ABSTRACT. This paper outlines an approach to planning the management of a lake heavily used for recreation and of substantial importance to the tourist economy of Northeastern Wisconsin. A framework, utilizing a three dimensional matrix, is developed to analyze levels of public concern, management alternatives and action agencies. Structural and non-structural alternatives are examined and evaluated on the basis of social and economic criteria, long- and short-term environmental impact and legal-political feasibility. Data requirements which created the necessity for an interdisciplinary approach involving social, physical, and biological sciences are enumerated. The authors examine the role of universities in assisting communities with resource management planning and detail the attributes of academic institutions which desire to successfully attack resource planning problems.  相似文献

ABSTRACT: This paper describes the development of an interdisciplinary model that analyzes the effects of resource management decisions on New Mexico fishery production, yield, sportfishing effort, and economic benefit to anglers. The model recreates river flows and materials transported through reservoirs and their tailwaters from 1974 through 1987. Solar radiation, water temperature, phosphorus, nitrogen, suspended solids, and water exchange rates determine primary production. Organic loads from watershed sources, added to primary production, form a trophic base for sportfish forage. Fish production is partitioned into biomass and growth of each age class in sportfish and forage fish groups by differential responses to food type, light, water-level fluctuation and predation. Fish biomass, with angler population distribution and site condition, contributes to determining angler effort and economic benefits. Model users can vary and analyze water level and quality, stocking, fishing regulations, site access, site facilities, and site entry fees. ABSTRACT: A groundwater quality change of +0.13 millimhos electrical conductivity was documented between 1940 and 1 972 in the Safford Valley. The change is attributable to four principal mechanisms: pumping-encouraged saline artesian aquifer leakage, natural recharge of the water table aquifer by saline waters, leaching of agricultural waters into the aquifer and the lateral flow of groundwater through saline lacustrine beds. A hydrologic study of the area has shown the first of these mechanisms to be predominant. Salinity modeling has shown three regions of salinity change, and salinity increase projections for each are determined. An economic analysis and an economic model are then combined with the physical model, yielding information as to when certain economic conditions are reached with respect to the salinity increase. This combined model shows that, based on projected salinity trends, cotton, the principal agricultural crop of the valley, will remain economical to cultivate for a significant time beyond the model's limit of prediction. Alfalfa, on the other hand, should go out of production in large areas of the valley by 1990, and not be under economical cultivation by 2040. A sociologic model, based on the cluster analysis of questionnaire data, shows an awareness of the salinity problems of the area but little concern over them. ABSTRACT: Survey data from samples of two types of Corps of Engineers planning studies have been collected. The nature of significant environmental issues affecting the studies was ascertained. Information concerning District administrative practices and communication patterns and extraorganizational coordination procedures was also obtained. Statistical analysis examined the relationships between these practices and procedures and the consideration given environmental issues in plan formulation and modification decisions. Environmental issues receive greater consideration in plan formulation decisions where District policies encourage interdisciplinary planning and direct communication between planners and environmental interests. Plan modification decisions reflect environmental considerations to a greater degree where significant controversy exists and where reviewing agencies actively pursue environmental issues.  相似文献

ABSTRACT: This paper discusses the selection and use of criteria for an institutional analysis of municipal water supply conducted in anchorage, Alaska. Although not universally acepted or used. evaluation criteria for most technical fields have been established either formally or informally. Cost-benefit rtios, cost-effectiveness, and environmental impacts are examples of technical evaluation criteria that can be quantified relatively easily (although poorly in some cases). The field of institutional analysis has evaluative criteria that are much less readily defined than those of technical fields, in part because many of the criteria are not quantifiable and in part because the area of the study is new.  相似文献

ABSTRACT: Recent watershed research indicates that many timber management practices have profound effects on the water quality of small headwater streams. These streams often support fisheries of high value. Current knowledge seems to indicate that a definite potential exists for a symbiotic relationship between timber and fisheries management. Maximum development of both resources is attainable only if further research efforts recognize the mutually benefiting aspects of these heretofore separate disciplines. Future research should carefully examine the complex interrelationships between small headwater aquatic ecosystems and the riparian forest environment.  相似文献

ABSTRACT: The effects of changing nutrient inputs through land use management, waste water treatment, or effluent diversion are not clear, and managers are discovering that decisions which were effective in reversing eutrophication for one lake are often unsuccessful when applied to another. Simple empirical relationships are often used to predict the impact of management decisions. Errors in estimation could result in either substantial costs for overdesign or failure to meet desired eutrophication levels. This paper presents and illustrates a methodology to evaluate the impact of land use and water resource management decisions on lake eutrophication. The problems of worth of additional information, and uncertainty of estimates were handled within a cost-effectiveness framework. The probability of exceeding a critical level of eutrophication was considered as a measure of effectiveness. The cost criterion is the expected value of opportunity costs, costs of analysis and costs of additional information. Uncertainty analysis techniques were used to estimate the effectiveness of various management alternatives. Bayesian methods can be utilized to determine the worth of additional information. The methodology was applied to Beseck Lake, Connecticut, and the cost and effectiveness measures estimated for a number of land management alternatives. Worth of additional information was not determined in this initial effort in uncertainty analysis for lake eutrophication management.  相似文献

ABSTRACT: A growing concern for environmental quality paralleled with increasing demands on our forest resources has prompted the Washington State Department of Natural Resources to evaluate simulation modeling as a technique for analyzing management decisions in terms of their environmental effects. The evaluation focused on a system of integrated models developed at the University of Washington which simulate processes and activities within the forest ecosystem. A major part of the system is a hydrologic model which predicts changes in discharge, stream temperature, and concentrations of suspended sediment and dissolved oxygen based on information generated by other models representing intensive management practices. The evaluation consisted of applying the system to a 72,000 acre tract of forest land, validating the models with two years of discharge and water quality data from a 93,000 acre watershed, and determining the pertinence of hydrologic modeling for management purposes. Results show several potential uses of hydrologic modeling for forest management planning, especially for analyzing the effects of timber harvesting strategies on water quality.  相似文献

ABSTRACT: Streambank protection projects are intended to prevent streambank erosion, thereby preventing streambank failure and maintaining a desirable channel alignment. Streambank erosion is a natural process of unaltered, dynamic river systems, and protection projects seek to impose stability on this natural system. The environmental impacts of such projects are primarily changes to terrestrial and aquatic habitats and to aesthetics. Adverse environmental impacts have been minimized and enhancement of existing habitat and aesthetics have been achieved through the development of new, innovative designs or modifications to existing designs and through use of construction and maintenance practices that promote habitat and aesthetics. Designs based on channel flow characteristics, e.g., revetments using a variety of structural materials, can result in preservation of wildlife habitat by reducing the use of structural protection by matching the erosion potential of flow at the bank with the protection capability of the materials used. Designs based on streambed stabilization prevent bank failure caused by bank undermining, result in preservation or establishment of streamside vegetation, and enhance aesthetics. Protection schemes that manage and preserve floodplains, berms, and riparian areas preserve the natural condition of the floodplain area. Designs based on deflection of erosive flows, e.g., dikes, minimize disturbance to the bank vegetation and create low-velocity aquatic habitats. Use of vegetation for bank protection is most effective when used in combination with structural components. Construction and maintenance practices can be scheduled and modified to minimize impacts to floodplain areas and to enhance wildlife habitat while preserving the integrity of the protection structure.  相似文献

ABSTRACT: The environmental effects of flood control channel modifications such as clearing and snagging, straightening, enlargement, and/or paving can be quite severe in some cases. Information review reveals that several environmental features have been incorporated into the design, construction, operation, or maintenance of recent flood control channel projects to avoid adverse environmental impacts and enhance environmental quality. Typically, these features have been proposed by conservation agencies and designed with minimal quantitative analysis. Environmental features for channel projects include selective clearing and snagging techniques, channel designs with nonuniform geometry such as single bank modification and floodways, restoration and enhancement of aquatic habitat, improved techniques for placement of excavated material, and revegetation.  相似文献

ABSTRACT. Individuals and organizations concerned with the expansion of the facilities of a river basin (such as a river basin authority) need to determine optimal strategies of operation and capital investment. They also need to examine the sensitivity of whatever planning decisions are contemplated. This paper extends the applicability of an algorithm that had been previously applied to the deterministic river-basin expansion problem to include the feature of a sensitivity analysis. The algorithm, containing a partial enumeration search technique and a network analysis code, gave a construction sequence of reservoirs, canals, and treatment plants, and an operating policy that maximized the present value of net earnings consistent with certain underlying assumptions. A river basin was chosen that had an existing configuration of unregulated streams and rivers, reservoirs, canals and treatment plants, and sites for future additional facilities. A series of representative synthetic flow sequences, future demand profiles, interest rates and reservoir costs that served as inputs to or parameters in the system were each perturbed by various factors (for a total of 24 cases). The sensitivity studies showed that the immediate planning decision of what facility to construct next was insensitive to variations in future demands and costs and independent of later decisions. Thus, decision-making was adaptive in the sense that by always making the optimal proximate decision, the management of the river basin is optimized.  相似文献

ABSTRACT: Managers of water related outdoor recreation resources want to provide facilities and recreational opportunities of high quality that are attractive to recreationists. The reported research develops a relevant site quality assessment and measurement procedure called environmental threshold modeling. This modeling procedure is based upon the idea that individuals (i.e., recreationists) have specific, identifiable evaluative criteria which can be expressed as a mathematical function of various site characteristics. The function of interest is called a threshold function because it separates acceptable recreational settings from unacceptable settings. Individual specific threshold functions can be easily aggregated to form a population specific threshold function that estimates the proportion of a population that would find the recreational setting acceptable for some specific activity. Presented in this paper are illustrative calibration results based upon survey data collected from recreational canoeists using the Pine River in Michigan's Manistee National Forest.  相似文献

ABSTRACT: While federal water resources laws and regulations require social analysis, no one workable formula exists for integrating it into water resources planning. Two primary problems in integrating social analysis into planning are examined; making trade-offs between policy acceptability and theoretical competence, and managing social analysis in planning. For illustration, the article builds on emerging trends within the U.S. Army Corps of Engineers. It concludes by observing that creative application of social theory to policy problems along with innovative data gathering techniques are the primary routes to managing these problems.  相似文献

Water resources professionals must turn more of their attention to this issue. Various avenues are open for their involvement. ABSTRACT: Several techniques for selecting a least environmental impact corridor have been proposed. Two approaches have been found workable; the computer graphics and the map overlay. This report combines features of both to determine an appropriate routing for a water conveyance canal. The study was conducted by an interdisciplinary planning team. Environmental factors were mapped and weighted on overlay maps. Alternative routes were identified and carefully studied. Several critical environmental implications were noted. Aesthetic factors, out door recreation interpretation, visitor safety and disruption of human and animal travel routes were considered and dealt with.  相似文献

ABSTRACT: The detrimental impacts of acid rain have become widely publicized, but effective and equitable methods to mitigate the acid rain problem remain to be found. This paper focuses on conflicts involved in allocation of the total emission loads to be reduced to respective pollution sources of acid rain, and proposes a game-theory approach to the resolution of the conflict. With an example abstracted from a hypothetical case study in the United States of America and Canada, a systematic analysis is performed and policy implications of the results examined to assess the applicability of the proposed model.  相似文献

ABSTRACT In water planning activities, major emphasis has been placed on the development of procedures for devising “optimum plans.” These plans are defined as those which meet prespecified demands for water at “minimum cost.” However, all plans are developed subject to postulated conditions regarding the state of the physical system and of nature. Because planning takes place in a dynamic and uncertain environment in which postulated conditions are known to change, it is imperative that the planner be apprised in the planning phase of the effect of changes which can occur. Using “this information, a planner can temper his judgment with a knowledge of the effect of the uncertainty resulting from changes in the system state variables. This paper presents results of the use of a computer simulation and optimization model to quantify possible variations in system response which could occur as a result of uncertainty in the postulated physical and economic conditions under which the proposed water development system was to perform. The possible effects of these variable responses on planning decision-making is discussed.  相似文献
