical-by-chemical basis, do not cause or contribute to a LOC. The TCEQ's ambient air monitoring program is extensive and provides data to help assess the potential for adverse effects from all operational equipment in an area. If air toxics are persistently monitored at a LOC, an APWL area is established. The purpose of the APWL is to reduce ambient air toxic concentrations below LOCs by focusing TCEQ resources and heightening awareness. This paper will discuss examples of decreases in air toxic levels in Houston and Corpus Christi, Texas, resulting from the interactive nature of these programs.

Implications: Texas recognized through the collection of ambient monitoring data that additional measures beyond federal regulations must be taken to ensure that public health is protected. Texas integrates comprehensive air permitting, extensive ambient air monitoring, and the Air Pollutant Watch List (APWL) to protect the public from hazardous air toxics. Texas issues air permits that are protective of public health and also assesses ambient air to verify that concentrations remain below levels of concern in heavily industrialized areas. Texas developed the APWL to improve air quality in those areas where monitoring indicates a potential concern. This paper illustrates how Texas engaged its three interactive programs to successfully address elevated air toxic levels in Houston and Corpus Christi.  相似文献

Section 111 of the Clean Air Act Amendments of 1970 authorizes the U.S. Environmental Protection Agency (EPA) to impose emission standards (NSPS) on those stationary sources that are determined to be significant contributors to air pollution and that consequently endanger the public health or welfare. In five years EPA promulgated 19 final and 1 proposed NSPS for stationary sources. Section 112 of the Act authorizes EPA to promulgate national emission standards for hazardous air pollutants (NESHAPS). EPA promulgated three final and 1 proposed regulation under Section 112. In addition, EPA promulgated NSPS for three "designated" pollutants from specific sources under Section Hid. EPA’s use of Section 111 and 112 authority provides for a quick response emission control program compared to the relatively slow process of establishing additional ambient air quality standards and having the states adopt implementation plans (Section 109). Three court cases, argued in the U.S. Court of Appeals for the District of Columbia, established basic guidelines for future promulgation of NSPS although certain legal actions are still pending. Proposed amendments to the Clean Air Act would further broaden and strengthen EPA’s direct regulatory authority.  相似文献

The authors of this paper chose several target compounds that have been found in average US homes, applied the current United States Environmental Protection Agency (USEPA) Superfund risk assessment methodologies to indoor air quality, and produced risk numbers for hazard quotients and predicted increases in incidence of cancer which would be unacceptable at US hazardous waste sites. The calculations were made for the average child and adult with USEPA default exposure values. Calculations were also made for a worst case scenario using maximum concentrations and exposure estimates defined by the USEPA as describing the reasonable exposure (RME). Significant cancer risks and non-cancer hazard quotients were predicted.  相似文献

The United States Department of Health and Human Services through Wayne State University (WSU) has completed a study of hazardous waste education and training in the United States. The study documents university course work and degrees as well as non-degree continuing education short courses. Major portions of the study are based on a WSU sponsored survey in which 1469 four-year degree granting institutions were contacted. Of the 732 institutions responding, 113 were identified as offering course work of some kind in hazardous waste. Information on 499 distinct non-degree short courses was also gathered and evaluated. The purpose, methodology and results of the study are summarized in this article.  相似文献

A core goal of both US and European pollution control policies has been to establish rules and regulations pertaining to the movement of reactive-nitrogen (Nr) through the environment. This is manifest in US federal legislation such as the Clean Air Act Amendments and the Clean Water Act Amendments and in various protocols of the United Nations Economic Commission for Europe (UNECE) and its Convention on Long-Range Transboundary Air Pollution (CLRTAP). In this paper, we begin by reviewing the two US laws and their effectiveness and make some comparisons with the approaches used mainly in Europe by the UNECE and CLRTAP. Next we use the Mississippi drainage/Gulf of Mexico hypoxia case study to highlight the importance of applying a "systems approach" to address the reactive nitrogen problem at the regional scale. After briefly posing a number of unanswered questions related to nitrogen control policies, we conclude by sketching a blueprint for future actions related to the development of improved policies to regulate reactive nitrogen.  相似文献

The University of Houston is located just south of downtown Houston, TX. Many different chemical substances are used in scientific research and teaching activities throughout the campus. These activities generate a significant amount of waste materials that must be discarded as regulated hazardous waste per U.S. Environmental Protection Agency (EPA) rules. The Texas Commission on Environmental Quality (TCEQ) is the state regulatory agency that has enforcement authority for EPA hazardous waste rules in Texas. Currently, the University is classified as a large quantity generator and generates >1000 kg per month of hazardous waste. In addition, the University has experienced a major surge in research activities during the past several years, and overall the quantity of the hazardous waste generated has increased. The TCEQ requires large quantity generators to prepare a 5-yr Pollution Prevention (P2) Plan, which describes efforts to eliminate or minimize the amount of hazardous waste generated. This paper addresses the design and development of a low-cost P2 plan with minimal implementation obstacles and strong payoff potentials for the University. The projects identified can be implemented with existing University staff resources. This benefits the University by enhancing its environmental compliance efforts, and the disposal cost savings can be used for other purposes. Other educational institutions may benefit by undertaking a similar process.  相似文献

A demonstration of the GHEMFIX solidification/stabilization process was conducted under the United States Environmental Protection Agency’s (EPA) Superfund Innovative Technology Evaluation (SITE) program. The demonstration was conducted in March 1989, at the Portable Equipment Salvage Company (PESC) uncontrolled hazardous waste site in Clackamas, Oregon. Waste containing lead, copper, and polychlorinated biphenyls (PCBs) from four different areas of the site were treated. Results showed substantial reduction of leachable lead and copper between the untreated waste and treated waste utilizing the EPA Toxicity Characteristics Leaching Procedure (TCLP) test. The effectiveness of this process for immobilizing PCBs could not be determined since the raw waste did not leach PCBs at high concentrations, utilizing the TCLP test. Data from other leaching tests for lead and copper would need to be utilized as input into a site specific groundwater model to determine whether solidification/stabilization would be an acceptable remedy for the site. Physical testing results indicated durability in exposed conditions.  相似文献

Abstract

The U.S. Army has established a policy of achieving a 50 percent reduction in hazardous waste generation by the end of 1992. To assist the Army in reaching this goal, the Environmental Division of the U.S. Army Construction Engineering Research Laboratory (USACERL) designed the Economic Analysis Model for Hazardous Waste Minimization (EAHWM). The EAHWM was designed to allow the user to evaluate the life cycle costs for various techniques used in hazardous waste minimization and to compare them to the life cycle costs of current operating practices. The program was developed in C language on an IBM compatible PC and is consistent with other pertinent models for performing economic analyses. The potential hierarchical minimization categories used in EAHWM Include source reduction, recovery and/or reuse, and treatment. Although treatment is no longer an acceptable minimization option, its use is widespread and has therefore been addressed in the model. The model allows for economic analysis for minimization of the Army’s six most important hazardous waste streams. These include, solvents, paint stripping wastes, metal plating wastes, industrial waste-sludges, used oils, and batteries and battery electrolytes. The EAHWM also includes a general application which can be used to calculate and compare the life cycle costs for minimization alternatives of any waste stream, hazardous or non-hazardous. The EAHWM has been fully tested and implemented in more than 60 Army installations in the United States.  相似文献

The Hazardous and Solid Waste Amendments to the Resource Conservation and Recovery Act direct the Environmental Protection Agency to determine the available treatment technologies for a number of hazardous waste streams, including halogenated organics. If it is determined that existing technology and capacity is sufficient for the safe management of the designated halogenated organic wastes, these wastes will be prohibited from land disposal, effective July 8,1987.
